City of Lino Lakes Park Board Meeting March 3, 1997 The March 3, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :35pm, by Chair, George Lindy. Roll call was taken, members present were George Lindy, Paul Montain, Pam Taschuk, Sharon Lane, Joe Schmidt, and Amy Donlin. Also present were Marty Asleson, Park, Recreation, and Forestry Coordinator, Barry Bernstein, Recreation Program Supervisor, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM JANUARY 6 AND FEBRUARY 3, 1997 : Pam Taschuk made a motion to approve the January 6 and February 3 minutes . Sharon Lane seconded the motion and both sets of minutes were approved as written. OPEN MIKE- There was no one present for open mike. TRAILS UPDATE• Grant: Marty said he basically has the trail grant proposal for n Elm Street/Regional Park Connection completed. Simultaneously, Anoka County Parks is submitting a proposal for a trail from Aqua Lane, north around the west side of George Watch lake past the Town Center site to the Wargo Nature Center. Marty reported the City of Lino Lakes has passed a resolution of support, which he included in the packets, for the county trail, and Lino Lakes has asked them for a similar letter. Marty said he is concerned about the timing of the trail and maybe they could put gravel in for the time being. He is working on this with Dave Ahrens . Trail Map: Marty said Brian Bourassa has offered to make a trail map and he will be meeting with him in the near future . He then showed the board a copy of the Blaine map and said he would like the Lino Lakes map look similar to theirs . George said the Trail Committee is working on trying to set trail priorities . Paving Schedule: The paving schedule has been locked into the r-� paving subcontract agreement for 1996 and Dave Ahrens is submitting quotes for this year' s overlay projects . The additional trails have been included in the 1997 projects and we should be able to catch up. George asked of there is a specific 1 City of Liao Lakes Park Board Meeting March 3, 1997 time of year we can start so we don' t get caught like last year. Marty thought these trails should be done early in the year. Trails Update: Joe wanted to know if the Elm Street trail would go into Blaine. Marty said it would go to 109th Avenue and then down Sunset . He added that Blaine would bring their trail in from the other direction and then it would have to be decided how they would work them across the road. Marty talked about the 4-5 bridges in the city that are unpassable. He has been talking to Dave Ahrens about this . Then there was discussion about the City of Mounds View turning down a grant, for a pedestrian overpass across Highway 10, because they could not afford their matching funds . George talked about the Trail Committee priorities . Amy asked Marty what he thought was going to happen now that the housing development was put in where the tree farm was in Centerville. Marty said that development took a large chunk out of it and after that happened it was too late. He said he met with Carol Pelton about alternative routes that could be used. He also met with Centerville' s City Council and Park Board and needs to meet with them again to get an update on where they are at . Marty told the members he had attended a visioning meeting in Hugo and the number 1 topic, at his table, was trails . John VonDeLinde and Marty are meeting with Centerville' s City Administrator on March 4th to discuss trail connections . NORTH METRO RECREATION UPDATE: At the last meeting North Metro was going to do a survey to see what the average tax levy that cities were levying for recreation services, but they did not . Marty checked with the League of Minnesota Cities, Metropolitan Council and the State Tax Department and no one has any statistic data on this . We are at $20/household and they are at $5-$6/household. He said he is still looking at ways that something can come out of it . He also met with Dave Phipps, Park Director, and he asked what if Circle Pines came to the City of Lino Lakes and said we have a determined amount of money to spend can you run a summer playground program etc . Marty will be doing some comparisons on cost per program and administrative costs and see how the figures come out . Barry said he felt the other cities want to proceed with consolidation but just don' t have the money. George asked Barry if Lino is about $20 and North Metro is $5-$6 if they are 2 City of Lino Lakes Park Board Meeting March 3, 1997 to come into Lino' s programs, at that level, will we have to cut the quality of our programs to subsidies them. Barry responded that we will not run lower quality programs to allow them to participate. There was discussion on non-resident user fees . Paul wanted to know if Barry could determine what the non- resident user fee would be. Joe said non-resident fees will have to be communicated very well to the other communities . Sharon asked if the other cities are going to their City Councils for more money. Marty said he thought so. Marty said maybe there are grants available for the cities to apply for. RECREATION UPDATE: Barry went over the end of season report for the warminghouse shelters that was included in the packets . Country Lakes Park was not opened up this year because of the ice conditions . He added that participation levels were up this year. He said staff did an outstanding job this year. He said the March brochure went from 12 pages to 16 pages and should be in residents homes this week. Spring/summer registrations are coming in very consistently. Barry said we are getting alot of t-ball registrations . Barry said there are more softball teams registered now than there has been at this time in previous years . He has one spot left for a co-rec team in soccer three weeks before league is scheduled to start . Sharon asked about attendants at rinks and if it is worth spending the money when only 12 people are in attendance. Barry said that is a decision the Park Board is going to have to make but told him his concerns . Barry gave them the reason he always attempts to open the rinks but may close early. There was also discussion as to the hours at each rink. George wanted to know if Birch Park was programmed. Barry said no but there were some scheduled practices . Joe asked how much space is needed for t-ball . Paul asked if it is better to use the infield rather than the outfield. Barry said yes . There was discussion about the use of the fields at Rice Lake Elementary and Sunset Oaks . He said it was better to use Sunset Oaks Park than turn away 60 kids . Barry also explained the difference between our program and Little League' s program. Joe asked if there was room at the Park and Recreation Building for a couple of fields . Barry said maybe we could put 3 City of Lino Lakes Park Board Meeting ,.� March 3, 1997 the fields on the other section of land because we use the current space for soccer. There is a lack of parking at the building also. Joe asked if the parking lot could be expanded around the building. Marty said he thought so. Marty also felt it would be inexpensive to put a couple of small infields in. He said it gets expensive when you start putting backstops in. Pam asked if the park could be master planned even though all the condos have not been built . Marty said it was up to the Park Board but they usually wait for at least 50 percent completion of a project before master planning. Pam said people in the Marshan Park area are also looking for a structure in the park. PARK UPDATE- Rice Lake Estates: Marty met with Dave Phipps, Park Director, Circle Pines and Mike Hovey from the DNR on trail issues . Marty said he would like to contact Kate Drewry for a permit to fill that amount in that area. He wants to get a letter of intention to sign the agreement for leasing the property with any contingencies they might want to put on it . He referenced n putting a fence on Lot 9 as an example. He said he can not go any further until Circle Pines makes a decision. Marty will bring it to the Park Board and then the City Council when he gets it . Joe asked if there were plans to build a shopping center in this area. Marty did not know. Paul asked what the delay was with Circle Pines . Marty said they have not had a quorum at the last three Park Board meetings. Marshan Park: This park was discussed under the Recreation Update section. Wenzel Farm Bridge: The planks are being fabricated. Dave Lichtsheidl has been working on the rails and the materials will cost about $600 . They will be built according to code . Middle School Agreement: Marty, Barry and Randy Schumacher met with John McClellan about entering into an agreement like the one Lino Lakes has for Rice Lake Elementary School . Marty thought the results were encouraging. He said we will have more outdoor usage and exclusive use of 1 gym 5-6 days a week after 6pm. We will not be able to use the fields until this fall, however. Matt Noren Project: Marty reported that Matt has raised about $1200 for his Lino Park project . He may be at the next meeting to give an update and request additional dollars . 4 City of Lino Lakes Park Board Meeting March 3, 1997 FRIENDS OF THE PARK UPDATE: Barry reported the Friends Golfing event will be held on July 19 at Chomonix Golf Course. He said there is 10-12 people working on this event . If everything works out the Friends could do very well . Pam asked if there was a brochure. Barry said it should be done mid March and will be mailed to the Lino Lakes business and other people they are seeking for sponsors . Amy wanted to know how much it would cost to sponsor a hole. Barry said Betty was working on that and did not want to misquote the price. Joe asked if they lost alot of the 1996 sponsors . Barry said no . He said the next meeting is March 11 . Target Grant: Marty said he has not heard about the Target Grant but should in the near future . He is hopeful that we will get their support again this year. GOALS AND REFERENDUM UPDATE: George said the goals have been presented to the City Council and he and Marty will be going to the March 5 Council Work Session to discuss the referendum and see if they have council support . He asked the members to come to the work session if they are able. He said the board needs to come up with monetary figures for the athletic complex, trails, and neighborhood park completion. George would like this on the April Park Board agenda. Marty said alot of this has been done in the five year Capitol Improvement Plan he submitted this year. The figures are estimates but he feels comfortable with the Park Board firming up these figures . George said we need to come up with realistic improvements for the 18 neighborhood parks and what would be an appropriate figure for the referendum. Marty said his Capitol Improvement Plan figure is approximately $4 million. George feels that most CIP' s are not realistic. What we need to do is figure out what the formula will be, i .e. $/year/household/length of time. George also added that we need to look at what the survey indicated, get a figure so we can go to the council and show them what the needs are for land acquisition, neighborhood parks, and trails . The Park Board needs to give them a realistic figure of what the referendum amount should be. Pam said Prior Lake passed a referendum of $6 .50M and they have a population of approximately 20, 000 . George asked Marty if George Wattson is familiar with referendums or if there is someone available to get cost per household figures from so he will have something to take to the Council at the work session. George also said we will have to hire a consultant to help with the referendum process . 5 City of Lino Lakes Park Board Meeting �.., March 3, 1997 Marty thought we might need assistance from Brauer and Associates along with a consultant to help with the referendum. George then went around the table and had each member give their estimate of what the referendum figure should be . Paul' s estimate was $2 .5M + trails and seek ISTEA grants for additional funds, Pam said $4 .2M, Sharon said $5 .5M, George estimated $2 .5M and agreed with Paul' s estimate, Joe said $6 .5M and Amy said $5- 6M. Sharon thinks the City of Lino Lakes would be very surprised at how much support the residents will give. Amy said that people in Lino also want open space. OTHER OLD BUSINESS: Athletic Complex Grant: Marty said he has not done any work on this grant because he does not know what is happening. He said the $50, 000 grant is still available, however. NEW BUSINESS• Amy invited everyone to come to the final Environmental Affairs Committee seminar to be held on March 4, 6 :30pm, at the Wargo Nature Center. She said Bob and Dave Engstrom will be talking about alternative and open space zoning. NEXT MEETING• The next meeting is scheduled for April 7, 1997, 6 :30pm, at City Hall . A meeting was held between Circle Pines--and the City-ofLina Lakes. Circle_Pines-is interested in entering into an agreement for the City of Lino Lakes offering recreational services to the residents of-Circle-Pines. At thepresent time,the,Parks and-Recreation Department reserves all fields within Lino Lakes. The Centennial Little League receives five fields ( Sunrise#3 & #4, Rice Lake#1, Birch-Park arks Little League i s given a blanket reservation-for these fields. Lino Lakes Parks and Recreation Department reserves the other field in the City by reservation. The limited number of facilities has created a problem of overcrowding at some parks. The Park and Recreation Department is trying to eliminate congestion and assist you better by organizing a schedule from our office. The below listed coach/team has reserved the after mentioned park/ballfield for use during the times listed. If there is a question please contact the Lino Lakes Park and Recreation Department at 780-1885. A coach may place a reservation by calling the Lino Lakes Park and Recreation Department 780-1885, Monday-Friday 8am-5pm. A reservation may be made for three practices in advance. Practice limited to seventy-five minutes in length. The person/team who is in possession of this permit has use of the field during listed time! COACH/TEAM PARK/FIELD TIME DATE(s) ISSUED BY *Void if not signed GUIDELINES: DUE TO A SHORTAGE OF FIELDS YOU MUST HAVE THIS FORM WITH YOU ON THE FIELD TO SECURE YOUR FIELD RESERVATION! 2) Please be courteous to other coaches and players. If you anticipate using only half the field and another team shows up for a practice please share the other half of the field if possible. 3) No alcohol is permitted on any of the city parks or school Property. Also the Centennial School District has adopted a tobacco free policy. If found in violation you will not be permitted to use these facilities for the remainder of the year. 4) If a game is scheduled your practice will be canceled and rescheduled if possible. Games are scheduled when the field is game ready(groomed and foul lines prepared) or when soccer corner flags are in place. 5) Please try to keep our parks clean by being responsible for placing all trash and recyclable items in there respective containers. 6) All vehicles are prohibited in all parks. Park land currently exists for a neighborhood park on Thomas Street and Laurie Avenue. Since the amendment to the 2nd Addition was fairly minor in adding seven (7) lots to that addition off a previously indicated roadway extension, staff determined that the previously approved cash dedication would be increased accordingly. This cash dedication will be collected when the development agreement is in place for the 2nd Addition (some time in the immediate future). Stability, economic health, education, employment opportunities, and other . factors play important roles. But one of the greatest assets _ ; an active group of residents who work together to reduce onditions that are likely to bring on vandalism, drugs, burglary and other crime. _ One such active group is the Birch Park Neighborhood s. s Crime Watch Group. This group doesn't wait for ,x crime to happen in their neighborhood, they're taking the proactive approach. In addition to participating in National ' Night Out and sponsoring a Bicycle Safety Rodeo for the children in their neighborhood, this group has adopted their neighborhood park through the Lino Lakes Park and Recreation, Adopt-A-Park Program. Since they've adopted ; Is Your Dog License Current? this park, flowers have been planted, the park shelter has been painted, and they clean the park and neighborhood on i Earth Day. ! Lino Lakes does have a dog licensing ordinance.
