order on Monday, November 2, 1992 at Lino Lakes City Hall by
Chairman George Lindy. Roll Call was taken, members in attendance
were Candy Toffoli, Brian Bourassa, John Bauman, George Lindy, Ray
Johnson and Jacquelyn Farm. Absent was Ken Johnson. Also in
attendance were Linda Elliott, City Council liaison to the park
board, Marty Asleson, Parks, Recreation and Forestry Coordinator,
Barry Bernstein, Recreation Program Supervisor, and Carole Kohler,
Parks, Recreation and Forestry Secretary.
APPROVAL OF MINUTES:
The minutes of the October 5, 1992 Park Board Meeting were approved
as mailed.
OPEN MIKE•
Mr. Roger Kolstad representing North Suburban Development company
appeared under Open Mike. North Suburban Development owned by Jack
Menkveld is the developer of The Shores of Marshan Lake development
currently under construction at Lake Drive. Mr. Kolstad distributed
information to the board containing a brief history of events
regarding this development and some maps. (A copy of this handout
information is at the end of these minutes. ) He explained that
since this trail proposal was approved by the Park Board last
December, the DNR has made very strict wetland laws. He says these
laws make it impossible for the developer to keep the trails where
they were originally proposed. The trails will now have to go as
close as 30 feet from the rear of the property. This is undesirable
to Mr. Menkveld who says he has had several buyers turn down
property because of the closeness of the proposed walking trails to
the rear of the yards.
Mr. Kolstad had two separate proposals. One proposal (Exhibit #3)
would be to place a four foot concrete sidewalk in the street
easement along lots four through fourteen and continue from there
with an eight foot wide gravel trail (to be blacktopped by the
city) out of the wetlands approximately as shown. This plan would
also include providing the lakeside easement for future use if
possible. Another proposal (Exhibit 14) would place a four foot
concrete sidewalk in the street easement along lots eight through
fourteen, then an eight foot wide gravel trail (to be blacktopped
by the city) out of the wetlands on the rear of lots one through
seven and would also provide lakeside trail easement for future use
if possible. Mr Menkveld seems to think that the DNR will relax
some of these laws in the future as they are very unpopular with
builders and developers. Both of these proposals would call for the
final plat to be changed. Mr. Menkveld says he was told by City
Attorney Bill Hawkins that this is not a real big problem.
Mr. Kolstad was reminded that because he appeared under Open Mike
there could be no action taken on his request at this meeting. He
says he is curious as to why he was not scheduled on this evening's
agenda as he made several requests and was turned down. Mr. Kolstad
referred to a letter he received today from the city planning

department in which he was told there would be no more building
permits issued for this development until certain concerns are
addressed to the satisfaction of the City Engineer. He says he
would like to bring this matter before the Planning and Zoning
Board, but wants to get direction from the Park Board prior to that
meeting.
A lengthy discussion followed after which George Lindy called for
a consensus from the board. The following members of the Park Board
concurred with Exhibit #4 Candy Toffoli, Brian Bourassa, John
Bauman and Ray Johnson. The Park Board members indicated a desire
to see the original trail easement location remain on the plat in
case it is allowed by the Corps of Engineers at some point in the
future. Jacquelyn Farm stated that she was concerned that a
precedent of accepting 4' wide sidewalks in lieu of 8' paved trails
would be set and therefore she could not agree with the others.
Marty Asleson reviewed a letter he received from Brauer &
Associates recommending the trails be left in the present location
or relocated to the wetlands with possible boardwalk construction.
However, the Board did not comment on this letter. Councilperson
Linda Elliott stated that the council did want this issue brought
before the Planning and Zoning Board. Mr. Menkveld and Mr. Kolstad
have requested to be on the November 12th P & Z agenda. George
Lindy asked Linda Elliott to direct the thoughts of the Board to
the Council.
Also appearing under "Open Mike" was Mary Johnson of 163 White Pine
Road, a neighborhood spokesperson representing a group of residents
from the Baldwin Lake area. These residents were in attendance to
show their support of the board for acquisition of property in
their area for a mini park as proposed in the comprehensive plan.
Mrs. Johnson presented a petition with 67 signatures of residents
who are in favor of the city purchasing property in the Baldwin
Lake area to accommodate a 6 acre mini park. It was discussed and
explained by Marty Asleson that there would be no need to cut down
a lot of large trees as this will be a passive type of park. Just
a small park to accommodate the needs of a small neighborhood.
Several others approached the board with their comments and
support, they were: Kelly Sharkey of 174 White Pine Road who
expressed that this may be the last entry point into the regional
park, Diane Jensen of 6108 Oakwood Lane, Bonnie Lind of 120
Woodridge Lane, Roxanne Lapadat of 130 Woodridge Court, and John
Ukura, 102 Woodridge Lane. All of them commented that they like the
idea of a low impact park with a natural setting and are willing to
work with the board in whatever capacity to see that they get a
,.� neighborhood park.

Also in attendance and commenting on the possible decision to
purchase several acres in this area was Judy Coccia of 168 White
Pine Road. Ms. Coccia also feels the need for a park here, but
feels that there may be an alternative to placing a park where it
would be necessary to cut down the large oak trees. She says there
is land for sale at the end of Oakwood Road that would also fit
into the plan. Marty Asleson explained that he has already checked
on that particular property and was told it was sold to Bruggeman.
Seeing that this discussion concerns property in the N-14 area,
Marty Asleson informed the board that the Clyde Rehbein purchase
and development of the Aras property here is on hold at this time
and not ready to come before the board for consideration.
George Lindy thanked the group for their concern and input, and
noted that the board will certainly consider their feelings and
efforts and continue to pursue acquisition of property for a park
in their neighborhood. He also explained that this will be a slow
process, there is a limited budget and the priorities will be to
finish up smaller projects first and then acquisition. Marty
Asleson and other board members will get involved with the
^� neighborhood group and keep in touch with the contact person.
NEW BUSINESS•
Living Waters Lutheran Church - Proposal: Because of the lengthy
discussions previous to "New Business" on the agenda, item #5-A
under new business was moved up to this time to accommodate those
from Living Waters Lutheran Church who were in attendance.
Mr. Ted Erkanbrak representing Living Waters Lutheran Church came
before the board with a park dedication proposal regarding
construction of a church on 9. 6 acres located at Reshanau Lake on
Birch Street just north of Old Birch Street on the "S" curve.
Construction on the church is expected to start sometime next
spring. In compliance with the Master Plan for Transportation, the
church will construct a transportation trail on the north side of
the protected wetland area adjacent to Birch Street. This trail is
intended to run the entire length of the church property along
Birch Street. Building space is tight on this property and they
would prefer to dedicate cash rather than property for park
dedication. However,they have asked the board to waive the park
dedication on this project all together. If the board does not
waive the fee, then the church proposes to be willing to assist in
the construction of a recreational trail along with the
transportation trail. This trail would follow the old fur trappers,
A-*N trail along the lakeshore that would link to Country Lakes Park to

the west.
There was a question as to what the dollar figure for cash
dedication would be. The church quoted $10, 000, which would be
approximately $1000 per acre. There was some concern expressed for
waiving park dedication entirely. Would that be setting a
precedent?
Marty Asleson explained that he contacted Northwest Associated
Consultants, the City planning consultants, and referred to a
letter from them where they suggested not to waive the park
dedication fee. The letter explained that our park dedication
ordinance does not directly address this type of building, and
suggested that the City amend its park dedication ordinance to
reference specific requirements imposed on public/semi public uses
so that similar problems relating to appropriate dedication may be
avoided in the future.
MOTION•
After discussion, Brian Bourassa made a motion to recommend to
council not to waive park dedication, but instead as dedication,
accept the proposed recreation trail on the north side of Birch
Street and work with the church to complete it in a manner
acceptable to both the city and church. This motion was seconded by
Candy Toffoli. All were in favor. Motion carried.
OLD BUSINESS•
Follow up on Special Meeting and Finalizing Comp Plan - Marty
Asleson reported that he met with Linda Elliott and Randy
Schumacher after the meeting to apprise them of the boards
feelings. He has talked to Mary Vaske, the City Finance Director,
to lay out a plan for how to distribute the dollars and will get
the figures to show to the council.
George Lindy feels it's time to act now on the land acquisition
discussed at the special meeting, and put money down on A-3 (the
property selected for the location of an athletic complex) and get
ready for a final purchase in approximately five years.
MOTION: A motion was made by George Lindy and seconded by Ray
Johnson to take from the dedicated park fund, the dollars necessary
for the following: (priorities in this order)
Approximately $20, 000 for improvements to Leonard and
Bradley Park and adding lights to the hockey rink at City

Re-design Contry Lakes Park ("guesstimate" of $2000 to
$4000 for the design work)
Also included in this motion is the request that the Council be
aware that the board would like funds to purchase the N-14 property
in the Baldwin Lake area depending on what is available by the
developer, and also to pursue the purchase option on parcel A-3 by
means of applying a down payment.
A vote showed the motion carried unanimously.
There was also a discussion regarding paving of trails by the city
as soon as they go in. There was no exact cost quoted, but the
figure of approximately $10 per foot was mentioned.
MOTION•
Jacquelyn Farm made a motion to recommend that all new trials be
^� paved at the time they go in. This was seconded by Candy Toffoli.
All were in favor.
Pets in Parks - A carry over item from the last meeting was
concerning how to handle the problem of residents bringing their
pets into city parks and not cleaning up the animal wastes. Carole
Kohler polled six cities to see if they have a similar problem, and
what means are used to help correct it. She reported that most
cities use signs set throughout the parks and one city has a sign
at the entrance and exit of each city trail. Three of the cities
have a leash law and all of them use signage. All of them also use
the city billings, newsletters, etc. to remind residents to clean
up after their pets. It was decided to try this type of notice
along with signs in parks and trails with the hopes that it will
not be necessary to be more forceful. The park board authorized
staff to get prices on signs and to start to put "reminders" in
printed literature from the city.
Parks and Recreation Foundation - Jacquelyn Farm reported that the
newly formed "Friends of Lino Lakes Parks Foundation" is legally
registered with the State now. Information to this effect could be
put in the city newsletter. The park board will be meeting soon to
start to gather names for the Board of Directors for the
foundation.
Apollo Meadows - In order for this development to work in with the

proposed trail segment set up in the comprehensive plan, it will be
necessary for it to travel over a freeway bridge. This is
questionably safe for pedestrian/bicycle travel. Brauer and
Associates has suggested that this trail not be installed at this
time. However, they say the trail should be platted for future use
when the bridge is upgraded for alternative transportation. Marty
Asleson has suggested that we require the developer to do this and
subcut/seed the trail.
MOTION: Ray Johnson made a motion to recommend that the developer
subcut and seed after platting the trail. Motion was seconded by
John Bauman. All were in favor.
NEW BUSINESS•
Recreation - Ice Rinks/New Scheduling - Barry Bernstein reported on
plans for scheduling of hockey rinks for this upcoming winter
season. He pointed out that last year he received many complaints
from resident who were not able to use the rinks because they were
being used by different groups who had already scheduled them for
practice. This year he rearranged the scheduling so there will be
more open ice time for residents pleasure skating.
special use Agreements - The city has been using several different
kinds of reservation forms and special use agreement forms for
shelter and park use rental. Mayor Reinert has asked Marty Asleson
to redo them and come up with a more general but complete special
use agreement form that would include events such as Summerfest and
the like. Marty brought this to the board at this time so if they
have any comments or suggestions to improve the forms they could
get in touch with him. The Mayor has asked for a report back by the
end of March.
Forestry - Marty Asleson reports that the City has received a LCMR
Releaf grant in the amount of $26, 000. He will be applying for
another one for energy efficient landscaping to Apollo Drive. The
grant proposal includes the proposed Cottages (townhomes) and
Apollo Meadows. Marty says this will draw a lot of interest and
attention to the city.

Please find attached a copy of a proposed development in the N-14
area. As you may recall, we have placed a priority for land
acquisition in this area, and this quite possibly is the last
parcel to consider.
Mr. Clyde Rehbein is the developer. He or a representative for him
will be at the park board meeting with the park dedication
proposal.
