OPi City of Lino Lakes Park Board Meeting May 5, 1997 The May 5, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :33pm, by Chair, George Lindy, Roll call was taken, members present were George Lindy, Joe Schmidt, Betty Piper, Paul Montain, Pam Taschuk and Kim Sullivan. Absent was Sharon Lane. Also present were Barry Bernstein, Recreation Program Supervisor, Mary Fogarty, Mayor John Landers, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM THE MARCH 3, 1997 MEETING• Pam Taschuk made a motion, seconded by Paul Montain, to approve the March 3 , 1997 minutes . The minutes were approved. OPEN MIKE• There was no one present for open mike. BEHMS CEk=RY FARM - PARK DEDICATION: A memo from Mary Kay Wyland, Planning Coordinator, was included n in the Park Boards packets . The Behm' s Century Farms Preliminary Plat was approved by the City Council in November of 1995 with the recommendation from the Park Board that a cash dedication be required as a part of this development . Park land currently exists for a neighborhood park on Thomas Street and Laurie Avenue. Since the amendment to the 2nd Addition was fairly minor in adding seven (7) lots to that addition off a previously indicated roadway extension, staff determined that the previously approved cash dedication would be increased accordingly. This cash dedication will be collected when the development agreement is in place for the 2nd addition (some time in the immediate future) . The amount has not been calculated at this time. Gary Uhde was present to answer questions . George asked him about land delineation and if the city will be able to get into the park area. Gary said 120 acres has been delineated and he has been working with the Watershed District and they have agreed to allow the trail between the two cul-de-sacs . He will put as much of the trail on upland as possible. Gary then passed out a sketch plan for members to review. Mr. Uhde stated he will put a trail in-between 2 cul-de-sacs and another one at Lilac to Laurie . He plans to start grading this fall on Laurie so it will be a 1998 project and by June of 1998 there should be a blacktop street to the park and connecting the trails . 1 City of Lino Lakes Park Board Meeting May 5, 1997 George requested that Sandie denote these trails so the transportation trail on Lilac and Laurie can be placed on the paving priority list . He said maybe the city could budget for these trails and have them paved at the same time Gary paves the streets . Gary said he was willing to work with the city. Barry said he will look into this . There was also discussion on the number of homes that will be going into the development (not to exceed 200 homes) , the placement of a culvert to cross the stream (drainage area) . Gary said the culvert would be his responsibility to place. NORTH METRO RECREATION - UPDATE: Barry told the Park Board that he and Randy Schumacher have been meeting with the City of Circle Pines on entering into an agreement for recreational services . Some of the programs Lino Lakes will be offering Circle Pines is T-Ball, open playgrounds, and a few other programs North Metro Recreation was going to do for them. Barry also told the board that the two City Administrators will be discussing terms of the agreement . n Pam asked how long the agreement would be written for. Barry said it can be written for any amount of time, however, the Circle Pines Administrator is looking for a long term agreement . Paul asked if we entered into an agreement with Circle Pines if that meant North Metro would no longer exist . Barry said he thought the 1997 payments had been withheld by the three communities involved and if Circle Pines did come to Lino Lakes, North Metro would no longer be. He also said we should be proud that they are coming to us, we must be doing something right . Barry told the Park Board that he was going to the next Council Work Session to inform them about this issue. Joe said we should be very cautious about doing this . He said a long term agreement would not be in the best interest for Lino Lakes if we are not compensated. He asked about facility usage and additional office and program staff . Joe said it is important to look at the overall picture. .� Barry will bring this back to the Park Board when he has more information. 2 City of Lino Lakes Park Board Meeting May 5, 1997 ANOKA ELECTRIC EASEMENT: Barry explained that Anoka Electric would like to install an underground power source through the park in West Oaks (see map, filed in minutes book, that was included in the members packets . ) If this was allowed it would attach a dead end of their present underground network. George told the board that the city does not plan to do anything with this park because there is so much wetland in this area. He said it would be more cost effective for Anoka Electric to cross this small parcel of wetland with an underground power line, than going down Bald Eagle Boulevard. Paul asked if there would be compensation for this easement . George said he and Randy talked about this and maybe the city could get Anoka Electric to do an in-kind project (ie. light a ballfield) instead of money. Paul said the city should make sure it is well understood what the compensation is . The Park Board went on record to say they are in favor of working with Anoka Electric as long as AEC agrees to restore the wetland. We should also maximize our return on this project. RECREATION UPDATE: Safety Camp: Barry showed a video of the 1996 Safety Camp. Betty asked when Safety Camp was in 1997 . Barry said August 7, 1997 from 7 :30am - 6 : OOpm. Field Reservations: Barry explained that Paul had called him about the reservation process . He told the board what fields are used by what organizations . He explained the department does not take reservations for the 7 fields used by the associations for softball . He said the department schedules 5 fields for adult softball and all the soccer fields . Barry told the Park Board what the reservation policy is and explained why only three reservations are allowed on the books at one time . George asked about practices being canceled if a game is scheduled for the field. Barry said we rely on the association to let us know what the game schedules are. However, if there happens to be a rain-out, a game may be rescheduled and they would 3 City of Lino Lakes Park Board Meeting May 5, 1997 not let us know. George asked if games take precedents . Barry said yes . Joe asked if a Lino Lakes resident could bump an individual from another city when scheduling a practice. Barry said reservation are done on a first come first serve basis . A Circle Pines resident may play on a Lino Lakes team so this is a very difficult situation. Pam asked if Barry how the participant numbers look for 1997 compared to 1996 . Barry said there are about 1500 participants this year. Paul said 5 years ago there were approximately 1100 . Paul asked about the school district owning land in Pheasant Hills (ECFE site) , and if temporary fields could be put on this land. He said the area could be seeded and maintained and used for ballfields at very little cost . George said he has spoken to John McClellan about this and asked him to show us a potential site plan. Then if the city had a plan and did develop some of the land, construction would not affect what improvements the city did. George said he would talk to Marty and see what the status was on this project . Paul said maybe the associations would help develop fields for ball or soccer. Barry commented that this would alleviate stress on the younger participants . PARK UPDATE• City Hall Park: Barry discussed two options for placement of the playground for City Hall Park. Barry explained that Option A would require alot of time to complete because of the amount of prep work that would be need to be done. There is a large slope that will have to be eliminated and a lot of fill required. Option B is a new site proposal . Equipment has been separated and little site prep would need to be done on this proposal . There will be a 8-10' rink access trail close to the east ballfield. Screening may have to be put up. City staff will be able to construct this option. 4 City of Lino Lakes Park Board Meeting May 5, 1997 George asked about fly balls coming from the ballfield into the park. Barry said this would happen very little because the field is used by 6-8 year olds, not adults . Pam asked if the pleasure rink would lose space in either plan during the winter. Barry responded no it would not be affected. Kim asked how many spaces would be lost in the commuter lot with Plan B. Barry said we would lose about 6' or 1 parking space. There was discussion about putting in a post or gate in the summer to deter motorized traffic . Joe asked if there were still neighborhood people interested in doing this project . Barry said we have been contacted by residents and they are still interested. Joe suggested the residents be contacted with a tentative date so they can get prepared. MOTION: Paul Montain made a motion to accept Option B with minimal grading and proceed at great speed. Kim seconded the motion with the addition that a post or a gate be put in to stop traffic from driving on the trail . Motion passed unanimously. George told Barry to thank Mike for getting this site plan done so quickly. He also told Barry that city staff should do the preparation work. Rice Lake Estates Park: Barry talked to Dave Phipps and the City of Circle Pines does not feel this is a top priority project for them. Dave did not offer suggestions to get his council to take action on this park. Joe asked if there would be any benefit to the City of Circle Pines, recreational usage, if this park was completed. Barry said absolutely and that was something that could be negotiated. Paul suggested George draft a letter to Circle Pines City Council . George said he and Barry will draft a letter to set-up a meeting to address this issue. Other Park Updates: Joe asked if the City was going to get land to the south of the Park and Recreation Building. Barry said yes . 5 City of Lino Lakes Park Board Meeting May 5, 1997 Joe was out and looked at a few of the parks recently and he noticed problems at some of the parks . He reported the big Oak tree, on right side of driveway, in Shenandoah Park has a large branch hanging from it . Barry will have crews check this . He asked about the ballfields in this park and asked if there was a way he could clean-up the back area. Barry said the area is usually wet and hard to mow with the equipment we have . He also asked about the playground equipment in this park. Barry said the equipment is in bad shape and it needs to be removed or retrofitted. Barry talked about retrofitting and the problems there might be in doing this . Joe then asked about the entrance road into Country Lakes Park. He is concerned about people driving around the gate and going into the park. Barry said this will be taken care of this summer. He realizes that alot of that traffic is done by city staff . Mr. Schmidt said there is a Birch tree by the entrance that is dead and needs to be removed. Paul asked about the irrigation system at Sunrise Park. Barry anticipates doing this in the fall after summer softball leagues are done. Joe asked what happened to the land at the church on County Road J. George reminded him that the Park Board decided not to enter into an agreement for this property because there is no benefit to the City doing so. Paul asked what the status was of Birchwood Park. George said no one has brought anything to the Park Board so no action will be taken. WENZEL FARMS EASEMENT• Barry said Randy Schumacher and John Powell, TKDA are working on securing the easement from the Townhome Association. The planks have to be engineered so the bridge can be brought in. Kim asked if the boardwalk was going to cover the whole southwest ..r-� side of the trail . Barry said the boardwalk will be placed 100- 200' away from the furthest southern townhouse. 6 City of Lino Lakes Park Board Meeting May 5, 1997 OTHER OLD BUSINESS: Middle School Fields Update: Barry said he anticipates taking over the fields in July. He hopes to be able to use them in August for fall leagues . He wants to use one of the gyms and in turn will do the maintenance on the fields . He explained what facilities the city will be able to use. Joe asked how the after school activities will affect the city using the fields . He said there is a big difference between a middle school and jr. high school and sees their activities going further into the evenings. Barry said this is something that will have to be looked at . Kim asked about no parking signs on Elm Street . Barry said the Police Department would have to be contacted about this . Friends of the Park Update: Barry reported the Golf Tournament committee has not met for a couple of weeks because they are waiting for the brochure to be done. He hopes they will be in by Tuesday, May 6, stuffed and out of the office yet this week. Joe asked if hole sponsors were still needed. Barry gave them information about this . Referendum: Paul was concerned about the timing for doing a referendum. George said this is on hold for various reasons . Mr. Lindy said he met with a land developer that advised him to look in another area for the athletic complex because of the cost of property in a potentially sewered area. He does not see the perceived value of this piece of property going down. Joe asked what property would be available north of Centerville. George said there might be less useable residential land along 20th Avenue . Paul said there should be land on both sides of the freeway. NEW BUSINESS• YMCA Proposal• George asked if anyone on the board had gotten a survey in the mail . Barry reviewed this item and answered members questions . 7 City of Lino Lakes Park Board Meeting May 5, 1997 Kim asked how involved the Park Department is on the planning of the town center. It was reported that Betty is on the committee as the Park Board representative. Kim stated that she hopes the department is included in the planning process . She said it is very important that they be kept in the loop. Commercial Park Dedication Formula: Paul asked what the Park Dedication formula was for commercial property. He had seen something about a project in the Planning and Zoning minutes and wanted to know if the Park Department gets the dedicated dollars from that . Barry was not sure what the formula was but will check into it and get back to the Park Board. NEXT MEETING• The next meeting is scheduled for June 2, 1997, 6 :30pm, at City Hall . Our attorney has made several suggested changes to the proposed lease. Please review them and let me know if there are any objections to the suggested changes. I believe that the major issue is making sure that we are in agreement as to the final site plan and area to be constructed. It is our understanding that n the gazebo and overlook that was in the plan, off the end of the cul-de-sac on Egret Lane, has been deleted and no connecting trail will be developed through that woods area. It is also our understanding that the trail between Baldwin Park and the proposed playground site has been shifted to the edge of the wetlands to maximize the distance between our residential wea and the trail . I would, therefore, appreciate a copy of the revised site plan so we can con- firm our understanding and determine if there are any other issues. Once we have the final language agreed on and the final site plan, I would be happy to forward this to our Council for action. If you have any questions, please feel free to contact me. Phipps Printed on Recycled Paper CIRCLE PINES PARR PROPERTY LEASE THIS LEASE MADE and entered into this day of 19 , by and between the City of Circle Pines , a municipal corporation, hereinafter called "Circle Pines " , and the City of Lino Lakes, a municipal corporation, hereinafter called "Lino Lakes" . 1 . PREMISES DEMISED. That in consideration of the covenants and agreements hereinafter mentioned to be performed by the respective parties hereto, and in payment of rental hereinafter designated to be made by Lino Lakes in accordance with the provisions under this lease, Circle Pines has by these presents let, leased, rented and demised unto Lino Lakes, its successors and assigns, and Lino Lakes takes and hires from Circle Pines, those certain premises consisting of real property described as follows: See Exhibit A attached hereto and made a part hereof for a map indicating the location of the demised premises . ASSIGNMENT AND SUBLETTING. DEFAULT. If Lino Lakes shall fail to pay any yearly installment of rent, or other charges as herein provided although no legal or formal demand has been made therefor, or shall violate or fail to perform any of the other conditions, covenants or agreements herein made by Lino Lakes, Circle Pines may, thirty (30) days after written notice thereof to Lino Lakes by Circle Pines, at the option of Circle Pines, terminate this lease and said notice shall operate as a notice to Lino Lakes to quit (any further notice to quit, or of Circle Pines 's intention to re-enter being hereby expressly waived) and Circle Pines may proceed to recover possession under and by virtue of the provi- sions of the laws of the state. If Circle Pines elects to terminate this lease, all obligations herein contained on the part of Circle Pines to be done and performed shall cease, but without prejudice to the right of Circle Pines to recover from Lino Lakes all past or future rentals and damages . Should this lease be terminated before the expiration of the term of this i -4- lease by reason of Lino Lakes 's default as hereinabove provided, or if Lino Lakes shall abandon or vacate the demised premises before the expiration or termination of the term of this lease, Circle Pines may accelerate Lino Lakes ' s entire rental obligation hereunder, including rent, and upon notice thereof the entire rent and taxes due for the balance of the term hereof shall immediately become due and payable. The demised premises may be relet by Circle Pines for such rent and upon such terms as are not unreasonable under the circumstances and Lino Lakes shall be liable for all damages sustained by Circle Pines , including, without limitation, deficiency in rent, reasonable attorneys ' fees , and expenses of placing the demised premises in first class rentable condition and expenses of renting same including, but not limited to, the payment of brokerage fees, Lino Lakes allowances or any other Lino Lakes inducement. The provisions contained in this paragraph shall be in addition to and shall not prevent the enforcement of any claim Circle Pines may have against Lino Lakes for anticipatory breach of the unexpired term of this lease. Any and all attorneys ' fees and costs of collection incurred by Circle Pines in the enforcement of the terms or provisions of this lease shall be payable by Lino Lakes in the event of any default, and the amount of such costs shall be deemed additional rental and shall, upon notice by Circle Pines given at any time prior to and including the service of notice of any legal action, be immediately due -5- hereunder. In the event Circle Pines shall commence legal action, or any unlawful detainer proceeding or other summary proceeding for collection of rent due hereunder, said additional rent shall be deemed a past due obligation to pay rent in connection with said proceeding. Lino Lakes hereby waives any right of offset, counterclaim or any other claim in any such proceeding. Circle Pines shall have a right to commence one or more actions to enforce the terms of this section and the commencement and prosecution of one action shall not be deemed a waiver of an estoppel from commencing one or more actions from time to time in the future. All rights and remedies of Circle Pines under this lease shall be cumulative and shall not be exclusive of any other rights and remedies provided to Circle Pines under applicable law. 12 . WAIVER. If, under the provisions hereof, Circle Pines shall institute proceedings and a compromise or settlement thereof shall be made, the same shall not constitute a waiver of any covenant herein contained nor of any of Circle Pines 's rights hereunder. No waiver by Circle Pines of any breach of any covenant, condition or agreement herein contained shall operate as a waiver of such covenant, condition, or agreement itself, or of any subsequent breach thereof. HOLDING OVER. In the event Lino Lakes continues to occupy the premises after the last day of the term herein created, and Circle Pines elects to accept rent thereafter, a i tenancy from year-to-year only shall be created. 14 . CIRCLE PINES ' S COVENANT OF TITLE AND QUIET ENJOYMENT. Circle Pines covenants and warrants that Circle Pines nrl-has-ge©d--title Q- ecumbrances-I and that at all times when Lino Lakes is not in default under the terms and conditions of this lease, Lino Lakes 's quiet and peaceable enjoyment of the demised premises shall not be disturbed or interfered with by anyone. 15 . NOTICE. Roll call was taken, members present were Betty Piper, Amy Donlin, Paul Montain, George Lindy, Chair, Sharon Lane, Pam Taschuk, and Joe Schmidt . Also present were Marty Asleson, Park, Recreation, and Forestry Coordinator, Barry Bernstein, Recreation Program Supervisor, and Sandie Wood, Recording Secretary. APPROVAL OF SEPTEMBER 4, 1996 MINUTES: Minutes were not done for the this meeting so they will be brought to the November 4, 1996 meeting. OPEN MIRE• Laurie Mazanec, 652 River Birch Place, came before the Park Board to discuss the petitions that have been done for the Birchwood Acres/Park Grove Park. Laurie told the Park Board that these petitions will be taken to the City Council for their consideration. After the Park Board meeting Laurie sent George a copy of her presentation. This has been included in the minutes book in the Park and Recreation Office. George told the residents that the board would take their time and look at the petitions combine them with their thoughts from the survey that has been completed. RICE LAKE ESTATES MASTERPLAN: Marty said the concept sketches for the joint-use park were presented to the Rice Lake Estates and Baldwin Park neighborhoods in August. Jason Anberg from Brauer and Associates was present to discuss the plan. The primary entrance is located in the northeast corner of the property off Sandhill Drive. He said the playground equipment has been changed to 10+ age appropriate equipment. Seating areas have also been included in the plan 1 City of Lino Lakes Park Board Meeting October 7, 1996 along with landscape enhancements which will be continuous throughout the park. The court area is comprised of a tennis court and a basketball court. They have been moved to a north south fashion. The trail follows the western edge of wetlands to the connection to Baldwin Park. If you go east on the trail it leads to Egret Lane. The trail has no dead-ends on this plan. The overlook and observation center has been deleted from the plan. Ed Sparr, 308 Baldwin Drive said he is opposed to the trail behind his house. He is concerned about people cutting through his property because there is no access point into the basketball/tennis court area of the park. He asked where the people were supposed to park because he did not see a parking lot in that area. Jason responded that parking was not needed for this park. Marty said maybe the trail could be moved out more and screening could be put up. Pam said the tennis courts and basketball courts are not programmed and it would be used mostly by residents that reside in that area. Ed responded that these courts were not needed in this area. Bob Johnson, 313 Baldwin Drive, had some of the same complaints as Mr. Sparr. He wants the trail kept away from the property lines and away from the tree areas . His wife will not walk on trails that are in treed areas . He said the tennis court and basketball court will be maintained by Lino Lakes and this should be put in writing. He feels there isn' t a need for the courts in Circle Pines and they should be put in Lino Lakes . George asked what the distance was from the courts to the owners lots . Jason responded approximately 150-1581 . George said we need to work with Circle Pines to come up with something that is acceptable to everyone . George said Marty will need to look at these issues and work with Circle Pines Park Department . Marty said he will be meeting with the Circle Pines Park Board and these items will be addressed with them. Lisa Giebink, 6676 Sandhill Drive, was very excited about the park and trail system. She wants to be pro-active for the 16 kids in this area ranging from 12 months to 8 years old. George said if no parking signs were put up they would have an affect on the residents as well as park users . No one would be able to park on the streets . Pam asked if she was more concerned about parking or the traffic problem. Lisa was more concerned about the traffic and the kids playing in the street . John Tennesson, 126 Egret, said he was encouraged about getting the park because this will help get the kids off the street . He was also encouraged about the loop trail . He said behind the trees in the Baldwin Park area there is a path and there has been a problem with motorized vehicles in this area. They have had to call the police on different occasions . He thanked Marty for his efforts and hard work he has put in on this park over the years . Marty said "No snowmobiling signs" have been posted in this park. Hopefully this will help take care of some of the problems . Marty recommended this plan be taken to the Circle Pines Park Board to workout some of the problems . George said we have to be sensitive to the residents needs when putting together this project . Marty thanked Jason and asked him if he would take this back to George Wattson. Jason responded yes . SHOREVIEW COVENANT CHURCH: Marty asked the members to refer to the history from the last Park Board meeting on back-history. This history refers to the needs for open-space and the search for this land in the south Baldwin Lake Area. The outcome from this meeting was the Park Board would not consider leasing property with no buy-out at the end, and that there was no money to lease land at the churche' s offer anyway. The church has asked the City of Lino Lakes to consider their attached proposal . This proposal involves the pledging of $37, 500 dollars from deferred wac and sac to be used for the future acquisition of park land. 3 City of Lino Lakes Park Board Meeting March 3, 1997 the fields on the other section of land because we use the current space for soccer. There is a lack of parking at the building also. Joe asked if the parking lot could be expanded around the building. Marty said he thought so. Marty also felt it would be inexpensive to put a couple of small infields in. He said it gets expensive when you start putting backstops in. Pam asked if the park could be master planned even though all the condos have not been built . Marty said it was up to the Park Board but they usually wait for at least 50 percent completion of a project before master planning. Pam said people in the Marshan Park area are also looking for a structure in the park. PARK UPDATE• Rice Lake Estates: Marty met with Dave Phipps, Park Director, Circle Pines and Mike Hovey from the DNR on trail issues . Marty said he would like to contact Kate Drewry for a permit to fill that amount in that area. He wants to get a letter of intention to ,Sign the agreement for leasing the property with any contingencies they might want to put on it . He referenced putting a fence on Lot 9 as an example. He said he can not go any further until Circle Pines makes a decision. Marty will bring it to the Park Board and then the City Council when he gets it. Joe asked if there were plans to build a shopping center in this area. Marty did not know. Paul asked what the delay was with Circle Pines. Marty said they have not had a quorum at the last three Park Board meetings. Marshan Park: This park was discussed under the Recreation Update section. Wenzel Farm Bridge: The planks are being fabricated. Dave Lichtsheidl has been working on the rails and the materials will cost about $600 . They will be built according to code. Middle School Agreement: Marty, Barry and Randy Schumacher met with John McClellan about entering into an agreement like the one Lino Lakes has for Rice Lake Elementary School . Marty thought the results were encouraging. He said we will have more outdoor usage and exclusive use of 1 gym 5-6 days a week after 6pm. We will not be able to use the fields until this fall, however. Matt Koren Project: Marty reported that Matt has raised about $1200 for his Lino Park project . He may be at the next meeting to give an update and request additional dollars . 4 City of Lino Lakes Park Board Meeting February 3, 1997 RECREATION UPDATE• Barry said programs are going ok. He said program registration is up. The spring brochure will be going out the first week of march. He said he has made some program changes, additions, and improvements . Marty said he will have something in the brochure on Creating Community each month. He said he had been contacted by LuAnn Snell who would like to do a Miss Minnesota Pageant in Lino Lakes . She would also like to do a Jr. Miss Minnesota Pageant in the future . Barry said gym space is becoming less available. We are getting bumped more often because the school has more requests for school function programs . Joe Schmidt said we should be talking to the people at St . Joe' s Church. Marty has set-up a meeting with Darlene. We may have to retrofit the gym, but that would be cheaper than building a new one. Marty, Randy Schumacher, and Barry were going to be meeting with John McClennan to discuss using the new middle school facilities . PARR UPDATE• Rice Lake Estates Trail: This is on the Circle Pines Park Board Agenda for discussion. George asked if the two people were still upset about this . Marty said yes . George suggested that after the two lots are sold maybe the City of Lino Lakes could do some planting in the area. OTHER OLD BUSINESS• Anoka County Regional Park Land Usage: Paul said he has met with Representative Doug Swenson about land usage in the Anoka County Regional Park. Doug said this is a legislative issue that he is willing to help the city with. He would have to draft legislation that would tell the Metropolitan Council what can be done with park land use. Paul said he will continue to stay in contact with Representative Swenson and keep in touch with Marty. Baldwin Lake Court Canoe Launch: Marty said this project is still moving forward and included a letter from Paul Howard in the packets . He will be meeting with Mr. Howard in the next 4 City of Lino Lakes Park Board Meeting November 4, 1996 wanted to know if the Park Board could use that money. Marty said the City Council will hear requests on a per issue basis . Barry was asked if he loses money in the winter. Barry said we do O.K. but generally do not lose money. He feel he would make more money if he had facility space. George asked about the playground program. He wanted to know why there was a loss for that program. Barry said we served over 2800 kids in the 1996 summer playground program. That is a cost of $6 .50/child. The funds come from the general revenue fund. George said Barry does a great job. Barry thanked the Park Board for letting him come before them to give this report . FRIENDS OF THE PARK UPDATE: Marty reported that there had not been a Friends of the Park meeting since the last Park Board meeting. However, they are going to apply again for a Target Grant . PARK UPDATE: Country Lakes Park: Joe said this is a very beautiful park now and people should use it . Marty said he has heard from residents that it looks good but when are they going to get more amenities in the park. Trail Paving: Marty said there is a contract bid that is tied into the Clearwater Creek project. Weather is not cooperating to enable us to get this done at present . He said staff is getting ready for winter and doing things to prepare for this . I .e . : blowing water lines out, finishing the berm in Birchwood, etc . Shoreview Covenant Church: Marty reported the City Council said no to the Park Boards recommendation and no to the lease and Sac and Wac charges . Rice Creek Estates : The master plan has been approved by both ✓� the Circle Pines and Lino Lakes boards . Marty said it is going to the Circle Pines Park Board meeting in November. Marty has met with Dave Phipps on this park. He has also been meeting with residents. Mr. Ed Sparr is not satisfied with the 6 City of Lino Lakes Park Board Meeting November 4, 1996 plan. Nothing is acceptable to his needs as of now. He has been asked to think more about this . Shenandoah Park: Joe wanted to know what is happening in this park. Marty said they are retrofitting playground equipment in this park. Joe was concerned about safety. Marty said if there is a hazard the equipment is removed from the park. Miscellaneous : Joe asked if there were any more problems with vandalism at Sunrise Park. Marty said the biff screen has been vandalized. Marty said there was also a problem at Country Lakes Park and Wenzel Farms Park. He said when this happens we need to deal with it immediately. Agenda Items Time Limits: Sharon asked if the Park Board could consider a time limit on agenda items so too much time is not spent on an agenda item. She recommended that guidelines be created and discussed at another n meeting. Sandie told the board of her past experience on how things are done at the Minnesota Legislature. She felt it is not unreasonable to put a time limit for pro/con/board discussion on agenda items . Mayor said the chair should ask people if they have anything new to add, to please state fact and get on with the item. He felt it was time to put this item to rest . George said he would meeting with Marty and Sandie to discuss this issue and set procedure to discuss at the next meeting. NORTH METRO CONSOLIDATION UPDATE: Marty said he and Barry were invited to a meeting with the North Metro Communities on October 8th. Previously, he was asked to respond to the question that were raised in the request for partnership. The answers are included in the member' s packets . He said the answers are based on his own subjective reasoning and staff feedback. He asked for feedback from the board. The next scheduled meeting with Circle Pines, Lexington, and Centerville is on November 21 . Just thought I would let you know that the practice has been as follows: If a project involves a subdivision request, such as Northern Wholesale, Ad-Graphics, etc., as a part of the site plan review and minor subdivision request we require a park dedication fee to be collected at the time the building permit is issued. This amount of the dedication is outlined in the Park Dedication Ordinance and is based on the type of use and/or square footage. When there is no subdivision of the property involved, such as construction on an existing lot of record, we can not charge a park dedication fee according to State Statutes. Hopefully this will answer Paul's question if you haven't already.
