HomeMy WebLinkAbout05-05-1986 Park Board Minutes i PARK BOARD May 5 , 1986 Chairman Johnson called to order the regular meeting of the Lino Lakes Park Board at 7 : 20 P.M. , Monday , May 5 , 1986 . The meeting began somewhat late because the Park Board members had taken their annual tour of the parks immediately before this meeting. Present : Flannery, Lindy, Ken Johnson, Baumann, Nissen. Absent : Sacco. Also present were Don Volk, Public Works Director and Shar Foster, Secre- tary. CONSIDERATION OF MINUTES -April 7 , 1986 Mr. Flannery moved to approve the minutes of the April 7 Park Board meeting as presented. Mr. Lindy seconded the motion which passed unanimously. SUNSET OAKS PARK DEDICATION The Board received a copy of a letter dated 4/17/86 from Sunset Oaks Associates . The letter stated that the $3 ,000 check which accompanied the check was to complete all requirements for settlement of park dedication for the Sunset Oaks plat . The Board was pleased to have received the $3 ,000 check and stated that receipt of this check did in fact satisfy the park dedication requirements for Sunset Oaks . COUNTRY LAKES PARK Boat Launch - Mr. Lindy moved to construct an aggregate walkway to the west side of the existing beach area with a floating barrier of barrels or buoys cabled together, and sign it "Walk-In Boat Landing" . Mr. Baumann seconded the motion which carried unanimously. Beach - The Board discussed the liability involved in opening the beach. Mr. Volk read the letter written by the City Attorney address- ing the issue of liability which basically says that the City should take action to try to make the safest possible situation , but the City would be liable in any case. The possibility of a hired lifeguard was discussed. The pros and cons of a lifeguard were that 1) a lifeguard could prevent some unsafe situations and could also diminish the likelihood of vandal- ism, 2) having a lifeguard on duty would require some sort of contact to emergency/police either by phone or radio , 3) rescue equipment would need to be on-site , 4) costs would be involved in salary, phone or radio contact and rescue equipment , 5) possibly the insurance carrier would base the liability premium on whether or not a lifeguard , is on duty; the difference in premium may offset the costs involved with a lifeguard. The general concensus of the Board was that initially the beach should be signed "Swim At Your Own Risk" , the minimum costs go into opening the beach (no lifeguard) and monitor the usage of the beach and the silting in the beach for a couple years . The Board asked that staff check with the insurance carrier as to the best way to cover the beach , the need for lifeguard, etc . Also the Board asked that staff check into the cost to install some sort of PARK BOARD —� May 5 , 1986 Page Two communication for emergencies . Dock - Mr. Volk reported that he has contacted three companies for quotes for the dock. Two quotes have been submitted and he is wait- ing for the third. The most likely company quotes that the dock can be completed in one to two weeks . Mr. Volk will bring a definite recommendation to the Board at the next meeting. APPOINTMENT OF BILL NISSEN TO RICE LAKE CHAIN OF LAKES REGION PARK ADVISORY COMMITTEE The Board received a copy of a letter from the Lino Lakes City Clerk stating that Mr. Nissen has been appointed by the Lino Lakes City Council to fill the vacancy on the above named board. The second member to this board representing Lino Lakes is John McLean. CHOMONIX GOLF COURSE CLUB HOUSE Mr. Volk presented a copy of the plans for the future club house at Chomonix Golf Course for the Board' s review and information . No action was taken. REQUEST FOR BIKE PATHS ALONG MAIN STREET The Park Board received copies of letters from local Girl Scouts . requesting a bike path along Main Street . Mr. Volk reported that at the last Council meeting the Council was brought up to date with regard to the improvement of Main Street planned by the County for 1987 . Mayor Benson directed at that Council meeting that letters be sent to the Girl Scouts explaining the situation. No action was taken by the Park Board. DISCUSSION OF CAPITAL IMPROVEMENTS Mr. Volk stated that the Board could expect to see at their next meeting quotes and design plans for tot lots in Lino Park and Arena Acres park. He also stated that as soon as the ground dries out adequately, the Parks Department will haul in aggregate for Shen- andoah ballfields . The materials for picnic tables are at City Hall and the tables will be built as soon as manpower can be scheduled. Application has been made with a youth manpower program and soon Mr. Volk will know whether or not the application can be filled. POLICE VANDALISM REPORTS IN PARKS Mr. Volk reported that the report of most concern is for about *100 damage at Sunrise Park. The gates had not been closed and the Police Department is continually being asked to open and close the gates . OLD BUSINESS D . Erickson Plat - Mr. Volk showed the proposed plat of 99 homes south of Birch Street for the Board' s information. Mr. RaV Johnson PARK BOARD May 5 , 1986 .-� Page Three stated that the task force to review the comprehensive plan will be dealing with the issue of this plat and that the plat has not yet been approved. Mr. Nissen asked Mr. Volk to check with some surrounding communities to see what the trends are for parks. It was the general opinion of the Board that should this plat be approved, the Park Board would request that land within the plat be set aside for parks . NEW BUSINESS School Property - Mr. Ray Johnson informed the members during the tour earlier this evening that the farmer who currently is farming the school property would like to continue farming the area which is not being used for a park and that the farmer has volunteered in exchange to grade the location chosen for the park. Mr. Flannery moved to authorize Mr. Schumacher to keep in touch with the school as to the lease of the property, look into a survey for the property so that the best location can be determined for the ballfields , drive , parking, etc. , and also to negotiate with the farmer for use of the land and grading. Mr. Ken Johnson seconded the motion which carried unanimously. Birdhouses - Mr. Volk reported that a local Boy Scout working toward earning his Eagle Scout badge has volunteered to build birdhouses for Lino Lakes parks . The meeting adjourned by unanimous vote at 8 : 10 P.M.
