HomeMy WebLinkAbout06-03-1985 Park Board Minutes PARK BOARD June 3 , 1985 Chairman Ken Johnson called to order the June 3 , 1985 meeting of the Lino Lakes Park Board at 7 : 02 P.M. Present: Scherer , Flannery , Lindy. Absent : Nissen, Ray Johnson, and new member , Joseph Sacco. Also present were Mr. Bohjanen, Council Liaison ; Mr. Schumacher, City Administrator ; and Mrs . Foster , Secretary. CONSIDERA7"ION OF MINUTES - APRIL 8 , 1985 There had been a regular meeting called for May , 1985 ; however, there was no quorum for that evening, thus the meeting was can- celled. Therefore , the last set of minutes for the Park Board was taken at the April 8 , 1985 meeting. Mr. Scherer moved to approve the April 8 , 1985 meeting minutes as presented. Seconded by Mr. Lindy, and carried unanimously . SUNSET OAKS PARK DEDICATION The issue of what is owed the City for park dedication from the development of Sunset Oaks has been discussed on several occasions since the beginning of the Sunset Oaks development in 1976/1977 . The City staff has compiled the portions of the City Council min- utes which pertain to this subject for the Park Board' s review. Mr. Schumacher explained that the only action actually taken by the City Council took place at the November 22 , 1976 Council meeting, as quoted : "This plat has proposed less than 10% of the total acreage for park purposes with the money to be used for the devel- opment of the proposed park areas . This is a combination of land and money proposal . " . . . . "Mr. Schneider added 11-N there be three parks according to Ordinance 21B* , with the escrow to be established within 60 days , this escrow to equal 10% of market value as assessed. It was also men- tioned that two parks be completed as tot lots , and the northern-most park to include a baseball field. The motion carried unanimously. " `Ordinance 21B - This. ordinance spells out the responsibility of a developer to dedicate 10% of the land within the subdivision (less any public streets) or cash equivalent (based upon market value) to the City for park purposes . Mr. Schumacher explained that Mr. Roy Stanley, a representative of Tilsen Properties (the Sunset Oaks developer) , was requested to attend the May, 1985 Park Board meeting . Mr . Stanley did come to the City Hall on the evening of that planned meeting , but since there was no quorum that evening , the meeting did not take place . Mr. Stanley was unable to attend tonight ' s meeting. Mr. Schumacher reported that through brief conversations with Mr. Stanley, it appears that there may be a difference of opinion with regard to what the City would calculate as due versus what Mr. Stanley would calculate for park dedication. PARK BOARD June 3 , 1985 Page Two Mr. Stanley has suggested that the market value of the lots in 1976/1977 was approximately *400 each. Mr. Schumacher has requested that the City Assessor research this issue and pre- sent her findings with regard to the market value of the lots in the Sunset Oaks development in 1977 . At the February, 1985 Park Board meeting, the Board decided to ask Mr. Stanley for certain lots within the subdivision. The City staff relayed this request to Mr . Stanley and were told that all the lots within the development had been sold with the exception of approximately ten which currently have no street access . Mr. Flannery and Mr. Johnson suggested referring this problem to the City Attorney for legal action to collect the dedication either .in land or in money. Mr. Schumacher and Mr. Bohjanen felt that Mr. Stanley would be fair in solving this problem, but that the City would have to present the City Assessor' s findings with regard to the market value in 1977 , in order for a compromise/solution to this problem. The Board decided to discuss this issue with Mr. Stanley after 3 : 00 p .m. on either Thursday, June 6 or Friday , June 7 and have available at that time the City Assessor' s findings . Mr. Lindy would be unable to attend on Thursday; Mr. Bohjanen would be unable to attend on Friday. Mr . Schumacher agreed to arrange this meeting and notify Mr. Stanley and the Park Board members and Mr. Bohjanen as to the time and place of the meeting . Mr. Flannery made a motion that in the event this discussion with Mr. Stanley is not positive , this issue be addressed by the City Council at their June 10 meeting. Seconded by Mr. Lindy, and carried unanimously. CAPITAL IMPROVEMENTS PLAN In discussing the Capital Improvements Plan, the following trans- pired: Action by Don Volk - 1) Are tennis court signs being ordered/installed as discussed at April meeting? 2 ) Is signage package for Country Lakes being ordered/installed as discussed at April meeting? 3 ) Put together cost figures to maintain Country Lakes Park based upon the liabilities and necessities spelled out in May 23 , 1985 memo from Daniel Tesch. 4) Put together recommendations for Dark improvements and costs for each improvement . (Priority -- Lino Park) PARK BOARD June 3 , 1985 h Page Three 5) Put together cost figures to update the tot lots of Sunrise and Shenandoah Parks . It appears that the remaining amount of dedicated funds after the money tied up or allocated for Country Lake is approximately *24 ,000 . Mr. Volk is asked to keep this figure in mind when making his recommendations for park improvements . The Board reviewed the May 23 , 1985 memo from Daniel Tesch re- garding beach liabilities at Country Lakes Park . Two additional suggestions to the signage requirements were made: "No diving" and "No Floating Toys , Rafts , etc. " . This issue of Capital Improvements is to appears on next month' s agenda, at which time the Board will review Mr. Volks recommenda- tions . NEW PARK DEDICATION POLICY Mr. Schumacher explained the specifics of the Park Dedication Policy passed by the Council on May 13 , 1985 , and noted that this policy is a temporary measure until a permanent policy can be developed. OLD BUSINESS None. NEW BUSINESS Mr. Schumacher reported that the City staff acting on a request by the Park Board from some time ago , did some research on a "park pamphlet" , which was suggested be made available to Lino Lakes residents . It appears that the park information which is sent annually to all residents with the annual newsletter along with the map indicating the location of each park , is adequate . Research of several other communities (most of them larger than Lino Lakes ) , has found that Lino Lakes residents are equally or better informed than the other communities checked. Mr. Schumacher mentioned that at the time the City compiles their newsletter for 1986 , he would contact the Centennial Recreation Association to share information. It was suggested that a packet of "newcomer information" be given out to new residents using the building permits for addresses , and also some of the "newcomer information" be placed in the pamphlet racks at area churches . All the members present stated that they did not have a conflict with the July 1 , 1985 date for the next Park Board meeting . Meeting adjourned at 8 : 30 P.M.
