Park Board Meeting
October 6, 1997
The October 6, 1997, City of Lino Lakes Park Board meeting was
called to order at 6 :37pm, by George Lindy, Chair.
Roll call was taken, members present were Paul Montain, George
Lindy, Sharon Lane, Joe Schmidt, Kim Sullivan, and Pam Taschuk.
Betty Piper was absent.
Also present were Barry Bernstein, Recreation Program Supervisor,
and Sandie Wood, Recording Secretary.
APPROVAL OF MINUTES FROM JULY 7 AND AUGUST 4 1997 MEETINGS•
Pam Taschuk made a motion to approve the minutes from July and
August . Motion was seconded by Kim Sullivan and approved
unanimously.
OPEN MIKE•
There was no one present for open mike .
OTHER OLD BUSINESS:
n Highland Meadows - UPDATE:
Barry gave background information from the August 4, 1997
meeting. He said Mike had met with Bruce Kerber on this issue .
There was discussion about the age of people that use trails,
total amount of park dedication and the easement under the power
line. Bruce also talked about the 1 .27 acre tot lot . George
asked what the exception was . Bruce stated it was an existing
home. Kim asked about parking for this park. George explained
that parking lots are not normally put in neighborhood parks .
Kim asked if anything has been done environmentally for this
park. Barry said there is only one area that has trees . Barry
also said he and Mike have not walked this land but it is on
highland and will be a beautiful park. George wanted to know if
this development was going to be done in phases . Bruce said it
would be done in three phases and showed the members where the
phases would be. Pam asked what the timeline was for the various
phases . Bruce said it could be fully developed within three
years but the market, interest rates, and other factors could
make it sell faster. Barry asked if they were going to do
bituminous surfaced trails . Bruce said he was not sure but he
will be going back to Planning and Zoning this week. Sharon
asked if there was enough room for 1 or 2 informal fields . Barry
said there is but there would have to be neighborhood meetings to
see what they want in the park. George asked about the

north/south transportation trail in this area. Barry reviewed
the trail in the comprehensive park plan and said the east/west
trails were more identified in the book. Paul expressed he
wished lot 10 was cleaned up a bit more. He is afraid this will
come back to haunt the city because of the irregular shape of
this lot .
MOTION: Sharon Lane made a motion to accept the revised plan
with the developer securing use of easement, for trail purposes,
under the power line. The trail will run east/west through the
development . Pam Taschuk seconded the motion and it passed
unanimously.
TRAILS - UPDATE:
Clearwater Creek Trail: Barry asked members to look at memo,
from Marty Asleson, which was in the packets .
Barry showed on a plan where the trail on LaCasse Drive was put
in. Barry explained what Marty would like to do with the trail
in that area. Marty would like to abandon the existing trail on
LaCasse Drive and put it back on the Otter Lake Road right-of-
way. Paul asked how close the trail would be to the house if a
patio was built . Barry said 10' . Paul wanted to know why the
city has this problem with the trail . Barry said it was because
of the situation within the Park and Recreation Department and no
one handling trail issues . Kim asked if there was a chance that
Otter Lake was going to be expanded. She was concerned about the
speed on this road. Paul said he had attended another meeting
and the County said they did not anticipate any work being done
within the next 5 years or so. Pam was concerned about the
amount of traffic on this road. Paul wanted to know how much
development has been done in the area. Barry was not sure how
the city could come in at another direction and reconfigure the
trail . Kim said the tree preservation survey should have been
done before the trail was even suggested. She is also concerned
about road widening, traffic, and whether there is enough room to
put the trail along Otter Lake Road. Barry felt this was an
issue the new director should look into. Kim wanted to know who
was going to pay for this . George said the city would have to
because the Park Board approved the plan. Barry said Marty is
working on ways to help pay for this . George said since this
project had been crossed off the paving schedule, this year,
there was time to work on this issue. Kim asked if there was any

way this could be avoided in the future. Barry said when there
is a new director that person will be able to keep on top of the
issue and avoid this problem. Joe stated his concern about the
speed. Barry will talk to Marty to see if the county has traffic
counts on this road. Barry also felt Marty would have an update
for the next Park Board meeting.
1996/1997 Trail Paving: Mike Hoffman included a memo, paving
summary and map showing the locations of the trails scheduled to
be paved in 1997 . Barry talked about the trail on Aqua Lane
being part of the grant the city received. He added the trail on
the rear of Marshan property has been done and is being used by
several residents. Pam asked about the trail along the townhomes
by the lake that keeps washing out . She wanted to know if this
was going to be a problem after the trail was paved. Barry has
not talked to the developer about this but will and let the board
know what is going to happen. Kim asked about the trail by St .
Joseph Church. Paul said the trail goes from Sunrise Drive to
Sunset Road. Pam asked who is responsible for the trails on
school property. Barry said the school district is . George
asked the status of trails 3-6 . Barry said it is scheduled to be
done in 1997 if it has not already been done. George asked if
city staff was cutting and doing Class V on the trails . Barry
said he thought it was being contracted. There was also
discussion on trails along Birch Street . Joe asked if something
was going to be done on Hokah to 49 . Barry did not know. Paul
asked about a crosswalk where the trails goes from the north side
to the south side on Birch Street . George said it would be
connected into Country Lakes Park to allow residents to use
tunnel over to Rice Lake Elementary School . Paul thought signage
should be put up letting residents know so they do not cross
Birch Street . George said his concern was that the trail be
paved before the weather turned bad this fall .
ANOKA ELECTRIC EASEMENT - UPDATE:
Barry had a conversation with Mike Felber, Planning Engineer with
Anoka Electric. Mike was fully aware of the project . He said
they would like to start this project in the winter and complete
it in the spring. At the present time, no permits have been
sought or secured by Anoka Electric . Barry gave him permission
to obtain the necessary permits . He would also like Mike to come
before the board when the permits have been obtained to obtain a
fair trade . George thought staff should be negotiating this, not
the Park Board.

PARK DEDICATION FEES:
Marty Asleson wrote a memo to the Park Board Members on park
dedication history. He said several years ago, before the Parks
and Trails Comprehensive Plan, all minor subdivisions were
reviewed by the Park Board as they came up. There were many
questions at that time concerning park land needs and where the
needs for this land should be place in the city.
After the comprehensive plan was developed we had a much better
understanding of the open space and trail needs . Thus, it was
suggested that the minor subdivisions be periodically taken to
the Park Board for review in situations where in the estimation
of staff, there would be no impact on the comprehensive plan. In
situations where there was an impact, or a question of impact, it
was decided to bring these issues to the Park Board immediately.
As you know, there are not a great many of these that this
happens with.
This issue of minor subdivision review was taken to the Park
Board and approved some years ago.

Kim asked if this meant they do or do not come before the Park
Board. Barry said the city takes the $500 fee and it does not
come before the board.
Barry then read a memo from Mary Kay dated September 30, 1997 .
(See minutes for memo) Paul said he still had questions about
commercial dedication. Barry said maybe the new director could
research this and give the members an answer to this issue in the
future.
Joe asked if the Park Board could be informed when dedication
money is taken in.
Paul had questions about commercial dedication. He wanted to
know why the city does not get more dedication for commercial
development . Sharon said we do not want to discourage commercial
development . Pam wanted to know if it was a state or city
ordinance . Barry responded state. Paul said commercial
dedication should help give the Park Board money to spend on park
development or upgrading parks .

PARKS - UPDATE:
Sunrise Park: Barry gave an update of Sunrise Park. He showed
plans on the overhead. Barry explained there are three projects
being done in this park. They are replacement of a hockey rink,
playground equipment and backstop. The funding of these projects
will address a number of existing safety concerns at this park.
The addition of these elements will make Sunrise Park a much
safer and inviting park for the residents of Lino Lakes .
Kim asked if there was going to be additional lighting for Little
League. Barry said there would be no lighting.
Rice Lake Estates Park: Barry explained that Marty Asleson is
working on this issue. Barry included a memo from Marty in the
packets . Barry said the project is moving forward.
Barry put a plan of this park on the overhead. Barry said the
trail comes in by the wellhouse and may need to be moved, into
the wetland area, if it cannot follow the property line due to
residents concerns . Kate Drewry will be walking this area again
since the city may want to move it . He said moving the trail
southwesterly would be more attractive.
Barry said Baldwin Park does have some play structures in it . We
are currently using Baldwin for soccer.
YMCA - UPDATE:
Barry reported the committee seeking a possible YMCA center met
recently. A market study is going to be conducted in the near
future. The City and YMCA, St . Paul, will be sharing the cost of
the market study. The YMCA secured an agency to do the market
study. The study will indicate if a possible YMCA could attract
enough people to make it in Lino Lakes . Pam asked what the cost
of the survey would be. Barry responded $20, 000 with the city
paying half of the cost . Sharon wanted to know if this was going
to be in the Town Center. Barry said yes . Paul asked about
operating costs . Barry said 300 - 500 members were needed to
make the project go. There was discussion on what area they
hoped to draw clients from. Barry thought the radius was 9
miles . He will keep the Park Board informed of the progress .
FRIENDS OF THE PARK UPDATE:
Barry said they had a closing meeting on the golf tournament .
They collected approximately $4, 000 that will be used to enhance

the Lino Lakes park system. Barry commended the members and
sponsors (especially Gary Uhde and Molin Concrete) for the work
they did on this project . Kim added that the tree sale generated
between $1, 200 and $1, 300 . Martha Walmsley is leaving the
committee and he thanked her for all the work she did while on
the Friends Committee. Barry said the committee is in need of
members and if anyone is interested they should call the Park and
Recreation Department .
RECREATION UPDATE:
New Director: A person has been offered the Park and Recreation
Director position. Barry will keep the board informed.
NEW BUSINESS•
Community Education Program Annual Contribution: Barry included
a letter from Larry Jablinski, Director of Personnel and
Community Services, Centennial School District 12, stating they
will no longer contribute $2 , 000 to the Lino Lakes recreation
program. He stated the decision to discontinue the contribution
is linked directly to the demise of the North Metro Recreation
Commission. Barry added they will only place a limited amount of
program information in the Centennial Observer, not the larger
amount of information they used to. The school district felt the
cities could advertise in their own publications . Barry said the
department will have to be more pro-active on marketing because
registration is down about 1/3 . Pam stated she felt the flyers
that come home with the kids get more attention than the
Observer.
OTHER OLD BUSINESS - CONTINUED:
Millers South Glen: George said this issue has been before the
Park Board twice, once when the board initially accepted the park
dedication and then it came back when there were questions about
this issue . He said the Park Board is responsible for the
development of this park. George said the master plan shows 20-
30' of boardwalk. Paul said he sees a problem with parking off
62nd. George said the board eliminated parking for this park.
Barry thought there were 6 stalls were on the plan. George
explained there were 6 stalls and left them on the plan only if a
hockey rink was installed.

SCHEDULE MEETING - SUCCESSFUL REFERENDUMS:
George said he talked to Jeff Schoenbauer about referendums .
Jeff wants to bring Jon Gurban and a couple of other people to a
meeting to discuss successful referendums . The board chose
November 5, 6, 19, 20, or 25 at 6 or 6 :30pm, as possible dates
for this meeting. George said it might be a good idea for the
city to do a spring referendum because that is when ballfield
usage is a big issue.
George asked Sandie to contact Jeff and let him know what dates
were available for board members and see what he could work out .
The meeting will be held at the Park and Recreation building or
City Hall .
SCHEDULE GOAL SETTING MEETING - NOVEMBER:
The Park Board requested staff to schedule the meeting on one of
the other dates that were selected.
Sandie will let members know when the meeting has been scheduled.
SCHEDULE NEXT PARR BOARD MEETING:
The next Park Board meeting will be November 3, 1997, 6 : 30pm, at
City Hall .

Meeting was adjourned at 9 :13pm.
