PARK BOARD MEETING
MARCH 7 , 1988/MINUTES
The regular meeting of the Lino Lakes Park Board was called
to order at. 7: 00 p. m. by Chairman Ray Johnson, Monday March
7 , 1988 at the Lino Lakes City Hall . Members present:
Chairman Ray Johnson, Ken Johnson, Bill Nissen, Candy
Toffoli , Bob Williams , and John Bauman. Also present were:
Don Volk-Public Works Director, Harold Bisel-City Council
Liaison , and Connie Husby Secretary.
Members not present : George Lindy
CONSIDERATION OF MINUTES : Ken Johnson made a correction in
the February Parkboard minutes . Correction as follows :
Last Page: It stated that money was available
for parks person . It should have
read that money will hopefully
be available in the future for a
full-time parks person.
MOTION: Ken Johnson moved to accept minutes as corrected.
John Bauman seconded the motion and the motion was carried
unanimously.
UPDATE : PARK PLANS - RESHANAU LAKE ESTATES SO.
ERICKSONS 2ND ADDITION
Don Volk said the first phase of this development was fine,
but was violated by not coming back to the Park Board.
Therefore with the second phase of the development the Park
Board will be looking at a new Park Dedication ! The Park
Board should work hard to try to get high ground (dry land)
for their park. Some of the land will be under water. The
Park Board would like to get the east side of the property.
(This would be on the same side as the tower) .
BRADLEY STREET ISSUE:
Scott Rebelke - 7519 Jeanne Drive, Scott brought another
petition - he didn' t get all of his neighbors to sign it.
Scott stated the money would be better spent for upgrading
r� the existing Leonard and Bradley Parks .
UPDATE: CAPITAL IMPROVEMENT PLAN
Don Volk reviewed the park situation by year. The Park
Board looked at the long range plan for our parks . Chairman
Ray Johnson requested soccer fields at City Hall Park. Don

Volk said we' re real close to it now. Also, it might be
possible to have a soccer practice field where the BMX track
was .
1988 BUDGET AND CAPITAL IMPROVEMENTS
Don Volk presented the approved final budget . No
discussion.
UPDATE: GREATER CENTENNIAL PARK AND RECREATION PLANNING
COMMITTEE (GCPRPC) KEN JOHNSON
Ken -Johnson is our Lino Lakes representative. He explained
how the committee wants to hire a resourse person to help
the planning committee decide whether Lino Lakes ,
Centerville, Lexington, Circle Pines and Blaine would
benefit by having a full-time parks person. The cost for
this would be $2, 000. This would be split by all of the
communities mentioned above.
The question Ken raised is whether the City of Lino Lakes
would help support the parks person (if and when hired) with
his or her salary.
Ken Johnson would like to confront the City Council with the
question of whether the City of Lino Lakes would share the
$2, 000 cost for the resourse person to help decide what
action to take next for the parks . Ken asked if he could be
put on the agenda for the March 14th Council meeting.
Connie/Secretary said she would arrange this and contact Ken
by telephone.
UPDATE: PARK NEEDS SURVEY - GEORGE LINDY
Don Volk listed changes on survey:
* Picnic Shelters: Should be more picnic shelters
* Outdoor Ice Arena: Should be Indoor Ice Arena
* Community Center should be separate
* Courts and fields - We should ask whether the
public wants lights on ballfields and tennis
courts
* Taken Out: Boat access and Launch area
* Page 3 - Private health club will be moved
down to #3
Bill Nissen wanted to know what happened to the exercise
r-� course. We should eliminate hiking and replace it with
exercise trail with stations through course for exercising
and warm-ups .
Horseback riding - Eliminate this and county parks could
possibly help us out with trails.

What should housing questions be?
Bond issue? Re-word this so people understand what exactly
a bond is . They need to be aware that if they want
additions to their parks they have to contribute a little.
Also, change $ amount : Example: 10-20 dollars , 20-40
dollars , No Support etc. How about change No Support to
Present Funding?
The Park issues should be grouped together.
#10 - Do people really know where the boundries are?
Can we re-word this question and group in zip codes?
OLD BUSINESS : Circle Lex Lions donation & Thank you Letter
Circle Lex Lions future Involvement
RE : Ballfields
The thank you letter to the Circle Lex Lions should be
re-typed and signed by Chairman Ray Johnson.
Money from this went to Sunrise Park.
Circle-Lex Lions - Future Involvement - Ballfields :
Would like to move the ballfield to the north and add
another ballfield at Sunrise Park. There was general
discussion about this .
NEW BUSINESS :
Connie Husby/Secretary told Park Board about the new Jaycees
that were formed in Lino Lakes . Donations from fund raisers
could benefit Lino parks .
Chairman Ray Johnson would like to send letters out to the
organizations that donate money and let them know what the
park needs are.
Also, there are a couple of businesses in the City of Lino
Lakes that sell pull tabs. We should inquire whether or not
they would like to donate to our parks.
The Lino Lakes Park Board committee adjourned at 8: 30 p. m.
