NOTE: There will be a joint meeting of the Lino Lakes Park.Board and the
Circle Pines Park Board to discuss the possibility of a joint Park
and Recreation Director position. This meeting will be held at
6:30 P.M. at the Circle Pines City Hall .
After this special meeting, the Lino Lakes Park Board will meet at
the Lino Lakes City Hall for their regular agenda below.

July 6 , 1987
The regular meeting of the Lino Lakes Park Board was called to
order at 7 : 54 P .M . , Monday July 6 , 1987 at the Lino Lakes City
Hall. Members present : Chairman Ray Johnson , Ken Johnson , Candy
Toffoli , George Lindy. Mr. Baumann joined the meeting at 8 : 07 P .M .
Mr. Nissen was absent . Newly-appointed member , Robert Williams was
informed of this meeting , but was absent .
CONSIDERATION OF MINUTES - June 1 , 1987
Mrs . Toffoli moved to accept the minutes of the 6/1/87 Park Board
meeting as presented . Mr. Lindy seconded the motion which carried
unanimously.
WALTER PRACHAR - POSSIBLE PARK LAND NEAR CENTERVILLE ROAD AND
BIRCH STREET
At the June , 1987 Park Board meeting the members reviewed a sub-
division-,: proposal from Walter Prachar . At that time the Board asked
that , in accordance with City Ordinance , land be requested as park
dedication for the subdivision and that the Park Board wanted to
discuss this with Mr. Prachar.
Mr . Prachar explained that the proposed subdivision has since been
withdrawn because the land in question was sold as one large parcel .
He further explained that he does however own an additional parcel
of land on Centerville Road , just north of Birch Street , which-he is
interested in selling (approximately 20 acres ) .
Chairman Ray Johnson asked the asking price of the 20 acre parcel
and Mr. Prachar said he is open to negotiation . Mr . Johnson thanked
Mr. and Mrs . Prachar for sharing their interest to sell with the
Park Board and said the Park Board would discuss this .
After Mr. and Mrs . Prachar left the meeting , Chairman Johnson asked
that staff provide for the next Park Board meeting the selling price
of the parcel recently sold by Mr . Prachar and that the Park Board
members each look at the site for further discussion at the next
meeting . Mr . Volk stated that the area of Centerville Road and
Birch Street will not satisfy the request for an "east side" park ,
(east of 35E) . Mr . Lindy stated that he felt that the population
growth being experienced within the City is not east of 35E , but
rather along Birch Street between West Shadow Lake Dr" ive and Center-
ville Road . Mr . Bisel reminded the group that this property offered
by Mr. Prachar borders Centerville , and the group should consider
the community relations affect . He also said that a water tower
would be required soon in that general vicinity.
CANDY ST . CLAIR - PATHWAY ACCESS TO PARK
Ms . St . Clair appeared before the Board explaining that she lives
in the Menkveld 's Forest Glen subdivision abutting the Sunset Oaks
subdivision. Sunset Oaks does have a neighborhood park while her
subdivision does not and her children and other neighbor children

use the Sunset Oaks park . Presently the children must go quite
far out of the way in order to reach the Sunset Oaks park . If how-
ever, there were a walkway provided on the easement which will
eventually be the continuation of Bradley Street between Jeanne
Drive and Leonard, the children in the neighborhood would make
use of it . This easement is currently referred to as Outlot F.
Another possibility would be a walkway through Outlot K, however ,
Mr. Volk felt that this would require removal of many trees and
would not empty directly into the park as would a walkway through
Outlot F.
Mr. Volk felt that a mowed strip with posts on each end to eliminate
vehicle traffic would suffice ; possibly a fence of some sort would
be needed to keep children on the walkway rather than onto adjoin-
ing properties .
Chairman Ray Johnson said that the Board would not be adverse to
this idea , however, they do not wish to create problems for the
property owners along the Outlot F easement . Ms . St . Clair was
directed to route a petition through the neighborhood to provide
support for the request and submit it to the City staff for the
August , 1987 Park Board agenda .
BMX TRACK
The Board discussed the ongoing insurance issue with regard to the
BMX track (see -BMX issues within Park Board minutes during the
past year ) . Mr. Volk reported that to date he has had no further
communication with the newly organized BMX association as was promised
at the last Park Board meeting . The consensus of the Board was that
the City has allowed the BMX association more than enough time to
provide the insurance required, as specifically outlined in the
agreement between the City and the BMX track . Because the require-
ments have not been met, the Park Board felt that continuation of
the BMX track is not possible . Mr. Volk also reported that Mr.
Charles Johnson initially signed a note with a local bank to provide
electrical service , lights , and a starting gate for the track . The
bank is calling in the note in the next week and Mr . Johnson has
asked the City to allow him to recoup his loss by removing the
lights and starting gate . The Lino Lakes City Attorney has given
his opinion that this equipment would rightfully belong to Mr .
Johnson . Mr. Volk stated that possibly the City could purchase
the lights for use at Arena Acres tennis courts .
MOTION: Mr . Lindy moved to recommend to Council that Mr . Charles
Johnson be allowed to remove his starting gate and lights from Lino
Park . Mr . Baumann seconded the motion which carried unanimously .
MOTION: Mr. Baumann moved to recommend that Mr. Volk and the City
Administrator negotiate a price for purchase of the lights belonging
to Mr. Charles Johnson for use at Arena Acres tennis courts . Mr.
Ken Johnson seconded the motion which carried unanimously .

MOTION: Mr. Ken Johnson moved to recommend to Council total elimina-
tion of the BMX track at Lino Park , that the area be leveled and
reseeded. Mr . Baumann seconded the motion which carried unanimously .
AUTHORIZE BIDS FOR GRADING OF "SCHOOL PROPERTY PARK"
Mr. Volk stated that with negotiations now complete for the leasing
of the school property along Birch Street for use as a park , the
Board needs toconsider preparing the property for the uses planned .
The Board did not make a formal motion , but the general consensus
was that Mr . Volk is authorized to collect bids for the grading
required to prepare the school property park .
PROGRESS REPORTS ON LINO LAKES CITY PARKS
Mr. Volk reported the following progress :
Country Lakes Park - Coverage of the grand opening of Country Lakes
Park has now appeared in both the Quad and Circulating Pines papers .
Very few problems have arisen since the grand opening . Posts have
been installed in the walkway areas to eliminate vehicle traffic
The beach is used quite heavily . City crews are planned to "drag"
the beach area for weed removal . More trash barrels are planned
for the park . The beach area will be signed "No Pets in Beach Area" .
Ken Johnson suggested some kind of insect control be considered.
Sunrise Park - Volleyball courts under construction for completion
in 10 days . Warming house addition under construction for completion
during the next month.
Lino Park - New tot lot playground equipment has been erected (need
a few more days work for completion) . Equipment is being used and
is appreciated by park users .
Baldwin Lake Courts - The owner of Baldwin Lake Courts has been
on active reserve for a couple of weeks , so Mr . Volk has been unable
to contact him with regard to completion of the tot lot at Baldwin
Lake Courts . This lot was planned for July completion and Mr . Volk
will continue to try to make contact and get a commitment from the
owner.
OLD BUSINESS
Mr. Volk reported that Anoka County is negotiating with Lino Lakes
to do some excavation 'on the rear of City Hall park to create a
holding pond for wildlife preservation to replace the habitat being
destroyed due to the Main Street improvement project .
NEW BUSINESS
Mr. Volk reported that the Centerville Lake homeowners are forming
an association and the Park Board may be addressed in the near future
with regard to the creation of this association .

Committee Appointment - Mr . Ken Johnson volunteered to serve on the
committee to create the joint community Recreation/Park and Recreation
Director position as was discussed at the special meeting held this
evening just prior to this meeting . Mr . Volk said he also will be
active as this committee begins their work .
The meeting adjourned at 9 : 03 P .M . by unanimous decision .

Re: Public Park Board position
To Whom it May Concern:
I am interested in becoming a member of the Park, Recreation, and
Environmental Board.
My wife and I are new residents of Lino Lakes as of April 1987.
We have built a new home and plan on staying in the community for
years to come, as we simply love the area. Since we have taken a
great concern in chosing this area to live, I feel it is impor-
tant to become involved in the community. As a member of the
Parks , Recreation, & Environmental Board I would work hard for
the City and it ' s residents.
The community needs good parks for all residents and families to
enjoy. Good parks also help to beautify the community. We need
good recreational facilities to help develop the young people of
the community. Facilities where residents and families can get
together and enjoy what Lino Lakes has to offer. This is an im-
portant part of the community life. Young and old should be able
to enjoy it .
Environmental concerns must take a high priority on the
community's list . Lino Lakes is a beautiful area and care must
be taken to ensure that we use our resources wisely. Good effi-
cient planning is the key to the future of the community. In a
community such as Lino Lakes where development is important ,
much concern is needed in order to plan for future growth. I
would like the opportunity to serve as a member of the Park,
Recreation & Environmental Board. My input would be helpful to
the concerns of the City and it ' s residents .
I am a graduate of St . Paul ' s Cretin High School of 1968. I am a
graduate of. St . Paul ' s Technical Vocational Institute of 1972.

Most recently I have completed courses in Micro-computer program-
ming and Cobol programming at 916 Technical Vocational Institute.
I have also completed a communications class at Lakewood Com-
munity College.
I have worked for the U. S. Postal Service for the past 13 years .
Most recently, for the past 3 years, I have acted as Superinten-
dent of Station and Branch Operations at the Riverview Station in
St . Paul . Last November I was chosen to represent Management of
the U. S . Postal Service as a facilitator in their Employee
Evaluation Process . Since then I have attended a one week
facilitator training course given by M. O. R. Associates of Boston,
MA, a private consulting firm hired by the U. S . Postal Service
for facilitator training. I have recently completed another one
week course for advanced facilitators given by the same company.
During the past five years with the U. S . Postal Service I have
attended several two week courses on communication and
management .
A solid background will help me be a participative member of the
board, but one cannot rely on that alone. I have the desire and
commitment to the City of Lino Lakes and the community to help
make it an excellent place to live now and in the future.

I have been directed to inform you that the Lino Lakes City
Council, on June 8 , 1987 , stated that no races are. to b.&
held on the Lino Lakes BMX track, until the final insurance
issue is remedied. This issue being that, the insurance co.
present information as to the sulvency of .the. company, and
the validity of the policy in Minnesota.
Plans to redesign the track per BMX association request will
again be put obi hold until these issues are answered

Special Joint Meeting
July 6 , 1987
A special meeting was held at the Circle Pines City Hall at 6 : 30 P.M . ,
Monday , July 6 , 1987 for members of the communities within Centennial
School District to discuss the possibility of creating a position of
Recreation or Park and Recreation Director to service several commun-
ities .
Attendees : Lino Lakes Park Board Members Ray Johnson , Ken Johnson ,
Candy Toffoli ; Council Liaison Harold Bisel ; Secretary
Shar Foster ; Public Works Director Don Volk
Circle Pines : Members of the Park Board and staff
Lexington : Members of the Park Board
Blaine : Invited but not represented
Centerville : Invited but not represented
Centennial School District : Personnel Director Larry

This meeting was the first opportunity for the communities to get
together and discuss the possibility of creating a position which
would serve the recreation needs of all the communities involved .
The following points were made :
1 ) The communities ' representatives agreed that their residents
are requesting organized recreation for all age groups in addi-
tion to what is offered through the school district and groups
such as the Hockey Association, Little League , etc .
2 ) This position would be offered to a trained individual who
would serve all of the communities - East Blaine , Centerville ,
Lino Lakes , Lexington and Circle Pines . The communities would
need to decide whether this position would be full time or
part time , year around or only during periods of heavier park
use , what salary would be paid and how this salary would be
divided between the communities .
3 ) The creation of this position should coordinate with the organ-
ized activities offered through the school district and other
associations rather than duplicate those efforts . This posi-
tion would handle all recreational efforts in order to learn
the needs of the residents and have the ability to build new
recreation programs .
4) Mr. Volk suggested that this position also be the director of
parks in all the communities in addition to director of recreation .
The communities agreed to have their respective Park Boards appoint
a representative , one representative from each community would then
form a committee to iron out all the details for creation of this
position . Mr. Jablinski agreed to arrange the first meeting of this
committee ; each Park Board should address a letter designating their
appointed committee member to Mr . Jablinski , Centennial School Dis-
trict .

SUMMER RECREATION REPORT

SUMMER RECREATION REPORT 1987
PREFACE
During the summer of 1987, the Centennial Summer Recreation Department had
to cut some of its programs due to a decrease in the Community Education
Budget. We were pleased with the programs that were maintained. Although
only one new program was added, we do anticipate further expansion in 1988.
The following pages evaluate our program this summer. It should be noted that
this evaluation was a composite of evaluations done by our entire staff of
sixteen workers.
Recreation Objectives
1. Recreation activities should be enjoyable and educational for the
students.
2. The program. should provide students with activities that they are able
to accomplish. This will enable therm to increase their self-esteem as
well as their feelings of self-worth.
3. Meeting the recreation needs of the community.
4. To offer a wide range of activities which should hold appeal for all
ages, from tiny tots through senior citzens.
5. The program should give participants new opportunities they would not
ordinarily have open to new vistas to them.
6. The opportunity for students to develop good sportsmanship,. team work,
and cooperation.
7. To give experience, both efficiently and practically, to recreation
employees.

Recommendations for the 1988 Summer Recreation Program
It is recommended that:
1. Special Events: Hold special events in eight major areas:
WbTwins Game Children's Museum
Valley Fair f MN's Science Museum and
(c) Rollerskating Omnitheatre
(d) Old Log for Seniors (g) Trip to Gibb's Farm
(h) Reptile Show for young people
2. Vertical Scheduling: Due to anticipated CETA reductions assign schedule
with the following changes:
(a) more morning activities
�b� more evening 'activities
c spread afternoon classes out
3. In-service Training: Since more college students are being hired
(and less teachers) for our programs, it is
recommended that we have a 2 day in-service
program next year to prepare these people.
4. Publicity - (Media Blitz): We need a (1/2 to 3/4) time position for a
greater coverage of happenings and activities
to report on our recreation program. This is
due to the fact that we .must cover three
media areas and three newspapers.
5. Expand Summer Recreation (New Directions) :
(a) more evening activities for Junior High students
(b) have a fun run or marathon
(c) more single type of events - tennis, archery, golf tourn. ,
open track meet, etc-
(d) bring in recreation events (i .e. , puppet shows, plays , demon-
stration type events, animal shows to school situations.
(e) concentrate an more adult type activities for 1988.
6. More fields (softball) needed for all ages:
Talk to community concerning the need for additional fields(Slaine)
7. Lon er registration period for all events:
eginning May. 18 throughfirst week in Mine, 1988.
8. Floor Hockey: Divide this class into an intermediate and beginning
level .
Recommendation for the 1988 Sumner Recreation Program
ont.
9. T-Bail : Clarify age groups and classes (more specificl.
10. Centerville Program: Provide an on-going type of open.-playground _
at Centerville with options of arts and
crafts, playground games, etc. in the morning.
11. CETA: More help from CETA could assist in keeping expenditures
down.
12. Make more use of the new golf range in Lino Lakes in 1988.
Commendations For Summer Recreation 1987
1. Employees: The sixteen people working this summer, in general ,
performed well in their various assigned areas and kept the daily
program functioning quite effectively.
2. The financial contributions from Circle Pines, Lino Lakes, Blaine,
Centerville, and Lexington, were greatly appreciated. Without them,
our program would have been very limited.
3. The Gymnastics classes were well run by Sandi Joselyn.
4. The secretarial help was excellent this year thanks to Lisa Kaluza.
(Also for her help on Special Events)
5. The excellent track and field program run by Kendra Sundberg and
Robyn Eklund.
6. The T-Ball program run by Mike Diggins.
BOYS' AND GIRLS' ACTIVITIES
ages pre-school - 17
Acrobatics
1. Length: 5 weeks
2. Days and Hours:- Ages 6-11, Tuesday and Thursday, 12:00-1:00
Centerville
3. Program Description: Fundamentals of beginning tumbling and-
acrobatics were taught. Beginning with
basic stunts such as somersaults, cart-
wheels, handstands, backbends, and
headstands.
Gymnastics
1. Length: 5 weeks
2. Days and Hours: Preschool , ages 3-5, Monday.-Thursday, 1:00-2:00
K-1, ages 5-7, Monday-Thursday, 2:00-3:00
Beg. to .Adv. Beg. ,. 2nd grade and up, Monday-
-Thursday,. 3:00-4:00
n Inter. to Adv. , Monday-Thursday, 4:00-5:00
3. Program Description: This class was designed for each age
group. The younger kids learning the-
basic skills of gymnastics and the more
advanced participants working on improving
their skills.
T-Ball
1. Length: 5 weeks
2. Days and Hours: Ages 3-5, Monday and Wednesday, 1:00-2:00
Centennial
Ages 3-5, Tuesday and Thursday, 1:00-2:00
Centennial
Monday and Wednesday, 1:00-2:00, Centerville
3. Program Description: T-Ball is a form of- baseball , but played with
a soft rubber ball and short light-weight bats_
Students were taught the fundamentals of hitting,
fielding, catching, throwing and playing the game..
The program ended with a tournament consisting of
kids from Centennial and Centerville. Ribbons and
Certificates were awarded for places and participation.
• Archery-Beginning
1. Length: 5 weeks
2. Days and Hours: Tuesday Thursday, 2:00-3:00
3. Program Description: The class was designed for beginning
Archery Students to learn basic skills along
with practicing these skills. At the end of
the- program there was a tournament held with
ribbons for places.
Archery-Intermediates
1. Length: 5 weeks
2. Days and Hours: Tuesday and Thursday, 3:00-4:00
3. Program Description: This Blass is for experienced archers to
have the opportunity to improve their
shooting techniques.
Floor Hockey
1. Length: 5 weeks
2. Days and Hours: Tuesday and Thursday, 2:00-3:00, Centennial
Monday and Wednes.day,. 2:00-3:00, Centerville
3_ Program Description: This game is played like regular field
hockey, except indoors. They also used
plastic pucks and sticks.
GoTf-Beginners
1. Length; 5 weeks
2. Days and Hours: Tuesday, 3:00-4:00
-3_ Program Description: This activity was set up to instruct
beginning golfers on the basics of golf.
How to hit wi tft woods, irons., and putters
were explained.
Track and Field
Ages 97177 ---
1. Length: 5 weeks
2. Days- and Hours: Monday-Thursday, 1:00-2:00
3. Program Description: This program was set up with running
events held on Monday and Wednesday,
and: field events held on Tuesday and
Thursday. The participants were taught
the basics of all track and field events.
At the end of the program there was a
track meet held with ribbons being awarded
for places.
Tennis-Beginners
1. Length: 5 weeks
2. Days and Hours: Grades 3-9, Tuesday and. Thursday, 1:00-2:00
Lexington Park
Grades 3-5, Monday and Wednesday, 1?00-2:00
Centennial
Grades 6-10, Tuesday and Thursday, 2:00-3:00 ,

3. Program Description This activity was designed for beginning
young people who wished. to learn how to
play tennis. The participants were taught
the fundamentals; racquet grip,. basic
strokes, serving,. keeping score and
basic rulek.
Open Weight Room

Beginning Golf
1. Length: 5 weeks
2. Days and Hours: Tuesday, 7:00-8:00 p.m.
8:00-9:00 P.M.
3. Program Description: * This class was to provide instruction to
. beginner golfers on golf grip, stance, -
swing,. woods, and irons. They first met
at Centennial to work on basics, then at
a driving range, and also at a golf
course for the last session.
