Roll call was taken, members present were Jeff Reinert, George Lindy, Pam Taschuk, Sharon Lane, Pat Huelman, Joe Schmidt, and Paul Montain. Also present were Rick DeGardner, Public Services Director, Sandie Wood, Office Manager. APPROVAL OF DECEMBER 7, 1998 MINUTES: Sharon Lane made a motion, seconded by Pam Taschuk, to approve the December 7, 1998 minutes . The minutes were approved. SETTING THE AGENDA: The agenda was passed as presented. OPEN MIKE• No one was present for open mike. DISCUSSION OF TRAIL ISSUES RELATED TO ENVIRONMENTAL STUDY: Mr. Jeff Schoenbauer, Brauer and Associates, went over an aerial map of the buffering system which ties into the regional park. He indicated the objective is to update the greenway plan and keep the plan as close to the buffering system as possible . He stated the goal is to connect existing residential areas to the regional park and making all trail segments a pleasurable experience . Jeff said the City is working on an environmental plan that will suggest developers to work with the City to obtain conservation development, ecology and environmental benefits, maintain open space, and benefit the City' s trails and parks . Jeff stated he met with staff this afternoon and discussed several trail issues that included proposed trail connections, a Town Center pedestrian over pass, and connecting Wargo Nature Center to the county trail system with a boardwalk. Jeff suggested that if the Park Board is open to the idea of relocating the Behm' s Century Farm Park, it should be discussed with residents at the Master Planning meeting. The advantages of moving the park north include the park being more centrally located and it would open up linear trail connections . He noted moving the park would be more economical for the developer also. 1 City of Lino Lakes Park Board Meeting January 4, 1999 REQUEST FOR LANDSCAPING ADJACENT TO NEW TRAIL IN CLEARWATER CREEK• Rick stated Mr. Jim Johnson, the builder of the home on Lot 4 of the Clearwater Creek 2nd Addition, is requesting that the City provide trees and shrubs to provide a buffer between his home and the new trail . Rick recommended the City assist the homeowners of Lots 4-7 in providing adequate buffering from the trail . He stated it is quite probable that the existing trail location would have been originally identified in the final plat had the City reviewed the preliminary plat for the trail location. However, since an additional 27 feet of easement was acquired after the final plat was approved, the City should assist in rectifying the situation. Chair Lindy asked about the status of each lot . Rick stated Lot 4 has been developed, Lot 5 is the original model home, Lot 6 is vacant, and Lot 7 has a home on it . Rick said the trail has been graded from the slope to the existing lots . Currently, no plantings are placed so it is more visually obtrusive . Chair Lindy stated that if the Board agrees conceptually, staff should make the decision as to what should be done . Rick noted the dollars spent for Lot 4 would be used as a guideline for the three other lots . He added that the City accepting responsibility for the buffering would be a good-will gesture . Jeff Reinert made a motion, seconded by Pam Taschuk, to direct Rick and staff to distribute Park Dedication funds, at their discretion, for trees and shrubs for buffering between the trail and homes for Lots 4-7 in Clearwater Creek. The motion passed. Rick noted Lot 1 is currently vacant . It is possible that in the future the owner of that lot may request buffering also. REVIEW 1999 PARK BOARD GOALS: Rick reviewed the 1999 Park Board goals that were determined at the last meeting. He asked that two parks be designated for new ,^ playground equipment . Through discussion, it was the consensus of the Board to designate $20, 000 for playground equipment at Arena Acres and 2 City of Lino Lakes Park Board Meeting January 4, 1999 $3 , 000 for site preparation. Designated funds for Marshan Park will include $27, 000 for playground equipment and $5, 000 for site preparation. The goals will include $4 , 500 to resurface the tennis courts at Arena Acres . A Wheels Program will include $10 , 000 , with more information to follow. Seal coating of trails and trail repair was set at $20, 000 . Chair Lindy suggested the goals should not be finalized until more information is received regarding the upcoming Master Planning meetings and the Wheels Program. He stated those issues will be clarified at the next meeting. Paul Montain made a motion, seconded by Pam Taschuk, to accept the 1999 Park Board goals as discussed. The motion passed. Park Dedication History 1993-1998 - Rick referred to a hand out that reviewed the Park Dedication Revenue for 1993 through 1998 . Arena Acres Residents Survey - Rick noted that a copy of the Arena Acres Residents Survey, a color coded map listing the type of response, and comments from the survey was distributed to each n Park Board member. Chair Lindy noted the survey clearly supports that play structures are needed at Arena Acres . Wenzel Farms Pedestrian Bridge - Rick referred to a handout that gives a cost estimate for two types of prefabricated pedestrian bridges for Wenzel Farms . He noted that $11, 000 has been earmarked for a Wenzel Farms pedestrian bridge . He indicated he will provide more information on other options at a later date. Pam suggested that because of the estimated cost, the Board should hold off until more information on other options is available. Sharon asked about the possibility of a boardwalk. Rick stated he will have to see if a boardwalk would be feasible in that location. It is conceivable that a boardwalk would be less expensive than a pedestrian bridge . Pam asked who is responsible for the storm damage cost . Rick stated that the damage occurred before the easement was acquired. n If a bridge is approved, the City will approach the Wenzel Farms Townhome Association to address the clean up. 3 City of Lino Lakes Park Board Meeting January 4, 1999 Jeff asked about the possibility of asking the City for additional funds to pay for the bridge. Rick stated the 1999 budget has been approved which includes $15, 000 for trails from the General Fund. It was the consensus of the Park Board to put the pedestrian bridge on hold until other options can be explored. RECREATION DEPARTMENT UPDATE: Rick referred to the Parks and Recreation Department update for December 1998 that reviewed the Program Highlights . PARKS DEPARTMENT UPDATE: Rick referred to a memo from Mike Hoffman, Lead Worker, that reviewed maintenance highlights for December. He asked the Board members to call him if they have any questions . Rick noted that overseeding the athletic fields at Centennial Middle School took place in December. OLD BUSINESS• Master Planning Meeting for Behm' s Century Farm Park and Marshan Park - Rick stated the Master Planning meetings for Behm' s Century Farm Park and Marshan Park will be held Tuesday, January 5, 1999, and Thursday, February 4 , 1999 . The meetings for Marshan Park will begin at 7 : OOpm. The meetings for Behm' s Century Farm Park will begin at 8 : OOpm. All meetings will be held at the City Hall Council Chambers . NEW BUSINESS• Rick stated a schedule of the 1999 Park Board meetings was included in the Park Board Members packets . He noted there are Tuesday meetings in July and September. SCHEDULE NEXT PARK BOARD MEETING: The next Park Board meeting will be held on February 1, 1999, 6 : 30pm, at the Lino Lakes City Hall . Re: Review and Comment on Clearwater Creek Proposal Dear Jeff, As requested,.Steve Afpelbaum and I reviewed the latest version of Clearwater Creek 3`d Addition. The following'defines_our impressions of the plan. General Overview The plan.has captured.-many of the most substantial of the general opportunities proposed for consideration during the community-design charette::that.focused on-this project. This-was interesting, to see in that the charette design was conceptual and left much open to interpretation. Key features of the new plan that,we noticed include the inclusion of: ► Many of the key natural resource features identified during the.charette. ► Introduction of important ecological buffers. ► Stormwater management treatment-train conceptual ideas. Extensive linear greenway opportunities. Significant natural open space areas and, to a lesser degree, neighborhood park space. We did see, however,`a number of opportunities to fine tune the plan from the perspective of ecology, parks, trails, and open space.The following considers these opportunities. Potential Areas of Plan Refinement to Foster the - Principles of Conservation Development The following defines a number of areas where the plan could be revised to better accommodate the principles of conservation development(in no particular order); 10. Altering lot sizes and layout to better accommodate some key natural resource areas— including the oak savanna which is now sandwiched between lots and largely converted to n baseball field/active recreational park. 7301 Ohms Lane,Suite 500 Minneapolis,MN 55439. Tel(612).832-9475 Fax(612)832-9542 Clearwater Creek Subdivision Review City of Lino Lakes ► Alternating lot sizes can open up stronger connections between natural areas, greenways, and developed park land and provide more space for neighborhood park amenities — especially important with respect to expanding the space associated with the neighborhood park and giving residents the perception of larger, more linked open spaces. The space issue is a key concern with respect to the neighborhood park. As you recall, the Park Board has a major concern about park space in this area, which I concur with. The challenge remains integrating it with the development so that it is workable from both city and developer perspective. ► Some natural resource areas are restricted by layout—for example, southeast of the park, there seems to be a wetland that could be buffered and not included in platted lots. In other locations in the plan there appear to be natural resources (wetlands, and buffering opportunities) with platted lot overlap. It would be useful to exhaust options on ways to not impact these areas, and also to buffer them rather than including these important resources in platted lots that are likely to be mass graded or impacted with utility and other infrastructure development. This again brings us back to lot sizes and making prudent decisions that give the developer some latitude in exchange for protection of natural resources and opening up more open space areas. ► Trail routings need refinement— it does appear that the plan has a good sense of the trail- greenway concept from a broad perspective, which was encouraging to see. However, several of the trail routings are severely restricted and unappealing because they pass through what appears to be very narrow 15-20 foot wide corridors between lots. These do not achieve what we are seeking for greenways with trails in them. Some reexamination of layout and lot sizes could open up additional land and alter the development layout to emphasize these open space corridors/amenities, rather than hide them. They simply seem tight and "shoe-horned" in rather than a freely accessible and desirable amenity within the project in some places. In spite of this, the overall potential for greenways in this plan has moved noticeably in the right direction than past plans. ► Many natural resources are not buffered at all —especially with back lot lines abutting delineated wetland boundaries. This is an undesirable situation that always tends to result in the deterioration of the wetland resources through lack of management and land owners manipulating the land over time. Along most of the west edge of the project, buffer systems would be desirable to offer future protection to these wetland resources. ► Many of these same resource areas would benefit long-term if connected to one another— again, this is true with respect to ecology and public open space/greenways. Large back lots that are platted in many locations could be reduced in scale and the area currently included in the lots could become buffers that are restored to wetland/prairie, thus providing continuity between these now isolated areas (at least within the confines of the Clearwater property). Additional Comments In addition to the above, please consider the following points: ► One of the major points of the charette process was that there may be an opportunity for mixed housing types with variable lot sizes. It appears that the majority of the development targets a primarily larger lot product. This issue would benefit from further discussions with the developer. 2 Clearwater Creek Subdivision Review City of Lino Lakes Again, part of the formula for successful conservation developments is going beyond the one style of housing and lot size concept of housing to a more robust housing and lot size mix. ► Another point of the charette was that road layouts can be used to provide a sense of place, accentuate experience rather than confuse travelers with an endless curving road that is not anchored on features. Although some of this has been captured, in general, the road system contributes very little to place-making and creation of distinguishing views. It tends to wander like in most subdivisions. This project would benefit greatly from some of the design elements in the rough plan developed during the charette in which roads provided a central organizing structure. In most instances, this occurred because of their terminus on and accentuation of open space features, community town square, pocket parks, etc. The plan could benefit from reexamination of these basic design and layout issues. Summary Statement In summary, both Steve and I were very impressed with the very significant changes made from the original concept presented at the charette. The Clearwater Creek Yd addition is really becoming a proud piece of work. However, with the above stated, we are fully confident this project could be substantially improved as a conservation development plan, and that we can work with the developer/owner to substantially improve marketability and desirability for prospective purchasers and future homeowners in this community. Staff is in the process of completing an application for the 1999 Cooperative Trail Linkage Program with the DNR. The primary purpose of this program is to complete trail connections between where people live(residential areas) and significant public recreation facilities (parks and other trails). Priority will be given to residential connections to state and regionally significant facilities. Staff has identified several possible trail connections to the county trail system. I encourage input regarding these trail connections. This grant program requires a 50 percent match commitment. The deadline to submit an application is February 28, 1999. The construction must be completed no later than June 30, 2002. The intent of this donation is for ballfield improvements. Both fields at City Hall Park are in dire need of renovation. Specifically, the backstop, fencing, and bench areas need to be replaced. It is my recommendation to consider the installation of a new backstop and bench area for City Hall Park Field 1 (closest to City Hall). Estimated construction costs are $7,000. An 74 4 ' 7 Yh A' i Progr Highlights—January Parkboard Update YOUTH K Toss, Kick and Catch: 11 parent/child groups are registered in this newpreschool sport development program. This is an excellent turnout for a brand new program. }% old Away ForA Day Trips. Two successful ski trips have taken place so far this season-each with over 30 participants. Two more trips are scheduled to take place over the next month.Registrations are cow still being accepted for our upcoming K-3rd grade `Be My Valentine"program at Wargo. 7� Dance:Our dance programs are very popular this winter. We have had to develop new classes for ' some of the programs. A& Snack and Skate Skating Lessons:Popular classes this season are Mighty Mites and Beginners, .�which were rearranged to accommmodate the large number ofparticipants.A beginner figure skating class was also added this year. New this season-a skating party at Centennial Sports Arena. v Cr Basket `Have a Ball":80 children are taking part in this seven-session program. This is an increase over last year. The program is taught by volunteer and paid coaches. ' Family Open Gym. This program has seen the biggest increase in attendance. The gym is packed with young people and adults.Activities are set up for the participants to take part in a variety ofgym games. In the future, age and price will be researched to make sure the prices are reasonable and space sufficient to enjoy the program. IVP� ADULT Open Gym:Both the Open Basketball and Open Volleyball programs are doing well. We are averaging 29 people in Open Basketball and 17 people in Open Volleyball Tai Chi:Registration is full for this program. This class has continually been filled since it began. Indoor Adult Soccer. We are currently accepting registrations for this program. We are optimistic M�4r can maintain our team numbersfrom last season. There were a total of 19 teams in this program 1 lastyear. This is the maximum number we are able to schedule in the Centennial Sports Arena. Fitness Classes: The fitness classes are operating smoothly.Attendance is strong at Rice Lake and we . will be looking at improving the attendance at Centerville Elementary where attendance has decreased SPRING/SUMMER PROGRAMS Brochure: Work is underway on our spring brochure. The following will be supplied for a fee of $25lparticipant: (maximum $50 per family) • Seven Week Playground Program Monday—Friday, June 14—July 30, 1999, 1:00 pm—4:30 pm (no program July 2 and 5) • Playground T-shirt • Specialty Programs Specialty instructors in areas such as arts-n-crafts and environmental education will visit the playgrounds throughout the summer to lead special programs and craft projects. • Theme weeks at the playground sites Each week at the playground will revolve around a theme. These themes are designed to provide participants with opportunities to learn and experience new activities in an exciting playground atmosphere. • Summer playground finale Fee will cover finale activities as well as transportation of participants to and from the finale. Additional Costs will be charged for the following: • Guest fee A$3.00 per day guest fee will be charged for all non-registered playground participants. Recruit and hire more experienced staff b. Supply more planned crafts C. Eliminate the fee for the playground finale d. Provide t-shirts to all registered participants e. Provide necessary supplies and equipment for the theme weeks f. Provide for specialty instruction during the summer Overall, a higher quality playground program will be offered. Curriculum will be more defined at the playgrounds and each week will revolve around a set theme. Crafts and games will relate to the weekly theme allowing children to truly experience the"magic"at the playground. Seven theme week kits will rotate around the parks so that each park will host a different theme each week. A pre-planned curriculum will limit the number of continuous games of Dr. Ball and Kickball, as children will have activities already planned for them. Thus, the repetitiveness and the need for the children to plan their entire summer at the playground will be eliminated. Fees will also help support higher wages for staff. In order to find quality staff, we will need to stay competitive with our wages. (C-Store Gas Station is paying approx. $8/hour, McDonalds' min. $6/hour,FSC starting at $7/hour) Some of the past summer employees have mentioned that they will not be able to work for less than $7/hour. Fees will also allow us to pay more for more mature and experienced staff, which in turn will create a higher quality program. In summary, by charging a fee for the summer playground program, we will be able to offer more opportunities to the participants. Participants will be able to see the benefits of this fee through the crafts, activities, specialty programs and staff that are offered at the playgrounds. OPTIONS,a 9-week summer program alternative designed for children in grades K through 5. OPTIONS provides a place for learning,playing and belonging. The OPTIONS program is coordinated and staffed by the Lino Lakes Parks and Recreation Department and the NW Family YMCA of Greater St. Paul. In the OPTIONS program, children have the opportunity to learn new skills,make new friends and have fun in a safe and caring environment. The OPTIONS program runs Monday through Friday from June 14 through August 13, 1999. Program hours are 6:30 am to 6:00 pm. Supervision and care is provided throughout the entire day with programmed recreational and educational activities taking place from approximately 9:00 am—5:00 pm. Parents have the option of sending their child three,four or five days a week to this program. Fees are set according to the number of days the child attends the program per week and are paid on a weekly basis. Estimated weekly fees: 3 days -$95, 4 days-$115, 5 days -$135. The weekly fee includes supervision, arts and crafts, snacks,and more. A$45 non-refundable program registration fee is required upon registration. Included in program registration fee: guaranteed placement in the OPTIONS program,field trips,and an OPTIONS T-shirt. A typical day at OPTIONS includes large group activities,self-directed games, enrichment classes, reading and storytelling,arts and crafts,nature and sports. In addition,there are special activities that are theme related,as each week at OPTIONS is based on a theme. Examples of theme weeks: Search for the Jurassic, Under the Sea and Dynamic Detectives. Field trips are also a part of the OPTIONS experience.Weekly field trips are taken to a variety of educational, recreational,cultural and historic destinations throughout the metro area. Possible field trip locations: Ft. Snelling, Minnesota Children's Museum, Minnesota History Center,Twins games, etc. OPTIONS participants are also able to attend the summer"Wild Away for a Day"trips offered through the Lino Lakes Parks and Recreation Department. An additional fee is charged for these trips as they are offered separately from the OPTIONS program.Examples of"Wild Away for a Day"trips:Valleyfair, Horseback riding, MN Zoo, etc. The OPTIONS program not only provides a variety of educational and recreational activities for children,but there is also the possibility of providing special enrichment courses with the help of trained r� teachers and educators. Daily maintenance includes, sweeping entire skating surface, snowblowing when necessary, shoveling along boards and flooding. • Plowing and/or snowblowing the majority of our trail system after snow events. • Working with the Public Works Department to clear snow from roadways, cul-de- sacs,parking lots, and walkways after snow events. • Equipment maintenance. • Building maintenance. • Installation of new vandal resistant security lighting at Sunrise warming house. (Old fixtures were destroyed by vandals.) With the recent number of snowfalls and warmer temperatures it has been difficult to maintain our rinks to our usual standards.
