The regular meeting of the Lino Lakes Park Board was called
to order by Chairman Ray Johnson at 7 : 00 P.M. , Monday,
October 6, 1986. Boardmembers present : Ken Johnson,
Baumann, James . Mr. Lindy joined the meeting at 7: 05 P.M. ;
Mr. Flannery joined at 7: 15 P.M. Absent : Nissen. Others
present were Don Volk, Public Works Director and Shar
Foster, Secretary. 4
Mr. Volk said he would have to leave the meeting early and
asked that the following items be discussed at this .time:
ICE ARENA UPDATE
Mr. Volk reported that he has not heard any further
information with regard to the ice arena (which was proposed
by the CACC during recent Park Board meetings) other than
the fact that the CACC has now also approached the school
district for a location for the ice arena. Mr. Volk felt
that with the location offered by the City of Circle Pines
and with negotiations going on with the school district , it
appears uknlikely that the CACC will choose to locate in
Lino Lakes.
PROPOSED SCHOOL PROPERTY FOR CITY PARK USE
Mr. Volk reported that the City Administrator attended a
recent school board meeting to discuss the lease agreement
proposed allowing the City of Lino Lakes to use school
property off Birch Street for City park use. Mr. Volk
compiled and forwarded additional information per the school
board' s request . The City Administrator will attend the
next school board meeting to further discuss and negotiate
the terms. No problems are anticipated at this time.
BMX TRACK INSURANCE
Mr. Volk reported that the City has not heard back from the
City insurance company as to the liability and premium
question for coverage of the BMX track in Lino Park. The
BMX Association is required by the City to provide insurance
coverage for any association-sponsored activities at the
track. Due to the fact that the association has experienced
insurance and administration problems , activities have been
canceled during the past season. Although there are some
individuals involved with the BMX track who are interested
in continuing the BMX track activities , it was felt by the
Board that these individuals would experience problems
similar to those experienced by the past association. Mr.

Volk will update the Board when further information becomes
available.
BALDWIN LAKE PROPERTY
The City has received correspondence from the City of St.
Paul asking for a decision as to whether the City of Lino
Lakes wishes to purchase the property near Baldwin Lake.
(This issue has been discussed at several Park Board
meetings during the past year. ) City staff, per Park Board
request , prepared and sent out a survey to those property
owners adjacent to the property in question , asking for
their opinions and comments . Responses should be received
by the next Park Board meeting. This item will
appear on the November, 1986 Park Board agenda.
CONSIDERATION OF MINUTES - SEPTEMBER 3, 1986
Mr. Ken Johnson moved to approve the 9/3/86 minutes as
presented. Mr. Baumann seconded the motion which carried
unanimously.
PARK DEDICATION - BALDWIN LAKE COURT
Ms . Joan Archer represented Paul Howard (owner of Baldwin
Lake Court) regarding the park dedication requirement for
the 21-unit addition that Mr. Howard is currently building
at Baldwin Lake Court .
Ms. Archer stated that the June, 1979 Park Board minutes
state that the Park Board recommended that the City accept
money for park dedication for this addition rather than
land. Whether or not the City Council took final action on
this issue back in 1979 will need to be researched by City
staff.
Ms. Archer' s interpretation of the current park dedication
ordinance was that Paul Howard would be required to pay
whichever is less : $160 per 21 sites ($3 , 360) or 10% of the
market value of the land (market value on tax statement was
$5, 600 X 10% _ $560) . Ms . Archer stated that Mr. Howard
chooses to dedicate the $560 figure. She also said that Mr.
Howard plans to develop a tot lot and common space picnic
area for Baldwin Lake Court residents . He would maintain
these areas - they would not become City property. The
Board told Ms . Archer that this tot lot and common space
would not be considered park dedication because they would
not become City property. Ms . Archer said that Mr. Howard
feels that providing these recreational areas and sewer and
water to his residents should be taken into consideration

when the City requires park dedication for this area. She
also stressed that Mr. Howard, in the interest of time, is
looking for direction as soon as possible.
Ray Johnson told Ms . Archer that no action could be taken at
this meeting; that City staff would need to check the old
Council minutes to see what agreement, if any, was made back
in 1979, and then the City Council would need to take final
action with the Park Board' s recommendation. This item will
appear on the November, 1986 Park Board agenda.
PARK DEDICATION ORDINANCE
The Board discussed the current park dedication ordinance.
Review of this ordinance was requested by City staff due to
the fact that the language of the ordinance is cumbersome
and the ordinance can be interpreted in different ways .
The Board discussed the options that the City should have
when requiring park dedication and put together the
following first draft:

PARK DEDICATION
For the purpose of acquiring and developing park and
recreational facilities , the following procedures will
be used by the City of Lino Lakes:
With recommendations from the Park Board, the City
Council will determine the park needs and whether the
option of cash or land is to be collected from the
developer as satisfaction of park dedication
requirements .
The criterion to be used by the City in determining the
park needs is as follows :
1 . Proposed development density.
2 . Proximity of development to existing parks .
3 . Open space within the development .
4. Future park needs per the comprehensive plan .
OPTIONS AVAILABLE TO THE CITY:
Residential Development :

AIM%, Option A*: $160 per dwelling unit in proposed
development .
Option B**: 10% of the land in the development .
Industrial/Commercial Development :
Option A*: 10% of the assessed value of the land
in the development .
Option B**: 10% of the land in the development .
*Cash payments shall be placed in a special fund by the
City to be used for acquisition, betterment or debt
retirement related to parks , playgrounds, trails or
open space. This fee is due to the City
Clerk-Treasurer before any documents may be filed with
the County Recorder' s Office.
**Land site selection to be made by the City.

MOTION: Mr. Lindy moved to submit the first draft revision
of the park dedication policy to the City Administrator to
forward to the City Attorney and/or City Planner as he feels
necessary and then on to the City Council with the Park
Board' s recommendation for approval .
A note need also be made that the current Section 1001 . 14
(entitled "Property Dedication") includes not only
dedication for parks, but also "property dedication . . .
for public streets , roads , utility easements , water
facilities, storm water drainage and holding areas or ponds
and other similar utilities or improvements" .
The proposed first draft above applies only to "park"
dedication and does not cover any other "property"
dedications . The Park Board recommends a separate section
for each, to avoid confusion. The City Attorney should
recommend language for "property" dedication. Mrs . James
seconded the motion which carried unanimously.
