PARK BOARD MINUTES
NOVEMBER 14, 1991
The November meeting of the Lino Lakes Park Board was called to
order by Vice Chairman Ken Johnson at 6:35 pm on Thursday, November
14, 1991 at Lino Lakes City Hall. Roll call was taken, members
present were Bill Nissen, Ken Johnson and John Baumann. Members
absent were Candi Toffoli and Chairman George Lindy. Also in
attendance was Marty Asleson, Superintendent of Parks, Recreation
and Forestry, and Carole Kohler, Parks Secretary.
APPROVAL OF MINUTES: John Baumann made a motion to approve the
minutes of the October 7, 1991 meeting. The motion was seconded by
Bill Nissen, and the minutes were approved as mailed.
OPEN MIKE: No one appeared under Open Mike
OLD BUSINESS:
Park Dedication Formula - Marty Asleson reported that Don Volk
presented the park dedication formula as requested by the Park
Board to the council at their November 12th meeting. The council
voted to approve the new formula as presented, and it will become
affective February 1, 1992. Any new developments or subdivisions
after that date will use the new formula.
Wenzel farms - Mr. Asleson updated the board on the progress of the
trails running from this development to Sunrise Park.
Recommendation of the Park Board was to talk to the property owners
involved in the easemnent between lots 4 & 5 on Rice Lake Court
regarding the change of this easement from utility easement to a
trail. Marty Asleson reported that the property owners were
cooperative, the selling point was the landscaping that the City
will do along such trails. The property agreement is still being
worked on, and it is at the City Attorney's now.
Golf Course - Marty Asleson reported that the property along Aqua
Lane that was originally considered for a golf course was no longer
available. This property is presently being considered for a new
development by Jack Menkveld . Mr. Menkveld will be appearing
before the Park Board on December 2 regarding that. Marty says he
has discussed the golf course issue with Bill Nissen, and Mr.
Nissen has suggested using students to do market analysis and
demand and feasibility studies. Ken Johnson noted that any other
parcels available to buy for a golf course may be too close to
Chomonix. Mr. Asleson mentioned that there is a possiblity that
another golf course will be coming into the City also. He states
that 01we need someone to spend the time and do the research." Bill
Nissen will contact the people he has in mind and report back to
the board.

Comprehensive Park Planning Committee Update - The committee soon
will be looking for public input on their plans. Currently Marty
Asleson is trying to pull a meeting of all the boards and staff
people together prior to a public meeting. He was hoping to
schedule a meeting with the boards before Christmas. Bill Nissen
says he would prefer a meeting after the first of the year. Marty
Asleson suggested a breakfast meeting on a Saturday morning like
the one held last winter. Both Ken Johnson and John Baumann thought
a Saturday morning meeting would be a more productive, relaxed
atmosphere. Marty will continue to try to put this meeting
together.
Shade Tree Committee and Forestry Update - The City of Lino Lakes
is the first city to use the vibratory plow . Marty Asleson reports
that there were a few problems. The plow broke, but this is a brand
new machine and the bugs haven't been worked out of it yet. Even
with the problems, the crews were able to put in 2 1/2 miles of
plow line and reach 28 infection centers in eight days on the south
side of the city. Work was also done on Lantern Lane, Baldwin Lake,
Rohavic Oaks, Lois Lane and the St. Joseph's Church area. Mr.
Asleson commented that he hopes to have the city in control within
three years. He also reported that the State Finance Committee with
'~ the DNR were touring in the area and met with him, they spent about
45 minutes reviewing our forestry plan.
Ken Johnson asked how the tree preservation plan is working out
with developers and builders. Marty Asleson noted that there have
been just a few problems, as with any new rule or change, but for
the most part it has been well received.
Marty Asleson also reported that the unexpected record snowfall
recently put a stop to seeding and any forestry programs being
worked on at the time. He also commented that the city crews worked
very well together and did a very good job in light of the
conditions.
NEW BUSINESS:
Black Duck Estates - This item has been moved up in the agenda to
accommodate Mr. Keith Eibensteiner in the audience at this time.
Mr. Eibensteiner appeared before the Park Board and explained his
plans to develop two parcels that were originally platted as a
portion of Lakes Addition #7, or the former Lakecrest Addition that
was most recently proposed as a development from Jeff Joyer and Ron
Mikolai. This will be two separate developments, but adjoining. One
addition will be called Black Duck Estates, it is 9.83 acres with
plans for 20 single family homes on lots approximately 1/2 acre in
size. It is bounded on the east by Black Duck Drive, on the south

by Birch Street and adjoins to the west the other addition that
will be known as Black Duck Estates Second Addition. Black Duck
Estates Second Addition will be 12.5 acres in size, with plans for
28 single family homes on lots approximately 2 acres. This addition
is to the south and east of East Shadow Lake Drive. These
developments will have to be re -platted, and have already been
before the Design Review Board. Marty Asleson noted that park
dedication had already been taken up several years back, but that
Mr. Eibensteiner will have to meet trail requirements.
Ken Johnson asked about the progress of the Weaver property near -by
to the east. Marty Asleson explained to him that the developers may
still come in, the issue is on hold until concerns regarding
Captain's Place are resolved.
Mr. Eibensteiner informed the board that the plans he is showing
are what the council and the DRB chose. Marty Asleson explained to
him, the need to get people from the Black Duck area out to the
main flow and to the near -by parks.

The Park Board suggested that Mr. Eibensteiner put a trail along
the north side of Birch Street going East and west to the end of
.-� the development. This trail should be off of the right-of-way. This
will mean that the property owner of the lot on the corner of
Outlot J and Birch Street would have to be contacted by Mr.
Eibensteiner to negotiate having a trail run alongside his
property. The house on the property does not sit very close to the
road. Mr. Eibensteiner questioned whether he could put a trail off
the right-of-way. Marty Asleson says yes, that he can have a his
property platted to show a linear park, (not a trail) and would be
owned and maintained by the city. He pointed out that the ordinance
states that the trails are to be 15 feet wide with a crushed ag
lime base and the city will do the bituminous.
Bill Nissen commented that he can see advantages to a trail here.
He thinks there is a lot of potential for a major link to Country
Lakes Park with a linear park here.
Mr. Eibensteiner mentioned that when he contacts the property owner
he will be able to use as a negotiating tool, the fact that he has
to bring sewer and water in to this development right by the
property here, and this property owner will be accessible to it.
Mr. Eibensteiner noted that this development is still in the
preliminary stages, he still has to meet again with the City
Planner, John Miller and also the council. Marty Asleson offered to
be of help to Mr. Eibensteiner. As this development is still in the
preliminary stages, no motion or recommendation is necessary at

this time. Mr. Eibensteiner thanked the board for giving him some
direction in the trail requirements matter. He will be back with a
proposal as his development proceeds.
OLD BUSINESS•
Recreation Update - Marty Asleson referred the board to the 1991
Recreation Program Recreation Report, it shows the number of
participants in the rec programs last summer and fall, the expenses
involved, and the income generated from those programs. He noted
that the income from the open softball leagues off -set the expense
of the other programsti Marty reports that Barry Bernstein, Parks
and Recreation Program Supervisor will try to expand the open
softball program next summer, as it was so successful, especially
for a first year program. He expects to have an additional ball
field available for such a program next summer.
Mr. Asleson explained that the Lino Lakes VFW needed a written
verification from us to show to the State Gambling Board where
proceeds are being spent that they have donated. Hence the
accompanying copy of a letter sent to Mr. Bohjanen of the VFW.
Marty Asleson says that he wants to be able to see where the
donated monies actually go, so he has started tracking them. He
also reported that the VFW Ladies Auxillary pledged $1000.00 for
our open playground program.
Ken Johnson says he feels strongly that there should be a plan
targeted for the monies such as a project or improvements, etc. so
that when we contact various organizations seeking funds, we have
a definite use in mind.
Marty Asleson noted that he would like to use the donated gambling
dollars from the VFW for electricity needs at Country Lakes Park
for the skating rink and parking lot, and also try to meet the
electricity needs at Lino Park. He commented on how he was
surprised to find out how expensive it is to run electric service
lines in to a building.
Bill Nissen suggested that if there was electricity coming off W.
Shadow Lake Drive for a sign, perhaps there could be a tie into
electricty from here at a lesser cost. Marty mentioned that we will
also have to address the issue of a public phone at Country Lakes
Park if we are going to have skating or any open programs here.
Marty Asleson talked about Parks and Recreation Departments in
other cities, and commented on how the present state of the economy
has caused some of them to close, the City of Burnsville Parks and
Recreation Department for example. He says that all around the

state everyone is feeling the crunch. He will continue to seek
donations from many sources in the area. He will be going to the
Blaine Legion on the 19th. Ken Johnson noted again that he would
like to see donated dollars go directly to the recreation fund.
Marty Asleson then explained the Fall and Winter Recreation
programs that Barry Bernstein has scheduled. He would like to get
some teen programs started such as broomball and volleyball. Barry
will be at the next meeting to answer any board questions regarding
the recreation programs. Bill Nissen mentioned that his wife, who
is one of our recreation department aerobics instructors, feels
that the winter programs are too long. Marty says he will convey
that to Barry , and look into it. Mr. Nissen also asked if the
costs shown on the 1991 Recreation Department Participation Report
showed Barry's wages. Marty says no, they do not.
Ken Johnson commented that we need to take a look at more ideas for
funding. Bill Nissen commented that Central Park in Roseville was
developed from a foundation. Marty referred the board to an article
he had in their packets regarding community foundations.
There Was No Other Old Business.
New Business:
Minor Subdivision / Beatrice and Emmet Salberg - This is property
belonging to Emmet and Beatrice Salberg that is located directly
east of Rehbein's Peltier View development running east off loth
Avenue. This area is not one that would be a considered for open
space needs. Ken Johnson suggested just taking the standard park
dedication fee.
MOTION - John Baumann made a motion to approve the standard cash
park dedication fee for the Emmet Salberg minor subdivision. Motion
was seconded by Bill Nissen. All were in favor. Motion carried
unanimously
Menkveld Addition/Forjay Property - Marty Asleson showed the board
a map of a new development proposed by Jack Menkveld. This addition
is a 30 acre parcel east of Lake Drive , north of Aqua Lane and
west off of Marshan Lake. This is where the old Forjay Floral was,
the greenhouses will soon be taken down. This information at this
time is only for the Park Board to preview, as Mr. Menkveld is
scheduled to appear with his park land proposal at the December 2nd
park board meeting.
Marty Asleson pointed out where the park land will be. It is a 3

acre parcel on the Lake Drive side of the development, where the
land is high. The proposed trails will be an important link to the
regional park. Marty thinks this concept is good. He suggests the
board go out and take a look at the area where the greenhouses will
be taken down.
Recreation Agreement with Forest Lake School District #831 - Marty
Asleson reported that he and Don Volk had a meeting last night with
Dan Poeppard of Forest Lake School District #831 to review the
School Site Agreement . This agreement was in the park board
packet. Marty reports that the meeting was very positive. Forest
Lake seems to have no problem with our programming on their
available time. He explained that this agreement is somewhat of a
new concept, where communities work between themselves to meet
their needs. Mr. Asleson asked for any comments nad/or input from
the board.
Bill Nissen asked if we were expected to maintain only the athletic
fields, and who draws the boundary? Marty didn't have the answer.
Ken Johnson wanted to know if we are talking about any major type
of developments here. Marty says nothing at this time, we could
possibly be talking about using their facilities, maybe on a
'"N temporary basis.
John Baumann asked if the City Attorney has looked at this
agreement yet. No he hasen't. Mr. Poeppard wants to take it to his
school board meeting on the 12th or 14th of December.
MOTION - John Baumann made a motion to recommend to the council
that they accept the agreement as written providing the City
Attorney reviews and approves it. The motion was seconded by Bill
Nissen. All were in favor and the motion passed unanimously.
Regional Recreation Open Space Program - Marty Asleson refered the
board to a hand out from the 1991 County Capital Improvement
Program showing where $1,647,000.00 in funds has been allocated for
the Rice Creek Chain of Lakes Regional Park to develop picnic
areas, interpretive centers, trails, roads, and parking.
Marty explained that the County is now changing from acquisition to
developing. The Aqua Lane project bridge is expected to be open by
Christmas and hopefully paved next spring.
Bill Nissen asked Marty about cross country skiing in the Regional
Park this winter, are they going to charge? Marty explained that

the users will have to buy a State license to use the trails and
the golf course. Bill Nissen noted that the trails are "ready now"
because of the recent snow, but they are not lit.
There was no other Old Business.
Ken Johnson made a motion to adjourn. It was seconded by John
Baumann. All were in favor. The meeting was adjourned at 8:20 pm.

AN ORDINANCE AMENDING THE LINO LAKES CITY CODE BY CHANGING THE PARK
DEDICATION FEE
The City Council of the City of Lino Lakes, Anoka County, Minnesota
does ordain:

code is amended to read as follows:

This Ordinance shall be effective thirty (30) days after its
passage and publication as required by City Charter.

Please find enclosed (3) development preliminary plats with
proposal dedications.
~ A concept plan of Black Duck Estates was presented to the Park
Board by Keith Eibensteiner at our last meeting. Again, this
development has no dedication requirement other than trail
consideration.
The Menkveld Shores of Marashan Lake concept was also presented. It
appears that it was feasible to move the trail to the East further
from the property lines. Jack will explain this. This concept fits
into our developing Comprehensive Plan.
As of this writing, the Weaver Property development information was
not available. If it is not contained in this packet, Kirk Corson
will be at the meeting.

brought before the Park Board Commission.
The decision was made that the trail would be located right along
Birch Street. Starting at the far west side of Phase II the park
dedication will continue east until the Delzes property. The
park dedication will pick up again on the east Delzer property
and continue east and then turn north between Lot 9 & 10 Block 2,
Phase I.
This information is all shown on the preliminary plats previously
