Please find attached a copy of the goals as presented by George Lindy to the City Council at the work-
session on January 22. Chairman Lindy will discuss the outcomes of this discussion at the meeting.
As you can see, the Park Board has very little money left after accounting for past and future
commitments.
The council would like to bring this issue back to the next Council Worksession. Brian Wessel, our
Economic Development Director,will be there to add to the discussion of funding issues in relation to
the global picture in the City.
The goals statement will than be brought to the next City Council Meeting on the 10m of February.

The Lino Lakes Park Board has set short term financial expenditure goals for park development
and improvement for 1997. Due to monetary constraints our 1997 development goals are quite
conservative. Of the funds available( $286,000 ) in the Dedicated Funds account, $151,000 has
been committed to projects that have previously been prioritized and approved by council, and are
in various stages development.
In addition $46,000 has been designated for Pheasant Hills Preserve and$23,000 has been
designated for Behms Century Farms; so designated because this is the approximate remaining
balance from the park dedication fee paid by these respective developments and therefore
eannarked for use in their neighborhood park improvement. Thus we have approximately
$66,000 remaining in our dedicated Funds for future park development.

Other issues we are currently directing our efforts toward,
1. Developing Rice Lake Estates neighborhood park jointly with the city of Circle Pines
a. $46,000 has previously been designated from dedicated funds for this park.
b. We plan to sell two lots dedicated as park land in this development for
approximately $30,000 and use these fivads for park development.
c. The park will be designed to share the amenities of Balsam Lake Park in
Circle Pines and Rice Lake Estates Park in Lino Lakes.
2. Completion of the trail link through Country Lakes Park
3. We have been working with staff to reestablish a cooperative effort between the Lino
Lakes Recreation Department and the existing North.Metro Recreation Association..
This would help maximize recreation resources, funding, and participation in the Quad.
Communities.
4. We would like to request assistance from the City in the form of General Fund dollars
to begin replacing failing playground equipment in. Shenandoah Park, Arena Acres,
and Sunrise Park.
5. We continue to be pro active in seeking alternative funding for park development
a. " Friends of the Park " nonprofit organization
b. Corporate donors
c. City Civic Organization contributions
d. Neighborhood fluid raising and contributions
e. Marty Asleson is constantly applying for various state and federal grants with
much success.

Re: Progress on North Metro Partnership
As you may recall at the last Park Board Meeting, the Board reviewed the figures and graphs for the
North Metro/Lino Lakes recreation fiscal effort. The fiscal effort discrepancy keeps coming up at the
meetings as well as ideas on how we can make the partnership work.
Mary Sarrion, from North Metro volunteered to run a survey to other cities asking for comparison
figures on the fiscal effort question. This should be good information on both sides, and particularly
good information that North Metro Communities can take back to their elected officials. If you have
any good ideas on how we can make things work, please bring them up.

ABSENT: Dave Phipps- Circle Pines. , Michael Nevan and Richard Thompson-
Centerville.
1. Janet explained the interest Centerville had in this merger and
explained the contact with both Reps for Centerville she had. Also
was noted that neither reps were at last meeting when we as a group
had deciding on an earlier meeting time without putting into con-
sideration Centerville reps schedule. It was decided that a 6:00 -
6:30 P.M. start time would work fine with everyone next time.
2. Concern from all on the current amount each city which represents
North Metro Recreation is paying for recreation services.
a) cities pay $5.68 per household/ per year
b) Lino residents pay approx. $20.82
* Members need to address the individual City Council on being
realistic on what it costs to be a part of a comprehensive
Recreation Department.
Marty Asleson stated that cities just aren' t going_ to get a lot more
with their existing contribution.
ADDED EXPENSES: Larger clientele for recreation brochure which
is delivered to residents on a quarterly basis (currently approx.
$3,000 , costs could more than double) . , also administrative cost
increase approx. $5,000 more. , and hiring an additional Recreation
Program Person could cost approx. $40,000 including benefits.
Mary Saarion stated that these current figures are an embarrassment
exemplifying what recreation means to our cities.
* Mary is going to do a survey of surrounding urban cities on the
amount taxpayers pay for Recreation in their cities. She will
bring it to our next meeting so we may compare the norm and
possible bring it to the City Councils also.
Marty Asleson stated that the North Metro cities may be able to see
how they ^rank" in comparison with these other cities with similar
populations through this survey and increase the amounts paid for
Recreation. He also noted that it wasn' t expected that these levels
be used to determine amounts but to show Council members where each
city ranks.
2. Janet Bona will provide to meeting members next month a listing of
the programs currently offered through No. Metro. Barry and Janet
will work on the increase of comprehensive programs of which could be
offered if a merger were to take place. This also would be a tool
for No. Metro Cities to use when approaching the city councils.
3. Discussion on the type of agreement which we would seek from cities.
a) Being professionals in the field of Recreation both Mary and Marty
informed the group on desire of more of a "Contract for Services"
to begin with for each of the cities involved; this way each city
1—N pays their own insurance, etc.
A joint powers agreement is somewhat more involved in specific
levying responsibilities and such.
4. Group feels a time-line is necessary for us to reach our goal of
combining our Recreation services. Unless city councils "budge"
with increasing the household amounts, our group will have to
disband and programs will remain as is.
5. Obtaining a survey from residents may be an option, asking if they
would support a (approx.) $5-$10 annual increase per household for
additional and a more comprehensive recreational program in their
city.

Trails Committee
1/28/97
The 1/28/97 meeting was called to order by Laura Wolf. Members in attendance were George
Lindy, Ken Johnson, and Ted Brausen. Brian Bourassa was absent.
Minutes from 12/3/96 were approved.
Marty Asleson had given Laura a brief summary of the results of the Anoka County Park meeting
on December 12, 1996. Anoka County will try to have the Met Council move up the schedule for
developing and funding of the Rice Creek Regional Park trail development. A request for $4.1
million dollars over the next five years has been asked for from the Met Council.
Marty continues to work on the grant request for the Elm street trail.
No work on the trail map has been done as of yet. Brian needs to meet with Marty to progress
with this project.
Other goals for the trails committee were proposed. After Laura had met with Marty, he thought
the committee should be involved in the reviewal process as new trails are proposed in the new
development and to be involved in a resource inventory for the Rice Creek connection off the
n proposed town center. The members agreed that this could be part of the committee's role.
A Greenways and Natural Collaborative has been formed and Marty had inquired if anyone from
the committee could attend these meetings. Because the meetings were occurring during the day,
no one thought they would be able to be part of these meetings.
George had gone before the town council for funding requests for trail and park development. A
request for a referendum to help with funding was approved by the town council and George
expects this referendum will take place in late summer or fall.
Discussion on trail corridor development and prioritization continued. It was decided that the
first priority would be developing the trails along Lake Drive from Rice Lake Estates to the
northern border of Lino Lakes. The next section would be to complete the missing sections along
Birch street to complete a E-W corridor. Theri the bridge over Rice Creek on Hodgson Road and
continuing a trail corridor aiong Hodgson to County Road J should be next in development.
Alternative routes for connecting to the Shoreview trail corridors along Co. Road J were
discussed. The above was thought to represent.a three'to five year plan. Development will
depend on funding and ROW issues.
The committee also discussed routes through the Rice Creek Regional Park connecting up to
West Shadowlake Road as an alternative route to the town center until the Hodgson Rd. bridge is
upgraded. Trail routes the Rice Creek Regional Park were looked at. A trail along Apollo Drive
connecting up to a proposed Blaine trail at 109'' street was proposed. Discussion of,developing
trails along the St. Paul Water Works line, connecting through Centerville, and traveling along
County Road 21 to the north border of Lino Lakes, and also over 89' street and Co. Road 14 was
done.
Next trails committee meeting was not set at this meeting. Laura will contact the members when
the date is set. Marty had anticipated the committee getting together to review trail proposals in a
new development. Laura will contact Brian regarding the trail map.

Rm Snowmobile Incident Report/and Letter
Please find attached two snowmobile incidents involving snowmobile vs. resident. The first is a letter
from a resident that lives on Linda Court.
This resident contacted us late last year with concems about snowmobiles on trails. The only thing we
could do at that time was place temporary trail signage for no-motorized vehiclestdesignated trail at
the trail entry points. As the letter states,this has not helped. This type of snowmobile activity is most
common on our trails everywhere. Snowmobiles tend to stay off the trails after they are plowed. This
,., particular trail on Linda Court is not a plowed trail.
I have followed up with this and notified the Rice Creek Trail Association and asked for their
assistance.
The police incident report involves snowmobile on a drive way, and light glare. I am in the process of
checking if the light glare is from the security lights at the Public Works facility or our hockey lights.
maybe something needs to be re-aimed.
I will check on this.
As the police incident report states,the officer also contacted the Rice Creek Trail Association on this
matter.

Re: Snowmobiler violation of city regulations
Dear Mr. Asleson:
Shortly after the first significant snowfall this season, I called you to get confirmation of
trail use regulations. At the time, the trail behind our neighborhood was inundated with
snowmobilers ... at all hours of the day. We discussed possible actions, which included
installation of signs and barriers at both ends of the trail. Due to the advanced stage of
the season, only the signs could be installed. Thank you for taking that action.
Unfortunately, the travel on this section of trail continues. At times the drivers have left
the trail to use city streets and private yards and property. On several occasions I have
called the police on the off chance they might be able to intercept a driver in the
process of violating the regulations. As you know, due to speed and mobility of the
machines, the probability of success is low. I have also talked to one officer who
suggested that I obtain the registration numbers, and the police would follow up with the
^ offending parties. Without standing next to the trail, and probably stopping the drivers,
this is tough to accomplish. 1 find it difficult to read 3" high letters from our house 60-80'
through the trees when snowmobiles are traveling 20-50 mph! I think most people
would.
Therefore, it was with some interest that I read the week of December 31, 1996 copy of
the Quad Community Press. From this article, it is obvious the violations are not
isolated to our area, but wide-spread in the Quad Community. During this week there
were about twelve snowmobile related incidents reported by the Lino Lakes and Circle-
Lex police departments. From my experience on the short section trail near our home,
the number of actual violations must be 30-50 times the number reported. I would like
to see the data substantiating the claim that "a few renegades" or "5-10%" of the people
are the ones causing the problem. I sincerely doubt if there is any data.
Frankly, I found the responses of city officials quoted in the article typical and
disappointing. A lot of"people should", "people need to know", "people should
understand", etc. Way too much Minnesota-nice to elicit the type of corrective action
required to put this problem behind us. Perhaps tough enforcement of the regulations
already in place would start to change behavior (i.e. lose the warnings and go to
mandatory fines biased toward the maximum dollar amount allowable). It is my
experience that individuals will react quickly to any action affecting their pocketbook.
Perhaps this could be combined with city licensing of snowmobiles and mandatory
'� instruction and testing. If this does not work, ban snowmobiles ... period.
The article is correct in that the individuals violating the regulations will spoil it for the
^ rest of the individuals. I noticed on the news this morning that the City of Andover is
considering a ban on snowmobiles. Perhaps this is an inevitable situation as the city
begins to join the country and truly open space begins to disappear. What many
snowmobilers do not understand is that their rights end where the rights of the
community at large and city regulations take over. I feel that describes the situation in
Lino Lakes at the present, and only firm and proactive action by the city will result in
change.
Please let me know what action the city will take to preserve the rights of most
residents, and enforce the existing regulations. I hope it does not take a tragedy in one
of our neighborhoods to remind us of what could have been done. If there is something
I can personally do, let me know.

In the early part of 1996 I wrote to Margaret Langfeld about the on-going problem my family
is having with the constant snowmobile noise coming from the existing trail that goes through
our neighbors field very close to our house. She wrote us back stating that there was nothing
the county could do, but she would send our letter to the Lino Lakes City Council.
Well, I believe we've waited long enough for you people to do something about it. This year
the noise has been constant. Your so called curfew means absolutely nothing on this side
of the city.
My work hours with MN\DOT during the snow periods are 1:30AM to 2:OOPM. There have
been plenty of those shifts this winter. I try to get some sleep when I get home but that's
basically impossible.
We can not understand why the trail has to go in this particular place. There is so much open
area on this side of Lino Lakes that there is no reason it can't go somewhere else where it isn't
going to bother people. There is an open area to the north of our land. It is being used for
nothing. If they go across that particular area and end up in the northeast corner they will be
across from 80th street. It seems as if the trail club does not want to move the trail because
it will cause them some work.
I'm sure that nothing can be done this year because it would cause work and thinking to change
the trail in midwinter although it could be simply done. But we trust that you will do something
next summer so that we will not have to put up with this again next winter.
We have talked to Mrs. Istvanovich, who owns the land that the trail is on. She keeps telling
us that she is going to tell the trail club she doesn't want them on her land. I'm sure she forgets
as she is quite elderly.
We thank you very much for the consideration. Here's hoping you don't put this letter off to
the side and forget about it. Again we thank you.

The June 3, 1996, City of Lino Lakes Park Board meeting was
called to order at 6 : 37pm, by Chair, George Lindy.
Roll call was taken, members present were George Lindy, Joe
Schmidt, Pam Taschuk, Amy Donlin, Sharon Lane, Paul Montain, and
Betty Piper. Also present were Marty Asleson, Park, Recreation,
and Forestry Coordinator, Barry Bernstein, Recreation Program
Supervisor, and Sandie Wood, Recording Secretary.
APPROVAL OF MINUTES FROM APRIL 25 AND MAY 6 1996 •
Pam Taschuk made a motion to approve the April 25 and May 6, 1996
minutes . Sharon Lane seconded the motion and the minutes were
approved as written.

NEW BUSINESS•
Millers South Glen: Marty included a copy of the plat from Rick
Carlson concerning the proposed park and trail dedication for the
developments of Millers South Glen and the development that Rick
intends to process in the future to the south of the existing
south West Shadow Lake Drive in the packets . Rick is proposing
to fulfill his entire park dedication for these developments by
donating land, adding on to the existing acreage of the N-10
neighborhood park. Marty said although Mr. Carlson is proposing
the park dedication in the future West Shadow Lake Drive
development, the trail dedication would be considered only for
the Millers South Glen Development at this time. Marty asked
member to refer to the plat and our comprehensive plan to see the
connections that will be accomplished with the present and future
trail dedications. It should be clear that the trail needs in
the West Shadow Lake Drive area (the Junas property) will be
considered when that development comes. in. He included a generic
proposal letter from Mr. Carlson' s engineer Ted Mattke.
In reference to the N-10 park land needs in our comprehensive
plan there is about a 10 acre need in this neighborhood park with
about 5 acres presently existing. Mr. Carlson is proposing about
a 3 .94 acre land dedication be added on to the existing park to
the south and east. Marty proposed the mitigation of the 21 acre
`-' area to the park connection on the north or to the south in order
to avoid the need for boardwalk if needed. The park would
connect out to West Shadow Lake Drive and down to 62nd Street as

connection points . This is a very important piece of land for
trail reasons and for meeting the acreage needs of our
comprehensive plan. The entry section of the park off of West
Shadow Lake Drive should have a buffer strip of at least 15 feet .
Parking has been discussed in the past . This neighborhood park
was designed as basically a walk to park for area residents.
From the early stages of growth in this area it was decided that
any parking considerations should be given to the West Shadow
Lake Drive side. West Shadow Lake Drive is a very wide state aid
road that should facilitate on-street parking very well for this
park would this become an issue. Marty asked Ted Mattke, to
discuss the matter of road design with Dave Ahrens, City
Engineer, and the ability to provide some limited pull-in driving
along the street right-of-way to satisfy the needs of handicap
and occasional day care access . He has also discussed this
matter with our planner, Mary Kay Wyland.
Although we are not discussing the development of the Junas
property at this time it is important to have some understanding
on this matter since we are now discussing the width of the
access point along West Shadow Lake Drive . Original recall that
we had a small parking lot in the sketch plan in back of the
houses on Fox Road. It would not be appropriate to place a
parking lot in this area unless we had about two lot widths along
West Shadow Lake Drive, and again the intention of this park is
basically a walk/bike/blade etc. to the park.
Marty did suggest that as part of the requirements for the
development agreement that new property owners buying houses
along the new section of West Shadow Lake Drive be given notice
of the road design and the possible future parking that may occur
from time to time, and a plan of the neighborhood park for
intended use.
Marty also requested a deed for the land dedication, and a copy
of the purchase agreement to verify the purchase value of the
parcels concerned should a cash dedication become a part of the
agreement .
Depending on the engineering figures that will come in Marty
believes this to be an important land acquisition need from both
the park and trail perspectives. He has studied this area with
Jeff Schoenbauer, our planner, and Jeff agrees with this .

Marty said the options were to accept the dedication based on the
discussion presented in this document and the land/cash values
that the developer will present or refer back to staff for
further consideration.
Mr. Asleson recommended we accept the dedication for land/and any
additional cash based on our dedication formula for the parcels
of Miller' s South Glen and the Junas Property. Accept the trail
dedication for Miller' s South Glen as well .
Marty showed a slide of the park area. He also put overheads on

Paul Montain asked if Rick Carlson owned the land. Rick
responded that he had a purchase agreement with a closing date.
There was discussion on wetlands and the vegetation in the
elephant trunk area. Ted said the vegetation was Cottonwood and
Birch trees . The board also discussed boardwalk areas and the
cost, of them, if they had to be built . Parking was also
discussed.
Residents had questions about what amenities could be placed in
the newer part of the park. George asked residents to wait until
we got to the Birchwood Acres Update to address this issue.
MOTION•
Sharon Lane made a motion to accept the land dedication, as
shown, contingent on review and acceptance of the wetland
delineation by the Rice Creek Watershed District . Pam Taschuk
seconded the motion .and it passed unanimously.
BIRCHWOOD ACRES UPDATE:
The park board' s policy is to wait for at least 501s of the
residents to move into a neighborhood before beginning the
master-planning process. They believe this is an essential and
prudent process in order to create the feeling of ownership in
the parks and the belief that their dedicated park or tax dollars
are being spent wisely. Marty asked members to keep in mind that
the risks are differences of opinion that can sometimes create
angry situations that the board will have to make some tough
decisions on. He believes this is the best process we have for
what the people want. If there is another way, he asked that
someone let him know.

Dear Ms. Wyland:
The proposed MSG development has a total area of 27.89 acres, of
which 1.05 acres are wetland. This leaves a total of 26.84 acres
of buildable land, to which park dedication requirements apply.
Lino Lakes Ordinance 5-91 stipulates that the park dedication
formula is based upon density. With 49 lots proposed and the
26.84 acres of buildable land, the proposed density is 1.83
units/acre. According to Ordinance 5-91, a 10% land dedication
is required for densities of 0-3 units per acre, so the land
dedication requirement for Millers South Glen is 2.68 acres.
The proposed land dedication contains a total of 3.94 acres of
upland, which will apply to the MSG project and to the future
project south of West Shadow Lake Road. After subtracting the
area required for the MSG project, there are 1.26 acres to apply
to the park dedication requirements of the future project.
Applying the 10% land dedication requirement, this additional
area will fulfill the park dedication requirements for up to 12.6
acres in the future project.
If the future project involves more than 12.6 acres of upland,
the additional park dedication requirement will be met with
cash. It should be noted, however, that we presently estimate
the future project to consist of about 10 acres of upland.
Consequently, we anticipate that the land dedication proposed
here will completely fulfill the park dedication requirements for
both the Millers South Glen project and the future project.

TOPIC: Miller's South Glen Park Dedication
BACKGROUND: Please the attached plat from Mr. Rick Carlson
concerning his proposed park and trail dedication for the
developments of Millers South Glen and the development that Rick
intends to process in the future to the south of the existing
south West Shadow Lake Drive. Rick is proposing to fulfill his
entire park dedication for these developments by donating land,
adding on to the existing acreage of the N-10 neighborhood park.
Although Mr. Carlson is proposing the park dedication in the
future West Shadow Lake Drive development, the trail dedication
would be considered only for the Millers South Glen Development
at this time. Please refer to the plat and our comprehensive
plan to see the connections that will be accomplished with the
present and future trail dedications. Thus it should be clear
that the trail needs in the West Shadow Lake Drive area (the
Junes property) will be considered when that development comes
in. I have included a generic proposal letter from Mr. Carlson's
engineer Ted Mattke.
The total buildable land calculations I do not have at this
writing. The wetlands are being delineated as today and the
engineering figures will be tabulated friday. Rick Carlson will
come to the meeting with these figures and his letter of
dedication proposal based on these figures. The figure should
correlate buildable upland for the two development areas in
relationship to our 10% upland requirement.
In reference to the N-10 park land needs in our comprehensive
plan there is about a 10 acre need in this neighborhood park with
about 5 acres presently existing. Mr. Carlson is proposing about
a 3.5 acre land dedication be added on to the existing park to
the south and east. I have proposed the mitigation of the . 21
acre area to the park connection on the north or to the south in
order to avoid the need for boardwalk if needed. The park would
connect out to West shadow Lake Drive and down to 62nd street as
connection points. This is a very important piece of land for
trail reasons. Again, please refer to the Comprehensive Park and
Trail Plan. The entry section of the park off of West Shadow
Lake Drive should have a buffer strip of at least 15 feet and a
trail access point of at least 20 feet.
Parking has been discussed in the past. This neighborhood park
was designed as basically a walk to park for area residents.
From the early stages of growth in this area it was decided that
any parking considerations should be given to the West Shadow
Lake Drive side. West Shadow Lake Drive is a very wide state aid
road that should facilitate on street parking very well for this
park should this become an issue. I have asked Ted Mattke, Rick
Carlson's engineer to discuss the matter of road design with Dave
Ahrens our city engineer, and the ability to provide some limited
pull-in driving along the street right-of way to satisfy the
needs of handicap and occasional day care access. I have also
discussed this matter with our planner, Mary Kay Wyland.
Although we are not discussing the development for the Junas
property at this time it is important to have some understanding
on this matter since we are now discussing the width of the
access point along West Shadow Lake Drive. Original recall that
we had a small parking lot in the sketch plan in back of the
houses Fox Road. It would not be appropriate to place a parking
lot in this area unless we had about two lot widths along West
Shadow Lake Drive, and again the intention of this park is
basically a walk/bike/blade etc to the park.
I do suggest that as part of the requirements for the development
agreement that new property owners buying houses along the new
section of West Shadow Lake Drive be given notice of the road
design and the possible future parking that may occur from time
to time, and a plan of the neighborhood park for intended use.
I would also request a deed for the land dedication, and a copy
of the purchase agreement to verify the purchase value of the
parcels concerned should a cash dedication become a part of the
agreement.
Depending on the engineering figures that will come in I believe
this to be an important land acquisition need from both the park
and trail perspectives. I have studied this area with Jeff
Schoenbauer our planner, and Jeff agrees with this.
OPTIONS-
1. Accept the dedication based on the discussion presented in
this document and the land/cash values that the developer will
present.
2. Refer back to staff for further consideration
