Chairman Ray Johnson called to order the regular meeting of the
Lino Lakes Park Board at 7 : 01 p .m . , Monday, February 2 , 1987 .
Members present : Ken Johnson , Lindy, Baumann and new member
Candace Toffoli (replaced Jim Flannery) . Members absent : James ,
Nissen. Also present were Mr. Volk , Public Works Director; Mr.
Bisel , newly-appointed Council Liaison ; and Mrs . Foster , Secretary.
CONSIDERATION OF MINUTES - January 5 , 1987
MOTION: Ken Johnson moved to approve the 1/5/87 meeting minutes
as presented. Mr. Baumann seconded the motion which carried unani-
mously.
GARY UHDE/REGENCY HOMES PARK DEDICATION
Mr. Neumeister represented Regency Homes and explained the plans
which have been put together by Regency Homes as satisfaction of
park dedication for the South Reshanau Lake Estates plat which is
being proposed. (The preliminary plat has been approved by City
Council contingent upon passage of the proposed comprehensive plan
amendment allowing utilities in this area. )
Mr. Neumeister, with the use of a colored map dated 11/7/86 , showed
the approximate ten acres which is proposed as a neighborhood park
within this plat . The proposal included the requests made by the
Park Board during their initial review of this proposed plat during
12/86 . The consensus of the Board was that the area proposed and
the uses proposed were acceptable . Mr . Neumeister particularly
wanted the Board to understand that the approximate 10-acre piece
was satisfaction of the entire 80 acres which Regency Homes plans
to develop and that the preliminary plat which has been approved
by Council shows only the "first phase" of that development (about
2/3 of the total 80-acre parcel) .
Residents from the Colonial Woods plat (which will be adjacent to
this 80 acres) were in attendance and voiced concern that the Regency
Homes plat calls for nearly 100 lots of approximately 1/4 acre each.
The Colonial Woods plat (with no utilities ) has one-acre lots . These
residents suggested that the park land be situated along their
boundary for two reasons : 1 ) To serve as a "buffer" between the
lesser and greater densities , and 2) To serve as a park for Colonial
Woods residents since they have no park within their plat . Currently ,
there is a road easement in the Colonial Woods plat which would
connect the two plats . The Colonial Woods residents asked that the
Park Board consider making that road easement a park area . (This
issue was discussed at length later during this evening 's meeting . )

MOTION: Mr. Lindy moved to recommend to Council acceptance of the
park as designed on the drawing for South Reshanau Lake Estates (dated
11/7/86 ) with the understanding that the developer pave the entire
trail system and access drives and do corrective work and excavation
� , to bring to an appropriate , useable grade the areas designated as
play equipment , tennis courts and free play on the drawing . Mr.
U Baumann seconded the motion which carried unanimously.
COLONIAL WOODS - FOX ROAD EASEMENT
Among the several residents appearing before the Park Board were
John Benson , Monica Slatten and Mary Leander. They were requesting
that the City take the necessary action to change the Fox Road ease-
ment within the Colonial Woods plat to park land for use by the
Colonial Woods residents . Their reasons : 1 ) To provide a park which
is not provided in their plat , 2) The residents have used this ease-
ment as a park area for eight years , and 3) The residents do not want
a road access between their plat and the proposed South Reshanau Lake
Estates plat .
Ray Johnson explained that each developer is required to provide either
land or money as satisfaction for park needs , and the City needs to
locate parks to best suit the future growth and density within an
area. He also reminded the Colonial Woods representatives that an
overall road pattern to connect adjoining plats is done not only for
convenience , but also to provide multiple routes for emergency vehicles .
Mr.John Benson stated that in speaking with Mr . Uhde, (developer of
South Reshanau Lake Estates) , Mr. Uhde felt that it was the decision
of the City whether or not the two plats have a connecting road. Mr.
Benson also stated that the average age of the children within Colonial
Woods is five years old and that the park proposed by Mr. Uhde 's
development is too far away for 5-year olds to go. Mr. Benson also
said the residents of Colonial Woods are willing to form an association
which would provide insurance and maintenance of the park they are
requesting.
Chairman Johnson said that further investigation of the minutes of the
Council meeting which approved the Colonial Woods plat would need to
be done . This item will appear on the March, 1987 Park Board agenda .
CAPITAL IMPROVEMENTS PLAN
A draft , including the changes recommended by the 1/87 Park Board
meeting , < was reviewed. Members were also asked to prepare for the
March meeting any suggestions for additions or changes to the C . I .P.
Mr. Volk was asked to prioritize the 1987 items . This item will be
on the March Park Board agenda .

BMX TRACK
Ray Johnson asked whether the City has received a certificate of
insurance from the new BMX track association . Mr. Volk said that
the association has been notified that this certificate is needed
and has not yet been received . Mr. Johnson made note that the
insurance policy which the association has obtained is through
Lions International .
OLD BUSINESS
None .
NEW BUSINESS
Mayor Benson - Communication Between Council and Park Board
Mayor Benson commended the Park Board on the work done during the
last year and notified them that a joint meeting of the Park
Board , Council and Planning Board is being scheduled for the near
future.
Minor Subdivision for Donald McShannock and Minor Subdivision for
Vernon Wahlberg
The Board reviewed the two requests for minor subdivisions - one
from Donald McShannock and one from Vernon Wahlberg . These two
minor subdivisions will go before the Planning and Zoning Board
at their February , 1987 meeting . In each case the park dedication
requirement which the Park Board felt was appropriate per the
ordinance was $160 per dwelling unit .
MOTION : Ken Johnson moved to recommend to Council that $160 be
collected from Donald McShannock and $160 be collected from Vernon
Wahlberg as satisfaction of park dedication for their respective
minor subdivisions . Motion seconded by Ray Johnson and carried
unanimously.

PETITION
WHEREAS; The City of Lino Lakes has approved the South Reshanau Lake
Estate development,
WHEREAS; The citizens of Colonial Woods will not have any area dedicated
for park area in the immediate vicinity,
WHEREAS; Colonial Woods has more than 60 children living in their
development,
WHEREAS; The residents of Colonial Woods have been using the outlet
on the northern boundary for 8 years and maintaining that space,
NOW THEREFORE; The residents of Colonial Woods hereby petition the
Lino Lakes Park Board to:
1) Dedicate said outlot as a park area.
n 2) Dedicate said area to a non-profit association formed by the
residents of Colonial Woods, on the
3) Condition that the association will maintain the area as a
park area.
