This history refers to the needs for open-space and the search for this land in the south Baldwin Lake Area. The outcome from this meeting was the Park Board would not consider leasing property with no buy-out at the end, and that there was no money to lease land at the churches offer anyway. The church has asked the City of Lino Lakes to consider their attached proposal. This proposal involves the pledging of $37,500 of dollars from deferred wac and sac to be used for the future acquisition of park land. The deference of wac and sac charges has never been done and would be a consideration of the City Council if recommended by the Park Board. OPTIONS• 1. Recommend to the City Council that they consider the proposal as presented in letter from Tim Yantos. 2. Refer back to staff for further consideration. RECOMMENDATION Option one, recommend to the council the consideration as presented in the Shorview Covenant Church letter, with the stipulation that a date must be set for a future city ownership date. n SENT BY;xerox ieiecupiel ruc 0 � September 25, 1996 Marty Asleson Parks and Recreation Director City of Lino takes 1189 Main St. Lino Lakes, MN 55014 Dear Marty: I'm writing you today concerning our continuing discussion of the City of lino Lake's Interest in leasing land from the Rice Creek Covenant Church,formerly the Shoreview Covenant Church, for park purposes. You Indicated to me that the City Parks and Recreation Department did not have funding at this time to lease park land. Our church would like to offer the City of tiro Lakes the following proposal. The Clty of lino Lakes plans on assessing our church$75,000 for sewer and utility hook-up charges. We would propose that$37,500 of this assessment would be pledged toward the lease of four plus acres for ten plus years. This would allow the City Parks and Recreation Department to lease --� the property at this time without expending any money,and would allow our church to not have to expend 7,500 for hook-up charges. Although we are not in a position to sell this property at this time,we would agree to allow any funding provided by the City of Lino takes for leasing purposes to be used toward the purchase price at some future date. ONO MEMORANDUM Date: October 1, 1996 From: Marty Asleson To: Lino Lakes Park and Recreation Board Subject: Survey/Athletic Complex Decision resources was still in the process of data entry as of Tuesday, the 1st of October. I have been told by Decision Resources that the frequencies for the parks and recreation section would be hand delivered to the office on Monday. If I get them, I will bring them to the meeting. At this time there is no analysis done in relationship to these frequencies. This will come at a later date. The A-3 athletic complex consideration for funding and the grant we received for the land acquisition is tied to the public opinion presented in this survey. We had been given a second deadline of September 29th for the city to decide on the grant dollars. MEMORANDUM Date: September 30, 1996 From: Marty Asleson To: Lino Lakes Park and Recreation Board Subject: North Metro Partnership Update The North Metro partnership discussion has been introduced at the past few meetings. Please recall the North Metro communities approached the City of Lino Lakes on a contract for service partnership for supplying recreation services. The Lino Lakes Park and Recreation Board selected two members to be liaisons to this committee. Joe Schmidt and Sharon Lane were appointed to this steering committee. Staff has been meeting with the North Metro Recreation professional, Janet Bona concerning the direction of this committee. There are several issues that the North Metro Commission had raised that staff will work with the North Metro Coordinator to answer and define. Preliminary budget figures need to be compared, and levels of service defined before this can go any further. Whey--- --- visited as many homes as time allowed: We feel the results show that residents are overwheimingty positive toward making this a more fully featured neighborhood park and one that's enjoyable for all ages. In summary, the land was designated to be a.recreational neighborhood park before anyone moved into the homes that surround it.- We have over 400 signatures for_each and every one:of the 5 petitions. The master plan should be!updated accordin*so that we can all move forward with making this much-needed park a reality_ z -- _ � ; U Questions and Answers Here are some answers to questions we anticipate you may have about the petitions and our proposed park plan. Why are we presenting petitions to the Council rather than the Park Board? The City Clerk told us that this is the petition process. In any case, we spoke at the last Park Board meeting to give them copies of the petitions, and tell them that we'd obtained over 400 signatures on each one and that we'd be presenting the petitions to the City Council. (Incidentally, the Park Board said that to change the master plan, we must do petitions.) What could be done to address the concerns of the people bordering the park who want to keep the plan as-is? A lot has already been done. The Park and Rec. Dept. has already addressed privacy concerns in a variety of ways. For example, they have created various burms in and around the park, they've moved trees from within the park over to property lines, and they've put in a budget request for additional treestshrubs around the park. In addition, residents bordering the park convinced the Park Board to move the playground to a 11-N location that's almost out of site of their homes-against the desires of other residents. Also, residents bordering the park wanted neutral colored equipment, which is what was ordered. As for placement of other proposed park elements, the only place that residents bordering the park seem to agree on is having everything moved to the unaquired land, which is unacceptable to the 400+ people signing the petitions. What are our primary reasons for wanting to change the park's master plan to the proposed plan? Residents have many reasons. Many residents support the petitions due to the following reasons: • Before I moved here, realtors showed us the space and plan for a park in the neighborhood. I've lived here for almost 5 years and there's hardly anything in the park. • There is a lot of unused space in the currently available park land, so we'd rather have additional recreational opportunities added to this space rather than waiting years for the smaller, unacquired land. Besides, the currently available land is a lot closer to all of our homes, it's much easier to access, and there are multiple access points to it. .�. Q's and Ns - Page 2 • With so many kids in the area, they need a safe place to play. Currently, they're playing their informal sports games (hockey, basketball, baseball, tennis, etc.) in the middle of the streets and in the cul de sacs, and the kids are outgrowing these spaces. Cars and homes are getting hit by baseballs. Kids are unnecessarily getting hurt. Hockey pucks are getting lost in the manholes. Cars must constantly be on the lookout for`pickup games" in the streets. • We have raised the money to make this a better park and there are additional fundraisers as we speak. But with everything else planned for the unacquired land, there's nothing to spend the money on! • Over 2 years ago, Marty Asleson attended a neighborhood meeting and gave us copies of the city's park plan ("Original Plan"). He told us that the city only had money for playground equipment and that if we wanted any of the other park elements, we might want to do fundraisers and ask for matching from the Friends of the Park foundation. (See copy of"Minutes from 7/21194 Meeting" for details.) For the past 2 years, dozens of residents have participated in fundraisers; in addition, a $2,000 grant was obtained from Friends of the Park. But now, many of the items we raised money for are no longer in the park plan (e.g., basketball court) or were moved to unaquired land (picnic shelter) that may not be available for years. • When someone buys property that borders park land, they should expect that a park vAll be put there. Moreover, we were able to obtain a copy of the plan showing the various recreational elements that could go into the park, so others, too, could've obtained a copy. What can be done to satisfy all residents? Perhaps that's not possible, but we do feel the city and residents have made many efforts already to accommodate the concerns of those bordering the park. We feel that a neighborhood park that is not a programmed/scheduled has been proven in countless other neighborhoods to be a "good thing". As for parking concerns, the expert park planners (Brauer &Assoc.) have repeatedly said that parking problems and the like are not an issue for an informal "ride to/walk to" park like this one. And if such problems ever did arise, Marty Asleson has explained various options for resolution. 101IN Please help us move forward with this park! This letter summarizes the status of your neighborhood park and explains the purpose of the petitions that 25 residents of the Birchwood Acres and Pine Ridge Developments are sponsoring. The current master plan for. "Birchwood Park" (dated 7-1-96) includes the usage plan for the currently available land as well as the not-yet-available land south of Fox Road. We feel that the current master plan could better utilize the designated park land. The objective is to add to or change various features of the current master plan via 5 specific petitions, which will be presented to the Lino Lakes City Council Each of the proposed features appeared on at least 1 version of the park designer's concept plans. We feel the proposed features will better meet the informal recreational needs of the neighborhood children, youth, and adults who . will be using the park, and will be sensitive to the concerns of residents living along the park's borders. Feel free to compare the current Master Plan to the Proposed Plan so you can decide for yourself which plan would make a better neighborhood park. Here is a summary of the petitions: Petition #1: Add a 1/2 court basketball court (also usable for hard court games) Note: Materials can be paid for with donated money. Petition #2: Add a hockey rink Note: Neighbors will seek funds (e.g., from the Hockey Assn.). Petition #1 Improve the informal ballfield (groomed infield with bases) Note: Bases would be paid for with donated money: Petition #4: Move the picnic shelter to a better location in available land. Note:Area builders have already indicated interest in funding this. Petition#5: Move the volleyball court to the south end of the open play area. Note: Equipment can be paid for with donated money. The Parks and Recreation Department has indicated that no additional City money will be available for this park in the near future, except for the Park & Rec. Dept. funding request for$4,000 in shrubbery, trees, etc., to border the park. In any case, residents continue to do fundraising so that our park has a wide array of recreation opportunities. By signing the petitions, you are helping to make a more fully featured park a reality! We requested that the surveys be completed and returned to the Park and Recreation office by Wednesday, October 2, 1996 . As of October 2, 1996 we have received 127 surveys, of which 121 properly completed surveys were used in the computations . Members in attendance were Ken Johnson, George Lindy, Ted Brausen, and Laura Wolf. Marty had sent out a copy of Anoka County Five Year Plan for upcoming road projects 1997- 2001 to the members of the trail committee. Dave Ahrens had been invited to tonight's meeting to discuss this plan and it's potential for future trail development but he was not present at the meeting. The plan will need to be discussed at future meetings. Laura gave a summary of her discussions with Gene Kukenberg (Shoreview) and Marti Walsh (Vadnais Heights) regarding their cities trails committees role. The main functions of the committees are 1) establish and forward a master trail plan, 2) pursue additional funding by helping with seeking grant assistance, 3) liaisons to local community groups, 4) review of new development proposals that may have impact of future trails, and 5) keep track of trail mileage, maintenance issues, and signage. A mission statement was developed during the meeting. It is as follows: The purpose of the trails committee is to identify and plan a comprehensive recreational and transportation trail system and make recommendations to the park board. General objectives for future meetings are to look at the existing comprehensive trail plan and compare it to what is presently in place. The members are then to identify what they currently see as problem areas/deficits in the cities' trail system and develop an appropriate plan for addressing these issues. At the next meeting, Marty will put together a map outlining the existing trail systems. Ted will bring in information on the snowmobile trails in the region. There was discussion about trail development that may be occurring in the surrounding cities and counties and its relationship to Lino Lakes future trails. Marty will contact Blaine and Circle Pines. George will contact someone in Washington County. Laura will try to get information on the White Bear Lake area and call Rose Soler from the Shoreview trail committee. Decisions regarding officers and terms were decided. Laura will be Chair, Anoka Parks liaison, and gather information regarding grant opportunities. George will be Secretary/Recorder and park board liaison. Ted will keep in touch with his local legislator regarding any bills or laws that may pertain to trail development. Rd. 14 City of Lino Lakes, The City of Lino Lakes Park Board has recently completed prioritizing a list of immediate park needs which we would like to budget for 1994. The short term goals are aimed at completing projects already begun in existing parks, updating and maintaining older parks, completing hard surface coatings for existing trails, and planning for future neighborhood parks. Our longer range goals involve acquiring land to be used for a large citywide recreational area and developing such an area for a very diverse family centered recreation experience. Examples of representative use would include, but are not limited to: softball and baseball fields, soccer fields, archery areas, picnic and passive areas, skating areas etc. The need for such a recreational area, plus the need for developing existing parks and parkland (ie. Country Lakes Park) brings me to the point of this letter. As we are all aware the Lino Lakes Park Board, much like the City of Lino Lakes, does not have a surplus of funds in it's treasury to finance such an undertaking. Therefore, we as a Park Board believe that if we are to continue planning for our city's future recreation needs, we must be proactive in creating financing opportunities to accomplish these goals. Because of the sums of money involved in pursuing the projects we are contemplating, we feel the only logical means of obtaining such funding is to turn to those who will benefit most from the park improvements and development, - the Citizens of the city. ` It is our desire to initiate some type of bond referendum to acquire the needed funding for our park needs. Because of the future needs in our city for an adequate City Hall, as well as the need for a teen center we are proposing one, or a combination of the following: 1) a stand alone referendum to finance Park needs �) a referendum to finance Parks and a teen center 3) a referendum to finance Parks and a City Hall facility Because of the time required to prepare a community to be receptive to such a financing package, we would like to actively pursue the bond referendum process as soon as possible. For the past year or so the park board has been in a state of limbo concerning park development and park land acquisition. ,foe,- 2. With this plan we are now able to proceed with park development in a more orderly fashion. B. Financing 1. We have a very limited budget relative to the cost of park develop- ment and real estate acquisition. 2. We do have a small balance in our Park Department Dedicated Funds Account which we have "hoarded" over the past few years while de- veloping our Comprehensive Plan. a) much of this money is already allocated for park improvement in the respective development from whence it came. b) the remaining balance is relatively insignificant when looking at the overall park development picture in Lino Lakes. 3. In the future we will try to meet our financial goals through: a)---dedicated funds and dedicated land from_new development b) generating funds in our recreation programs• c) funding from our non-profit "Parks and Recreation Foundation" established by park board member Jacquelyn Farm. d) ultimately developing and nurturing a percieved need in the community for park development and land acquisition and thereby gaining public support and an affirmative vote for a Parks and Recreation Bond Referendum. C. Goals of Park Board We are �romoting an orderly development of the park system in Lino Lakes to follow the guidelines set forth in our Comprehensive Plan for Parks and Recreation. We have short term goals which we would like to achieve and of course we have some long term conceptual goals. n (2) 1. This priority may be altered to encompass a City Hall Park master plan with the opportunity of possibly working with a Marine Corps Reserve Unit to complete Lino Park. This money may be better spent redirected into a Park Master Plan. b) . $10,000 for improvement and equipment at Leonard and Bradley Park; a park which has deteriorated to an almost unusable level. c) . $2,000 - $4,000 to master plan Country Lakes Park. The park has great potential but is currently misguided. d) . purchase and development of a park in the South Baldwin Lake area. 2. Long Term Goals a) . purchasing a larger athletic complex type park (A-3) in the Holly and 12th. If the totals for the top 6 Acquisition priorities are totaled, the estimate for implementation would cost $259,000. 00. This would include the acquisition of the additional A-1, City Hall Land. The Park Board has shifted their perception of the priority ranking of A-1 with A-3 (the south side-athletic complex acquisition) . Thus, the real cost of acquisition implementation becomes higher at around $445,000. This is the real cost of acquisition. The same high costs occur with development with the cost estimate at around $610,000.00. This was the reason for the special Park Board meeting, to try to come to grips with the fiscal reality of here and now. In addition to the priorities as defined in the attached spreadsheet the Park Board, as described in the comprehensive plan, wishes to not sacrifice the small improvement and upgrade needs of the parks in lieu of expansion elsewhere. In order to make the present parks more usable the board wished to look at the following priorities: 1. $10, 000-$12,000 for a hockey rink on the north side of the City. It was discovered that Terry Dussault had caused a notice of the activity to be in the Blaine City Newsletter(Copy Attached). After Kudus were given to Terry, the suggestion was made that the steering committee should be getting similar news releases in future editions and in other city newsletters as part of our membership outreach. The first business was a review of where we were in obtaining our goals. It was noted that the outreach committee had focused on the task of building awareness in the community through a Speakers Bureau. The Speak= Bureau was to start by presenting the research and challenge of building assets in youth to various groups in our 5 city area. Eight members of the outreach committee had undergone spealaer mining from the extension service.on Tuesday,September 24. A form to list contacts for possible speaking engagements was distributed, (Copy Attached). Members were encouraged to tnalae initial contacts, and send their completed forms to Gordon Voss by October 4 so he could begin scheduling speakers. Attention was then turned to developing a task proposal for the outcome committee on structured activity. That committee had in earlier meetings produced a list of three outcomes they were interested in achieving: (1) Mechanisms/Support Systems are in place to facilitate youth giving services to their communities/neighborhoods, 2.Youth friendly facilities in place in which straetured and drop-in activities for teens can take pace, and (3)Neighborhoods develop their unique sense of identity and self sufficiency. );however, the structured activity committee had experienced several frustrations in its attempt to select a task to achievz their outcomes. Many efforts exist in the community working on these outcomes and it is not apparent that Creadrtg Cornmuniry could add value by just creating new groups to do the same thing.
