Please call Sandie at 780-1885, Ext . 176, if you cannot attend this meeting. 496 City of Lino Lakes Park Board Meeting January 6, 1997 The January 6, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :31pm, by Chair, George Lindy. Roll call was taken, members present were George Lindy, Betty Piper, Paul Montain, Pam Taschuk, Sharon Lane, Joe Schmidt and Amy Donlin. Also present were Marty Asleson, Park, Recreation, and Forestry Coordinator, Barry Bernstein, Recreation Program Supervisor, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM NOVEMBER 4 AND DECEMBER 2 : George corrected the last sentence of the first paragraph of the minutes under the Birchwood/Park Grove Petitions from . . .and that 51% petitions needed to be presented to have changes considered. It should have read . . .a dynamic plan, that recreation needs change over time, and that if residents want changes made they should come before the Park Board. Joe Schmidt made a motion to approve the November 4 minutes as corrected and the December 2 minutes . Betty Piper seconded the motion and they were approved unanimously. n OPEN MIKE: There was no one present for open mike. Referendum, Survey Follow-up, and Athletic Complex: Marty included a letter from Decision Resources concerning a proposal for referendum campaign consulting services . He brought this item forward for discussion as a follow-up to the Quality of Life Survey results . He thought Brauer and Associates and Decision Resources would assist the city in doing a referendum. He asked Decision Resources for an estimate. In comparing our potential referendum needs with other cities they have assisted, they suggested allocating an overall amount not to exceed $2 , 500 . 00 . Marty has sent information and aerial photos to Cordellia Pearson. He has also met with Council Person Sally Kuether about the athletic complex. George said the Park Board needs to get on a future work session agenda to discuss the athletic complex and Park Board goals to see how they tie in with what the city is doing with the city center project . John said the board needs to meet with the council to see what their feelings are on this issue because he 1 City of Lino Lakes Park Board Meeting January 6, 1997 did not want to speak for them. Marty said he will try to get George on the January 22 , 1997 work session agenda. Marty then talked about the Trust for Public Lands . He said they are a non-profit organization. They acquire land and then make a lease arrangement with the organization that wants the property. Marty said he has submitted a preliminary Outdoor Recreation Grant for $50, 000 . Pam asked Marty if he knows of any other municipality that has used The Trust for Public Land. Marty thought Chanhassen had. Amy asked how fast they move on a project . Marty thought they work very fast . Amy also asked when the 20% down payment would have to be paid. Marty thought maybe the $50, 000 grant could be used for the down payment . George said the Park Board needs to discuss this with the City Council and then actively pursue it . Paul offered a cautionary note to look very carefully at The Trust for Public Land. Maybe there is something or someone else that can be used. Marty suggested he invite them to a future Park Board meeting. Sharon said they are a non-profit organization and must meet requirements but did not know how strict the requirements were. NORTH METRO UPDATE: Marty included an article, in the members packets, that was published in the Quad Community Press . He also passed out demographic information and explained how he arrived with this information. (A copy is in the minutes file) . The next meeting will be January 16, 5 : OOpm, at Circle Pines City Hall . Joe asked if there was an added fee for non-residents to participate in a Lino Lakes program. Barry said no. Joe then asked why the other cities would pay $15/person to do a joint service with Lino Lakes . Marty said because the communities don' t feel they are getting what they want with North Metro Recreation. Paul asked if they were going to keep meeting indefinitely or set a deadline. Marty said the North Metro Consolidation Committee would like to have a decision made by April, 1997 . George asked, if when setting down with the other representatives, is there a consensus that they would like to increase their fiscal efforts as time goes by. Marty said yes . 2 City of Lino Lakes Park Board Meeting �..\ January 6, 1997 They were very surprised with the figures he came up with. He says the committee is sincere and coming to Lino Lakes in good faith. PARK BOARD GOALS TO CITY COUNCIL: After discussion it was decided that George would go to the January 22 , 1997, Work Session. He invited anyone from the Park Board to attend this meeting. The 1997 goals are set except the bridge in Wenzel Farms and the 1996 trail completion have been flip flopped. SENIOR HOUSING COTTAGES - OPEN SPACE: Marty explained that this item was looked at briefly at the September Park Board meeting. The board at that time thought this would be a good idea and to pursue it when the details were worked out . Council Member Neal has requested the board look at this in January. He included a map and letter from Mr. Terry Schmid of the Cottage Homesteads of Willow Ponds . Basically, Cottage Homesteads will deed this land to the city for the sum of $1 . 00 . From the original discussion of this site it was determined that the senior needed a small gathering spot for gardening, picnic tables, or other items . Marty thought this would suffice for these purposes and it has irrigation available. He said the criteria for a mini-park are marginal distance from a regional park, isolation by a busy road, and high density housing such as townhomes or senior cottage buildings . This area would meet all of these criteria. Marty said the options were to accept the transfer of land from the Cottage Homesteads of Willow Ponds for park purposes, refer back to staff for further review, or not accept this proposal . Marty recommend to accept the transfer of land from the Cottage Homesteads of Willow Ponds for park purposes . Mayor Landers wanted to know if there would be enough benefit to the City to take the land off the tax rolls . He also talked 3 City of Lino Lakes Park Board Meeting January 6, 1997 about the pond and said he did not want to take on the responsibility or liability. The Park Board talked about trails, who would use the park area, and the cost to develop this area. MOTION: Paul Montain made a motion not to accept the transfer of land from the Cottage Homesteads of Willow Ponds for park purposes . Pam seconded the motion and it passed unanimously. George asked Marty to explain to Andy Neal that the land would be available to the seniors and they would not be excluded from using it . The seniors should talk to the developer if the maintenance of grass becomes a problem. TRAILS UPDATE• Trails Update: Marty said he attended the Anoka County Trails Coordination meeting. Anoka County is taking a lead on this issue. They have applied for a $4 . 1 million grant through the Metropolitan Council to fund trails in the regional park. If this happens we will see trail connections into the park. Trail Committee Update: Marty reported that Brian Bourassa has joined -the committee because Jodi Budde has a health problem and is unable to stay on the committee. Brian has offered to do a trail map for the City of Lino Lakes . Marty included a copy of the December 3, 1996 minutes in the Park Board members packets . Marty is working on a $100, 000 trail grant along Elm Street . He explained that it is due March 1, 1997 . The mayor stated he thought the school was putting in the trail from Sunrise to Lake Drive. Marty said there was a portion that goes into the regional park that he is working on, so between the City and the school district it will be completed. Marty said there is also a section of the trail that is going north on Lake Drive. Amy asked how the residents reacted to the Marshan Trail change in the Comprehensive Plan. Marty said the residents were O.K. with it . She wanted to know how many residents were affected by this trail . Marty thought it affected Mr. Winge, Mr. Rehbein and one other resident . She thought letters should be sent to the 4 City of Lino Lakes Park Board Meeting January 6, 1997 other residents to let them know this trail was going to be going through their front yard. . Marty said he would look into this matter. Marty went on to say he has been appointed to the Hugo Comprehensive Plan Committee and attended a meeting in Hugo. He said the greenway issue was brought up at that meeting. The next Trails Committee meeting is January 28, 1997, 6 : 30pm, at the Park and Recreation Building. PARK UPDATE- Marty reported that staff is trying to maintain the rinks, but, the weather is making it very difficult . Staff is also plowing trails . Sharon asked if we do the trails by the school . Marty said we do the walking trails . We have had so much snow this year we are running out of room to put it . He added the City is working with Supt . John McClellan on a usage agreement, for the new middle school, similar to the agreement we have at Rice Lake Elementary. RECREATION UPDATE: Barry said North Metro and Lino Lakes Park and Recreation Department is joining efforts to have programs on days school is out . There has been two ski trips planned. The first trip, to Wild Mountain, was very successful . The warminghouse shelters opened as of December 23 . He feels he has very good staff this year. He said the weather has been a factor in the attendance at the rinks . In regards to indoor gym space, Barry said the adult basketball league is up four teams this year, and the volleyball league is up 5 teams . He had to beg the high school for an additional gym. He went on to say that there are several other winter programs starting this Saturday. Some of the classes are, Snack and Skate, Hockey Skill Development, Basket Have a Ball, aerobics and Tai Chi . Member Taschuk asked what the "Hotline" number is . Barry explained what the "Hotline" is and gave them the phone number. 5 City of Lino Lakes Park Board Meeting ,..` January 6, 1997 Barry and Marty then talked about being bumped at Rice Lake Elementary and what happens when we lose the space. Open Volleyball attendance is down this year and it might be caused by getting bumped so many times on Friday evenings . Marty said we are trying to get exclusive use for one gym at the new middle school . Pam asked if we would be able to use space at St . Joe' s Church. Marty said he has not talked to anyone about this, but, there might be a fee if we did this . Marty said the Lino Lakes Holiday Lighting Contest was a huge success . Council Person Neal suggested this program, the Park and Recreation Department put it together, and staff people at City Hall judged the contest . We received donations, for prizes, from Northern States Power, Minnegasco, Anoka Electric and the Lino Lakes Park and Recreation Department . Five people participated and five prizes were awarded. We hope to have an article in the Quad and we will put something on cable about this program. Barry said he would like to have this again next year. OLD BUSINESS: There was no old business . NEW BUSINESS• Amy invited everyone to the next Environment Committee meeting on January 9, 1997 at 6 :30pm. Topic is New Zoning Options . MEMBERS TERM EXTENSIONS (AMY AND PAM) : Pam and Amy' s terms have been extended to March 31, 1997 . Meeting was adjourned at 8 : 18pm. 6 4486 City of Lino Lakes Park Board Meeting -,-*N February 3 , 1997 The February 3, 1997, City of Lino Lakes Park Board meeting was called to order at 6 :33pm, by Joe Schmidt, Acting Chair. Roll call was taken, members present were Betty Piper, Paul Montain, Pam Taschuk, Joe Schmidt, Sharon Lane and George Lindy. Amy Donlin was absent . Others present were Marty Asleson, Park, Recreation, and Forestry Coordinator, Barry Bernstein, Recreation Program Supervisor, and Sandie Wood, Recording Secretary. APPROVAL OF MINUTES FROM JANUARY 6, 1997 : The minutes from this meeting were deferred because they were not done in time for the members to review, prior to meeting. OPEN MIRE- There was no one present for open mike. NORTH METRO RECREATION UPDATE: Marty reminded the board about the figures and graphs they had reviewed at the January Park Board meeting. He said the fiscal effort discrepancy keeps coming up at the meetings as well as ideas of how we can make the partnership work. He said Mary Sarrion, from North Metro volunteered to run a survey to other cities asking for comparison figures on the fiscal effort question. This should be good information on both sides, and particularly good information that North Metro communities can take back to their elected officials . He asked the Park Board members if they had any ideas on how we can make things work, to please share them. Marty included the minutes from the January 16, 1997 partnership meeting in the packets. Sharon said she had attended the last partnership meeting and they keep coming back to the disparity issue. She said the cities will have to go to their councils for additional money. Joe wanted to know how many meetings had taken place so far. Marty thought they had met 2-4 times and they were shooting for an April deadline, but, he did not know if they would be able to meet that. Betty said maybe Marty should show future revenues in his presentation. Sharon said Marty is doing a good job of looking out for Lino Lakes best interest while working on this . 1 City of Lino Lakes Park Board Meeting February 3, 1997 Barry said in the past we were able to get about 40-60 kids to participate in a schools out event. When he joined forces with North Metro, for a ski trip, there were well over 100 kids that participated. He feels this indicates that by combining the two agencies more kids will be serviced. Marty said there are concerns about support staff, as well as other issues . He said the Park Board will have to review the data and make a recommendation to the City Council . He hopes this will work out . PARK BOARD GOALS UPDATE: Marty read the memo that he wrote on this issue . He attached a copy of the goals that George Lindy presented to the City Council at the work session on January 22 . Marty pointed out that there was very little money left after accounting for past and future commitments . The council would like to bring this issue to the next council work session. Marty said Brian Wessel, Economic Development Director, will be there to add to the discussion of funding issues in relation to the global picture in the city. George said the board was up on what the goals are for 1997 and the only item that needed to be discussed would be number 6, referendum process to fund trails, neighborhood park development and the A-3 outdoor recreation complex. He thought the City Council was favorable- to a referendum process . They feel it is the only way things are going to get going. He thought it would be a stand alone referendum and would have nothing to do with the Town Center process or other fundraising project. This will be on the work session agenda for February 19, 1997 . Marty hopes all Park Board members will be able to attend this meeting. There was discussion on the referendum process and what needs to take place. It was suggested to use a portion of the $35, 000 to educate residents and do a referendum. Marty would also bring in professionals to help with the process . Paul asked George if he had any idea of a dollar amount needed for the three item package. George asked if the other members had any idea of what the three items would cost. 2 City of Lino Lakes Park Board Meeting February 3 , 1997 There was discussion on the athletic complex. It was felt that it would take at least 1/2 million dollars to procure the land. It may be necessary to go to an area that may never have sewer and water, therefore, the land may not be perceived as high in value. TRAIL COMMITTEE AND GRANTS UPDATE: Marty gave the committee members copies of the Trails Committee minutes from January 28, 1997 . Marty said the committee is looking at a 3-5 year implementation plan for some of the main trail corridors that are becoming more necessary for people to get around. George said the committee is trying to list their priorities . They are a North/South link, (49 Lake Drive) , a East/West link finishing Birch Street, a East/West link that would hook up with Aqua Lane and Elm Street, and the new Town Center. Sharon said it should be kept in mind that staff will be needed to maintain all the items that are being put in. George said things can not just be funded, put in, and then be done with them, maintenance is an issue. It will have to be looked at, long term, so they are maintained. Marty said the first seal coating of trails is scheduled to take place this year. Marty said he is still working on two grants . The City got an addendum to the bids for the Elm Street Project . The price for bituminous and gravel came in at . 67 or . 76 cents per square foot . Marty did an overhead presentation and showed where the Elm Street Trail will go. He showed an access area into the park that is not covered by the trail bid. He showed the trails that were to be done in 1996, but ran out of time to do them. Sharon asked if we just had the land for these trails . Marty said they have been graveled and we need to pave them. He thinks we should start paving in June, it depends on the weather. He has not changed the grant for the Athletic Complex grant . He has talked to Audry Malerie and the $50, 000 is still available. He said the planks for the Wenzel Bridge have been ordered. 3 City of Lino Lakes Park Board Meeting February 3, 1997 RECREATION UPDATE: Barry said programs are going ok. He said program registration is up. The spring brochure will be going out the first week of march. He said he has made some program changes, additions, and improvements . Marty said he will have something in the brochure on Creating Community each month. He said he had been contacted by LuAnn Snell who would like to do a Miss Minnesota Pageant in Lino Lakes . She would also like to do a Jr. Miss Minnesota Pageant in the future. Barry said gym space is becoming less available. We are getting bumped more often because the school has more requests for school function programs . Joe Schmidt said we should be talking to the people at St . Joe' s Church. Marty has set-up a meeting with Darlene. We may have to retrofit the gym, but that would be cheaper than building a new one. Marty, Randy Schumacher, and Barry were going to be meeting with John McClennan to discuss using the new middle school facilities . PARR UPDATE- Rice Lake Estates Trail: This is on the Circle Pines Park Board Agenda for discussion. George asked if the two people were still upset about this . Marty said yes . George suggested that after the two lots are sold maybe the City of Lino Lakes could do some planting in the area. OTHER OLD BUSINESS: Anoka County Regional Park Land Usage: Paul said he has met with Representative Doug Swenson about land usage in the Anoka County Regional Park. Doug said this is a legislative issue that he is willing to help the city with. He would have to draft legislation that would tell the Metropolitan Council what can be done with park land use. Paul said he will continue to stay in contact with Representative Swenson and keep in touch with Marty. Baldwin Lake Court Canoe Launch: Marty said this project is still moving forward and included a letter from Paul Howard in the packets. He will be meeting with Mr. Howard in the next 4 1 City of Lino Lakes Park Board Meeting February 3, 1997 couple of weeks and will report back at the next Park Board meeting. Miller South Glen: Marty said Rick Carlson contacted Mary Kay Wyland about the proposed park dedication for Millers South Glen Addition and for the future development project south of West Shadow Lake Road. Mary Kay called Marty about a what if scenario, that being, what if he does not develop the area off of West Shadow Lake Drive. He wants to give the dedication, that he intended to give, but, get a credit for the additional land to be used in the future park dedication. Marty read the letter that Tedd Mattke had brought in for the members packets . MOTION• A motion was made by George Lindy but after discussion the motion was amended to read, the Park Board does not accept the dedication proposal as written, and requests that Rick Carlson attend the next Park Board meeting to discuss this issue. The motion was seconded by Pam Taschuk and approved unanimously. ^� Friends of the Park Golf Tournament Update: Barry reported the tournament will be held at Chomonix Golf Course on July 19, 1997 . He said the first meeting went well and he will bring more to the committee as it develops. 'University of Minnesota Prolect: Marty said he is going to the University of Minnesota on February 6 to look at the projects the students did on Sewer District V Environmental Inventory. Part-time Employee Job Descrivtion: Marty included the job description he wrote for the part-time Recreation Programmer that will be hired in 1997 . He said this person will focus on teen programming. He would like to proceed with advertising for this position. He would like to hear Park Board Members comments on this description. Pam wanted to know how many hours this person would work. Barry said it would be approximately 25 hours per week. Joe wanted to know what the possibility of hiring someone with a bachelors degree on a part-time basis. Barry thought we would hire someone that has recently graduated from school and needs experience. Sharon asked if it was possible for this to become a full-time position. Marty said yes that is where we are ,*O*N headed. New Park Board Members Interview Questions: Marty handed out a memo, he sent to Dan Tesch, with questions to ask potential Park 5 ' City of Lino Lakes Park Board Meeting February 3, 1997 Board applicants . Pam asked if the last question should read "what is your purpose. . ." not "interest" in serving on the Park and Recreation Board, . . .The members said they were good questions . NEW BUSINESS: Snowmobile Incident Report/and Letter: Marty said he has talked to the resident about the trail issue and has done what we can. He also contacted the Rice Creek Trail Association and asked for their assistance with this matter. Pam suggested we put an article in the fall brochure and something in the Quad telling snowmobilers that this is not ok to do this . It was also suggested that Brandon let the 16-18 year olds in school know this action is not ok. Pam asked if the Police Department could monitor this specific trail to see what is happening on it . Paul asked how much the DNR or the Anoka County Sheriff Department monitors trails and snowmobiles . Marty said that would be something Police Chief Pecchia would have to answer. SCHEDULE NEXT PARR BOARD MEETING: The next meeting will be held on March 3, 1997, 6 :30pm at the Lino Lakes City Hall, Council Chambers . Betty Piper will not be able to attend this meeting. Mem To: Lino lakes Park and Recreation Board From: Marty Asleson Date: February 27, 1997 Re: Trails Grants We basically have the trail grant proposal for the Elm Street\Regional Park Connection Completed. Simultaneously,Anoka County Parks is submitting a proposal for a trail from Aqua Lane, North around the West side of George Watch Lake past the Town Center site to the Wargo Nature Center. The City of Lino Lakes has passed a resolution of support(attached),for the County trail, and we have asked them for a similar letter. NOW BE IT RESOLVED That the City of Lino Lakes supports the county' s effort in establishing a trail and supports the efforts in seeking funding through the National Trail Grant Program. The numbers represent the daily attendance at each location. Country Lakes Park was not opened this year due to the poor ice conditions. The attendance numbers are very strong even though this Winter was extreme. If you have any questions, please feel free to ask.
