h. July 7 , 1986
Chairman Ray Johnson called to order the regular meeting of the
Lino Lakes Park Board at 7 : 00 P.M. , Monday, July 7 , 1986 . Members
present : Ken Johnson, Baumann, and new member Kim James . Absent :
Flannery, Lindy, Nissen. Also present were Don Volk , Public Works
Director and Shar Foster, Secretary.
The Board welcomed the newest member , Kim James to the Board.
CONSIDERATION OF MINUTES - June 2 , 1986
Mr. Baumann moved to approve the minutes of the June 2 , 1986 Park
Board meeting as presented. Mr. Ken Johnson seconded the motion
which carried unanimously.
COUNTRY LAKES PARK PROGRESS REPORT
Mr. Volk reported the following progress at Country Lakes Park :
- Dock delivered last week-will be installed this week .
- Buoys and markers on order-probably will be delivered next week.
- Gravel has been spread on the shoreline where the launch will be .
- Three quotes have been received for signs in the park. The
quotes were not brought before the Board because of the small
dollar amounts . Probably a month before delivery of signs .
- Picnic tables will be "transplanted" from other parks until
the city crew can be scheduled to build new tables . Ray Johnson
asked whether it may be suitable to put in concrete tables to
alleviate damage done to wood tables in such a secluded area.
Mr. Volk will check prices .
The park should be ready for a grand opening in about a month
to a month and a half. The Park Board should be thinking about
what they would like to plan for a grand opening .
PROPOSED SCHOOL PROPERTY - BALLFIELD LAYOUT
Mr. Volk reported that the plan for the layout of the proposed park
on school property on Birch Street calls for about 7 to 8 acres for
one ballfield, one soccer field and parking area. The Park Board
needs to accept or reject this plan and if accepted the plan will
be passed on to the school board. He stated that very little earth
will need to be moved to accomplish the ballfields and that the
party presently leasing the rest of the school property has offered
to donate time to do the necessary grading.
MOTION: Mr. Ken Johnson moved to approve the plan for the layout
of ballfields / parking area on the proposed school property and
have staff approach the school board for their consideration . Mr.
Baumann seconded the motion, which carried unanimously.
QUOTES FOR PLAYGROUND EQUIPMENT AT LINO PARK AND ARENA ACRES PARK
Mr. Volk reported that in reviewing the quotes for playground equip-
ment which were presented at the June , 1986 meeting, some discrepancies
were uncovered. The equipment was rebid to compare similar equipment .

The quotes were as follows :
Lino Park Landscape Structures Inc. $7 ,426 . 00
Miracle Recreation Equip . $7 ,494 . 00
Arena Acres Park Landscape Structures Inc. $4 ,890 . 00
Miracle Recreation Equip. $4 ,940 . 00
Mr. Volk recommended the quotes from Landscape Structures for
both parks particular because of their easy installation .
MOTION: Mr. Ken Johnson moved to rescind the motion from the
June , 1986 meeting with regard to quotes for playground equipment
in Lino and Arena Acres Parks. Mr. Baumann seconded the motion
which carried unanimously.
MOTION: Mr. Ken Johnson moved to accept the quote from Landscape
Structures for $7 ,426 . 00 for Lino Park and $4 , 890 . 00 for Arena
Acres Park playground equipment. Funding for this expenditure
is to come from general fund ($7 ,500 ) and dedicated park fund ($5 ,000).
Mr. Baumann seconded the motion which carried unanimously.
VANDALISM REPORT - SUNRISE PARK
Mr. Volk reported that vandalism to Sunrise Park during the past
week is estimated at about $3 ,000 damage and will be turned into
insurance. Graffiti was spray painted on the slides, buildings ,
posts , playground equipment which the city crew is trying to remove
with chemicals. Whatever cannot be removed will have to be repainted.
The picnic shelter near the woods was badly damaged and has holes in
-he roof. Investigating has- provided some ideas as to who is respon-
sible for the damage. Mr. Ken Johnson suggested that the City: ask
for some press on this item to make neighbors aware that this kind
of damage does occur and not to hesitate to call the police should
they see or hear this kind of behavior on park property.
OLD BUSINESS
LaMotte Park - Mr. Volk reported that the City is hiring a "cat" to
push about six inches of earth from the south end of LaMotte Park
to near the entrance in order to grade the area to establish turf
(mulch, seed, etc. in the fall) . Then letters will go to the resi-
dents so that they can maintain the park as they agreed some time
ago.
Shenandoah Park This park is still not dry enough to get into
to begin improvements .
NEW BUSINESS
Mr. Baumann requested that the fences in the Lino Park be changed
to allow enough width for strollers to get through (open up about
six more inches) . Mr. Volk agreed to have this done for a trial
period and if other problems result , then changed back.
