Adjourn PARK BOARD SEPTEMBER 8, 1987 The regular meeting of the Lino Lakes Park Board was called to order at 7 : 05 P.M. by Chairman Ray Johnson, Tuesday September 8, 1987 at the Lino Lakes City Hall . Members present : Chairman Ray Johnson , Ken Johnson, George Lindy, Bill Nissen, Candy Toffoli , & Bob Williams . Harold Bisel Liaison for City Council , and Randy Schumacher, Administrator were also present . CONSIDERATION OF MINUTES - July 6, 1987 Ken Johnson moved to accept the minutes of the September 8, 1987 Park Board meeting as presented. Candy Toffoli seconded the motion which carried unanimously. CANDY ST. CLAIR - WALK-WAY BETWEEN SUNSET OAKS & MENKVELDS FOREST GLEN Candy St . Clair apppeared before the Park Board this evening to further discuss the possibility of a walkway being constructed on the easement , which will eventually be the continuation of Bradley Street between Jeanne Drive and Leonard Avenue. Candy brought with her a petition stating names of people living in the area in question for the walkway. They are hoping to attain access to the park located on Leonard Avenue . One person would not sign , because of standing water in back of the area. CONCERNS REGARDING THIS WALKWAY * How passable area would be * Check out standing water, and if we could put in a culvert * Get estimates of cost and what Don Volk might want to put in Candy also mentioned the possibility of getting a picnic table, satalite and a garbage can in the area. KENT ROESSLER: KEN-RICH CONSTRUCTION, LAMOTTE PARK PROPOSAL Mr. Roessler appeared before the Board explaining the proposal for subdivision by the Centerville/Lino Lakes boarder . Mr. Roessler wants to take a seven acre parcel and split it into fifteen lots . Because of the access , the property was unsuccessfully split up before. Mr. Roessler is proposing a trade for the parcel of LaMotte Park and in return give part of their subdivision for Park. Kent Roessler said, the subdivision would lay out a lot nicer if they had a portion of LaMotte. The trade taking place would consist of Roessler taking 1/3 of an acre from LaMotte Park and giving in return 1/4 of an acre. Of course the people would have their say when it comes time for a public hearing. ITEMS DISCUSSED WERE: * The depth of Lamotte Drive and further back ( 150 ft . ) * Paying for park dedication fee * Going back to original dedication & making a swap with those people * What the deed says; whether land goes back to original owner * Putting a Tot Lot in park would benefit Lino Lakes * If swap is possible - public hearing would be neccessary because of New City Charter * Check to see if this swap of land is legal with City Attorney Mr. Roessler summed it up by stating the subdivision would be a nicer development with upper bracket homes . There also would be a monument at the entrance of the park, dressing it up some . MOTION: Chairman Ray Johnson moved to recommend to Council the trade of property between Mr. Roessler and the City. Ken Johnson seconded the motion which carried unanimously. BUDGET Mr. Schumacher presented the 1988 budget , and the five year capitol improvements programs . He also updated the Board on the 1987 CIP and explained the difference between the funding of the Park Department . CAPITOL OUTLAY: Proposed 28, 000 for the 1988 CIP, Turf Mower $15 , 000 and a York Rake $1 , 200 . Chairman Johnson refered to the Prachar property. He noted that Mr. Volk was to have the selling price of another- piece of property recently sold by . Mr. Prachar . Chairman Johnson would like to start negotiations to purchase land from the n Pratchers for parks. Mr. Lindy said, the land appeared to be low and may require considerable earth moving. There was discussion regarding park land on the east side of the City. CIP for 1988: Lino Park, $2 , 000 for BMX. . . . Chairman Johnson felt this should be left in the CIP for rebuilding the turf. (City may buy lights, poles may go to tennis courts or to ice rinks in Shenandoah Park) . Chairman Johnson suggested, putting money in the 1988 Capitol Outlay for additional power poles . Mr. Nissen was concerned, because Country Lakes Park wasn' t on the CIP plan . He would also like to see Shenandoah Park completed. There was discussion on whether or not the park is completed. Mr. Volk will have to answer this . There was discussion regarding an ice rink in this Park, and where it should be placed. Ken Johnson questioned if there should be lighting, especially if the ice rink is built . There was also discussion on lighting the tennis courts . Mr. Johnson asked about a warming house for Shenandoah. Mr. Schumacher explained that the City has rented portable units in the past . Mr. Nissen was concerned about getting water to the Shenandoah rink. Chairman Johnson explained water could be hauled in. Mr. Nissen asked for input from Mr. Volk as to what he feels can be completed in Shenandoah Park. Mr. Nissen asked about dedicating $4 , 000 for an exercise fitness area possibly in South Reshanau Park. There was further discussion regarding what the developer will do in this park . Mr. Schumacher explained the amount of parkland has increased significantly. He plans to involve Mr. Volk and Mr. Miller more in the development aspect of the parks . Ken Johnson asked if Country Lakes Park funding has been completed. Mr. Schumacher explained the final request had been submitted last week . Since the City had already received funding for the bath-house, this may have to be returned. Mr. Schumacher said, he would have an accounting at the next meeting. Chairman Johnson said he was satisfied with the budget but did have a question regarding the areas in which the money was going to be spent . He did question whether there was enough money budgeted for contracted services . Chairman Johnson asked Mr. Schumacher to update the budget and bring it back to the next Park Board Meeting. OLD BUSINESS Bill Nissen brought up an issue regarding agreement with the Police Department to open parks upon weekends . He would like to know if there is a problem with this arrangement . Parks should be opened and closed at a certain time. Country Lakes Park was never opened for Labor day. APPOINTMENT REPRESENT PARK BOARD ON JOINT COMMUNITY RECREATION PARK COMMITTEE Chairman Johnson noted this appointment was made at the July 6th Park Board meeting. Mr. Ken Johnson will represent Lino Lakes . Ray Johnson would like to know about bids on school property/park property. Mr. Volk will have to get this information . NEW BUSINESS Harold Bisel mentioned concern over the proposed amphitheatre and what effect it will have on Sunrise Park. Lino Lakes has sent letters of concern to Blaine on this matter. Ray Johnson reported, the Lions Club will build four more picnic tables for our parks . Mr. Schumacher suggested writing thank you letters regarding this matter. Ray Johnson also said the VFW and Lions club donated bullet-proof vests to our Police Department . The meeting adjourned at 9: 00 P.
