Park Board Meeting
June 3, 1996
The June 3, 1996, City of Lino Lakes Park Board meeting was
called to order at 6 :37pm, by Chair, George Lindy.
Roll call was taken, members present were George Lindy, Joe
Schmidt, Pam Taschuk, Amy Donlin, Sharon Lane, Paul Montain, and
Betty Piper. Also present were Marty Asleson, Park, Recreation,
and Forestry Coordinator, Barry Bernstein, Recreation Program
Supervisor, and Sandie Wood, Recording Secretary.
APPROVAL OF MINUTES FROM APRIL 25 AND MAY 6, 1996 :
Pam Taschuk made a motion to approve the April 25 and May 6, 1996
minutes . Sharon Lane seconded the motion and the minutes were
approved as written.
OPEN MIKE•
There was no one present for open mike.
NEW BUSINESS•
Millers South Glen: Marty included a copy of the plat from Rick
Carlson concerning the proposed park and trail dedication for the
developments of Millers South Glen and the development that Rick
intends to process in the future to the south of the existing
south West Shadow Lake Drive in the packets . Rick is proposing
to fulfill his entire park dedication for these developments by
donating land, adding on to the existing acreage of the N-10
neighborhood park. Marty said although Mr. Carlson is proposing
the park dedication in the future West Shadow Lake Drive
development, the trail dedication would be considered only for
the Millers South Glen Development at this time. Marty asked
member to refer to the plat and our comprehensive plan to see the
connections that will be accomplished with the present and future
trail dedications . It should be clear that the trail needs in
the West Shadow Lake Drive area (the Junas property) will be
considered when that development comes in. He included a generic
proposal letter from Mr. Carlson' s engineer Ted Mattke.
In reference to the N-10 park land needs in our comprehensive
plan there is about a 10 acre need in this neighborhood park with
about 5 acres presently existing. Mr. Carlson is proposing about
a 3 . 94 acre land dedication be added on to the existing park to
the south and east . Marty proposed the mitigation of the .21 acre
area to the park connection on the north or to the south in order
to avoid the need for boardwalk if needed. The park would
connect out to West Shadow Lake Drive and down to 62nd Street as

connection points . This is a very important piece of land for
trail reasons and for meeting the acreage needs of our
comprehensive plan. The entry section of the park off of West
Shadow Lake Drive should have a buffer strip of at least 15 feet .
Parking has been discussed in the past . This neighborhood park
was designed as basically a walk to park for area residents .
From the early stages of growth in this area it was decided that
any parking considerations should be given to the West Shadow
Lake Drive side. West Shadow Lake Drive is a very wide state aid
road that should facilitate on-street parking very well for this
park would this become an issue. Marty asked Ted Mattke, to
discuss the matter of road design with Dave Ahrens, City
Engineer, and the ability to provide some limited pull-in driving
along the street right-of-way to satisfy the needs of handicap
and occasional day care access. He has also discussed this
matter with our planner, Mary Kay Wyland.
Although we are not discussing the development of the Junas
property at this time it is important to have some understanding
on this matter since we are now discussing the width of the
access point along West Shadow Lake Drive. Original recall that
we had a small parking lot in the sketch plan in back of the
houses on Fox Road. It would not be appropriate to place a
parking lot in this area unless we had about two lot widths along
West Shadow Lake Drive, and again the intention of this park is
basically a walk/bike/blade etc. to the park.
Marty did suggest that as part of the requirements for the
development agreement that new property owners buying houses
along the new section of West Shadow Lake Drive be given notice
of the road design and the possible future parking that may occur
from time to time, and a plan of the neighborhood park for
intended use.
Marty also requested a deed for the land dedication, and a copy
of the purchase agreement to verify the purchase value of the
parcels concerned should a cash dedication become a part of the
agreement .
Depending on the engineering figures that will come in Marty
believes this to be an important land acquisition need from both
the park and trail perspectives. He has studied this area with
Jeff Schoenbauer, our planner, and Jeff agrees with this .

Marty said the options were to accept the dedication based on the
discussion presented in this document and the land/cash values
that the developer will present or refer back to staff for
further consideration.
Mr. Asleson recommended we accept the dedication for land/and any
additional cash based on our dedication formula for the parcels
of Miller' s South Glen and the Junas Property. Accept the trail
dedication for Miller' s South Glen as well .
Marty showed a slide of the park area. He also put overheads on
the screen from the comprehensive plan and the master plan.
Paul Montain asked if Rick Carlson owned the land. Rick
responded that he had a purchase agreement with a closing date.
There was discussion on wetlands and the vegetation in the
elephant trunk area. Ted said the vegetation was Cottonwood and
Birch trees . The board also discussed boardwalk areas and the
cost, of them, if they had to be built . Parking was also
discussed.
Residents had questions about what amenities could be placed in
the newer part of the park. George asked residents to wait until
we got to the Birchwood Acres Update to address this issue.
MOTION•
Sharon Lane made a motion to accept the land dedication, as
shown, contingent on review and acceptance of the wetland
delineation by the Rice Creek Watershed District . Pam Taschuk
seconded the motion and it passed unanimously.
BIRCHWOOD ACRES UPDATE:
The park board' s policy is to wait for at least 500 of the
residents to move into a neighborhood before beginning the
master-planning process . They believe this is an essential and
prudent process in order to create the feeling of ownership in
the parks and the belief that their dedicated park or tax dollars
are being spent wisely. Marty asked members to keep in mind that
the risks are differences of opinion that can sometimes create
angry situations that the board will have to make some tough
decisions on. He believes this is the best process we have for
what the people want . If there is another way, he asked that
someone let him know.

One of the things that makes this process difficult is the fact
that the board often times does not have the entire picture
(additional land needs that are nebulous enough to stall the
entire master plan) and thus have their hands tied. Marty would
like to suggest that in the future, all residents moving into the
city who have chosen to reside directly next to a park are
notified of the intentions of our Comprehensive Park and Trail
Plan. In other words, neighborhood parks are neighborhood parks
and not "informal neighborhood parks" , and there are certain
common elements and programs that could and most-likely occur in
these parks .
Marty said there were residents present to address the progress
of fund-raising and where to place these needed features .
Marty included in the packets a copy of a small shelter and list
of the additional things that were ordered from the donations
received from the Friends of the Parks . Marty said the
additional playground equipment has already been approved. The
items that have not been approved are the grills, tables,
backstop
, and player "bench" .
Marty said he wished he could speed the land acquisition up so
that the board could make a better decision on things like a
shelter. Recall that the residents living on the north side
presented the argument there was too much planned on their side,
and that the board wanted Brauer to look at this when the land
dedication is made.
In the mean time all designated donations to the Friends can only
be used for the appropriate designated project, and will remain
with the Friends until the board makes a decision on each matter.
Marty thank who ever put the meeting signs up in the park. He
said it was a very good idea.
Laurie Mazanec, 652 River Birch Place spoke on the groups
fundraising efforts . She said they would like to put as much in
the park as possible. She would like it to be an all age park.
Laurie talked about the backstop, what they wanted, and the cost .
Jean Bamer, Kathleen Peterson, Louise Fischer, Allen Ersberger,
Gary Truttle, Mike Mazanec, Jim Dane, Kevin Phelps and other
residents stated their opinions and voiced what they wanted in
the park.

Pat Huelman asked if this park would be programmed. Marty said
it was up to the Park Board. If the Park Board says this park
will not be scheduled the department will not give out permits .
George says the board does not want to program this park.
George Wattson, Brauer and Associates discussed what was talked
about at the last meeting and what can be done with the Millers
South Glen property. In the end it was decided that he would
draw a couple of different plans.
There was discussion on the ballfield. Marty said at the present
time he was looking at a grass infield with a 1Ox20x10 backstop.
It was decided that the benches would be placed behind the wings .
George suggested that there be some vegetation planted behind the
backstop.
At this meeting it was decided that the play structure would be
flip flopped. There would be scattered picnic tables/benches and
grills . It was also decided the rest of the amenities would be
left up to the park planner. He will bring his plans to a future
meeting.
MOTION•
Sharon Lane made a motion to approve item 1-6 (2 swing addition,
additional border panels to accommodate swings, 2 diggers, bench,
player' s bench and 4 pedestal barbecue grills) for purchase and
get the money from Friends of the Park. The motion was seconded
by Paul Montain and approved.
George said there would be another neighborhood meeting. He said
this meeting should be advertised, in the City' s legal paper, so
residents could meet with Marty and the park liaison. He asked
Marty to let the other board members know so anyone available
could attend.
FORESTRY UPDATE:
Marty talked briefly about an article concerning tree
preservation. He thought this was a good item of discussion for
the newly forming environmental committee. Paul opposed this
article and Amy supported it.
RECREATION UPDATE:
Barry told the board that 250 free kites had been given out at
Kite Day which was a kick off to the playground program. He said
the June brochure went out the first week of June. The softball

program is going well with 51 teams . There are 200-250 kids
involved in the t-ball programs currently.
FRIENDS OF THE PARK UPDATE:
Marty included a copy of the April 16 minutes in the members
packets . He said the Friends discussed a number of issues at the
May meeting including the golf tournament fund-raiser, brochure
revision, Park Board approval for projects, a protocol for the
grant process, the writing of a new brochure, and the creation of
a web site on the internet .
Marty voiced concerns about the golf tournament . There is
question on whether construction will be completed by the
tournament date.
JOINT/COOPERATIVE RECREATION:
Marty enclosed a survey that the multi-government committee for
ADA programming intends to send out before school is out . The
survey will be distributed to the parents of children that are
enrolled in the schools of the Blaine, Centennial, White Bear
'~ Lake, Spring Lake Park, and Forest Lake districts that reside in
the recreation service areas of the cities and school districts
involved. Janet Bona is heading this up and worked with Don
Magnuson from South Side Services in Minneapolis to put together
the survey.
He also enclosed a copy of a letter that Janet is sending out to
the North Metro Recreation Communities concerning a meeting to
discuss the possible consolidation of North Metro with Lino Lakes
through contracted services . He sees this as a good opportunity
to begin bringing the communities together on an issue that
already happens on an open enrollment basis . This consolidation
could financially help all cities involved in a growing need for
leisure services .
Marty said the options were to contact or not contact Chairman
Lindy depending on the outcome of this meeting. He could see
many possible benefits to this idea, but the outcome depends on
the wishes of the City of Lino Lakes .
Marty recommended the board follow-up with this if and when the
opportunity occurs .

Marty wants to put this in the next brochure along with the
members home phone numbers .
RICE LAKE ESTATES PARK:
Marty met with the Circle Pines City Administrator and he will
give us labels to the Keith Road area. We will set up a Keith
Road/Rice Lake Estates Park neighborhood meeting in the near
future. Marty will be proposing tennis courts, basketball courts
and trail system for this park. Marty talked to Jim about the
agreement we have with Rice Lake School and would like to draw up
a similar agreement between Circle Pines and Lino Lakes for this
park. He will have the attorneys look at it for approval . Marty
said he does not have a meeting scheduled but will keep the board
up to date .
ATHLETIC COMPLEX:
Marty has received word from Audry Mulaire, Grant Manager from
the DNR that they are looking to have a commitment from the City
of Lino Lakes on the purchase of the A-3 land on Holly and County
Road J by the end of July. Marty explained to her that the
outcome of our survey would dictate action on behalf of the city
concerning this project. We need to move on this or we will lose
the $50, 000 grant .

Marty said we also received word from the historical society of
the possible need to do a site survey. He included a letter from
the Historical Society in the packets . Marty will contact them
on this and should have a better answer and approximate cost
should we decide to proceed. The figures quoted from Audry was
about $1500 .
George said he and Marty need to talk to Esther Noreen about the
property.
Paul wanted to know why we could not lease 80 acres from the
county. Marty said we couldn' t do that. George asked Paul to
investigate this issue again to see if it was possible.
SURVEY•
A draft copy of the Park and Recreation portion of the quality of
life survey the city will be expediting very soon. He wanted the
members to read and critique this survey for all of the concerns
that were mentioned previously.
After reviewing the survey Sharon said she was opposed to
question V . She wanted to know if it could be taken out or
rephrased along with the paragraph above it.
Marty thought some of the questions should be included in the
Economic Development section. He also thought we should be more
specific on the teen issue. Ask them if they are willing to pay
for staff .
After discussion by the board Marty asked members to review the
survey and get back to him or Sandie by phone or in writing.

Pam Taschuk made a motion to adjourn with Sharon Lane seconding
the motion. The meeting was adjourned at 10 :45pm.

On July 1, 1996, the City of Lino Lakes Park Board meeting was
called to order at 6 :35pm, by Chair, George Lindy.
Roll call was taken, members present were George Lindy, Betty
Piper, Paul Montain, Amy Donlin, and Joe Schmidt . Also present
were Marty Asleson, Park, Recreation, and Forestry Coordinator,
Barry Bernstein, Recreation Program Supervisor, and Sandie Wood,
Recording Secretary. Not present were Pam Taschuk and Sharon
Lane.
APPROVAL OF MINUTES FROM JUNE 3, 1996 :
The minutes were not completed so this item was deferred.
OPEN MIRE•
No one was present for open mike.
BIRCHWOOD ACRES MASTERPLAN:
George Wattson gave Park Board Members, residents and staff
copies of the master plan from the discussion at the June 27,
1996 meeting. He reviewed the plans .
Marty said he heard from residents about moving the playground
equipment to an open area rather than the proposed area. He
explained where the residents wanted it moved to. This would be
a better area and the structure would fit in there.
Mr. Webster, 622 Fox Road wanted to know if the park could remain
as natural as possible. He wanted to know if it is possible to
create an earth berm and transplant vegetation as a barrier
between park and his house. He wants to decrease visual impact .
There was also questions about the park dedication dollars and
what they have been used for. Marty responded to this question
and told residents they could stop in the office if they wished
to discuss it further.
There was discussion about doing a survey to see how the
neighborhood would like to prioritize the amenities for this
park.
MOTION•
---� After further discussion Joe Schmidt made a motion to accept the
master plan for Birchwood Park with the change of the play
structure to utilize the open space to minimize the impact on the

natural surroundings that are available to us . Amy Donlin
seconded the motion. Motion was approved.
MOTION•
Paul Montain made a motion that moneys raised for a park would be
escrowed in a fund, under the park name, and used for the highest
priority per results of a neighborhood survey or a petition. Joe
Schmidt seconded the motion and it passed unanimously.
SURVEY IIPDATE•
Marty met with Dan Tesch regarding the survey. He reported that
some questions will be deleted because of duplicity. Dan will be
working with Decision Resources on adding or deleting questions .
Members stated concerns about specific questions in the survey.
As an example someone asked the purpose of questions number 42 .
This questions should be put at the end of the survey for
information only or put it in the brochure. It was suggested
that further development of trails be added to question number
53 . After question number 37 nature or bird watching should be
added. It was also suggested that questions 31 and 32 be
combined. It was asked why questions 15 - 24 couldn' t be phrased
as one question. Why pay $125 per question for this section when
this could be done.
George said Decision Resources is the professional and the board
and city must rely on them to do the job to get the results that
are needed.
RECREATION UPDATE:
Barry said the Open and Traveling Playground programs started
June 17, 1996 and everything is going well . In some parks during
the 3 1/2 hour time span there has been over 40 kids in
attendance. There are over 100 kids participating in the tennis
programs . Performance in the Park is averaging between 150 and
200 people. Last year 40 adults participated in the golf program
and this year there are over 100 adults registered. Softball is
winding down and he expects 25-30 teams in the fall leagues .
Paul asked about demographics . He wanted to know if more people
came from the Forest Lake, White Bear Lake or Centennial School
Districts . Barry said 85-90 per cent of the participants are
from Lino Lakes but did not know where the majority of the others
came from.

Marty said he had been contacted by Paul Hasenduster from the
Forest Lake Athletic Association regarding a consortium based
investment in an ice arena in the Forest Lake area. Marty told
Mr. Hasenduster to come to the meeting and address this issue
under Open Mike.
It was thought the city would be better off to spend the money in
this community not in someone else' s .
FRIENDS OF THE PARR UPDATE:
It is questionable on whether the tournament is going to take
place. The golf course may not be done in time. Bill Hawk is
going to contact Barry after the 4th of July. Bill has a couple
of alternative dates in mind.
The Friends may be re-doing their brochure. They are also
looking into getting on the Web. They need to get more people
involved with their organization.
OTHER OLD BUSINESS:
Greenway Grant: Marty attended a meeting and the Legislative
Commission on Minnesota Resources (LCMR) showed some interest and
the project is still in the running for funding. He will let the
board know if he hears anything. One thing Marty did notice, at
the meeting, is that one or more legislators had a misconception
on open space in the northern suburbs . A legislator asked why we
needed more open space when we have so much now. It was
explained that we are growing communities and there is a lot of
development going on and open space is being used.
Birch Street Underpass: Representatives from the DNR were in the
community and they were very impressed with the Birch Street
underpass . They took several pictures . Even though it would not
meet ISTEA standards they thought it was great .
NEW BUSINESS•
Park Equipment Rental Policy: Marty said that over the last few
years the city has had a policy of "renting" equipment, or
shelter hours to parties that might want or need more picnic
tables, the use of a facility
, or grab-bags of recreation
equipment that residents might want to use in the park.
Generally the prices that have been charged are a nominal to
break-even price. In the case of picnic tables we have charged

$10 per table for delivery and pickup by our park crew. In most
cases the tables have been moved from one park to another. In
one case we rent tables to the Methodist church on Lake Drive for
their annual fund-raiser.
In the last month we have been approached by two parties that
have requested delivery of equipment to a private residence. One
involved picnic tables and the other presently involves
bleachers . We made a staff decision to deny the request for the
tables because of policy considerations. Marty thinks this needs
to be clarified.
Ken Rehbein recently requested the use of bleachers for a
National BMX Motorcross event that will be held at Rehbein' s
Arena in August . Marty told him we needed to clarify the policy
on this issue with the Park Board.
Marty wants to know how far we should go with rentals (with the
bleachers we have not established a rental price) , in terms of
public only?, public/semi public?, Private?, in or out of the
city?
Marty said the option was per the Park Board wishes . He does not
feel that we are strapped for time on workload now and this could
mushroom into something we cannot handle.
He recommended that we maintain the present policy of
public/semi-public rentals . If the board wishes to establish a
rental fee for bleachers he felt $30 is a fair price. However,
we need an answer for Mr. Rehbein.
George wanted to know what it would cost the City to move the
bleachers . Marty was concerned about the liability issue of
going on private property. George thought the City should stay
out of rental to the private sector.
Paul wanted to know how often the city gets a request for
bleacher rental . Marty said this was the first .
There was discussion on fees for time and material and whether
the city delivers or if the items are picked up by the rentor.
It was decided that the item to be rented should be set out in
the park, picked up there and returned to that site by rentor.
Amy felt there should be a late fee charge. It was also felt
that there should be a hold harmless agreement . George thought

the damage deposit should equal the price of the bleachers . The
rental fee should be time plus materials for bleacher rental .

The next meeting will be August 5, 1996, 6 :30pm at City Hall .

Paul Montain made a motion to adjourn the meeting, seconded by
Amy Donlin. The meeting was adjourned at 9 : 10pm.

Date: August 1, 1996

Subject: Birchwood Acres Park
I have scheduled the pre-park board field review for Birchwood
Acres again this month. I would like the members who can make it
to meet by the playground equipment. I am somewhat caught
between disagreement concerning the berm on the east side of the
playground structure. As you might recall, Mr. Brian Webster,
who lives directly across from the playground structure, showed
support for the playground if a berm could be constructed in what
seems to be a natural extension of the existing berm with the
mature oak trees. At least 4 residents (3 that live directly
next to the park and one that lives somewhat adjacent to the
park) , have been very busy with this idea and the plantings of
trees on this berm.
The two concerns that have been raised is playground visibility
and air circulation. My intention was to transplant some of the
aspen trees on the marsh side of the playground and move them
around the bordering areas as buffers. Some of these trees were
already removed and transplanted as a result of our construction.
It was hoped that by opening up the playground on the Marsh side
we would do much for visibility and the air circulation. This is
a very sensitive issue and have been asked by residents to put
this off for a while so that folks can get used to the new
changes first. This seemed like an appropriate thing to do.
The problem is that building up the berm too much more will
create a visibility problem and separate the open play area with
the playground. Dense plantings will also add to that problem.
I had George Watson out here Wednesday to review the issue.
George responded with the following attached recommendation. I
have also enclosed a copy of a facility use evaluation for
Sunrise Park that had a comment concerning Birchwood Acres Park.
I am asking for direction on this berm issue.

Subject: N-14 Park Land Possibilities
Please refer to page 6-19 of the Comprehensive Park and Trail
Plan. The history of land provision for this neighborhood park
has been very difficult. The park was originally intended to be
located in the area located north of the designated area in the
plan(indicated as an open area) . This area was lost sometime
during the composition of the Comp-plan to a private investor who
sold the area for a single family residential lot. A search was
than initiated for a suitable 6 acre site and narrowed down to
the area that was purchased by the Shorview Covenant Church.
During this process, the Woods of Baldwin Lake emerged to create
more housing, residents, and open space needs. Thus a dedication
was taken at the present mini-park site.
Since the projected needs for this area is about 6 acres
1001 according to our comprehensive plan, the idea of working
something out with the church site became a focus. An additional
parcel of land known as outlot B was looked at by the Park Board
some time ago. This is the area to the west and owned by Mr.
Rick Carlson. This piece of land is now basically land-locked by
Woodridge Estates and the church property. Since the developer
was interested in developing the north side of the church
property and donating outlot B, the idea was brought to the Park
Board, the developer didn't show up, and the consideration
tabled. I believe the Park Board also felt this to be an
unusable area for play field and that is what was needed in this
area.
The church has now come to the city with a development review for
the construction of their facility. The Design Review Board has
requested input from the Park Board on this site review. Staff's
initial thoughts were that a land trade might be rendered between
Rick Carlson and the church making it possible for the church,
Rick Carlson and the City to come out good on needs. As it turns
out the church is not interested in working on this trade with
Rick Carlson. This could have given us about 4.5 acres of land
with about 3 acres of upland on the north side with access off of
Oak Lane.
I attended a church building meeting last week and discussed the
idea of a lease purchase agreement. Myself and Mary Kay, also
have had several discussions with Tim Yantos, spokesperson for

the church, concerning their future intentions. As it turns out,
the church has investigated the possibilities of housing
development on the north-side of the property in the form of a
cul-de-sac coming off of Oak Lane. In the discussion of this at
the church building meeting it was indicated that because of the
wetland delineation on the east side this area a cul-de-sac was
not possible. We were hopeful that a wider bituminous surface
could be provided through this area and into the land exchange
area off that I talked about earlier. It is still the opinion of
Rick Carlson and city staff that this could be done.
Rick would have been open to this land exchange/and park
dedication with the additional land as a credit on future
development. The church would have a park dedication at this
time since it would than be a subdivision.
All of this leads up to the discussion that I had with the church
building committee. The bottom line is the church is interested
in working with us on a lease purchase agreement, but it appears
that the lease would be for 8% of the fair market value each year
without the lease price taken off of a final purchase option.
I expected a letter from Tim Yantos today and have not yet
received it. I will bring this letter to the meeting if I get
it.

TOPIC: Baldwin Lake Court; Trail, Canoe Access Playground
BACKGROUND
The owner of the Baldwin Lake Trailer Court is approaching the city
on a proposed expansion of the court on the south side north of
Lauraine Avenue. As part of the discussions of this proposal I
have discussed the possibilities of trail access out onto Lauraine
Avenue for the residents in this park. Access to the trail system
via Linda Avenue//Linda Court in fox trace could be accomplished.
The residents have been isolated in this area on a very similar
parallel with the Rice Lake Estates residents.
As an additional item of discussion, the owner of the court, Mr.
Paul Howard has indicated that he has permission to run a trail
down to Baldwin Lake for a canoe access. In my discussions with
Mr. Howard, the idea of making this a public trail access for
canoes was somewhat of a positive notion. A small parking lot
located at the end of Lorraine Avenue could be provided, and an
access to the trail where residents could carry a canoe to the
lake. This lake is virtually inaccessible to canoeing at this time
and is a haven for activities such as bird-watching.
There is a small open space in the older portion of this
development where Mr. Howard is planning a small mini-park.
Perhaps we should consider working with Mr. Howard in provision of
services in Parks and Recreation in this respect.
Jeanne Keanow our community services Officer has indicated that
there is a need from the youth standpoint to do something in this
area. I think we can help. I believe Mr. Howard is coming to the
meeting to discuss his ideas.
OPTIONS
Accept or deny trail/and or canoe access idea. Park idea open.
RECOMMENDATION
The trail access benefits the residents of the court, the/parking
lot and canoe launch captures a valuable access to a natural
resource for the entire population. I would recommend working with
Mr. Howard on this. The playground is also a beneficial venture,
especially if Paul Howard will fund the playground.

The City of Lino Lakes is considering major improvements in three
components of its park and recreation offerings. The improve-
ments under consideration include an outdoor recreation facility,
trail improvements, and neighborhood park improvements. But, to
proceed with any of these three proposals would require a bond
referendum and subsequent property tax increase to provide con-
struction funds. I would like to discuss each proposal with you
and have you comment on each one.

structing a comprehensive trail system for its residents. So
far, approximately nine miles of trails have been constructed.
To complete and expand the trail system would require the passage

ing revenue for Park and Recreation programs. One of these meth-
ods is called the "Round-Up" Program. Under that program, city
residents can volunteer to round-up their water and sewer bill to
the next dollar on a tax-deductable basis, with the difference
being earmarked for park and recreation programs. For example,

Currently, city residents select their own refuse haulers . The
only rules the City of Lino Lakes sets are the company must be
licensed and must offer a volume-based rate . City officials and
staff are considering changing to an organized collection system.
This is a system of refuse collection in which the City contracts
with a group of haulers, sets rates, establishes a level of
service for all residents, and assigns haulers to each neighbor-
hood. The advantages to this system are expanded services and
less truck traffic on neighborhhod roads. The disadvantage is
the hauler assigned to your neighborhood may not be your current
hauler.

Subject: North Metro Consolidation Issue
Please find attached a copy of a letter that has gone out to the
North Metro Recreation communities. North Metro communities are
Circle Pines, Centerville, and Lexington. I have been working
with Janet Bona, the North Metro Program Supervisor on this idea
for some time.
Janet and I have meet with the individual park boards over the
past months to introduce this idea, and so far has met with
favorable thoughts. There could be many benefits to this idea,
including a cost effective way for us to expand our programming
staff and programs.
Please find attached copies of letters from the Cities of Circle
Pines and Lexington that were given to us at the meeting this
week where all communities were present. I believe the concerns
especially of Circle Pines falls within the goals and objectives
of our Comprehensive Plan. Centerville appeared to be very lost
with this whole idea. The other two communities stated that they
would wish to proceed regardless.
Please put some thought into this matter because it is something
that I would like to introduce at the next council meeting.
CIRCLE PINES PARK BOARD
SERVICE REQUESTS FOR PARTNERSHIP RECREATION PROGRAM
WITH THE CITY OF LINO LAKES
1. PROGRAMS, CLASSES, ACTIVITIES LOCATIONS MUST BE LOCATED IN
CIRCLE PINES AND MUST BE REPRESENTATIVE IN ALL QUADRANTS OF
THE CITY SUCH AS IN PARKS, SCHOOLS, CHURCHES, LIBRARY OR CITY
HALL. -
2. PROGRAMS SHOULD BE OFFERED FOR ALL AGES, INTERESTS AND
ABILITIES INCLUDING PRE-SCHOOLERS, YOUTH, TEENS, ADULTS AND
SENIOR CITIZENS.
3. REGISTRATION SHOULD BE MADE SIMPLE AND CONVENIENT FOR CIRCLE
PINES RESIDENTS. REGISTRATION BY CREDIT CARD SHOULD BE AN
OPTION AS WELL AS MAIL-IN REGISTRATION AND ON-SITE REGISTRATION
AT A CITY LOCATION.
4. A VARIETY OF CLASSES SHOULD BE PROGRAMN ED FOR DIVERSE
INTERESTS INCLUDING ATHLETICS AND SPORTS, ARTS, SUM ER
PLAYGROUND PROGRAMS, AFTER SCHOOL PROGRAMS, VACATION DAY
ACTIVITIES, TRIPS, FAMILY ACTIVITIES AND SPECIAL EVENTS.
5. BECAUSE LL WOULD BE PROGRAMMING SPORTS AND ATHLETICS, IT
WOULD SEEM REASONABLE THAT LL ALSO SCHEDULE CP PARK ATHLETIC
FIELDS FOR VARIOUS PROGRAMS AND USERS, AND TO FACILITATE
ATHLETIC ASSOCIATIONS' REQUESTS UNDER ONE ENTITY.
6. CP WOULD SUGGEST SUPPORT FOR ALL YOUTH ATHLETIC ASSOCIATIONS
SINCE THEY PROVIDE A VALUABLE SERVICE TO THE YOUTH OF THE
COMMUNITY.

The desire to combine North Metro and Lino Lakes Recreation
Departments has been approached to the Park Boards of each city
involved. We have found that the proposal of a joint venture between
the cities of Circle Pines, Lexington, Centerville, and Lino Lakes has
produced a positive response from all Park
Boards involved. It has been suggested that a "trial" contract with
the city of Lino Lakes with a maximum commitment of 5 years might
be pursued.

exemplary participation in the Cooperative Oak Wilt Suppression Program. As one of these
Honor Roll Communities, we invite you to attend the celebration of the One Millionth Foot of
Oak Wilt Control Line to be held August 20, 1996 in the City of Blaine. Festivities begin at 12:30
p.m. in Pioneer Park, 1.5 miles east of Highway 65 on County Road 14.
We also ask that you invite the beneficiaries from your community, the individual landowners that
have participated in the program. There are several ways you can invite them. Sending a letter to
each and every participant would at best be time consuming. We suggest that you post a notice in
your community newsletter, local newspaper, or community cable channel bulletin board. You
may also post a notice on your roadside community bulletin board or post fliers (example
enclosed) in local businesses. The methods of invitation are only limited to your imagination.
We congratulate you on the continued efforts your community has made in the battle against oak
wilt, and look forward to the participation of you and your community at the celebration.

Attached is a copy of a letter I received from Paul Hasecuster,
President, FLHA about a meeting on Wednesday, August 7, at 7 : 00pm
at the Forest Lake Senior Center. This is an information meeting
pertaining to entering into a joint powers agreement for a
community skating rink. They are asking one or all Park Board
members to attend this meeting.
I brought this issue to the Park Board meeting in July, but no
action was taken since Mr. Hasecuster did not attend the meeting.

Subject: New Trail
In response to the establishment of a new liquor store at the
Simonson's garage area ( next to Lino Park on the north) we were
asked to address the pedestrian safety issue. It was discovered
by council member Kuether that there is an existing road access
called Della Lane on the east side of the park. After
investigating this road it was found feasible to place about 200
feet of trail to the south and add about 50 more feet to the east
to get residents into the park.
The council directed us to proceed with this project. I believe
that we can accomplish this with general fund supply dollars.
