Adjourn The balance in the Dedicated Park Fund is $220, 658.85 as of July 31, 1992 . 11-N CITY OF LINO LAKES PARK BOARD MEETING August 3, 1992 The August meeting of the Lino Lakes Park Board was called to order on August 4, 1992 at 6: 30 pm at the Lino Lakes City Hall by Vice Chairman, Ken Johnson. Roll call was taken, members in attendance were Jacquelyn Farm, Ray Johnson, Ken Johnson, John Bauman. Brian Bourassa was in attendance at 6:40. Members absent were George Lindy and Candy Toffoli. Also in attendance were Marty Asleson, Parks, Recreation and Forestry Coordinator, Don Volk, Director of Public Works, Barry Bernstein, Recreation Program Supervisor and Carole Kohler, Parks, Recreation and Forestry Secretary. The minutes of the July 6, 1992 meeting were approved as written. OPEN MIKE - No one appeared under Open Mike. OLD BUSINESS• Quail Ridge - Marty Asleson pointed out that this park dedication had been to the park board some time ago. Kirk Corson representing the developer, Hokanson Development, explained that this property is an extension of the Weaver property, and is a total of 39 . 9 acres. The proposed park dedication is 3 . 9 acres of usable park land in the southwest corner of the development. All 3 . 9 acres are high land with mature trees. The trail dedication shall be a connecting park trail from the park dedication through the wetland, and going through the cul de sac opposite the park. There shall also be a linear trail corridor extending the length of the development on the western border. This trail corridor shall go from the connecting park trail up to the Vaughan property on the north, and is intended to eventually extend into the "island" dedication in the Vaughan property. A portion of the trail crossing the wetland from the park shall be a boardwalk. Staff and city engineers agreed that this dedication is acceptable. Marty Asleson commented that with changes continually being made with wetland laws, boardwalks are becoming a necessity, even though they may present a problem with maintenance and also possibly for the handicapped. MOTION: Ray Johnson made a motion to approve the park dedication for Quail Ridge as proposed by the developer, and with the understanding that he (the developer) will work with the DNR on the walk-way system, and take the remaining dedication (if any) in a cash dedication. This motion was seconded by Jacquelyn Farm. All were in favor. Motion carried. Park Grove - This is a continuation of the last park board meeting at which the main discussion centered around whether the r park land being dedicated by the developer was buildable or 1 CITY OF LINO LAKES PARK BOARD MEETING August 3, 1992 wetland. Recommendation by the board at that meeting was to accept the park dedication proposal as originally presented in March of 1990. That was to see that the park land and trails be brought up to grade when phase 2 (Park Grove) was developed. Mr. Rick Carlson, the developer explained that when he originally presented his park dedication proposal in 1989 this property was not considered wetland, but since then DNR and wetland regulations have changed. However, he still feels that this land has a value and would like the park board to consider that it has "marginal" use as a passive park. Marty Asleson pointed out that the comprehensive park plan calls for an active park here. It really doesn't matter where the 10 acres come from, they could be included with land to the south. Mr. Carlson says that this land is not too low to be mowed, and he will obtain a letter from the DNR to that effect. After lengthy discussion, Don Volk suggested that the park dedication question could be agreeable if the city were to accept the 3 . 5+ acres of usable park land and approximately 10 acres of wetland as park dedication, and continue to hold the land per the Pineridge agreement for outlot "D" in the Pineridge developers agreement until the developer can prove to the city that the 10 acres is usable park land. MOTION: Ray Johnson made a motion to recommend to council that the park board accept 3 . 46 acres of high ground and the remaining approximate 10 acres in wetland that is not under water for park dedication, and once the developer shows it to be usable, the City will return the land being held in escrow in the Pineridge developers agreement. Motion was seconded by Brian Bourassa. All were in favor, motion passed. NEW BUSINESS• Apollo Meadows - Gary Uhde, developer of Apollo Meadows was in attendance to present his proposal for his development. This development, presented to the park board last year as the Tilsen Property is ready to get under way. It is located just south of the Sunset Oaks development, and is bordered by I-35W to the south and Sunset Road to the west, and will be comprised of 42 lots. Apollo Drive is a new street coming west off of the freeway. In being consistent with the comprehensive park plan, there is no need for land dedication for a park, but Mr. Uhde will run a . 5 mile transportation trail along the western border of his development. This trail will be located in the existing road right �•., of way. Staff will work with Mr. Uhde to see that the trail curves 2 r CITY OF LINO LAKES PARK BOARD MEETING August 3, 1992 inward toward the cul de sac at the bridge at the end of the freeway. The trail will be extended when the bridge is upgraded and a pedestrian path provided for on the bridge. The, balance of the park dedication will be in cash at the rate of ;$600 per lot. ..�t2-4x—'? MOTION: Brian Bourassa made a motion to accept the preliminary plat with the trail concept as presented above by Mr. Uhde, and a cash dedication for 42 lots, with the understanding that Mr. Uhde will work with staff to locate trails in the proper place. Motion was seconded by Ray Johnson. All were in favor, motion carried. Report on surface Water - Mr. Joel Schilling, Senior Scientist employed by our consulting engineering firm, SEH and Mr. Rocky Keehn a hydrologist/engineer and a Lino Lakes resident, also employed by SEH were invited to attend a park board meeting to answer questions pertaining to surface water and water condition problems in the City. In the audience were 13 residents of D. Erickson 2nd Addition who were concerned about the pond behind their houses. Several of these homeowners have property on Pheasant Run where the backyard adjoins the pond. They say that the pond has become overgrown with weeds and wonder how to get rid of them. Mr. Schilling explained that if this was planned as a sediment pond, then it will probably have to be maintained over time. He says harvesting is the preferred method of weed removal. There was some discussion regarding whether the City is responsible to maintain the pond or not. There also were questions concerning the liability issues involved concerning the pond. Ken Johnson questioned whether the City is responsible for the maintenance of such ponds, and if they are, does it have any plans for maintenance? Marty Asleson will check on this. Mr. Keehn explained that the City is in the process of setting up a water management plan, and he will be classifying bodies of water in the City next year. The pond maintenance issues will probably be addressed at that time. Ken Johnson thanked both Mr. Schilling and Mr. Keehn for the very interesting and informative discussion. City Celebration - Marty Asleson reported on the progress of the Lino Lakes Summerfest Committee. He reports that there were a few questions regarding insurance and liabilities, all of that has been taken care of. There has been a lot of support from the citizens in the community, including one man who donated his time and equipment to level the area where the Little Britches Rodeo rs will be held. Marty explained all of the events, they include Flea 3 CITY OF LINO LAKES PARK BOARD MEETING August 3, 1992 Market, Crafts Sale, Teddy Bear Band and Kiddie Parade, volleyball, kittenball and horseshoe tournaments, a five mile race around Rondeau Lake and many other events for all ages. Forestry - The city once again has been given a grant in the amount of $5326 . This is federal money and must be used directly for control of oak wilt. Marty Asleson says that Lino Lakes has had no problem in sharing the County's vibratory plow, although more cities are getting involved with using it. Park Shelter - The City of Shoreview has donated to our Parks and Recreation Department a shelter building they will no longer be needing. Marty Asleson says the building will cost us nothing except for the cost of moving it. He is waiting on quotes for that now. It is a 400 square foot polygon shaped building, approximately 30 foot in diameter. An all wood structure that had a small amount of wood rot at one time, but has been re-built and has a new roof. He thinks it will go very well at Country Lakes Park where it can be used for a skating shelter, canoeing, etc. What Marty is looking for at this time is motion from the board to accept the building and move it to Country Lakes Park. MOTION: John Bauman made a motion to recommend that the Parks and Recreation Department accept the building from the City of Shoreview, and to have it moved to Country Lakes Park for a reasonable cost to be decided upon by Marty Asleson. The motion was seconded by Ray Johnson, all were in favor. Motion carried. OTHER NEW BUSINESS: Forjay Building - Marty Asleson reported that the recently purchased "old Forjay building" is working out very well. Barry Bernstein has started to move equipment and supplies into it. The area will need to be seeded this fall. There was no other new business. Ad;iourn - A motion was made and seconded to adjourn. RECREATIONAL PROGRAMMING ISSUES: The following identifies potential impacts to current and future recreational programming: • Locating the building at Country Lakes would allow for more extensive :use of the beach area for programmed swimming, skating, and other recreational activities. it could also be used for community picnics and events, although only to a limited degree given the nature and size of the building. • Since locating the building at Birch Park would serve the same general purpose as the temporary building, it would not affect programming to a large degree,although it would provide more space and perhaps additional opportunities for summer programs. As stated in the minutes the overall project cost was stated to be about r1 $60, 000, the school district asked the city parks and recreation department for $24, 000 as a cost share portion in the joint park and trail system. The motion that the park board made was to spend no more than $24, 000 in dedicated park funds to help fund the Birch street underpass project. The low bid came in at $89, 255. 80. Please refer to the enclosed discussion in the engineers report of the August 10 City Council meeting. Since the project cost went up, so did the request for cost share to $31, 989 . 25. Since this exceeded your limits of funding, it now needs to be reconsidered.
