Cost estimates for Volleyball courts at Sunrise Park (material available at meeting) s� PARK BOARD April 6 , 1987 10"� The regular meeting of the Lino Lakes Park Board was called to order at 7 : 02 P .M . , Monday , April 6 , 1987 by Chairman Ray Johnson. Boardmembers present : Nissen , Baumann , Ken Johnson , Toffoli . Mr. Lindy joined the meeting at 7 : 08 P .M . Absent : James . Also pres- ent were Don Volk , Public Works Director; Harold Bisel , Council Liaison ; and Shar Foster , Secretary . CONSIDERATION OF MINUTES 3/2/87 Mr. Baumann moved to approve the 3/2/87 Park Board minutes as presented . Ken Johnson seconded the motion which carried unani- mously. FOX ROAD/COLONIAL WOODS (EASEMENT AS PARK LAND) For the third consecutive month , several residents were present to discuss the petition which they have sent to the Park Board requesting that the Fox Road easement in Colonial Woods plat be permanently dedicated as park land . Several persons voiced con- cerns ; those who identified themselves and their concerns are as follows : Tom Drow - 6317 Red Maple Lane - Mr. Drow voiced his concern that a road through from Colonial Woods to Birch Street would create traffic problems , particularly because of the nature of Colonial Woods (a circle used only by Colonial Woods residents ) , the children are not accustomed to traffic . Monica Slaten - 6283 Red Maple Lane - Ms . Slaten voiced her` concern that the Colonial Woods residents need a park area and have been using the Fox Road easement as a park for years . She also showed pictures of the area which is proposed for park in the proposed Reshanau Lake Estates plat stating that it was swamp and she felt could not be used as a park. Chris Denkinger - 6180 Ware Road - Mr. Denkinger voiced his concern as to the additional traffic in Colonial Woods and on Ware Road as a result of the proposed Reshanau Lake Estates plat and the wear on the streets , which he did not feel were constructed to accommodate a lot of traffic . Ron Leander - 6263 Red Maple Lane - Mr. Leander reiterated that the neighborhood has used the easement as a park for years and the Colonial Woods children are too young to walk to the proposed Reshanau Lake Estates park . MOTION : Mr. Baumann moved to recommend to Council to leave the easement called Fox Road in Colonial Woods as is . Motion failed for lack of a second . Ken Johnson said that the City has to concern itself with the overall plan for the City , particularly with regard to safety n and an overall traffic pattern . He felt that this issue should have input from the P & Z Board and City Council . PARK BOARD April 6 , 1987 Page Two Mr. Lind y sympathized with the residents concerns , however he stated that he felt the decision is not in the Park Board 's jurisdiction . He also said that the issue here seems to be primarily traffic and the "need" for a park is secondary. He suggested therefore , that this issue be approached as a traffic issue , over which the Park Board has no jurisdiction . Mr. Bisel said that speaking for himself he feels the Colonial Woods residents are premature with their concerns and request . He felt that since the Reshanau Lake Estates development will be done in phases beginning with the area furthest from Colonial Woods , the Fox Road easement will remain vacant for probably three years . This would not allow heavy trucks used for construc- tion to go through Colonial Woods . MOTION : Mr . Lindy moved to recommend to Council that the City Council review this issue , particularly in light of the fact that the concern appears to primarily be a potential traffic problem , rather than the need for a park in Colonial Woods . The Park Board also does not wish to add this Fox Road area to the Park budget , or be expected to maintain it at this time . Mr. Nissen seconded the motion which carried unanimously . BMX TRACK INSURANCE During the past month , the City did receive an insurance binder for the BMX track through the BMX organization . The City ' s in- surance agent asked to review the actual policy to assure that the track has adequate coverage to protect the City. Mr. David Rhode represented the BMX organization and forwarded the actual policy. Chairman Johnson asked that staff send the policy to the City ' s agent and he also thanked Mr. Rhode for attending this evening . CIRCLE-LEX LIONS - PARK IMPROVEMENTS Mr. Larry Davenport represented the Circle-Lex Lions and explained that their organization is taking on a project of making contribu- tions to parks within the communities they serve . From each community they are requesting information as to their park layouts , financial needs , goals and objectives . After compiling this infor- mation, the Lions will set up a long-term plan for contributions for parks . Chairman Ray Johnson asked Mr. Volk to put together the information requested by the Lions , and also thanked the Circle- Lex Lions for their continued support . n PARK BOARD April 6 , 1987 Page Three SALE OF BALDWIN LAKE PROPERTY For the Park Board 's information , staff forwarded correspondence from the City of Saint Paul with regard to the property near Baldwin Lake . This property has been sold by the City of St . Paul ; the City of Lino Lakes offer of $1 . 00 for the property was not accepted. (Background on this issue can be found in Park Board minutes during the year of 1986 .and 1987 . ) QUOTES FOR PARK IMPROVEMENTS Lino Park Playground Equipment - Mr. Volk stated that in his opinion either company bidding on the Lino Park playground equip- ment would provide good quality equipment , and despite the fact that the actual equipment bid is not exactly the same , the acti- vities provided are comparable . Earl F. Andersen & Associates $2 ,693 . 00 St . Croix Recreation Company $3 ,000 . 00 MOTION: Mr. Nissen moved to recommend to Council awarding the bid of $21693 . 00 from Earl F. Andersen for playground equipment for Lino Park because it is the low bid and is compatible with the existing equipment in the park. This purchase is included within the 1987 capital improvements plan . Mr . BauThann seconded the motion which carried unanimously . Backstop at Shenandoah Park - Mr. Volk stated the quotes for backstop for a ballfield at Shenandoah Park include a 20 ' back- stop and 10 ' left and 10 ' right wings (price includes installa- tion) . He felt either company would provide the quality expected . Crown Fence & Wire Company $1 ,494 . 00 Century Fence $1 ,437 . 00 MOTION: Ken Johnson moved to recommend to Council awarding the bid of $1 ,437 from Century Fence for a backstop at Shenandoah Park because it is the low bid and included in the 1987 capital improve- ments plan. Mr. Baumann seconded the motion which carried unanimously. Volleyball Courts at Sunrise Park - Mr . Volk stated that he has begun to estimate the cost of putting in volleyball courts at Sunrise Park as discussed at the 3/87 Park Board meeting . (The Circle-Lex Lions volunteered to pay for the courts , but requested the Park Department submit estimated cost before putting in the courts . ) Thus far , the estimates put together by the Park Department are for two 30 ' X 60 ' courts to be located just north of the pleasure rink . Mr. Volk felt grass courts would be about $600 for materials , sand courts would be about $850 . Mr. Nissen and Mr . Lindy felt that sand courts appear to be the PARK BOARD el"11% April 6 , 1987 Page Four what the players prefer . They felt that sand courts would also require less maintenance and provide a softer surface for falls . Chairman Johnson asked Mr. Volk to put together a proposal to the Circle-Lex Lions for both sand courts and grass courts and have them decide which they prefer. OLD BUSINESS Country Lakes Park - Grand Opening - Mr. Volk said that he will have prepared for the May , 1987 meeting information as to the grand opening of Country Lakes Park . Mr. Nissen also noted that the birdhouses recently installed at Country Lakes Park are low enough to invite vandalism and asked Mr. Volk to find out if they could be raised . Capital Improvements Plan for 1987 - Mr. Volk reported the follow status on 1987 capital improvements : Storage building for Sunrise Park and the Archery Range for City Hall Park are out for bids ; the ice rink at Shenandoah Park is in the planning stage . This will be reviewed on the May, 1987 agenda . NEW BUSINESS Chairman Johnson said that Park Board member Kim James has given notice of resignation and asked that Mr . Patrick McCullough for his bid of $ 23 , 500 for a proposed use of Residential Housing . I have sent Mr . McCullough a letter , which he has returned with his signature asking if he understands he would have to rezone the property for his proposed use, and would have to dedicate 33 feet along the south side of the subject parcel for the north one-half of Linda Avenue and then have Linda Avenue improved at his own cost with "bituminous paving to City's engineering standard." There was a bid from Paul J. Spronty for $ 26 , 600 . Unfortunately , his earnest money was not the required 10 per cent as stated in the terms and conditions. In finally contacting him , he expressed he was withdrawing his offer. Parcel 2) Peter Rosenthal, representative of the adjacent property owners for their bid of $14,000 and proposed use of extending their adjacent properties. This property is of special interest to me because of my families friendship with the Charles Schlavin family. Charles Schlavin was raised on this property along with three brothers and four sisters. His father measured water depth and took water samples from Baldwin Lake for the Saint Paul Water Department. In 1939 my father met Charles Schlavin and they became_: best of buddies. My father and Charlie both fought in World War II. During this period of time, Charlie's father died. When the war was over, Charlie moved back to where he was raised. He married and then raised his family on parcel 1. My father also married and settled in Saint Paul where I was born and raised. Over the years their friendship continued. My father and I raised garden vegetables and soybeans , sharing our interest with Charlie on this land. In 1964 a decision was made by the Water Department that Charlie and his family must move.
