HomeMy WebLinkAbout11-05-1984 Park Board Minutes Park Board Meeting November 5, 1984 The regular meeting of the Lino Lakes Park Board was called to order by acting Chairman George Lindy at 7 :12 P .M. on Monday , November 5 , 1984 . Present : Scherer , Ray Johnson , Nissen , and new member Doug Crampton . Absent : Ken Johnson , Flannery . Mr . Volk and Mrs . Foster were also present . CONSIDERATION OF MINUTES Ray Johnson moved to approve the minutes of September 10 as pre- sented . Seconded by Mr. Scherer . Motion carried . Ray Johnson moved to approve the minutes of October 10 as pre- sented. Seconded by Mr. Nissen . Motion carried. INTRODUCTION OF NEW MEMBER Mr. Doug Crampton was introduced to the Park Board . Each member introduced himself and welcomed Mr . Crampton . OPEN MIKE Mr. John MacDonald, 6901 LaMotte and a nearby neighbor appeared before the board to respectfully request that the Board offer any assistance they can in seeing that the problem of silt drain- age and damage caused by a ditch on Centerville Road running into Centerville Lake receive some attention . The gentlemen did not intend to place blame on the City for the condition , but have been frustrated in their attempts to convince the DNRor Anoka County Park Department . They felt that if the City made such a request , it may get results . Mr . Volk felt that the St . Paul Water Department may be the proper authority and/or the Anoka County Park Department . Ray Johnson moved to recommend to City Council that a letter be sent to the proper authorities explaining the situation and asking for action to clean up the silt damage and stop the ditch from draining into the lake. Motion seconded by Mr . Scherer . Carried unanimously . PARK BOARD BUDGET Mr. Volk handed out the latest revision of the 1985 budget for the Park Board and explained that it was not final and that it is basically a 'maintenance ' budget . He noted that the budget did include ' disease tree control ' primarily for the control of oak diseases , because of the fact that the elm disease is fairly uncon- trollable. The budget was reviewed and discussed, with Mr . Volk answering several questions . The budget was for information purposes only . Park Board Meeting November 5, 1984 Page Two PARK RESERVATION POLICY Mr. Volk explained that after researching several of the northern metropolitan areas , the administrative staff put together a policy with regard to reserving the parks . Basically the policy requires a $50 deposit, refundable if the parks are maintained in good condi- tion . The main objective of the required application (application form reviewed by the Board) is to make the requestor aware of their privileges and expectations . The policy will operate on a first come - first serve basis . There were questions as to how the Hockey Association will be handled since they have used the ice rink on a long range basis in the past . Several members felt that the rink should be open to others in the community other than just to the hockey association during the winter months . It was also felt that the hockey association should be granted their reservation with the understanding that should another group request the use of the rink, the association may have to give up their privilege occasionally . Mr. Lindy moved that the staff bring any long-term reservation re- quests to the attention of the Park Board for review and approval and any short-term reservations can be approved by the staff. Mr . Ray Johnson seconded the motion . Motion carried. LAMOTTE PARK GRADING AND SEEDING This item was requested by the residents of the LaMotte area to be discussed by the Park Board. The residents promise that should the City grade and seed the LaMotte park property , they would, as a community see that it is mowed and otherwise maintained . Mr . Ray Johnson moved that the Park Department grade and seed the LaMotte park property , the cost being at the discretion of the Public Works Director. Mr . Scherer seconded the motion . Motion carried . Someone from the audience suggested that when the Park Department is ready to clean up the area , that the City send a letter to the residents requesting their assistance in cleaning brush or whatever the Public Works Director feels they can do . He felt that the citizens would be happy to volunteer their help in order to keep the area green . SUNSET OAKS PARK DEDICATION The Board received some back-up information with regard to the Sunset Oaks plat and how much land should be dedicated for park purposes . It was the general consensus of the Board that not enough information was available specifically in regard to how much money has been spent on the present park developed by Mr. Stanley and what portion of the park requirement has already been satisfied. Park Board Meeting November 5 , 1984 Page Three The Board asked to table this item until the next meeting and asked that further clarification with reg,3rd to what portion of the park dedication has been satisfied be researched and reported to the Board. ULMER ' S RICE LAKE 3RD ADDITION The Board discussed the situation surrounding the Ulmer 's Rice Lake 3rd Addition plat and the fact that it has still not been definitely settled as to whether this area will have sewer or not . Mr. Ray Johnson moved to table this item until a definite plat and definite commitment with regard to sewer has been received from the developer. Mr . Nissen seconded the motion . Motion carried. OLD BUSINESS Mr. Ray Johnson asked Mr . Volk how close the actual figures will come compared to the budget for 1984 . Mr . Volk answered ' very close ' . NEW BUSINESS None. Ray Johnson moved to adjourn the meeting at 8 : 45 P .M. Seconded by Mr . Scherer. Aye .
