August 6, 1984
The regular meeting of the Lino Lakes Park Board was called to order by
.0-1.1 K. Johnson on August 6 , 1984 at 7 : 10 P.M. Members present : Scherer, Nissen,
R . Johnson, Lindy . Flannery was absent . Others present : B. Bohjanen ,
D. Volk, S. Foster.
The Board questioned the status of the replacement of Mr. Arntzen who re-
signed from the Board a couple months ago . Mr . Bohjanen assured the Board
that the Council had not forgotten this matter, but a replacement had not
yet been decided upon .

Mr . Scherer moved to approve the minutes as presented . Seconded by Mr.
Nissen. Motion carried.
LAMOTTE PARK
Mr . Volk reminded the Board that a Public Hearing is scheduled to be held
at the next City Council meeting on August 13 regarding the LaMotte Park
situation and that Board members may wish to attend to stay informed .
PARK RESERVATION POLICY
Mr. Volk reported that Mr. Schumacher has delegated the task of collecting
information from surrounding cities as to park scheduling and reservations
policies , tohis summer intern , Mr. Tesch , and that a rough draft will be
completed in time to be mailed to the Board with next meeting agenda .
Mr. Volk told the Board that the administrative staff has put to7ether
a policy of sorts to deal with block parties and the park reservation
policy may encompass some of the same procedures .
Mr. K. Johnson asked if there had been a representative from "Sandburr Days "
in contact with the office regarding the proper necessary permits , etc. Mrs .
Foster answered, yes , those applications and reservations have been submitted .
Mr. Flannery joined the meeting at 7 : 15 P .M.
BMX CONCESSIONS
This item was introduced at the last meeting when Mr . Scherer suggested
that the BMX track and other such organizations should be required to make
some contribution (from profits received through concessions) to the Park
Department .
Mr. Volk reported the following regarding the operation of the BMX track per
his conversations with Jim Kleinhans (track organizer) .
- Usually a couple parents of registered race riders run the concessions
and the profits (approximately $'20/day) pay their childrens' registra-
tion fees .
- Normally there are about 150-200 people in attendance and the atmos-
phere is "picnic style" ; the on-site concessions of hot dogs , beverages
.� and snacks eliminate the problem of a constant stream of children
and bicycles on the road to the nearby convenience store .
- The organization does a good job of cleaning up the area after their
events .
- The track has provided a good entertainment for neighborhood children
as they are often seen there using the track other than during races .

- The organization is planning on compiling an itemized bookkeeping
account of profit/loss that the Park Board may review at year end .
- A .similar track in Mankato has a bottling company come on the premises
during their events for concessions and that bottling company keeps
all the profits; the current BMX procedure at least uses the profits
themselves .
- There are tentative plans for the Lions Club to start running a con-
cession trailer at the races , in which case the profits will go back
into community through the Lions .
Mr. Scherer still felt that some user fee should be charged, although the
concensus of the rest of the Board was that the track was probably at a
break-even point after last years expenses and any future profits would
probably go into track improvements , and since Mr. Kleinhans was responsible
to the Lions Club and the Park Board in regard to the BMX track, the
Board should wait and review the accounting records at the end of the year .
Within the last couple weeks , the BMX track presented the City and the
Lions Club with appreciation plaques for their support in the BMX venture .
The Board was invited by Mr. Volk to attend their next race on August 18 ,
which is their largest race (should include participants from the .five
state area) and gets national advertising attention through the official
BMX racing publication . Mr . Volk will be sending a copy of the race sched-
ule to the Board members .
^SUNSET OAKS PARK DEDICATION
The situation as recalled by the Board is that the Board discussed park
dedication with Mr. Roy Stanley (developer of Sunset Oaks) some time ago.
Part of the Sunset Oaks area is developed and a "tot lot" has been developed
in that area . The area in question is north of Lilac St . and has not yet
been developed. A portion of the undeveloped plat became Lino Air Park
property for which a park dedication of cash has been collected.
Mr. R. Johnson thought that some of the undeveloped area had been declared
unable to be developed due to poor drainage , by Rice Creek Watershed District ,
and that the Board should discuss the matter again with Mr . Stanley to get
an update on the status of development plans .
The Board asked Mr. Volk to have administrative staff research the situ-
ation , going back to old Park Board minutes and sending copies to the
Board with the next agenda , and contact Mr. Stanley in regard to getting
some commitment in writing from him as to park dedication for the remaining
Sunset Oaks area .

NEW BUSINESS
Mr. Scherer asked what ever happened to the possibility of collecting
,*�1a fee from building permit recipients for park use , which was discussed
a -few years ago. The Board felt that this idea would not be well received
and therefore it was dropped at that time , and should not be considered
again at this time.
Mr. Flannery moved to adjourn at 8 :00 P.M. Seconded by Mr. Nissen . Aye .
