Roll call was taken, members present were Jeff Reinert, George Lindy, Pam Taschuk, Sharon Lane, Pat Huelman, and Paul Montain. Member absent was Joe Schmidt . Also present were Rick DeGardner, Public Services Director, Mary Kay Wyland, Planning Coordinator, Jeff Smyser, City Planner, and Sandie Wood, Office Manager. APPROVAL OF JANUARY 4, 1999 MINUTES: Pam Taschuk made a motion, seconded by Sharon Lane, to approve the January 4, 1999 minutes . The motion passed. SETTING THE AGENDA: Rick revised the agenda to consider Item ##13 as Item #6 . The Agenda was passed as revised. OPEN MIKE• No one was present for open mike . REVIEW OF AMENDED PRELIMINARY PLAN CLEARWATER CREEK 3RD ADDITION• Jeff Smyser presented the original and amended preliminary plat for Clearwater Creek 3rd Addition. He advised the developer agreed to participate in the conservation development district and reviewed the main elements including the road access points, park space, large open space areas, wetland buffers, and trail locations . He then presented staff' s recommended changes to provide additional buffering by reducing lot depth in some areas and relocating several trail locations to provide better connections . Jeff Schoenbauer, Brauer and Associates, pointed out the Comprehensive Park Plan indicates a desire for a ten acre space which will meet the active recreational needs in this area. He advised it has been recommended that this space be reduced to four acres with upland area to provide for open space and trails which allows the developer to better maximize the property and obtain the desired development density. He advised of the importance of diligence in providing for programmed recreational uses . Jeff Schoenbauer presented several options for the Aloft,, neighborhood park which, together with the trails and open spaces would provide a good balance . 1 City of Lino Lakes Park Board Meeting February 1, 1999 ,r1 Jeff Schoenbauer stated the key points to consider for this development are whether the active park space will serve as the social center for the neighborhood. He reviewed the three key questions to address regarding adequacy of park land: does the park provide adequate recreational opportunities, does the space encourage continuity between active and passive spaces to create a perception of greater space, and does the trail corridor serve the recreational needs of the area. He indicated that adequate open space and natural resource spaces will achieve the principles of conservation development . He added he believes the plan results in balanced park trail and open space and achieves those objectives . Chair Lindy asked who is responsible for paving and completing the trail system. Jeff Schoenbauer stated the City' s policy requires the developer to grade and place the aggregate on the trails . Chair Lindy noted the trail is an integral part of the overall park and the length (approximately two miles) becomes prohibitive for it to be completed due to its cost . Jeff Schoenbauer stated he agrees with this concern and that issue can be brought forward to the developer for discussion. Pat inquired regarding the timing for development and whether it will occur in phases . Mary Kay stated the average developer can handle about 30 lots per year so she believes it would be phased. Jeff Smyser noted this entire property will require rezoning. Pat commented on the need to assure adequate buffers are in place to shield adjacent homes from the proposed active recreational activities . Chair Lindy noted this will be a self-contained trail system for a period of time until other connecting trails are developed. Jeff Schoenbauer concurred and commented on the need to resolve the connection of trails between open and park spaces within this plat . Jeff Schoenbauer asked if the Board believes they are getting what they should in considering a four acre active park space. Paul stated he likes the park and trails as a stand-alone area but this parcel does carry some "baggage" related to the property to the north so he questions whether four acres will be adequate. Jeff Schoenbauer stated he would think the four acres must be fully developable with no easements or limitations on use. He stated the developer feels limited in his ability to change the plan except to provide more easements and buffering. 2 City of Lino Lakes Park Board Meeting February 1, 1999 Pat noted there are 144 units in Additions 1 and 2 . Jeff Smyser explained that park dedication is not based on ten percent of the gross area and you have to deduct wetlands from the gross acreage and then determine ten percent based on that calculation. Chair Lindy clarified the Park Board will only accept park land that is fully usable, not wetland. Rick stated if a 100 acre development had 40 acres of wetland the city would require park dedication land proportionate to the upland vs . wetland. In this example it would be 10% of the upland (6 acres) and 10% of the wetland (4) acres . However, the criteria changes when working with preservation development . Chair Lindy noted that Pheasant Hills has a small area for active park land and he has heard from many that like it that way. Jeff Schoenbauer stated if the Board believes four acres will serve the active recreational needs, it will allow the accomplishment of other aspects such as meeting ecological concerns and providing more area for trail corridors and buffering. Jeff Schoenbauer stated he recognizes the concern about the need for adequate park area but he thinks the active recreational needs can be accommodated with four acres as long as it is designed to be an active social and recreational center. Paul stated the Board has always been willing to work with the developer but he questions whether these residents or those to the north may be cheated if the Board does not assure active recreational needs are met . Jeff Schoenbauer stated that opens some fundamental decisions needed to be made by the community. He explained that to achieve this type of conservation development, the City must be committed to an athletic complex facility to meet the demand for programmed activities which can be tied into these areas . Jeff Smyser stated he does not think the developer will be able to find one ten-acre site for active recreational use in this plat . He stated if it is required of the developer, he believes the plat will not proceed. He noted the addition of trails and wetland areas which increase the number of recreational acres . Jeff Reinert asked how many acres of wetland there are. Jeff Schoenbauer stated there are 33 acres of wetland, 243 homes, and 144 homes to the north. He added there are 24 upland acres adjacent to the wetlands . Jeff Reinert noted this proposes to have 287 homes served by four acres of active park land. 3 City of Lino Lakes Park Board Meeting February 1, 1999 Paul asked if four acres will fit that need and if there will be an athletic complex to meet programmed needs . Jeff Schoenbauer stated if the active park land is increased to ten acres the space for another ball field may be gained but the tradeoff, since the activity would not be programmed, is not that high. He stated he sees more to be gained by preserving open space and developing trail corridors . Jeff Schoenbauer again commented on the importance of an athletic facility to meet programmed needs and noted the importance of providing trails for passive use. Jeff Reinert stated he doubts whether four acres is adequate for active recreational uses for this many homes . Pam asked how many staff hours are needed to maintain this trail mileage and questioned the impact to staff if trails are a trend for future development . Jeff Reinert stated it does not appear the City' s goals are being met with regard to acquiring park acreage for active uses . Jeff Schoenbauer stated he thinks the Board needs to ask themselves n how the park space will be used. He stated it is projected that only five percent to ten percent of residents will be using the park spaces and the majority of them will be children. He noted that adults will also perceive the open spaces as relating to their quality of life . Pat asked if there are other models for this type of development and information available regarding the financial success that has been seen with them. He suggested the City review what the trends have been with conservation development in other communities . Rick suggested the Board determine a consensus on necessary amenities to provide recreational facilities for this development as well as the 1st and 2nd Additions . He agreed with the need to determine whether an athletic facility will meet the programming needs . Pat commented on the importance to assure the athletic fields are constructed in a way that is compatible with neighboring homes . Sharon asked if the greenway would also be dedicated as park land. Jeff Schoenbauer stated there may be a homeowner' s association which contributes toward maintenance or may be 100*N responsible for the upkeep of those areas . He advised that those 4 City of Lino Lakes Park Board Meeting February 1, 1999 types of aspects have not yet been broached but will be worked out as the project proceeds . Chair Lindy polled the members regarding the elements they would like included. Mentioned were the need for adequate park space to also serve the areas to the north and east, providing enough room for a ball field, an informal youth soccer field, ice rink/wheels program, play structure equipment, sheltered area to allow for programmed summer activities, one to two tennis courts, picnic area, adequate parking, an area for other amenities like half-court basketball and sand volleyball, and a financial contribution. Jeff Schoenbauer summarized the consensus is that the plat concept is supported but there is a need to fine-tune the active park area so it includes the elements mentioned. He stated he will relay those comments to the developer. It was mentioned that the developer or his representative will attend a future meeting so these issues can be negotiated. CONSERVATION SUBDIVISI.ON PROCESS UPDATE - JEFF SMYSER. CITY PLANNER• Jeff Smyser presented the new process being followed by staff to work with preservation development in that there will be much more work and time spent at the staff level before a development moves to the public hearing phase . Staff recommends that the new process be used for all residential developments over four lots and that each be a planned development overlay. Paul stated consideration needs to go beyond the property lines of the proposed development to determine how it blends into what is around it . Jeff Smyser stated that is one aspect that can be incorporated into the review process to determine impact to surrounding properties as it relates to drainage, storm water, environmental and engineering considerations, etc . Paul stated he does not care for the Minnesota Land Trust or the whole concept of a third party becoming involved which can confuse property ownership and rights . He added that a process needs to be implemented to assure the development is reflective of the agreement reached. Paul noted there are areas in Lino Lakes that do not have utility improvements and will be developed as one unit in ten acres so it needs to be considered how that type of development will be impacted. Jeff Smyser stated they have not considered how rural development (one in ten) would be 5 City of Lino Lakes Park Board Meeting February 1, 1999 AOIN approached but he believes the same principals can apply to maintain open spaces . Jeff Smyser stated staff will keep the Board informed as the process moves forward. DISCUSSION OF SUBMITTING DNR TRAIL LINKAGE GRANT: Rick advised that Anoka County received a Metropolitan Council grant of $1 . 644 million for improvements to the 2 , 550 acre Rice Creek Chain of Lakes Regional Park Reserve . Staff is in the process of completing an application for the 1999 DNR Cooperative Trail Linkage Program to obtain matching funds to complete trail connections between residential areas and significant public recreation facilities . He reviewed possible trail connections to the County trail system and requested input . Rick stated this is a matching grant program so a decision will be needed to commit $45, 000 of funding should the grant be received. Paul Montain made a motion, seconded by Pam Taschuk, to authorize staff to submit an application for 1999 Cooperative Trail Linkage Program for $45, 000 of matching grant funds . The motion passed. n ACCEPT DONATION FROM FLAAA: Rick explained the Forest Lake Athletic Association (FLAAA) has donated $2 , 500 for ball field improvements . He recommended the funds be used toward the installation of a new backstop and bench area for City Hall Park Field 1 which is estimated to cost $7, 000 . Rick advised that the City is grateful for this donation and these are the two fields primarily used by the FLAAA. He stated Lino Park was renovated last fall and these two parks are now the priority since there are safety concerns involved. Paul Montain made a motion, seconded by Pam Taschuk, to thank the FLAAA for this generous donation and approve the use of the $2 , 500 donation to offset the cost to install a new infield, backstop, and bench area for City Hall Park Field 1 which is estimated to cost $7, 000, with $4, 500 funded from the park dedication fund. The motion passed. REVIEW OF 1999 PARK BOARD GOALS: Skateboard Ramp - Rick noted the information contained in the meeting packet on different types of skateboard ramps and associated costs . He stated if it is decided to move forward with this type of facility, staff will select a site and contact students to gain their input . 6 City of Lino Lakes Park Board Meeting February 1, 1999 Chair Lindy stated since there is no location for such a facility and due to the high cost for such a facility, the Board may have to consider an alternative such as paving a hockey rink for inline hockey and skating. Rick estimated it would cost $15, 000 to pave a hockey rink to assure adequate drainage and engineering. Pat suggested a community build alternative . Rick explained the skateboard ramps are constructed with specialized equipment to assure it meets liability levels so a community built facility is probably not an alternative . Pat noted there is quite a bit of interest in such a facility and asked if fund raisers are a possibility. Pam noted that the students of Centennial Middle School would be heavy users of a skateboard ramp. Discussion occurred regarding the best location for such a facility, how it would be funded, and the paved area that would be needed. Rick noted the skate school that was offered last summer which was publicized fairly well but there was no response so the event did not occur. He stated he is not convinced, due to the many park needs and low fund balance, that spending $10, 000 to $15 , 000 to pave a hockey rink is a wise use of funds . Perhaps it should be delayed one year to see how well the Circle Pines rink is used at Inner Park. Jeff Reinert agreed that the addition of pipes and ramps is more desirable for the youth who use it . Chair Lindy stated if this activity is eliminated it is important to find another activity to reach this age group. It was discussed that a Tier 1 facility (less than three feet off the ground) costing $1, 800 contains a ramp and pipe and, perhaps, the Middle School parking lot would be a usable surface. If found to be successful, another piece of equipment could be added next year. Rick stated he would request input from the School District to see if they would allow use of their Middle School parking lot and also from students to determine if they would use such a facility. 7 City of Lino Lakes Park Board Meeting February 1, 1999 Wenzel Farms Pedestrian Bridge - Rick advised there is possibly an option for a pedestrian bridge in the Wenzel Farms development at a significantly lower cost than previously discussed. He stated more information on this issue will be available at the March 1, 1999 Park Board meeting. Chair Lindy noted it was already determined the Arena Acres tennis courts would be resurfaced so a survey is not needed. Rick concurred and stated the Board can finalize the 1999 Goals at the March meeting so bids can be awarded with installation in late spring/early summer. Chair Lindy stated the 1999 Goals should also include committing $4 , 500 from dedicated funds toward improving Field 1 at City Hall Park. RECREATION DEPARTMENT UPDATE: New Format of Summer Playground Program - Rick explained that previously the Summer Playground Program fee was fully subsidized by General Fund dollars but by charging a fee for the summer playground program, the City will be able to recruit and hire more experienced staff, supply more planned crafts, eliminate the fee for the playground finale, provide t-shirts to all registered participants, provide necessary supplies and equipment for the theme weeks, and provide for specialty instruction during the summer. He stated the intent is to provide an enriched curriculum in a more defined way with each week revolving around a different set theme . He stated it is felt the benefits gained outweigh the proposed $25 fee ($4/week) . Rick noted the recommendation of six sites with the deletion of Birchwood Acres Park due to its low participation level of last year. Options Summer Program - Rick presented the 9-week 1999 Options Summer Program which was put together with the NW Family YMCA for children in grades K through 5 . He reviewed the schedule for this program, structure of activities, and enrichment classes to be offered. Rick advised that enrollment has been limited to 40 with priority given to residents of Lino Lakes and the Centennial School District . PARKS DEPARTMENT UPDATE: Rick presented the Park Department maintenance highlights for January and answered questions related to the City' s activity to clear trails after snow events . OLD BUSINESS: �. Master Planning Meeting for Behm' s Century Farm Park and Marshan Park - Rick encouraged members to attend the second Master 8 City of Lino Lakes Park Board Meeting February 1, 1999 Planning meetings for Behm' s Century Farm Park and Marshan Park which will be held at the City Hall Council Chambers on Thursday, February 4 , 1999 . The meetings for Marshan Park will begin at 7 : OOpm. The meetings for Behm' s Century Farm Park will begin at 8 : OOpm. Rick estimated about a dozen residents attended for each of the first Master Planning meetings . NEW BUSINESS• Trails Committee Disbanded - Chair Lindy advised the Trails Committee was disbanded due to inactivity and lack of funding to complete the trail system. Rick advised that letters of appreciation were sent to Committee members . Park Board Liaison - Rick advised that the Council, at their January 25, 1999 meeting, appointed members to the various boards and commissions with Council Member Chris Lyden being appointed as Council Liaison to the Park Board for 1999 . CONSERVATION SUBDIVISION PROCESS UPDATE: This item was considered earlier in the meeting as Item 6 . SCHEDULE NEXT PARK BOARD MEETING: The next Park Board meeting will be held on March 1, 1999, 6 :30pm, at the Lino Lakes City Hall . Pam advised she will be unable to attend the next meeting. The purpose of the amendment is to incorporate the revised wetland delineation north of County Ditch 10 and east of Mustang Lane and at the same time modify the trail and open space plan to preserve some of the ecological resources within the project. �.� We have been working with the City Staff to determine the best way to provide additional trails and 'greenways' within the project. The preliminary plat amendment adds two trails to the plan. One trail will follow the drainage swale and connect to the existing park area west of Mustang Lane. The other trail will loop around the Lino Air Park land and will eventually extend into the Molitor site north of the Air park. In order to fit the trail between the north end of 4th Addition, the east-west street(Palomino) and the existing Williams Pipe Line along the south edge of Palomino, it will be necessary to grant a lot depth variance to lots 1 & 2 in Block 4. The lots do meet the lot area criteria. Lot 7 Block 4 will require a significant building setback to avoid the easement for the Williams Pipe Line. The lot width at the standard 30 foot setback is less than 80 feet but will have a lot width of over 95 feet at the increased setback. The lot width at the right-of- way line is also reduced due to the trail connection to the cul-de-sac. The amended preliminary Plat will provide an improved lot layout and will allow integration of some of the 'greenway' concepts into the 5th Addition plan. thank you for your consideration. Since our last discussion, the proposed park area has been enlarged to 5.5 acres. The proposed trail corridor areas equals 2.9 acres for a total park dedication of 8.4 acres. This type of development also promotes greenways and open space. The seven(7)proposed greenways consists of 61.6 acres (27.1 acres upland, 34.6 acres wetland). An important consideration with this development will be the development and maintenance of this extensive trail system. The proposed trails are a total of 1.6 miles in length. If the trails were to be paved, estimated construction costs would be $126,000. Mr. Smyser will also discuss the possibility of additional park land located in the Clearwater Creek Industrial Park. The participants work togther , with their parents to learn basic sport skills such as throwing, kicking, and catching. J' Wild Away For A Day Trips: Our winter "Wild Away for a Day" trips have concluded. We had five successful trips this season-four ski trips and one valentine program at WargoN Nature Center. Over 130 youth participated in these trips. The party was held at the Centennial Sports Arena. It was very enjoyable to see parents skating alongside their children. WARMINGHO USE SHELTERS Warminghouse shelters: The warminghouses opened this season on Monday, December 21 and`� closed on February 10, 1999. Compared to last year, this season was just as poor. The curriculum is being rewritten to include theme weeks. Theme weeks provide participants with opportunities to learn and experience new activities in an exciting playground atmosphere. Activities will also focus on teamwork, cooperation and creativity. { Options: Work on the Options program is underway. This season ranks right up there with last years as one of the shortest in memory. As we look forward to spring we have been working on a number of projects. MAINTENANCE HIGHLIGHTS FOR FEBRUARY: • Removal of dead or hazardous trees from city parks • Removal of out-of-play and backstop fencing from City Hall East ballfields. (spring improvement project) • Bleacher inventory—to determine if our bleachers meet current UBC (uniform Building Code) requirements. All (10 sets) fail. I am sure Rick will bring more information to the board. • Attended Pesticide Recertification training • Attended Right-to-Know training • Out-of-play fence removed at Sunrise Park Field#2. (Severely damaged by vandals) • Repair and storage of hockey goals. • Cleaning of warming houses With spring approaching, we have already begun our search for hard working, reliable seasonal laborers. Early in the season the weather was too warm to flood the rinks. In late December, the weather cooperated enough to produce ice and we were open on December 26. After we opened,the weather turned very cold. The temperatures dropped to—15 below zero for several days. This hurt our attendance during this cold stretch. Even though we opened earlier than the previous season, we closed earlier than in past seasons. The temperatures were above freezing for several days and it was decided to close the shelters for the season. Our last day of the shelters being open was February 9. The shelter staff this season did a very nice job in attendance, keeping shelters clean and friendliness to skaters. This season's staff was some of our best shelter employees. Attached are some possible combinations of ramps that could be purchased for less than $10,000. In my opinion, if we want to provide an opportunity for residents to enjoy the skate board ramps at the middle school, one ramp would not be effective. I would recommend providing a combination of ramps not to exceed $10,000. If this item is incorporated into the 1999 Park Board Goals, I would anticipate beginning discussions with interested middle school students to determine which combination of ramps are most appealing. This would also provide an opportunity to create a conduct policy which would make it clear to possible users that any unacceptable behavior or vandalism would result in the ramps being removed. This would be an 8' wide bridge set on 2 (two) concrete pads. No abutments would be needed since the bridge would be strictly designed for pedestrian use, not vehicular use. The estimated cost of construction is approximately $15,000. Currently there is $11,400 designated in the park dedication fund for this project. If the Park Board chooses to allocate an additional $3,600 I will get more detailed information, including the design to bring to a future Park Board meeting. If this project proceeds I will continue discussions with the homeowners association regarding the damaged trees that would need to be removed to provide a safe trail segment in this area. The existing trail location will result in a 11.3 percent grade which I feel would be an unsafe situation which could provide liability exposure to the city. Our guidelines for trail call for a desirable trail gradiance of 0 to 3 percent with a maximum sustained grade of 8 to 10 percent. In my opinion we have 2 (two) options: 1. Do not provide direct trail access to Birch Park 2. Design trail incorporating steps to provide pedestrian access. We will discuss this in more detail at the Park Board meeting.
