PARK BOARD MEETING
MONDAY AUGUST 2, 1993
The regular meeting of the Lino Lakes Park Board was called to
order at 6:30 pm on Monday, August 2, 1993 at Lino Lakes City Hall
by Chairperson, George Lindy. Roll Call was taken, members in
attendance were: Bob Williams, Brian Bourassa, John Baumann, George
Lindy, Ken Johnson, Joe Schmidt and Jacquelyn Farm. Others in
attendance were Marty Asleson, Parks, Recreation and Forestry
Coordinator, Barry Bernstein, Recreation Program Supervisor and
Carole Kohler, Parks, Recreation and Forestry Department Secretary.
Previous to the start of the meeting George Lindy noted the length
of last months meeting and commented that he will try to see that
agenda items are handled more expeditiously in the future.

OLD BUSINESS•
A. Country Lakes Park Master Plan Update - This project status has
changed little since last meeting. Marty Asleson has met with the
DNR, Rice Creek Watershed and the Corps of Engineers and presented
basic ideas. He has heard from the Historical Society and they have
determined this location is of significant historical value, as it
was an indian burial site. Marty noted that this planning process
will be a lengthy one. This plan will follow a typical planning and
design process that has been set up by Jeff Schoenbauer. George
Lindy noted that when this park was originally designed the
planning process was not as elaborate as it is now, probably
because the rules were not as strict then. All the board agreed
that the park should be opened up more on the outside so that it
appears more inviting to passers by. Marty Asleson will keep the
board updated on progress of this project as it unfolds.
B. Woods of Baldwin Lake - Marty Asleson has met on site with
environmentalists. A concept plan for this park is being worked on
now and should be ready for the next meeting. When it is finished
it will be made available at City Hall for public review during
regular office hours. Neighborhood residents will be notified of
this. Brian Bourassa commented that he would like the park board to
review the plan before it is made available for the residents. All
agreed that a well conceived plan in the beginning will save a lot
of trouble later on.
C. Sunset Oaks Park Update - Grading of this park has begun as
was discussed at the last meeting. Marty Asleson is looking at
proposals for park equipment from several companies and will have
them available for the next meeting. It takes about six weeks for
r-. delivery from the time of order. The rest of the project would

involve coordinating a playground raising time for the
neighborhood, and site renovation this Fall.
D. Council Approval of Expenditures - At their July 23rd meeting
the City Council approved the Park Board's request for funds to be
taken from the Dedicated Park Fund as follows:
1. $1681 as requested by Tom Jensen to finish his Eagle Scout
Project, a half court basketball court at Arena Acres Park.
2. $5000 for the purpose of acquiring legal council for the
development of finance options and the securing of land for
an athletic complex as identified in the comprehensive
plan.
3 . $300 to purchase a volleyball net and standard for
LaMotte Park as an alternative play option to playing ball
for those children who wish to use the park.
Previous expenditure approval of Dedicated Park Funds by the
Council in the past year has included: $34,000 for the trail
underpass at Rice Lake Elementary School, $18,000 each for
development of Leonard and Bradley and Woods of Baldwin Lake Mini
Parks, $15,000 for 1993 trail overlays, and $4000 for the Country
Lakes Park master plan.
E. Athletic Complex Property Update - It was decided at the last
meeting that staff should proceed with plans to identify
alternative sites for acquisition for an athletic complex as
identified in the comprehensive plan. It appears that we have
waited too long to pursue the purchase of the property initially
identified. Staff has located five alternative sites all south of
Birch Street.
Marty Asleson showed slides of four of these sites, all outside the
MUSA boundary. He has discussed the selection process with the City
Administrator and City Attorney, Bill Hawkins. When the time comes,
Mr. Hawkins can develop the financing options and secure the
parcel.
Marty suggested putting together a citizen based committee to sort
out site options. The board agreed that the same committee that
worked on the comprehensive plan would be a good selection. Marty
will make contact and get maps out to them. George Lindy would like
this to be an agenda item for the next meeting and then regular
follow ups of the status of the group.
John Baumann questioned if City Hall Park was ever considered as a
-^. site for the athletic complex. He pointed out the need for

additional skating rinks and ballfields in the north end of the
City. He asked if this area could be used to meet those needs and
still continue to look for a site in the south of the city.
F. City Hall Park Survey and Grading Plan Update - At the last
meeting Marty Asleson explained that he was still waiting for
determination from the Building and Trades Council as to whether
they would agree to allow the Marine Corps of Engineers to do the
proposed survey and grading work at City Hall Park. It seems that
the Trades Council did not have the correct information as to the
location, and thus denied the request. Marty met with them again
and showed them the plan. They were more receptive this time, he
will follow up with a letter with more details and another request.
He pointed out that this process could take up to two years, but
it's not over yet. There will be a follow-up at a later date.
OTHER OLD BUSINESS:
Ken Johnson questioned the current status of the Shores of Marshan
Lake. Marty Asleson explained that the developer had written a
letter stating that the trails will be in by August 15th. There
will have to be a boardwalk as the trail location is too low for
bituminous surfacing. The City has received letters from some
property owners who stated that they do not want the trail near
their houses. Marty pointed out that the developer did ultimately
agree to comply with putting the trails where they were originally
platted. This was in accordance with the decision of the City
Council.
Marty Asleson touched briefly on the Friends of the Parks
Foundation and their current status. The foundation is still
seeking interested parties to be on the Board of Directors. The
next meeting is scheduled for August llth. The foundation has set
as a goal, a city band shell by 1997.
The board has scheduled Thursday, September 23rd at 5:30 pm for
this year's goal stetting session. They will prepare priorities
and discussion items at the next meeting. It was decided that
public input should be solicited. This will be done by means of a
notice in the Quad Press asking interested residents for their
suggestions regarding park and recreation related issues and
projects.
Barry Bernstein commented on some of the summer programs. Most of
them have just been completed and all of them were a success. He
commended his staff of playground supervisors for a job well done
this summer. He also commented on the fine job done by his summer
,..� assistant Kim Anderson. The summer softball leagues were made up of

33 teams. We are almost "maxed out" as our facilities can only
accommodate 40 teams. He expects to reach that next summer. The
Performances in the Parks programs have been snowballing. The last
performance at Sunrise Park drew more than 200 people.

Please find enclosed a copy of a letter I received today from the
International Union of Operating engineers, Local 49 . They have
agreed to allow us to work with the Marine Corps Support Squadron -
471 Det A to perform work involving grading on the project.
I will now contact the Marine Corps and ask them to proceed with
the project.

Dear Mr. Asleson:
The International Union of Operating Engineers, Local No. 49 ,
is in receipt of your request to Mr. Dick Anfang, Executive
Secretary of the St. Paul Building and Construction Trades
Council, requesting clearance to have the Marine Corps.
Support Squadron-471 Det A perform their training exercises
for construction in your City Hall Park located at 1189 Main
Street in the City of Lino Lakes.
It is my understanding that the above work would involve a grading
project which would involve surveying, the moving of a small
existing building and the establishment of a hockey rink. In
addition the project work would occur on weekends and may extend
into the next couple of years.
This letter is to serve as I .U.O.E. Local 49 ' s approval to perform
work involving grading on this project at the above-mentioned
location for the establishment of a hockey rink in the park. It
should be understood and noted, however, that our approval extends
and applies only to this specific part of the project in the City
of Lino Lakes.

Enclosed is a copy of a petition from the residents of Fawn Lane in
the Reshanau Lake Estates South Addition requesting that the city
regrade and seed an area of trail near their homes. They are
referring to a small open area adjacent to our trail system off of
.� Fawn Lane. In past years when weather has been dry city crews have
been able to maintain the area, however, this year as in other wet
years, there have been some problems. There are some depressions in
the area that pond up and make it impossible to mow. I have
obtained a quote to provide water drainage on the site. The quote
is $320, this does not include fill materials and grass seed that
may have to be brought in by city crews.
