PARK BOARD MINUTES
JUNE 6, 1988
The regular meeting of the Lino Lakes Park Board was called
to order at 7 : 00 p. m. by Vice Chairman Ken Johnson, Monday
June 6, 1988 at the Lino Lakes City Hall . Members present:
Vice Chairman Ken Johnson, Candy Toffoli , John Bauman, and
Bob Williams . Also present were: Public Works ➢irector -
Don Volk, Council Liaison - Harold Bisel , TKDA Landscape
Architect - Rich Gray, and Secretary - Connie Husby.
Members not present : George Lindy, Ray Johnson, and Bill
Nissen.
CONSIDERATION OF MINUTES :
MOTION: John Bauman moved to accept the May Park Board
minutes . Candy Toffoli seconded the motion and the motion
was carried unanimously.
GARY UHDE - REVIEW OF SO. RESHANAU LAKE ESTATES PARK
DEDICATION - REVIEW PHASE 2:
Gary brought the grade plans of the 1st and 2nd phase of So.
Reshanau Lake Estates for the Park Boards approval for
dedication. Gary talked about interconnecting the Park
Trail along the waterway regarding Phase 1 and Phase 2 .
Gary also suggested a hard surface for bicycles etc. to
travel on . The Park Board expressed their thoughts for
exercise postings along the trails .
MOTION: John Bauman moved to accept Phase 1 and Phase 2 for
the park dedicated land. Bob Williams seconded the motion
and the motion was caried unanimously.
REVIEW OF ERICKSONS 2ND ADDITION - RON STAHLBERG PARK
DEVELOPMENT PLAN UPDATE - REVIEW PHASE 2 :
Rich Gray - TKDA' S Landscape Architect presented Preliminary
Development plans for the park.
The proposed activity areas will be separated by a multiple
tear land contour design. The tot lot and picnic area will
be close to each other. The restrooms will be centrally
located. The proposed hockey area will overlay the outfield
of the baseball field. City water is available to the park.
MOTION: Bob Williams moved to accept the grading plan with
a 1/2 inch slope on the hockey rink portion of the baseball
field. John Bauman seconded the motion and the motion was
carried unanimously.
ARV GEARMAN - RICE LAKE ESTATES - PUD , PARK DEDICATION:
Ary Gearman wishes to permit conventional stick-built home
construction in the R-7 manufactured home subdivision
district . There has been slow sales of lots for the high
value manufactured homes resulting in late assessment
payments . Gearman believes that he will be able to sell
lots quickly if he can sell to conventional builders and as
a result he will be able to make his payments to the city.
The city would like to see park land dedicated to the city.
MOTION: John Bauman moved to recommend that John
Miller/City Planner and Don Volk/Director of Public Works
make the final decision regarding park land dedication and
send dedication to Council . Bob Williams seconded the
motion and the motion was carried unanimously.
OPEN MIKE: Jack Menkfeld-Sunrise Meadows
Jack came before the Park Board as requested by the Planning
and Zoning Board. The Planning and Zoning Board is looking
for a walkway between Caribow Circle and Sunrise Park, and
are looking for input from the Park Board regarding this
issue.
MOTION: John Bauman moved to reject the pathway request by
the Planning and Zoning Board for Mr. Menkfeld - Sunrise
Meadows . John recommended the Park Board go back to the
original agreement between Mr. Menkfeld and themselves.
That agreement was made at the April. Park Board meeting and
reads as follows :
Jack purchased land from Mr. Ulmer and suggested a cash
offer as park dedication for the proposed subdivision lots ,
north of Sunrise. Mr. Schumacher recommended that Jack
Menkfelds proposed subdivision be credited park dedication
fees paid by the previous developer. In the motion made at
that time, the City Administrator - Randy Schumacher made
sure it was clear that the amount already paid is subtracted
from the amount due now.
Bob Williams seconded the motion and the motion was carried
unanimously.
OLD BUSINESS: BRADLEY WALKWAY UPDATE : DON VOLK AND
CHAIRMAN JOHNSON:
Don Volk reported that Ray Johnson and himself walked
through the 74th Street area easement and that the area is
unacceptable for a walkway. There are large Oak Trees with
at least 200 feet of forest . Don said the only place for a
walkway would be the Bradley/Leonard Street area. The two
petitions submitted by the residents were so close in that
there were a few more residents who wanted the walkway than
those opposed.
MOTION: Bob Williams moved that the Bradley/Leonard
easement walkway proposal that was originally initiated by
Candy St . Clair be denied, in that the money will be better
spent elsewhere. Also that the 74th Street area should not
be used for a walkway either. Candy Toffoli seconded the
motion and the motion was carried unanimously.
CENTENNIAL SCHOOL DISTRICT UPDATE FUTURE DEVELOPMENT PLANS -
DON VOLK:
Don Volk talked with Warren Tester regarding the development
plan. Mr. Tester said they hadn' t discussed it yet . Ken
Johnson asked that we forward the school lease to the City
Attorney - Bill Hawkins , and ask him whether the school had
the right to lease the land in question.
LAMOTTE PARK: UPDATE ON REQUEST TO OBTAIN PROPERTY TITLE -
DON VOLK:
Don Volk reported that this item is going to the City
Council - He has to talk to our City Administrator - Randy
Schumacher.
UPDATE : SOUTH CENTRAL COMMUNITY PARK - DON VOLK:
Don Volk reported the results from the two phone calls made.
We got negative response from Ernie Apitz and Hugo Jorgenson
to sell their land to Park Board. Don Volk suggested
contacting Ernie Apitz again and offering to buy his land
and making the land into a future park and allow Ernie with
a life time Estate. The Park Board thought this was an
excellent idea.
UPDATE : RESIDENTS QUESTIONNAIRE - JOHN MILLER MEMO:
The stated cut-off date for returning the city' s park survey
was May 20 . John doesn' t at this time have access to the
final count of survey returned but his guess is that at
least 30 percent of all households returned them. This will
give us a count of about 700 .
Most of them have been tabulated - There are about 125 left
to do - and this part of the work should be completed by
next week. What this means is that you should either allow
a good amount of time at your July meeting for Lee Mehrkins
to review the results with you or you should set a special
meeting date early in July to go over the results .
NEW BUSINESS : CAPITAL IMPROVEMENTS "1988" :
Don Volk made this report : There is $8, 000 . 00 in General
Fund Budget . Don wrote a memo suggesting ideas how to spend
the money. He suggested that we wait until the Park Survey
results are in before making any decisions .
MOTION: Bob Williams moved to table this until next month -
July meeting. Candy Toffoli. seconded the motion and the
motion was carried unanimously.
MORE OLD BUSINESS: SIGNS FOR PARK:
Don Volk reported his meeting with Chief Dean Campbell
regarding the signs at the parks in our city. He said the
wording is being worked out and will report next month what
they decide on. These are signs that will be put up at our
city parks informing the public who to call in case the park
is not open.
MOTION: John Bauman moved to adjourn the meeting at 9: 15
p.m. Bob Williams seconded the motion and the meeting was
adjourned.

MEMORANDUM
TO: LINO LAKES PARK BOARD

SUBJECT: PARK NEEDS SURVEY
Attached is your copy of the recently completed park needs
survey.
Lee Mehrkens, the consultant who completed the work, will be
available to discuss in detail the findings of the survey.
I've visited with Mayor Benson and Randy Schumacher about
this meeting with Mehrkens. They both thought that a
meeting that included not only park people but also Economic
Development , Planning and Zoning, and City Council members
would be best.
In this way all persons directly involved in determining
policy for the City would hear the same discussion. For
example the Economic Development people would hear what the
residents want for parks and vice-versa. Hopefully then,
these groups would not work at cross-purposes but see that
where possible their plans aid all city interests.
We have determined that July is a lousy month to try and
assemble this group from the various city boards and
commissions. Would you please note your individual
preferences at the July Park Board meeting for either August
2 or August 3 (the 2nd is a Tuesday) . We will schedule the
meeting for the day we can get the most persons. It should
really be an enjoyable and informative meeting.
Did you get your money's worth? I think so. You' ll note
for example how high "trails" came out on the survey. I
mean people really want these. This is important to know as
trail systems can easily be added to subdivisions as they
are submitted for your review.
You' ll also note that support for a park bond issue was
evenly split. . . . well I guess we' ll be able to discuss all
of this in August.

As of May 31, 1988 the Dedicated Parks Fund balance
was 109, 121.26.

ORDINANCE NO. 10 - 88
AN ORDINANCE AMENDING THE CITY CODE BY INCREASING THE
COMPENSATION FOR THE PARKS, RECREATION AND ENVIRONMENTAL
COMMISSION AND THE PLANNING AND ZONING COMMISSION.
The City Council of the City of Lino Lakes, Anoka County,
Minnesota does ordain:
I .
Parks Recreation and Environmental Commission
The City Code of the City of Lino Lakes, Anoka County,
Minnesota is hereby amended by deleting and replacing
Section 200, Subdivision 211.05 Appointment and Compensation
of Members as follows:
211.05 Appointment and Compensation of Members. The
members of the Commission shall be appointed
by a majority of the Council and shall receive
a quarterly salary of $50.00 with the Chairman of
the Commission to receive an added $50.00 consistant
with the Mayor/Council relationship. This will give
the Chairman some responsibility to this position.
However, to qualify for such salary, an attendance
record of 70% must be obtained on a quarterly
basis.
The salaries established hereby shall be effective
July 1, 1988.
II .
Planning Commission
The City Code of the City of Lino Lakes, Anoka County,
Minnesota is hereby amended by adding Section 200,
Subdivision 212.06 Compensation for Members as follows:
212. 06 Compensation for Members. The Commission shall
receive a quarterly salary of $50. 00 with the
Chairman of this Commission to receive an added
$50.00 consistant with the Mayor/Council
relationship. This will give the Chairman some
responsibility to this position. However, to
qualify for such salary, an attendance record
of 70% must be obtained on a quarterly basis.
The salaries established hereby shall be

III .
This Ordinance shall be effective from and after passage and
publication as provided by the Lino Lakes City Charter.
Passed by the Lino Lakes City Council this day of
1988.
