PARK BOARD MEETING SEPTEMBER 7, 1988
The regular meeting of the Lino Lakes Park Board was called
to order at 7 : 00 P.M. , by Chairman Ray Johnson, Wednesday,
September 7 , 1988 at the Lino Lakes City Hall . Members
present: Chairman Ray Johnson, Candy Toffoli , Bob Williams,
John Bauman, Bill Nissen, Ken Johnson, & George Lindy. Also
present were: Public Works Director - Don Volk, City
Engineer - Ron Stahlberg, City Forester - Mike Hoffman and
Secretary - Laura Elken.
CONSIDERATION OF MINUTES: Chairman Ray Johnson approved the
minutes as written.
CITY STATUS ON TREES - Mike Hoffman
Mike Hoffman presented a tree species inventory in all City
Park lands to the Park Board. Mike stated that dutch elm
disease is present in Country Lakes Park and South Reshanau
Lake Estates.
Oak Wilt is not present in any of our City Parks at the
present time. Samples from various private properties have
been sent to the Minnesota Department of Agriculture and
have come back negative.
Don Volk added that 6 or 7 years ago there was a
considerable amount of Oak Wilt in our parks , but that it
has been taken care of.
There was discussion regarding incorporating a Tree Board in
the City of Lino Lakes . After discussion a motion was made.
MOTION: Bob Williams recommends to Council that the Park
Board, Mike Hoffman & Don Volk, take up the duty as a
Forestry Board as needed in Lino Lakes. Mike Hoffman will
become the Chairperson of this Board. Bill Nissen 2nd the
motion and the motion was carried unamiously.
WILDWOOD ESTATES/PARK DEDICATION: ELMER CROHN
Mr. Crohn has 118 acres in 2 1/2 acre lots. Giving 10% of
his land for park dedication would be a hardship to him.

After discussing this Chairman Ray Johnson suggested Mr.
Crohn attend the October Park Board Meeting and give the
Park Board his recommended park proposal in Wildwood
Estates. At that time Park Board will review his proposal
and take it into consideration.
FINAL PARK PLANS/SOUTH RESHANAU LAKE ESTATES: GARY UHDE
Gary made several revisions in his plat , widening the
roadway by 6' to make a trail system, and making three road
accesses to the park. He also added a 1 . 3 acre parcel that
would be available for park dedication, he would also add a
8' wood chip trail . After discussion a motion was made:
MOTION: George Lindy recommends to Council to accept the
plan as drawn with these changes:
1 . Eliminating the walkway on the West boundry of the
subdivision.
2. Surfacing all walkways with 4" of class 2 or 5 Lime-
stone aggregate The walkways are to be constructed
to city standards, with the exception of a Bituminous
surface.
3. Section of walkways extending between residential lots
to have a bituminous surface applied as soon as possible
by the City continguously with streets. The remaining
sections to have bituminous included in specifications
for Phase III of South Reshanau Lake Estates Sub-
division.
4. Delete walkway on proposed roadway in Phase III for
Park Dedication requirements .
5. All lands falling within the 100 year water occurence,
to be removed from City Park Dedication and ownership.
John Bauman 2nd the motion and the motion was carried
unamimously.
PARK DEDICATION/WOODRIDGE ESTATES - Rick Carlson
Our Landscape Design Architect is designing a walkway and
park system for the southwest corner of the City to include
section 31 .

Tara Blamer, from Merrill Lynch presented a proposal to Park
Board, for the City to purchase two parcels of land for park
use. The Park Board felt it wouldn' t be cost effective to
purchase this land.
This item was tabled until the Park Board meets in October.
COMPREHENSIVE PARK PLANS : RON STAHLBERG
Mr. Stahlberg discussed a proposed city park on the Ernie
Apitz Property adjacent to the Anoka County Regional Park.
Chairman Johnson and Mr. Volk had discussed a possible park
.location on the Ray Miller property, if the Apitz property
was not available for park.
He suggested approaching the owners, suggesting a "Lifetime
Estate and use of the land" . Mr. Stahlberg explained the
Apitz property abuts the Regional Park and could easily be
tied into their trail system which could lead to the
Shanandoah' s additions.
Mr. Apitz has previously been spoken to by phone, and he
said he was not willing to sell his property to the City.
However, the idea that the property would be developed for
park land with a lifetime estate may be more appealing to
him.
Mr. Volk noted that the staff has discussed co-ownership of
property such as Mr. Apitz with the Centennial School
District .
MOTION: George Linde is recommending to City Council to
purchase the Ernie Apitz property, located at the N. E.
quadraunt of highway 49 and Birch Street for future City
Park Land and that it be specified as a "Life Estate" for
Mr. Apitz . Ken Johnson 2nd the motion and the motion was
carried unanimously.
Mr. Stahlberg stated that the Park Board, when looking at
parks, be aware of any special assessments pending, and how
they are going to be paid. Special Assessment policies do
not differenciate between any property owner.
The one thing Mr. Stahlberg likes about the Apitz property
is the City will not have to worry about any assessments.

Mr. Stahlberg also explained to the Park Board the
availability of using the Pipe Line and other utility
companies property to run the trail system.
CAPITAL IMPROVEMENT 1988, OPINION SURVEY
A. Rice Lake Estates
Don Volk explained 2 lots in Rice Lake Estates were obtained
as park land, lots 1 block 2. Also, block 1 could be used
for a parking area. Mr. Volk stated he would like the Park
Board to consider what they would like to do at Rice Lake
Estates Park and discuss this at the October Meeting.
B . 1988 Budget Improvements - $8, 000
Don Volk recommends spending the money at Rice Lake Estates
or Ericksons Park - starting the process of improvements .
Mr. Volk will put together a proposal making suggestions as
to where the money could effectively be spent .
BALLFIELD LOCATION - SUNRISE V. S. SUNRISE MEADOWS
Mr. Volk explained that in looking at the ballfield he can
see some problems that may occur there. We cannot
re-position the ballfield without adversly effecting another
ballfield. Both of the north fields are used a minimum of 5
nights a week by the Centennial Little League.
Mr. Volk suggests a 2 - 3 foot high berm and planting trees
and shrubs along the right of way line on the north end of
the fields . Mr. Volk stated this would be the most fesible
thing to do, asthetically, people living adjacent to this
will look at it as a buffer, and he feels Park Board should
keep these fields for the Little League.
Chairman Johnson suggests putting up the berm, and then if
necessary, installing a fence to block any foul balls hit
towards the street. This will be brought to the Park Boards
attention in the near future.

Mr. Johnson stated the Greater Centennial Area Park and
Recreation Committee met a couple of weeks ago, and some
figures were presented to us.
The Centennial school district area has a total first year
budget for a recreation program, hiring 1 person to run the
program - They estimated $30, 000. 00 which would be shared by
the communities involved. The Lino Lakes portion is
estimated at approximately $6, 800. 00 for 1989. The
preparation of a joint powers agreement between the cities
and Centennial School District , will be the focal point of
future meetings .
B. Sunrise Park Improvements - Update - Don Volk
1 . A total top dressing and reeceeding is still pending.
This would take place in conjunction with the construction
of the 2nd Ave. municipal state aid roadway.
2. The relocating of ballfield *1 will take place
immediately after Sandbur Days , which will be the weekend of
September loth. Funding for this relocation is from the
Circle Lex Lions (Sponsors of Sandbur Days) .
NEW BUSINESS
Mr. Volk stated there was a Special Council Work Session in
August , and during the discussion at this meeting Mayor
Benson asked that all departments make comments as to how
each department is going to react to the results of the
opinion survey. The Park Board will consider this request
and this issue will be brought up at the October meeting.

Dear Don,
This letter is to recap our agreement with the Lino Lakes
Park Board on the matter of park dedication for Reshanau Lake
Estates South.
The Board agreed to accept the park land as noted on the
final plat and outlined on Exhibit A, attached, for the total
dedication for the 80 acries with the following conditions :
1 ) Developer will work with City staff in coordination
and lay out of final walkway design.
2 ) Developer will subcut a walkway 8' wide and cover with
crushed class 2 or 5 limestone as outlined on Exhibit A or
as redesigned by Developer and City staff .
3 ) Area of walkway on west end of pond and through park
up to the 20 ' easement would be deleted. This area is out-
lined on Exhibit A.
4 ) Board did not want the additional 6 ' of walkway on the
street connecting Deerwood and Red Fox Lane.
I hope this covers it . If you have any differences , please
let me know as we would like to proceed as soon as possible in
the layout and construction of kway.

In reference to your September 9th letter outlining conditions
to park dedication in Reshanau Lake Estates South.
I do agree with the four conditions as stated in your letter. How-
ever, a fifth condition should be added as per Park Board request:
5. ) All lands in area designated as park in the
original. Reshanau Lake Estates South, Phase
I, that are below the 100 year water occurence
are to be removed from city Park Dedication
and ownership.

over the past year, an increasing number of developers have
presented plats to the Lino Lakes Park Board for approval . These

the question "What. do you want?", to complete parkland design
concept-b with everything documented .

time, asking us to make a decision of which we have limited
information. These decisions will affect the future of the Lino
Lakes ' Park system for years to come, be they right or. wrong.
In order to aid us in the process, I and I—iat we have a
document outlining our needs for the developers to use before
they bring their plats to the Board for approval . This documitrit
should define what the Board ' s Park needs are in regard ' s to
protect size and location in the city. This will also serve to
developers that we expect plans complete with written paria
dedication proposals to be submitted for action. This document
-hould also be updated at a predetermined time, most 'Likely
annually, as needs are continually changing with our growth.
What- are the benefits?
The Board will be able to act on requests with improved knowledge
of what is proposed and it ' s benefit-- to the community.
Developers will be able to have their plats approved quicker, a
process that now can take months, could most likely be approved
at a single meeting with the Board .
Please take some time to read the attached proposed draft, and
let ' s get sortie ideas together for our next meeting to save time
for everyone in the future .

Park Board Approval
77�akes Park Board, in order to make intelligent decisions
regarding the long term park needs of the city, is requiring
developers to present documented park dedication proposals to the
Board for their approval .
All requests must include the following:
Written proposals .
The Board expects every person asking for approval of their Park
Dedication to present written proposals of how they intend to
satisfy this requirement stating how their particular proposal
will benefit the community.
Land Dedications .
Any dedication proposal including 'Land must include the
following—
Plat maps with topographic information, both present and
final grade .
If any structures or field layouts are suggested, they must
be drawn in with the correct size required for proper uses .
Photos of the proposed Park property must be submitted .
A fainimurit of four photos, are -Cequiireti For each site . Take each
photo from the approximate corner of the site, directed
G-ed towards
the center . show the location and direction of each photo on tI-ie
plat map.
These are to be in each Board Member ' s possession before the day
the Board meets . No proposals presented on the evening of a
meeting will be discussed or acted upon.
