July. Also in light of the fact that the Birchwood Acres Park
took 3 hours last meeting and this will be on the agenda again,
we may as well plan some time for this item depending on how the
meeting goes on Thursday the 27th.

Please find enclosed a copy of the survey that is basically in
draft form. This survey bill be reviewed by the City Council
with the Consultant from Decision Resources before going out.
Please take some time to review. There is still time to make
some changes. I was concerned about the July 29th deadline for
commitment to the outdoor Recreation Grant for the athletic
complex. It was indicated by the DNR that we may get a verbal
extension if things look positive. I have discussed this with
the City Administrator, and he was not overly concerned with the
time lines.

The City of Lino Lakes is considering building an athletic com-
plex, which would include soccer fields, baseball fields, and
other multi-seasonal athletic facilities,. The City is consider-
ing a bond referendum in order to generate enough funds to
complete an athletic complex. If successful, residents of the

purpose.

approximately 10* of the city budget .

Cities around Lino Lakes are trying alternative means of generat-
ing revenue for Park and Recreation programs . One of these meth-
ods is called the "Round-Up" Program. Under that program, city
residents can volunteer to round-up their water and sewer bill to
the next dollar on a tax-deductable basis, with the difference
being earmarked for park and recreation programs . For example,
if a resident ' s water and sewer bill is $25 .26, they can chose to
pay $26 .00 with the additional 74 cents underwriting Parks and
Recreation in the City.

As you may know, the City of Lino Lakes currently operates neigh-
borhood parks throughout the community. Many of these neighbor-
hood parks are in different stages of development, offering

Birchwood Park Neighborhood Meeting
June 27, 1996
Meeting began at 6 :35pm on Thursday, June 27, 1996 .
George Lindy, Betty Piper, Sharon Lane, Amy Donlin and Joe
Schmidt attended the neighborhood meeting. Also in attendance
were Marty Asleson, Park, Recreation and Forestry Coordinator and
Sandie Wood, Recording Secretary. George Wattson from Brauer and
Associates was also present .
Marty gave opening remarks and introduced George Lindy. George
welcomed the residents to the meeting and told them what he would
like to accomplish this evening. He said it was decided at the
last meeting that there would be a ballfield, benches and play
structure. He wants to prioritize the development of elements in
the park. He said he would like to do another survey of the
residents to see what they want . George discussed the
fundraising for this park. He would like to escrow the money and
use the money as the majority of residents wish.
George Wattson presented the three concept plans he brought to
the meeting. He said the residents could chose the plan they
liked. He continued by saying things could be moved around and
ideas could be taken from plan A/B and put in C etc. He said
Concept Plan B was similar to the plan discussed at the last park
board meeting, and Concept C showed trail loops . The soccer
field was a grass only area without permanent goals .
After lengthy discussion by the residents, George Wattson, and
Park Board Members the general consensus was to accept Concept
Plan C. The residents also decided the following:
1 . No basketball court
2 . No gazebos
3 . Picnic tables and benches by play structure
4 . Trail loop to be in front of play area
5 . Grass ballfield with 10x20x10 backstop. One bench
behind each wing
6 . Move backstop 80' from property line with a vegetation
buffer
7 . City to mow buffer strip ,-by play area
8 . Loop trail system
9 . Grass ballfield
Marty said this item would be on the July 1 Park Board agenda.
George Wattson will try to be at the meeting with the finished
concept plan.
The meeting closed at 8 :50pm.

TOPIC: Park Equipment Rental Policy
BACKGROUND
Over the last few years we have had a policy of "renting"
equipment, or shelter hours to parties that might want or need more
picnic tables, the use of a facility, or the grab-bags of
recreation equipment that residents might want to use in the parks.
Generally the prices we have charged are a nominal to break-even
price. In the case of picnic tables we charge $10.00 per table for
delivery and pic-up by our parks crew. In most cases the tables
have been moved from one park to another. In one case we rent
tables to the methodist church on Lake Drive for their annual fund-
raiser.
In the last month we have been approached by two parties that have
requested delivery of equipment to a private residence. One
involved picnic tables and the other presently involves bleachers.
We made a staff decision to deny the request for the tables because
of policy considerations. I think this needs to be clarified.
Ken Rehbein recently approached me on the use of our bleachers for
a national BMX motocross event that will be held at Rehbein's Arena
in August. I told him that we needed to clarify the policy on this
issue and I would present this issue to the Park Board.
My question is how far do you wish to go with rentals (with the
bleachers we have not established a rental price) , in terms of
public only?, public/semi public?, private?, in or out of the city?
OPTIONS
As per the Park Boards wishes on this one. I do feel that we are
strapped for time on workload now and this could mushroom into
something we cannot handle.
RECOMMENDATION
r... Maintain the present policy of public/semipublic rentals. If you
wish to establish a rental fee for bleachers possibly $30 is a fair
price. However, we need an answer for Mr. Rehbein.
