HomeMy WebLinkAbout03/06/1989 Park Board Packet PARK BOARD MEETING March 6, 1989 n The regular Lino Lakes Park Board meeting started informally at 6: 40 p. m. to discuss forestry issues and Arbor Day Proclamation. Members Present : Candy Toffoli , John Bauman, Bill Nissen, Ken Johnson. Also present were: City Forester, Mike Hoffman; Director of Public Works , Don Volk, Councilmember Andy Neal ; and Secretary, Laura Elken . 7 : 00 p. m. Bob Williams joined the meeting, and at 7 : 07 p.m. George Lindy joined the meeting. Members Absent : Ray Johnson . ARBOR DAY PROCLAMATION Mike Hoffman announced that we have been declared "Tree City USA" . This declaration and a plaque will be presented on April 29th during our Arbor Day Celebration. Mike Hoffman, City Forester discussed with the board, decisions made by the Arbor Day Committee. The Committee consists of Park Board Members , John Bauman, Bob Williams , Candy Toffoli , City Forester, Mike Hoffman; Councilmember n Andy Neal . Senior Coordinator, Peg Smith; and Planning Secretary, Laura Elken are also offering their help. During the celebration there will be a tree planting ceremony where 1 - 3 trees will be planted at city hall . A seedling sale will also take place. John Bauman is in charge of refreshments for the celebration . He is planning on providing hot dogs , chips and pop for the cost of approximately $1 . 00 . The Lino Lakes Senior Center will serve the food. John is also creating a banner for this event . Laura Elken contacted the Centennial High School and requested that the Dixie Land Band play during the lunch hour. The Lino Lakes Lioness Club will furnish clowns for the children . Andy Neal and Laura Elken created a flyer that will be inserted into the Quad Community Press and will be distributed to all Lino Lakes residents . Also, Mike Hoffman will talk to school children about Arbor Day and pass out flyers. Flyers will also be available at the Tom Thumb Store. Other events that may be included in the celebration are as follows : * Pony rides Page 1 PARK BOARD MEETING March 6, 1989 * Horseshoes Police Officer and guard dog * Drawing for free trees * Civil Defense demonstration The local cub scouts will bundle the trees for us , and the boy scouts will help by parking cars . The girl scouts are having a park clean-up day in conjunction with the Arbor Day celebration. We hope to have the local 4-H Oak Wilt banner on display for the event . Pine Bark Beetles March 9th a Pine Bark Beetle meeting will be held at city hall to discuss options of controlling this problem. Tom Eiber from the DNR will be present at this meeting. The temperature and moisture this spring will be the factor in determining the threat the pine bark beetles will pose to our cities pine trees . Mike feels that even if we see a normal rain fall this spring, we may have a 25% mortality rate. the city is planning on purchasing 250 traps this spring. The cost is $40 . 00 per trap. The traps last approximately 10 years . The city will bear the cost initially, but will be reimbursed by the private property owners taking advantage of the traps . Oak Wilt Tracy Urich, a Lino Lakes Employee, is now certified as a tree inspector. He will be a great asset to helping the diseased tree problem. Vibratory plowing will occur this April . Mikes concern is the possibility of frost still in the ground in April . That will delay his plans. The City of Circle Pines put together an Urban Forestry inventory. The city toured its boulevards and took a census as to where more trees are needed and what types . Circle Pines spent one year collaborating this information. Mike felt this would be a valuable tool for Lino Lakes . Planting a variety of trees in our city also helps to control diseases . 7 : 12 p.m. Co-Chairperson Bob Williams called the regular Page 2 PARK BOARD MEETING March 6, 1989 meeting of the Lino Lakes Park Board to order. CONSIDERATION OF MINUTES Bill Nissen moved to approve the February Park Board minutes as written . John Bauman seconded the motion . Motion was approved unanimously. MASTER TRAIL PLAN - RICH GRAY Mr. Gray was initially asked to develop a trail system within the MUSA boundary, but later it was decided that it wasn ' t feasible, and he took a look at an overall city trail system. Mr. Gray feels the city should look at linking the city trail system to Bunker Hills Park, and Carlos Avery Park. The Rice Creek Chain of Lakes Park Department does have plans to install a trail system. Mr . Gray presented a map showing one strong loop within the city. This "Master Trail" is laid out to use drainage ways and utility easements that are currently available for use whenever possible. He distinguished this master trail as a Class A Trail . Some characteristics are as follows : * Top quality status * Covering available easements * Passing through undeveloped land * landscaping * minimal road crossing * Tie into trail system within the regional park Class B Trails are as follows : * Links to the "Main Trail" * Off and On the road bikeways * Link subdivisions to "Main Trail" Also, trails will link parks and schools to the "Master Trail" . Mr. Gray suggested that when Anoka County upgrades Main Street near Centerville Lake, the City of Lino Lakes should .� ask for trail easements and right-of-ways from the Metro Council at that time. Also, if a new bridge is installed over the freeway a bike path should be part of the bridge. Mr. Gray stated there are certain grants available for upgrading of the bridge. Page 3 PARK BOARD MEETING March 6, 1989 Copies of this "Master Trail Plan" will be sent to the park boardmembers . This issue will then be discussed at the April Park Board meeting. SUBDIVISION ORDINANCE AMENDMENT *89-02 TO REQUIRE TRAILS Don Volk and Laura Elken contacted 16 cities in the area and visited with them regarding their trail systems . They reported on the cost of maintenance, Don estimated the cost of maintenance for Lino Lakes trails would be $750. 00 per year/per mile. Motorized vehicles on the trails did present a problem for a couple of the cities that were contacted. Don explained to the board that the key is proper signage and patrolling to minimize any problems on the trails . Also insurance liability was discussed. Trails are considered to be a very low claim exposure source. Additional liability or costs would not likely occur as trails are installed. City Council will review this survey, at the next council. meeting. Don stated that maintaining a park would cost considerably more than trail maintenance. But , parks require maintenance during all four seasons , including park facilities, i. . e. hockey rinks , tennis courts , etc . As far as the adjoining property owners , when they purchase their lot they will be aware that a trail system will be going up next to their lot . This is also a reason trails should be developed at the starting phases of any given subdivision. Bill Nissen suggested the parkboard should give this item some thought and discuss this further at the next park board meeting. OLD BUSINESS 1 . Greater Centennial Area Recreation Committee At the last Recreation Committee meeting they discussed the ,.N problem with Blaine not wanting to participate in this program. Ken Johnson will be attending the next Blaine City Council meeting and asked for support by the park boardmembers by attending the Blaine Council Meeting with him. Ken hopes to persuade Blaine to join the recreation Page 4 PARK BOARD MEETING March 6, 1989 program. The children that live on the east side of Blaine and attend Centennial School District will really miss out on a good thing. Don Volk stated that our only option for the children living in Blaine, and attending Centennial Schools , is to charge a small user fee for their participation in the recreation program. Ken explained that the committee has been making progress incorporating a joint powers agreement . He hopes to resolve this issue within the next two committee meetings . GUIDELINES FOR COUNTY OPEN SPACE AREA At the February Park Board meeting it was brought to the boards attention that a contract titled Guidelines for County Open Space Area was not enforced. This contract states that if there is a need for police action in any of the county parks , Anoka County Sheriff' s Department should be contacted. As it stands now, Lino Lakes Police Department answers all calls directed towards the county parks . Andy is contacting Centerville, and Circle Pines to discuss this with them. The contract establishes a committee with representatives from each affected city. This committee has not met for monthly meetings . Andy Neal ' s objective is to reinstate this committee, and follow through with this contract and its intent . Councilmember Andy Neal contacted two cities , and Dave Torkildson is willing to help Andy to reinstate this policy. Andy is meeting with Anoka County Commissioner, Margaret Langfeld, and Dave Torkildson from Anoka County Parks to discuss this further. He will bring this issue up at next meeting. APITZ PROPERTY UPDATE Don Volk stated that the school district was to meet with Mr. Apitz, before March 3 , 1989, although Don didn ' t know how it turned out . The school district will have to build a school within the next five years - so they may opt to purchase the Apitz property or they may want to purchase the property south of Birch Street . NEW BUSINESS Don informed the board that Baldwin Lake Mobile Home Park' s Page 5 PARK BOARD MEETING March 6, 1989 rezone application was denied by council . Harold Bisel addressed the board. He is a liaison for the Economic Development Committee, and the Planning and Zoning Committee. He suggested that the different boards work together on land use issues , and other topics as well . He would like to see the 3 boards come together and create a closer relationship. 8: 12 p. m. meeting adjourned. r Page 6
