MONDAY, OCTOBER 5, 1992
The October meeting of the Lino Lakes Parks and Recreation Board
was called to order at 6: 32 PM on Monday, October 6, 1992 at Lino
Lakes City Hall by Chairman George Lindy. Roll Call was taken,
members in attendance were Candy Toffoli, Brian Bourassa, John
Bauman, George Lindy, Ken Johnson, Ray Johnson, and Jacquelyn Farm.
City staff present was Don Volk, Director of Public Works, Marty
Asleson, Parks, Recreation and Forestry Coordinator, Barry
Bernstein, Recreation Program Supervisor, and Carole Kohler, Parks,
Recreation and Forestry Secretary.
The minutes of the September 8, 1992 meeting were approved as
mailed.
No one appeared under "Open Mike" .
OLD BUSINESS:
MINOR SUBDIVISIONS - Marty Asleson informed the board of his
findings on a request from the last park board meeting concerning
park dedication for several actions approved by the Planning and
Zoning Board. He explained that Mary Kay Wyland, the new Planning
Coordinator was not aware of the park dedication procedures and
r� inadvertently overlooked bringing issues that would require park
dedication consideration to the park board. In a Memorandum to
Marty Asleson regarding this matter, Ms. Wyland reports that the
request involving a 76 x 60 wood frame storage building by Northern
Instruments and the paving of a parking area by Buys Chiropractic
did not address park dedication. She says that park dedication for
the others in question ( J. MacNeil subdivision on North Road and
Sunset, and a subdivision request at 985 Birch St. by Royal Oaks
Realty ) will be paid at the time of issuance of the building
permit.
A large area of concern with the entire board was park dedication
for additions to commercial buildings. How does the board determine
how to calculate park dedication on additions opposed to new
commercial buildings? A business owner could keep adding on to his
building over a period of years and add employees as the business
grows . This very definitely could impact the use of parks within
the city. So park dedication taken from a commercial addition could
be as important as park dedication for new construction.
Don Volk commented that this issue will be discussed at the next
staff project management meeting. He says that there is some
disagreement among staff with this particular issue and suggested
that it be handled at their next project management meeting. Ray
Johnson made reference to Custom Manufacturing and their plans to
add a 24 x 36 garage to the south side of their manufacturing

building on 4th St. He feels that the ordinance is written very
clearly and should be easily understood. Where do you classify
"garages" , is it warehousing?
There was a lengthy discussion regarding the commercial park
dedication issue. Brian Bourassa would like to discuss the
commercial development aspect of park dedication further. George
Lindy commented that commercial park dedication should not be so
that it would discourage commercial development. Candy Toffoli
suggested checking with other cities to see how their park
dedication ordinance addresses the question of garages and
commercial additions.
After further discussion, it was decided that Don Volk and Marty
Asleson would bring these concerns to the staff project management
meeting and report back to the park board.
PARK, RECREATION AND FORESTRY UPDATES:
Shelter Donated by City of Shoreview - Marty Asleson informed the
board that the city council had approved the acceptance and move of
this donated building. He has gotten bids to have it moved to Birch
Park. The lowest one coming in at $2600 . He pointed out that it has
been highly recommended by a geological engineer that frost
footings be used here. Marty explained that a lot of the work to be
done can be done "in house" , therefore saving the city a lot of
money. As long as sewer and water are available in this area, it
was decided to bring that into the building also. Bids have been
requested for the concrete work. Mr. Asleson reminded the board
that he will accept the lowest bids when at all possible for all
work let out, and try to do as much work "in house" as possible. He
is still hoping to get the building moved into the new location
this Fall .
Park Grove - Marty Asleson showed an overhead view of this
development. The low land in this development will be given to the
city as park land, but will not be included in the park dedication
commitment. The lots in this development will run to the wetland at
the drainage easement. At Marty Aslesons request, Jeff Schoenbauer
provided a park development space needs analysis for this
development. This analysis shows how the park area (N-10) will fit
in with the comprehensive park plan.
Electrical Protects - Lino Park, Country Lakes Park and Forjay
Building - Marty Asleson reported that electric will be going into
Country Lakes Park very soon. He says he gets comments all the time
on what a beautiful park it is, but doesn't get very much use

because it's so dark. Lights here will help to get users skating on
the lake this winter. Marty thinks we should start to think about
redesigning this park to use it to better advantage in the future.
The electric service is in at Lino Park and will be ready soon. At
the Forjay building, it was necessary to put underground electric
in. Gas lines will be going through here soon, so the heat will be
put into this building at that time.
Trails - The city trails are being used a lot. Marty has put
together a database with all existing city trails. This guide will
help us to assign and track maintenance on the trails. George Lindy
says he would like to see a city map with all the trails marked
out.
Recreation Focus Committee and Recreation Update - Two more people
have expressed interest in joining this committee. Marty Asleson
and Barry Bernstein met with representatives of the Centennial and
Forest Lake Little Leagues and both want to sit on this committee.
Marty says it appears that eventually there may be a Lino Lakes
Little League that will include both Centennial and Forest Lake
School Districts.
Barry Bernstein gave a run down of Fall and Winter recreation
programs currently being offered. He reported that aerobics, karate
and kids-er-cise are now underway. Plans for upcoming programs
include a field trip to the Science Museum and a Timberwolves game.
The Lions club will be offering gun safety classes annually in
conjunction with the parks and recreation department. Marty Asleson
and Barry Bernstein will be working to offer NYSCA coaches training
again this year.
Comprehensive Park Plan and Planning guide - Our plan was adopted
by the Metropolitan Council with no review. Don volk explained that
this is not the usual procedure. Most often the Met Council has
comments or questions, but they evidently were pleased with this
document. Our Comprehensive Park Plan and Planning Guide is now
officially an amendment of our city comprehensive plan.
NEW BUSINESS:
Birch Park Neighborhood Meeting - Marty Asleson was invited to a
neighborhood picnic at Birch Park. The neighbors had gotten
together to discuss certain areas of interest with city
representatives such as neighborhood watch, forestry, parks, etc.
Marty and Jeanne Kenow, the Community Service Officer were invited.
Marty talked with the residents about parks and forestry and the
comprehensive park plan and feels good about the one on one
discussions he had. He feels that all concerned have a better

understanding of each others wants and needs. Marty reported that
city crews are putting in slides and swings at Birch Park now. The
neighborhood group expressed that they are willing to help with
whatever they can to enhance Birch Park for the residents .
Pets in Parks/ _Animal Control on Public Grounds - A discussion
centered around a letter from John McClellan, Superintendent of
School District #12 . Mr. McClellan wrote and explained to the city
that the school district had adopted a policy where dogs and other
domestic animals are not to be allowed on school property. He also
requested that the Lino Lakes City Council adopt this policy and
enforce it as one of their local laws. City Administrator, Randy
Schumacher suggested that Marty Asleson bring this matter up before
the park board before it goes to the City Council . It was agreed
that the matter of pet owners walking their animals and not
properly removing the animal wastes from the parks is a problem.
The city does not have a leash law to enforce. Marty noted that he
has had complaints regarding this matter. Brian Bourassa suggested
the use of signage in the parks reminding pet walkers to properly
remove and dispose of their pet wastes. This matter could also be
brought to the attention of residents by notices in the
newsletters, the parks and recreation brochure, notices in the
utility bills and on cable TV. All the board agreed to try these
means first to see if this problem could be solved before rules and
regulation would have to be adopted and enforced.
Woods of Baldwin Lake Development - The plans for this new
development were to be presented to the board tonight, but the
developer, Mr. Clyde Rehbein will be at next months meeting
instead. Marty Asleson previewed this plan for the board. This is
the Aras property (N-14 in the comprehensive park plan) that the
board had shown interest in purchasing this past Spring. It is a 10
acre parcel with plans to develop 14 lots. Park dedication will be
2 . 28 acres, exceeding the required dedication. This dedication
proposal however, is contingent upon the council approval of
certain terms Mr. Rehbein has proposed. These terms include
deferral of assessments in exchange for construction of public
improvements and park dedication. There will be a follow up of
this proposal when Mr. Rehbein appears at the next park board
meeting. Marty Asleson reminded the board that we still need to
acquire land here in order to satisfy recommendations set up in the
comprehensive park plan.
Parks and Recreation Foundation - Jacquelyn Farm presented the
board with information she had compiled regarding the formation of
a park foundation. She explained she is a former member of the
Roseville Park Board and how a non-profit corporation was started
,.� to develop Central Park in that city. She went on to explain how

being incorporated as a non-profit organization can be used as a
tool in receiving gifts, grants and donations to fund park projects
in the city. It will be necessary to file for non-profit status
with the State and then set up a committee. The Director of Parks
and Recreation at Roseville recommended a committee with a lot of
representation such as local bankers, attorneys, developers,
representatives of local service clubs and the like. Jacquelyn
concluded her presentation by asking for feedback from the board.
Should she pursue the matter and file for non-profit status with
the state? After some discussion a motion was made.
MOTION: George Lindy made a motion to recommend that the city apply
to the State for incorporation as a non-profit foundation on the
short form, making the City of Lino Lakes parks the benefactor. It
was seconded by John Bauman. All were in favor. Motion carried.

It was also recommended that the park board use dedicated park
funds to send Jacquelyn and Marty Asleson and Don Volk to a one day
seminar at the Minneapolis Public Library at the end of this month.
The cost is $25 per person. It' s called "Grant Seeking for
Beginners" and will be helpful in that it will deal with how to
start a non-profit foundation. Marty Asleson will now bring this
information and recommendation before the council .
Financing Comp Plan Priorities - George Lindy explained that he
sees the need to begin to make some expenditures out of dedicated
park funds. He thinks we should start to make purchases for park
improvements or land acquisition, etc. He wants to see this item at
the top of Old Business on the agenda for next months meeting.
Special Meeting - George Lindy would like to hold a special meeting
to discuss the comprehensive plan. He would like the board to bring
their ideas for discussion of priorities and development with the
funds available and what the board feels is the comfort level for
the reserve balance in the dedicated park fund. A special meeting
to discuss this issue will be held on Tuesday evening October 13 ,
1992 from 6 : 00 to 8 : 00 pm at City Hall.
Quail Ridge - The Quail Ridge development has gotten approval from
the council to go ahead. The park dedication has been taken care
of. Marty Asleson will start a tracking sheet on this project and
begin using it as soon as construction starts on this development.
