C I T Y O F IN KE October 1, 1997 TO: Park Board Members FROM: Barry Bernstein SUBJECT: Pre-Park Board Meeting At one of the last meetings it was suggested that a pre-park board meeting be held at Sunrise Park. I think this is a good idea because members will be able to see what improvements have been made or are in progress. You will also be able to see the area that Little League is proposing to put the new ballfield at . Please meet at Sunrise Park at 5 :30pm if you are able to attend. I hope to see you there. PARK, RECREATION, FORESTRY, & RECYCLING DEPARTMENTS 7204 Lake Drive • Lino Lakes, Minnesota • 55014 Phone: 617-780-1885 • Fax: 612-784-7227 City of Lino Lakes Park Board Meeting July 7, 1997 The July 7, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :35pm, by Chair, George Lindy. Roll call was taken, members present were George Lindy, Betty Piper, Paul Montain, Joe Schmidt, Pam Taschuk, Kim Sullivan and Sharon Lane. Also present were Barry Bernstein, Recreation Program Supervisor, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM THE MAY 5, 1997 MEETING: Kim Sullivan made a motion to approve the May 5, 1997 minutes . Pam Taschuk seconded, and the minutes were approved as written. OPEN MIKE• Ray Macheledt and Pat Mahr presented a concept plan for Sunrise Park baseball fields . Pat gave background information on the Chain of Lakes Little League and the number of kids in the program. He said there is approximately 117 teams currently in Little League and it grows 4-5 teams each year (approx. 1500 kids) . He then talked about funding from concessions and revenue from tournaments . The long term goal is to light the fields so they can get more use out of the fields. George wanted to know what they proposed for lighting. Pat said they were not going to light them now but in the future. George then asked if there was any lighting at Sunrise now. Barry said only the hockey rink is lit . Pam had questions about parking, with the addition of another field, because she knew there had been a problem in the past . Barry talked about the existing parking and overflow lot . r Paul asked what age they were trying to target . Pat said they are targeting the 11-12 year olds with raised mound field but they will be able to play minors on the fields too. Paul also asked how long the fields are used during the year. Pat said they are using the fields generally 5 days a week and some Saturdays from the beginning of April through mid August . Paul asked if they had a ball park figure for the total reconfiguration of the park. Pat said the surveying, grade and stakes is $4, 000, fencing is approximately $16, 000, irrigation $12, 000, ag-lime about $2100 . They did not have a total figure but hoped they would get help from the city (heavy equipment 1 City of Lino Lakes Park Board Meeting July 7, 1997 work) , volunteers, and donations or discounts from venders . He figured they would be able to come up with $20, 000 in one year to go towards the project. George figured it would cost close to $50, 000 to do this project . Barry asked if the concession building would be large enough to hold their chalk and other supplies . Pat said it would be big enough to store their chalk, concessions, a tractor and other supplies they had. Paul then asked about the volleyball court . Barry said it needs to be moved because of the debris that is dumped on the court during plowing in the winter. He said he was sure that there was another place, in the park, where the court could be moved to. There was also discussion on maintaining the fields . Pat said they hire kids to drag daily. They would also maintain yearly and improve if necessary. Barry asked what Little League would look to the city for maintenance. Pat responded mowing. Ray said there would not be any additional grassy areas with this reconstruction. George said he thought Little League had the support of the Park Board. He said they did not have any dedicated funds to give the Little League but could recommend some alternative funding sources . A poll was taken of the board and Pam, Betty, Paul, and George supported the project . Joe and Kim were concerned about taking away open space in the park. Joe said this only confirms that the city needs a recreation complex. They were also concerned about the impact on the neighborhood. RICE LAKE ESTATES PARK - UPDATE: Barry included a copy of an agreement proposal with the City of Circle Pines in the board members packets for Rice Lake Estates Park. George feels the agreement says the City of Lino Lakes will build and maintain our portion of the park and agrees to take responsibility Joe had questions about terms of the contract . He would like it to be a 10 year contract . 2 City of Lino Lakes Park Board Meeting ,..� July 7, 1997 George asked if anyone could remember what area Marty was talking about filling. (March 3, 1997 Park Board Minutes - included in members packets for reference) . George asked if it was the area that crosses over to Baldwin Park along the regional trail . He did not think it would affect our section of the park. Joe thought it was the northwestern area of the property. He thought if the area by lots 8 and 9 could be filled the trail could be moved away from the property line George asked if Jim Keineth received a copy of the masterplan. Barry could not answer that question. George said the best thing to do is contact Brauer and have them fax the latest information to the office for review and get back to Brauer. He wanted the board to come to a consensus so he could wrap this up. The board agreed the gazebo was out but they still wanted the looped trail . George said he will talk to Marty to confirm this and then talk to Brauer and clarify a letter to Jim Keineth that there is a looped trail, and not a gazebo or overlook. Sharon has questions about insurance and who was putting the amenities in the park. Barry wasn' t sure about the insurance. George said Lino Lakes would be putting the amenities in. RECREATION UPDATE: Barry said the Circle Pines agreement is working very well . He said he is looking to do the same with Lexington and Centerville. PARR IIPDATE• City Hall Park playground has been raised and it is very neat and tidy. Mike continued by saying we will be adding climbing cubes on the west side of the park. FRIENDS OF THE PARR• Betty gave an update about the golf tournament . She said they have 15-18 foursomes signed up but are still looking for golfers . Barry talked about some of the hole-in-one prizes that can be won at the event . Sharon asked how many foursomes fill a tournament . Betty responded 32 . Sharon asked if they needed Park Board members to help, Betty said they are always looking for volunteers and to please talk to either of them to sign up. 1998 BUDGET• Barry said he, Mike and Sandie are working on the budget this year. He said we are trying to put money for equipment in Shenandoah and Sunrise parks this year. 3 City of Liao Lakes Park Board Meeting �.� July 7, 1997 COMMERCIAL PARK DEDICATION: Barry explained that after the last Park Board meeting Mary Kay Wyland contacted him about commercial park dedication. She wrote a memo to let the board know what the practice has been in the past . Mary Kay explained, in the memo, that if a project involves a subdivision request, such as Northern Wholesale, Ad-Graphics, etc . , as a part of the site plan review and minor subdivision request the city requires a park dedication fee to be collected at the time the building permit is issued. This amount of the dedication is outlined in the Park Dedication Ordinance and is based on the type of use and/or square footage. She also wrote when there is no subdivision of the property involved, such as construction of an existing lot of record, we can not charge a park dedication fee according to State Statutes . Paul said he still did not understand this and asked if the Park Board received money from Northern Wholesale, Ad-Graphics, etc, and if they did was it based on the value of the square footage of the building. Barry will contact Mary Kay and get an answer for him on this . Paul also wanted to know if the city was getting money from the City Center project or Gethsemane Church. George asked if we could get the figures from a project, that has been completed, as an example. He asked that this item be on the August Park Board agenda. He also asked if Barry would get a list of monies that have been received. OLD BUSINESS- Goal Setting Meeting: George talked about having a goal meeting this fall . He told members to think about whether a meeting was needed this year because of no funding is available. Referendum: George said staff does not have the time to work on a referendum and asked if the Park Board wanted to move on by n hiring a consultant . He said we would have to advertise by the end of August (57 days) if it is going to be on the ballot in November. Joe did not see how it was possible to get this done. Paul asked if it was possible to put on the ballot to see if 4 City of Liao Lakes Park Board Meeting July 7, 1997 residents wanted an athletic complex at X amount of dollars . George said that is not what we want to do in this referendum. The issue is neighborhood parks, trail and the A-3 athletic complex. George asked the members if he should contact Brauer and Decision Resources to get a time line on what we want to do. He would like to know how much time is needed to get it done. After discussion it was decided that George will contact Brauer but communications will go through the Parks and Recreation Department . It was also decided that a sub-committee may need to be formed to work on this item. Miller South Glen: Paul said he had been reading the council minutes and asked about the Miller South Glen project . He wanted to know if the plat had been approved and if the land was going to be deeded to the city. George said Rick Carlson came to the Park Board to discuss this item. George asked Barry to see if n the plat had been approved and to check the status of this project . Wenzel Farm Boardwalk: Kim asked the status of the Wenzel Farm Boardwalk project . George said the project was given to the City Engineer to complete. The easements have not been obtained. John Powell from TKDA is working on this . YMCA: Kim wanted to know the status of the YMCA survey. Barry did not know the findings of the survey. Kim said she would be interested in seeing the report and she feels the Parks and Recreation Department is not involved enough in this project . George said he has also not heard anything on this . Betty thought she may have missed the meeting where this was discussed and would appreciate it if Barry would talk to Mary Alice to get a status on this project . He will check into this and will report back to the board. Sunrise Park: Paul asked about the irrigation project at Sunrise Park. He said during the hot part of May and June the current system was not used and he wanted to know why. He said there had been a minor head problem but did not know why they were not used. Barry will look into this. 5 City of Lino Lakes Park Board Meeting �.� July 7, 1997 Land Pride Mower: Paul was looking through other council minutes and asked why the Land Pride mower was purchased and not another brand. Barry said it was researched and staff preferred this equipment . The department got quotes and Carlson was awarded the bid. Tree Removal: Joe said the storm damaged trees, 1 in Shenandoah and one in Country Lakes Park, he mentioned at the last meeting were not taken care of and he wanted to know why. Joe also mentioned a tree limb was hanging on the fence by the southwest field at Rice Lake School . Barry said he would check into this . Birchwood Acres Park: George passed around the final master plan he received from Brauer. He had been contacted by a resident who wanted to know where the soccer goals, they purchased, were going to be placed. Mr. Lindy asked Candance Olson, from Brauer, to look at the plan and let him know where it would be possible to place soccer goals . Candace sent him a letter stating permanent soccer goals would be inappropriate for the soccer/ballfield area. She suggested only removable goals be used. There was discussion on the liability of not placing the goals permanently. George said the residents could bring their nets to the park. Pam asked who would be responsible if they brought their own equipment to the park and got hurt . George said Barry could not answer that question. Chair Lindy said he called the resident but has not received a response back from them. Trails: George has concerns about the existing gravel and graded trails . He said they are deteriorating from erosion, etc. and will be more expensive when we do get ready to pave them. He said the Park Board should make a formal request asking the City Council if they have any available funding for paving roughed in trails . Last falls trails are going to be paved this year. Kim asked if the Trails Committee should work with the Park Board on the request to the City Council . George said the Trails Committee has not been meeting. Paul wanted to know what the total linear footage of roughed in trails was . George said Marty had a pretty good handle on this at one time, but he does not know. As far as available money George said the Aqua Lane grant is available, we are negotiating with the school district on the Elm 6 City of Lino Lakes Park Board Meeting July 7, 1997 Street trail, we have $15, 000 for paving last year and $15, 000 for this year. George asked if the Park Board would make a recommendation, to the City Council, asking for any addition funding available to help complete some trails in the city, as soon as possible. George said the Park Board will make every attempt to gather information and supply a number of linear footage of trails that are roughed in and need to be paved above and beyond the trails that are already scheduled to be paved in 1997 . Paul asked about the time frame for the east/west connection through the regional park. Barry said he would look into this . Country Lakes Park: George asked if Barry would contact Marty to see if he contacted Kate Drewry on the Country Lakes wetland delineation. Marty was going to make the request for the permit to fill in the wetland to connect the trail through Country Lakes Park to the backside of Rice Lake Elementary School . NEW BUSINESS• Barry had included an article on scheduling facilities that was in the Minnesota Recreation and Parks newsletter "Keeping Up" . NEXT MEETING• The next meeting is scheduled for August 4, 1997, 6 :30pm at City Hall . ADJOURN: Joe Schmidt made a motion to adjourn at 8 :34pm, seconded by George Lindy. Meeting was adjourned. 7 � � h City of Lino Lakes Park Board Meeting August 4, 1997 The August 4, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :33pm, by Joe Schmidt, Acting Chair. Roll call was taken, members present were Joe Schmidt, Betty Piper, Paul Montain, Pam Taschuk, and Kim Sullivan. Sharon Lane was absent . Also present were Mike Hoffman, Interim Director, Barry Bernstein, Recreation Program Supervisor, Mary Fogarty, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM JITLY 7, 1997 MEETING: The July 7, 1997 Park Board minutes were deferred. OPEN MIKE: There was no one present for open mike. INTRODUCTIONS• Barry introduced Mike Hoffman, Park Department Lead Worker, Interim Director. He said Mike has worked for the City of Lino Lakes for 14 years. HIGHLAND MEADOWS DEVELOPMENT: Barry gave background information. He said the proposed development is planned at the intersections of 79th Street, Marilyn Drive, and Lois Lane. The total area planned is 55 .9 acres with a park dedication of 5 .2 acres . He explained the options were to accept as planned or discuss options in regards to trails and park dedication. Barry recommended to discuss entry points by trail into the park from the west side of the development. He stated the park dedication is shy of the 10 per cent park dedication ordinance. Barry then introduced Bruce Kerber who discussed the trail location. Bruce said the City had suggested the trail go between lots 35 and 36, 8 and 9, and 61 and 62 . He proposed the trail go between Lots 41 and 42 and then north along Mardon Acres and Highland Meadows, entering into the park. Paul asked how many acres were in the whole development . Bruce said he was not sure. Barry thought it was 55 .9 acres less ^ wetlands. Bruce said there was going to be a meeting on August 7 with the residents so he will know more after that meeting. 1 City of Lino Lakes Park Board Meeting August 4, 1997 Kim said the ordinance does not read developable property. Paul asked if the 5 acres was high. Mike Hoffman said he had walked this area and it looked like it was all upland and was dry and had beautiful mature oak trees on it . The board asked the developer to be real up front with potential customers and let them know that there will be a park on adjacent property. Bruce said they give maps to their clients so they know what they are looking at . Kim wanted to know if the Park Board would have an opportunity to make changes if action was taken by them at this meeting. The Park Board had concerns about lot 59 and it being bordered on two sides of park. There has been problems in other parks when this situation occurred. After further discussion on lot 59 a motion was made. MOTION: Paul made a motion to accept the development plan with the following items being the conditions of the development . 1 . If the developer does not exceed the current dedication of 5 .2 acres, the Park Board would like to see a monetary dedication based on the 55 .9 acre development. 2 . The developer agreed to establish a trail starting on Marilyn Drive proceeding easterly between lots 41 and 42, to the westerly border of the development . The trail will then proceed north between Mardon Acres and Highland Meadows, entering into the park. 3 . It is the Park Boards understanding that the developer will reconfigure lots 59 and 66 so lot 59 is not bordered by park land on two sides. Staff should review and approve the plans to make sure they are drawn as the board had in mind. The plans should also be brought to the next Park Board for review. Kim seconded the motion and it passed unanimously. ANOKA ELECTRIC EASEMENT - UPDATE: Randy Schumacher, City Administrator was going to give staff an update of this item after he talked to Anoka Electric. We did not hear from him so will have to bring it to next meeting. 2 City of Lino Lakes Park Board Meeting August 4, 1997 PARK DEDICATION FEE: Gethsemane Church: Mike explained the city has accepted $500 park dedication for Parcel C. He said that is the only portion that is going to be developed at this time. He said when parcel B is subdivided and developed the City will get additional park dedication. Paul wanted to know what the total acreage was for Parcel C. He had questions about park dedication and felt the city was being shorted because of the formula used for park dedication. Pam asked who was maintaining the ballfield. Paul told her Little League maintained the field and they will be using a field at Centerville Elementary School. Kim asked if there was going to be a goal setting meeting in September if Mary Kay Wyland could come to that meeting and discuss park dedication with the board. Joe said yes . Joe asked if the Park Board Members could call Mary Kay directly. Mike said that would be ok. Joe thought the City was going to get part of Parcel B so they could continue the trail . Pam thought someone was going to talk to the church to get part of that parcel so we could continue the trail west to Lake Drive. Barry could not remember the conversation but said he would look into it . Commercial Property: Mike said there were questions at the last meeting pertaining to commercial property. Mike talked to Mary Kay Wyland and she gave two examples of commercial dedication. Mary Kay told Mike that park dedication may only be collected on commercial construction when a subdivision has been a part of that development . If constructions occurs on a "lot of record" no park dedication can be collected'. Paul said he is still confused about commercial dedication. He asked if the city collected fees on the Apollo business centers . Mike said the dedication fees were collected on that when it was called the Lino Industrial Park and since it has been changed to ^ the Apollo Business Park park dedication fees can not be collected again. He asked if the city received dedication for the large business, in Clearwater Creek, by Acton on Cedar Street and Otter Lake Drive. Paul had questions on TIF projects and 3 City of Lino Lakes Park Board Meeting August 4, 1997 what is industrial lots of record and what can be collected on commercial land. Kim asked if Mike could get clearer information from Mary Kay on what dedication fees have been received and when. Mike said he will look into this. MILLER SOUTH GLEN UPDATE: Mike received a memo from Mary Kay Wyland regarding this project . She said on July 14, 1997, the City Council approved the final plat for the first phase. The city accepted park land as outlined in the Park Board minutes of June 3, 1996 and received the deed for this property in July. The total park land credited to this development was 2 .34 acres with a 1 . 60 acre credit for future development along 62nd Street . The total upland park area is 3 . 94 acres . A map was included in the park packets . Mike said he and Barry went and looked at the property and it is very dense. n Joe said there are a lot of questions about this property such as how and who was going to connect the property because there are wetlands and the only way they can be connected is by putting in boardwalk. Who is going to pay for the boardwalk and how does it tie to 62nd Avenue. He did not know if the board approved this park land. Pam said planning had not been done on the southern section of the park because we did not own the land when we developed Birchwood Acres Park. Paul said we did accept the property contingent upon the developer getting the development agreement in the northeast corner of Ware Road and 62nd Street . He added the development agreement was received in July of 1997 . Joe said there were also question concerning parking and boardwalk to the section below the elephant trunk. Barry said he remembered a conversation about putting in an 8-12 stall parking lot . Barry said staff will research past meetings minutes and give the board an update at the next meeting. COUNTRY LAKES ESTATES TO COUNTRY LAKE PARK TRAIL UPDATE: On July 30 Mike talked to Marty to get an update pertaining to this project . Marty informed him the City of Lino Lakes will be receiving an approval, from Kate Drewry, Rice Creek Water Shed District, to place three culverts through wetland areas that will be impacted by the new trail . 4 City of Lino Lakes Park Board Meeting August 4, 1997 Mike anticipated this work to be done sometime this fall . He showed the members, on a map, where the trail will lie. He told the board he will keep them updated. Joe asked if the southern section, by the beach, will be blacktopped. Mike said there is no money now but could be done in the future . Paul asked about the paving schedule for trails . Barry showed the board a map he received from Dave Ahrens on the trails scheduled to be done in 1997 . Paul asked the number of feet that will be paved this fall . Barry did not have an answer for him. Paul asked Barry to bring that information to the next meeting. Sharon asked if this paving will connect some dead-end trails . Joe responded yes . YMCA - UPDATE: Barry explained at the last Park Board meeting members asked for an update of the proposed YMCA building in the City 'of Lino r� Lakes . He said Mary Divine mentioned to him the findings from the initial interviews . The conclusion was that there were not enough large businesses in the community to lend large monetary support for this project . He said that does not mean this project is not moving forward. The Community Development Department is continually meeting with representatives from YMCA. Brian Wessel, Community Development Director, told him he will include the Parks and Recreation Department in future meeting with the YMCA group. Kim asked what it meant by not enough large businesses in Lino Lakes. Barry said YMCA looks at is large monetary donations from businesses to build their building. He said this was one of the questions on the survey. Joe asked if there was an alternative if there was not enough business in Lino Lakes . Barry said if and when the Parks and Recreation Department becomes involved in this project, he will let the board know. FRIENDS OF THE PARK UPDATE: Barry said the golfing event was very successful in spite of the rain. He said there were approximately 100 golfers. He anticipates this event will only grow larger in the future. 5 City of Lino Lakes Park Board Meeting August 4, 1997 He thanked Georgia Herrick for her work on this event, she did an outstanding job. He also thanked the other Friends members. He expressed gratitude to Target Industries for their contribution to the Friends of the Park Foundation. This funding made it possible to have a performance, at Sunrise Park, on July 27, featuring blues performers from around the metro area. Betty did not have anything to add and said she did not know how the event did financially because they have not had an opportunity' to have their wrap-up meeting. She did add that now was the time to schedule next years event . RECREATION UPDATE: Barry reported the Parks and Recreation Department enjoyed another very successful summer season. At the present time, the final end of the season report has not been completed, but the program registration numbers were very good. He said there were 13 different sessions of t-ball (up from last year) 18 golf lesson classes, (up 6 from last year) , and 48 adult softball teams. He had 2 more locations for the open playground program for a total of eight and there were over 100 kids registered for the playground party. Currently there are over 200 kids registered for the fall soccer program. The department is putting the final touches on the fall brochure and it will be in the residents homes the first week of September. Pam asked about the traveling playground program. She wanted to know what determines the location. Barry said he did not have a traveling program this year but added Sunset Oaks Park as a permanent location. He said last years attendance was a factor on site location. He said he did not know what he was going to do next year but would like to continue to put efforts in full- time sites rather than part-time. PARK UPDATE/OTHER OLD BUSINESS: Sunrise Park Irrigation System Update: Mike told the board that he and Barry were going to be meeting with Bob Rye from Toro about the irrigation system at Sunrise Park. He said he did 6 City of Lino Lakes Park Board Meeting August 4, 1997 receive a cost estimate from Toro for $4, 528 . 00 . This quote includes items that may or not be needed but can be returned at the end of the job. Barry explained he will not be using the softball or soccer fields in this park so the job can be completed before Sandburr Days the first weekend of September. Barry thanked the Park Board for allowing them to do this project . Paul asked about the sprinklers not being used in Sunrise earlier this summer. Mike said the department was short on staff this spring and the sprinklers at Sunrise Park and Rice Lake Elementary needed repair. They are now working. City Hall Park Update: Mike said he hopes the kids cubes will be done by the end of the week. The footings have been done for these cubes . The kids timbers will be put in place and backf it led. Lino Park: Barry said Matt Noren will be donating 4 pieces of equipment and completing his Eagle Scout project in Lino Park. Mike reviewed the approved plans from the September, 1996 Park Board meeting and measured the fall zones.. He feels the plans need to be changed because the project will go all the way to the building and there are underground electrical wires there. Mike has talked to Brian from Flannagans Sales about the plan change and Brian feels the new plan will work out . The equipment arrived on August 4 and Mike will meet with Matt on August 5 . In addition Mike said the existing timbers will be used in the new layout . Joe asked if the board needed to approve this change. Mike said he talked to Marty and he thought it would be fine. Joe said he thought if the equipment company was consulted and they are ok with the change, no action was needed. Paul said to congratulate Matt on his hard work. Shenandoah Park: Barry said he and Mike inspected this park and the backstop is not used. He said it is a new backstop and would like to remove it and place it in a more useable area. ,''N Joe asked the status of the Little League project in Sunrise Park. Barry said he has not heard from Pat Mahr. Paul said July is a busy month for Little League but hopefully Barry will be contacted in August. Barry asked if the board would like to have a pre-park meeting at Sunrise Park in September. Middle School Joint Use Agreement: Barry said the city is negotiating for joint use of the facilities . Lino Lakes will be doing some maintenance in exchange for the first right to use the indoor facilities and ballfields. There is a meeting scheduled for August 6, to hopefully finalize this agreement . Wenzel Farm Bridge: Kim asked about the status of the Wenzel Farm Bridge. Mike responded that Marty is working on this project and the association has a few items they would like to see addressed before giving the easement . They are signing of trails, a split rail fence at the south end of trail by the southern most townhome, street maintenance because of the increase traffic to maintain the trails, and insurance. Marty said the insurance issue is already taken care of . Birchwood Acres: Paul said we have had almost a full season of ^� usage on ballfields . He asked if there had been any complaints from the residents in this park about their field. Barry said he is usually the first to hear, but, he has not heard any complaints but has had a lot of thanks from the residents . Paul wanted to know if it was getting the projected usage. Barry did not know. Joe said he has seen a lot of foot and bike traffic. Minnesota Department of Natural Resources Trail Grant: The City of Lino Lakes received a letter stating the trail grant, Elm Street Regional Park Connection, that was submitted to the Minnesota Department of Natural Resources was approved. This grant was for $44, 728 . This will be reimbursed to the city on a matching basis. The grant has to be used by April 15, 2000 . Referendum Meeting: Paul asked about a referendum meeting. Barry said George asked him to see if members were available to meet on August 19 after 5 :30pm. Sharon was the only person that would be able to attend. The members asked if Barry would try to have the meeting on August 12, at the Park Building around 5 :30pm. Meeting was adjourned at 8 :20pm. 9 CIT OF IN KE Memorandum DATE: October 1, 1997 TO: Barry Bernstein FROM: Marty Asieson RE: Clearwater Creek Trail This is in reference to the trail segment along Otter Lake Road and south of LaCasse Drive in the Clearwater Creek Development.. The trail travels to the south end of the development following Otter Lake Road. In planning this park we had two trail concerns. Trail segment#45 and trail segment# 61 are depicted on page 6-19 of the Comprehensive Plan. Trail segment# 45 is intended to be located in a linear trail corridor that begins at Cedar Street and runs south following the edge of wetlands, drainage ways, and woodlots through the originally designated N-15 park, to the future location of 64th Street E, and ultimately connecting into the White Bear Township Trail System and Bald Eagle - Otter Lake Regional Park. As this development evolved, the trail became a reality on the west side of the development, fulfilling the needs of the bike route(trail segment# 61) as well. The City Council would like the Park Board to re-visit the section of this trail from LaCasse Drive to the south end of the development. There were a couple a couple of considerations given to the present trail location. First, since this trail was also part of the linear trail corridor concept in this area, consideration was given to trying to accomplish the corridor concept. That is, placement through woodlots, along wetlands etc., in order to make this a more recreational experience in the transportation issue. A problem occurred when faced with the exception to the south of LaCasse Drive. In order to place the trail in the dedicated trail property past this exception, we would have destroyed some very valuable oak trees, and come very close to �-. the back door of the house on this exception. Thus a compromise was made and an easement was obtained to go around this property on the new lots in Clearwater Creek Development. This was approved for platting purposes. The City Council however, noticed at easement approval time that the lots in this area are already at the minimum lot size, 10,800 square feet. The council wants the Park Board to reconsider this trail segment location. In my opinion, the trail will work fine if placed on the Otter Lake Road right-of-way. I think that when the development continues to the south in the future, that this trail should start to meander back to the original location of intent to the west (as well as continue the bike route trail along Otter Lake Road). There is a guarantee for a 10 acre park in this area somewhere that was given to the Park Board by Tony Emmerich. The continuance of both trail segments together does not accomplish the city trail needs. I think that as this trail section develops(trail segment#45) consideration should be given for accomplishing the edge effect of the original concept, and getting people to the park.. One further note; it may still be possible to obtain an easement for trail from Tony Emmerich to begin running the trail to the east along the south end of the development. I started talking to Mr. Emmerich about this idea last year. Since that time a house was built on the far side of this trail extension idea where Clearwater Creek Drive terminates. But again, as development occurs to the south, this might make it a bit easier to negotiate in the future. Please call with questions. The encroachment in the wetlands on the north side of the plan would need some approval from the Rice Creek Watershed District. This would have to be done if the trail cannot follow the property line in this area due to resident concerns. The trail through the woods on the south side in the regional park would take a high route and connect into the trail stubs coming off of Egret. The county regional trail would also take a high route and connect into this trail at a"Y". I have meet with Ron Cox, Nick Eloff, and Jeff Schoenbauer in the field and they are in concurrence with this plan. The discussions I have had with Jon VonDelinde and Ron Cox have indicated that we could just install this short trail segment and that no formal process would be needed. There has been some discussion about eliminating this trail segment through the woods. I believe there was some concern about the sliding hill to the east, and that the trail would cause problems here. This was when there was talk about pushing the trail towards the lake. The steep slopes in this area would make it very difficult to place the trail down below the slopes (out towards the lake), and bring it back up where you want this trail to terminate. It is for this reason that most probably the county trail will also be installed on top of the hill area as well. The placement of our trail near the lake would also be cost prohibitive. I think that if children are sliding on the hills in this area, a nice trail to get to and from the houses and the warming house would be beneficial. One further point; Ron Cox thought it would be all right to install an 8 foot wide trail in this area. The counties are shifting over to the Metropolitan Council's recommendation of 10 foot wide trails. Our standard has been the 8 foot wide trail. The decision to discontinue the contribution is ,..�, linked directly to the demise of the North Metro Recreation Commission. As you are aware, Lino Lakes elected not to join the work of the commission, but instead elected ADMINISTRATION to provide its own recreational program. In fairness to the five cities the school district serves, we volunteered to make an annual contribution to the commission and SUPERINTENDENT to the City of Lino Lakes. Also, in fairness, we cannot elect to continue our annual John 6 McClellan contribution to the City of Lino Lakes and neglect the other four cities; and the 780-7610 y g community education program can ill afford to make voluntary contributions to all five DIRECTOR OF cities.
