DECEMBER 7, 1987
The regular meeting of the Lino Lakes Park Board was called
to order at 7: 00 p.m. by Chairman Ray Johnson Monday,
December 7, 1987 at the Lino Lakes City Hall. Members
present : Chairman Ray Johnson, Ken Johnson, Bob Williams,
John Bauman, Bill Nissen and George Lindy. Also present
were Public Works Director - Don Volk, City Planner - John
Miller, and Secretary - Connie Husby.
Members not present were: Candy Toffoli .
CONSIDERATION OF MINUTES - NOVEMBER 2, 1987
MOTION: George Lindy moved to accept the minutes of the
November 2, 1987 Park Board meeting as presented. Bill
Nissen seconded the motion which carried unanimously.
KENT ROESSLER/SUBDIVISION - PARK DEDICATION
Kent Roessler reviewed his proposal Lake View Place Addition
that would split approximately 7 acres into fifteen lots.
Kent does not want to swap land for park on this new
proposal. Instead he wants to take his 11 , 000 sq. ft . and
add it to the existing parkland. In addition he' d grade,
seed, and plant 20 trees to the cities liking. Kent also
mentioned that if the city just wants a park dedication he
would turn the extra land into an outlot . John Miller
suggested that lot 1 be made into a larger lot eliminating
the outlot.
Bill Nissen suggested the following: As 25% of the houses
are completed, the park should then be completed.
# Also, Mr. Roessler should provide a walkway between lots
7 & 8 for access to the Centerville Park, (this should be
a turf walkway)
* He should grade the parkland
* Seed the park and put in 20 trees of 2 1/2" caliper.
This should all be incorporated in the devlopment agreement
between the applicant and the city.
PARK DEDICATION FEES - John Miller discussed this with the
board.
There was much discussion regarding the $160. 00/lot park
dedication fee. According to what other cities around us
are getting for their park dedication fees, we are very low
on the list . John Miller recommended we increase our fee to
$400. 00/lot as soon as possible. Two or three plats will be
presented in January and February, so now is the time to
consider the increase. Also, by increasing our fee it would
help us to maintain our existing parks and help us to
purchase land for parks in the future.
MOTION: Ken Johnson moved to recommend to the City Council
that our park ordinance be changed as follows:
For multiple-family development Lino Lakes should adopt a
progressive land requirement. John Miller suggested the
following schedule:
DENSITY IN UNITS/ACRE PERCENTAGE OF LAND DEDICATION
0 to 3 10%
3 to 5 12
5 to 7 14
7 to 9 16
10 or more 18
The schedule is similar to that used by Plymouth and that
city has experienced a fair amount of apartment construction
in the last few years. It also has a good park and trail
system. And finally, the amounts haven' t kept construction
away and haven' t been challenged in court .
* Increase the cash dedication per dwelling to $400.
Based on 150 new dwellings, this would produce $60, 000,
assuming no land was taken. Much of the data given here
was collected by Joel Schilling in Vadnais Heights. On
November 17th, he told Mr. Miller that several
communities in the northeast part of the metropolitan
area are currently considering increases in park fees .
* Continue the practice of getting title to the land or the
cash payment prior to park approval. Most metropolitan
area municipalities try to make parks improvement
possible by collecting the park fees at the time of
platting rather than when building permits are issued.
George Lindy seconded the motion and the motion was carried
unanimously.
PROPERTY SEARCH - John Miller
.1 The Park Board is looking to purchase some land (20 acres)
for ballparks. The Board would like to use their dedicated
fund for this. They want Mr. Miller to look in the
southeast area of Lino Lakes .
At 8: 10 p.m. the City Council walked into our Park board
meeting.
CAPITAL IMPROVEMENTS PLAN - REVIEW
Don Volk sent out a memo which was a 5 year budget plan.
Don suggested that the parks work from this plan and if they
have any other changes they would like to make, we' ll revise
it . This was tabled by Chairman Ray Johnson until the
January meeting so everyone has more time to look at it .
OLD BUSINESS:
A. Drafting letter to Council - George Lindy
Chairman Ray Johnson mentioned his concern over the budget .
He was not very pleased with the Park Board being cut so
much on their budget . He wanted to see how every other
department was cut also.
Randy Schumacher said the Capital outlay has gone up over
the last couple of years. The City Council has authorized
dollars $ for equipment for the parks. He also talked about
the freezes with State Aid and Federal dollars . We don' t
want to increase our mill rate in Lino Lakes. It has to be
a gradual increase over the years .
Vern Reichert said that for the Park Board to have so many
goals was a very healthy sign that the Board was doing their
job. But, that reality is that we' ve all had cuts taken out
of the City budget in every department . We have to do the
best with what we have.
Chairman Ray Johnson said that the City of Lino Lakes is
hurting for recreational parks . We are depending on the
guidance of our City Planner John Miller to find us some
land to purchace for ballparks .
Chairman Ray Johnson voiced his concern over what actually
was in their dedicated fund. He wanted to know what amount
goes into Country Lakes Park, and what they will have left
over. Randy Schumacher said there would be an adjustment of
about $12, 000. 00 for Country Lakes Park out of the fund.
Ray also mentioned his concern about the interest the City
makes on the account. He said the Park Board doesn' t see
any of it . Randy disagreed and said the City has authority
to use the interest any way they want to and the interest
has been going into the parks.
.-� What is the Councils opinion on funds?
Harold Bisel said the Park Board is interested in Parkland.
George Lindy said the Park Board wants to make a major land
purchase and are looking for land on the S . E. portion of the
city. If we deplete funds we may be sitting with parks that
aren' t kept up because of lack of money. Do we not buy
anymore land? What is our dedicated fund money for?
Randy Schumacher stated that the dedicated funds are from
donations only used on developmental park land - for
acquisition of park land or purchase of park land.
Vern Reichert suggested a new update be done on the old
survey as to what type of facilities the people here in Lino
Lakes are looking for. The Park Board should have some kind
of plan as to where their monies should go.
Our Honorable Mayor, Ben Benson noted that we have planned a
city tour January 9, 1988 and presentations will take place
and projected growth will be discussed, hopefully helping
the Park Board with their plans in the future.
After discussion regarding the dedicated fund, where monies
come from, where the Park Board is going to purchase land
for ballfields - hockey rinks etc. Chairman Ray Johnson said
the Board just wanted to communicate their concern regarding
general funding.
The Honorable Mayor Ben Benson said we' ll depend on the
levy, receipts and state aid for the parks . The Mayor said
there is definately going to be a change because of the
legislature. The Council would like to see the Park Board
put together a plan over a 5 year period that they could
look at , and the Council will try to work with them with it .
Chairman Ray Johnson thanked the Council for coming to their
meeting.
Chairman Ray Johnson asked Don Volk to bring to the January
meeting a copy of the old survey that was done in our city,
so the Park Board can review it .
B . SCHOOL PARK
Chairman Ray Johnson asked Don Volk if all the bids were in
yet? Don replied yes, and listed them: 14, 330. 00
16, 200. 00
18, 900. 00
This is for grading and a ballfield line, and for class 5
gravel in the parking lot. We have been contacted by the
school district as to what we' re going to do. The school
has approved the plan. Don Volk said he talked to all of
the bidders and they said the prices will drop down in the
Spring. We will tell the school that we are still in the
planning stage, and we are going to wait until Spring to
start on the work there.
LETTER TO CHARLIE JOHNSON - this letter was to inform the
Park Board at their last meeting, the Lino Lakes Park Board
authorized the purchase of 9 lights , and wooden poles at the
price of $500. 00. Don Volk said this was all taken care of.
Ken Johnson mentioned that the combined Centennial Park &
Recreation programed planning committee is going to have a
meeting in January. It will be their first meeting.
UPDATE ON PARKS BEING OPENED BY POLICE:
Chairman Ray Johnson talked with Chief Campbell regarding
this matter. Chief Campbell thought the police department
is doing a pretty good job at opening the parks on weekends.
Ray asked if they could please try a little bit harder to
make sure our city parks get opened. Ray suggested getting
a sign made up for all parks that lists the dispatch
telephone number. If the park isn' t opened, then the person
can call that number and an assigned police officer will
open that park. Don Volk will talk to the Chief of Police
regarding the signs and see if we can for sure get them for
Country Lakes and Sunrise.
NEW BUSINESS:
There will be a budget meeting on December 14. The Park
Board is invited to attend.
INCIDENT REPORT: We got a copy of a police report on one of
our park buildings . Someone wrote graffiti all over one
side of a warming house. Suggested was that we lock up our
parks earlier and see if that will correct our problem.
PLANS FOR SKATING RINKS: Don Volk said the park department
is trying to get ice in at Shenandoah. They are trying to
make an attempt to do this.
January 9th meeting reminder - letters will be going out on
this.
We should invite Anoka County Parks person to one of our
meetings and update us on their parks.
