Page - 1 - Park Board Minutes PARKBOARD MINUTES FEBRUARY 1 , 1988 y The regular meeting of the Lino Lakes Park Board was called to order at 7: 00 p.m. by Chairman Ray Johnson Monday, February 1 , 1988 at the Lino Lakes City Hall . Members present : Chairman Ray Johnson, Ken Johnson, Bob Williams , John Bauman, Bill Nissen and Candy Toffoli . Also present were Public Works Director - Don Volk, City Administrator - Randy Schumacher, Liaison - Harold Bisel , City Planner - John Miller, and Secretary - Connie Husby. Members not present were: George Lindy. Consideration of Minutes - January 4, 1988. MOTION: John Bauman moved to accept the minutes as written and Bob Williams seconded the motion . The motion was carried unanimously. Correction in Minutes from Secretary - Connie Husby to read as follows : Under discussion for REVIEW EXISTING PARKS DEVELOPMENT PLANS: Instead of money reimbursed from power lines , I made a correction and it now reads: * Money received from Anoka County for Right of Way on Main Street Improvement adjacent to City Hall Municipal Park, and what account did the money go into from this transaction. I made the correction on the permanent minutes in the City Hall files. RANDY SCHUMACHER - A. UPDATE SALE OF PROPERTY ON CTY. 14 A request was made by the Park Board to find out where the parks money went to from the right of way taken by Anoka County. There is a pending assesments hearing to be held by the City Council , the results of that meeting will determine whether any money is paid back to to the Park Board. RANDY SCHUMACHER - B. DEDICATED PARK FUND - LAWCON FUND TRANSFER The auditors made this decision when Randy Schumacher was on vacation. Page - 2 —Park Board Minutes 1987 LAWCON BALANCE (44, 159) DEDICATED 30, 047 CITY LEVY 14, 112 As of December 31, 1987 , $104, 650. 35 was remaining in the dedicated park fund. This figure Paula Romocky our accountant gave the secretary. Please note that George Lindy joined the Park Board meeting already in progress at 7 : 10 p.m. PARK PLANS - RON STALLBERG AND RICH GRAY (LANDSCAPE ARCITECT) - ERICKSON' S 2ND ADDITION PARK/SOUTH RESHANAU LAKE ESTATES PARK General discussion took place on development for a master plan for Erickson ' s 2nd Addn. Park and South Reshanau Lake Estates Park. MOTION: Ken Johnson moved to table this issue until the next meeting. George Lindy seconded the motion. The motion failed with Candy, Bob, John, and Ray voting no. There was much discussion and Chairman Ray Johnson tabled this item until agenda item *6 is discussed regarding surveys from John Miller our City Planner. UPDATE - RICE CREEK CHAIN OF LAKES REGIONAL PARK - DAVE TORKILDSON, ANOKA COUNTY PARKS DIRECTOR Dave Torkildson presented the proposed campgrounds for George Watch Lake. The grant money Anoka County has now is up to $750, 000. On Centerville Lakes the beaches are developed including picnic areas . The present plan is for camping on George Watch Lake. 54 sites are to be developed, including water, electricity, a dump station and a contact station at the entrance to the park. There will be a live-in caretaker nine months out of the year for late arrivals and emergencies. he will receive no pay and he will not have to pay rent . The park will be catered to RV' s but will also have 35 camp sites for tents (however there will only be satalites used for this type of camping, and no electricity or water available. ) There will be a building for showers and self contained toilets that will have to be pumped on an annual basis . Also, a washer and dryer will be available in this building. This building will be extended in the near future to accomodate room for a store and recreational facilities . The water table .is high in the area so they have to be careful what is planted. The county will be putting oiled Page - 3 - Park Board Minutes gravel in to prevent dusting from the main road to the beach. The County will continue to seek out funds to complete a ' store and activities room. These are plans the county will see through. They are thinking of holding a private fund raiser in hope of making a profit to complete the campgrounds. The county would also like to build a nature center with day camping. They also would like to expand picnic tables around Centerville Lake. This project will take all this Summer. On February 12th the county will open bidding for this project . It should be done this fall . Camping will be available in the winter months. In the Summer the park is expected to have full occupancy. This project should make money for the county and the surrounding area when completed. Anoka County will run a full campaign in 1989 on this park area to promote it , and Dave said this park should be the best in Anoka County! FEES FOR CONTACT STATION: $ 2. 00/car $ 1 . 00/car for seniors 15. 00/annual fee $10 . 00/annual fee for seniors Additional fee for campgrounds/Additional fee for golf course. Walking and hiking trails will be developed along with the nature center and finished driveways . Backstops for playing softball will also be available, but nothing for a full fledged recreational area. There are no established rules for the campgrounds as of yet . The county is looking to revise old rules and regulations. We need to have more detailed rules . Dave also said he talked with Oberstar and Durenberger regarding a new interchange in the area. They are willing to talk about it , and work out some kind of arrangement . It definately needs to be done. Mr. Torkildson was thanked by Chairman Ray Johnson for coming to our Park Board meeting. r� DISCUSSION OF PROPOSED PARK NEEDS QUESTIONAIRE - JOHN MILLER/CITY PLANNER, PARK NEEDS SURVEY. The telephone people, Decision Resources, LTD . proposed to complete a survey where 400 homes in Lino Lakes would be called. They would aid in preparation of the questions , Page - 4 - Park Board Minutes provide cross-correlations of the responses, appear before the Park Board and City Council to explain the results, and provide two copies of a final report . College students are employed to do the actual calling. The cost to Lino Lakes ' would be a minimum of $4800 and possibly more depending on the questionaire. The proposal for the mail survey was submitted by Lee Mehrkens . This option would send a printed questionaire and postage-paid return envelope to each residence in Lino Lakes . There would be no sampling. The results would be cross-correlated. Mehrkens would aid the Park Board in. preparing questions, print the questionaires, provide the postage, , provide analysis to the Park Board and City Council , and provide copies of the final report . The cost to the city would be a firm $3950. These are the two proposals John Miller brought to the Park Board meeting. John asked if the Park Board could justify the cost for the survey? John said it would save the Park Board in a long run, as they need to know what people want and also it would save them from any white-elephant deals . Both proposals are similar in that they provide aid in preparing the questions, complete answers , and provide final reports The telephone survey provides calls to 400 homes. The mail survey allows residents from each of the 2300 homes in Lino Lakes to respond. John Miller said it was a very good idea for a survey. The work should be done ! It will take the guessing out of putting whatever into our parks . The response from a mail survey is 40% or higher depending on the questionaire. The time element would be one month after the questionaire is completed. A suggestion was made from Bob Williams that we share the survey and the cost with the City Council , by refering to questions refering to the city as well . John Miller thought this was an excellent idea! Harold Bisel also agreed it could benefit the city as a whole. Randy Schumacher said it would be put on the agenda for discussion at the next council meeting. MOTION: Ken Johnson moved to entertain the idea of a mail type survey for the City Council to look at and share the cost with the Park Board. Bill Nissen seconded the motion. Discussion followed with the Park Board asking Harold Bisel to report back to George Lindy and Ken Johnson after the council meeting to inform them of the decision the council has made regarding the survey. The motion was then carried unanimously. Page - 5 - Park Board Minutes r� PARKBOARD CONTINUED WITH DISCUSSION REGARDING PARK PLANS AND RICH GRAY, TKDA' S LANDSCAPE ARCHITECT. A question was asked regarding the first phase on the development plan as to how much it would be. TKDA' s price is $35. 00/per hour and 90 hours would be utilized for the completion of the first phase. MOTION: George Lindy moved to go ahead with the first phase of the proposed schedule and work scope. The following is the proposed first phase: Months of February and March * Site visits/inventory/photographs * Review of background data/drawings * Site analysis/capability assessment * Develop schematic sketches (Plan View) for each site * Develop rough construction cost estimates for schematic alternatives Bob Williams seconded the motion and the motion was carried unanimously. NEW BUISNESS: A. Rice Lake Trails Assn. Proposal - DON VOLK Rice Lake Trails association is requesting use of park land (City Hall Park) for snowmobile trails. Location to be approved by Don Volk. RECOMMENDATION: Bill Nissen made a recommendation to the City Council to approve the trails subject to Don Volks approval to proposal . B . UPDATE - KEN JOHNSON, TASK FORCE JANUARY 20TH MEETING - SCHOOL DISTRICT #12 They are going to study park and recreation programs in other districts to see what they offer. The Task Force would like to make one good strong program geared toward the hiring of a Coordinator or Planner for a full time year round park and recreation position. The responsibilities would include making reservations for parks and working with community associations and all leagues . They are going to start with Centennial School District then expand to other schools in the area. Discussion included: * To approve or disapprove of hiring someone for this position. * -financial burdens Page - 6 - Park Board Minutes * Planning consultant or coordinator * Is the city ready to carry their fair share on this? * Coordination of use of parks and use of activities Ken Johnson is going back in 10 days to meet with the task force and discuss the hiring of a parks person. Ken also stated that hopefully in future there would be money available. NEW BUSINESS continued: Chairman Ray Johnson informed the Park Board committee that the City Council wants each Board to choose their new Chairman for the year. The Park Board voted Ray Johnson in again as chairman for the year of 1988.
