ADJOURN PARKBOARD MINUTES JANUA.RY 4, 1.988 The regular meeting of the Lino Lakes Park Board was called to order at 7 : 00 p. m. by Chairman Ray Johnson Monday, January 4, 1988 at the Lino Lakes City Hall . Members present : Chairman Ray Johnson, Ken Johnson, Bob Williams George Lindy, John Bauman and Bill Nissen. Also present; were Public Works Director - Don Volk, Secretary - Connie Husby, and Liaison -- Harold Bisel . Members not present were: Candy Toffoli . CONSIDERATION OF MINUTES -- DECEMBER 7 , 1987 Correction in December 7 , 1987 minutes were made under the Kent. Roessler subdivision/Park Dedication second paragraph: Instead of as houses are completed, 25% of the park should be completed. This should read: As 25% of the houses are completed, the park should then be completed . MOTION: Chairman Ray Johnson approved minutes as corrected . There wa.s no second.. REVIEW OLD PARK NEEDS SURVEY: George Lindy mentioned the survey wasn ' t accurate for today. In 1982 the priority was dog trails compared to softball fields being the #1 priority now. There was discussion regarding bicycling trails . Don Volk said he would discuss getting marks drawn on our roads directing a bike route with MNDOT Engineers . Chairman Johnson suggested revising the parks survey. George Lindy thought. this could be a costly process and wanted to clerify whether it would benefit the Park Board. Also, a question was brought up regarding a bond issue. As to whether the residents in Lino Lakes would be willing to discuss a bond issue and inform them of what they would be get.ting for their dollar. Bill Nissen suggests the Park Board work on a presentation for a questionaire for the next Park Board meeting to construct a new survey. A suggestion was made to inquire outside of City Hall to see whether there is someone experienced in the field of taking surveys and how much it would cost to hire someone. We could possibly discuss this with our City Planner -- John Miller. REVIEW EXISTING PARKS DEVELOPMENT PLANS : There was discussion , e_garding the City Hall Municipal Park, Sunrise, Country Lakes , and Shenandoah Parks . Each of the Board members rece:iz7ed a map refering to each park discussed . Don took out each of the park Mans and explained what was in the park, and what we would like to see added to our existing parks . Discussion: Money received from Anoka County for Right- of-Way on Main Street Improvement adjacent to City Hall Municipal Park, and what account did the money go into from this transaction. Need for updated map of the City Hall Municipal Park * Country Lakes Park : Parkboard members will be getting an amended version of this park . Further discussion will take place on these parks when Don Volk revises a few maps . OPEN MIKE : Scott Rubbelke - 7519 Jeannie Drive Lino Lakes discussed his concern regarding the Bradley Walkway connecting Jeannie Drive and Leonard. Scotts main concern was if there would be water problems because the land there is very low. His second concern was that there have been quite a few robberies in their area, and the walkway would create easy accessability to their homes . Don Volk told him it ' s not a certain plan yet . There will be more discussion on the proposed walkway. CAPITAL IMPROVEMENTS PLAN: There was discussion regarding planting trees and shrubs and the need for money to do this . The parks need to have shade in them too ! Chairman Ray Johnson said it ' s hard to keep the shrubs once they are planted. Being we' re in a rural community we have a problem with cars running over them and kids destroying them on purpose. Questions were raised regarding our own nursery and what the stock consists of. Don Volk reassured the Board that it would be at least 5-6 years before our nursery is productive. At this time we are just putting in seedlings . The Board wants estimates on fencing for their parks . Don Volk will come back to our next Park Board meeting with a dollar $ amount more realistic: on our capital improvements plan . OLD BUSINESS : A) Budget Update: postponed until next. Park Board meeting. B) Park Dedication Ordinance: Effective January - Council didn ' t have a problem with this . C) City Tour: Reminder to be: at. City Hall Saturday, January 9th at 9: 00 a. m. D) Chain-O-Lakes Regional : Update: February 1 , 1988 - Don asked Anoka County Parks person to be here for the meeting. NEW BUSINESS : A) Erickson ' s 2nd Addition B) South Reshanau Lake Estates Don Volk asked the Board' s permission to have a landscape architect to do development plans for both of these parks . The Park Board requested that. Don Volk have someone present. at the February Park Board meeting. TKDA will prepare the development plans as outlined in the standard engineering agreement dated April 26, 1982. The City will be billed for the actual hours and expenses for the project with a maximum amount not to exceed $7,500.00. DATE: February 3 , 1988 ---------------------------------------------------------- Enclosed is an aerial view of City Hall & Park property. The yellow line represents the existing snowmobile trail presently in use. The red line represents the requested route change. The trail would be totally maintained by the trail assoc . , and is only used during snow seasons The proposed trail location does not interfere with any existing or future park plans . If the location ever did -- _ inerfere with park or city hail plans , it could be adjusted accordingiy. LiW Lakes Park Board, at the February 1 meeting, approved of this trail route. Therfore, the recommendation to the Lino Lakes City council, from the park board was to grant this trail change to the Rice Creek Trail Association. WHEREAS, There exists a deficit balance in the LAWCON Fund in the amount of 44, 160. 58, and WHEREAS, Country Lakes Park has been completed and no further Federal or State Funds will be received and no further expenditure is expected, and WHEREAS, The City did levy a one time levy of $30, 000 in 1981 and collected in 1982 as part of the City matching funding, and WHEREAS, The City did determine that the balance of the funding of Country Lakes Park would come from the Dedicated Park Fund, and NOW THEREFORE BE IT RESOLVED, That the Lino Lakes City Clerk be authorized to transfer from the General Fund the unused portion of the $30,000 levy in the amount of $14, 112. 74 to the LAWCON Fund. That the Lino Lakes City Clerk be authorized to transfer from the Dedicated Park Fund $30 047. 84 to the LAWCON Fund to fund the remaining Aeficit balance in the LAWCON FUND.
