RESOLUTION NO. 20-94
RESOLUTION APPROVING THE PUD FINAL PLAN/FINAL PLAT
FOR LYNGBLOMSTEN AT LINO LAKES ADDITION
WHEREAS, the City received a land use application for Lyngblomsten at Lino Lakes
Addition PUD Final Plan/Final Plat hereafter referred to as "Development"; and
WHEREAS, the July 26, 2021 City Council Staff Report provides supporting narrative
and documentation to the land use application; and
WHEREAS, City staff has completed a review of the proposed Development based on
the following plans and information:
• Revised PUD Development Stage Plan/Preliminary Plat Submittal (80 plan
sheets) prepared by Wold Architects &Engineers, Loucks and AJA, Inc. revision
date July 14, 2021 received by City on July 20, 2021
• PUD Final Plan/Final Plat Submittal (128 plan sheets)prepared by Wold, Loucks
and AJA, Inc. revision date July 14, 2021 received by City on July 20, 2021
• Revised Storm Water Management Report, prepared by Anderson-Johnson
Associates revision date July 14, 2021
• SWPPP prepared by Anderson-Johnson Associates, Inc. dated October 4, 2019
• 49 & J Road Concept Layout prepared by SEH dated September 29, 2020
• Design Guidelines prepared by Wold Architects &Engineers dated April 6, 2021
• Final Plat received on May 13, 2021; and
WHEREAS, the City Council the approved the PUD Development Stage
Plan/Preliminary Plat with Resolution No. 19-42 on April 8, 2019; and
WHEREAS,the City Council approved PUD Development Stage Plan Amendment#1-
Site Plan and Grading & Drainage Plan with Resolution No. 20-44 on May 11, 2020; and
WHEREAS, the Planning & Zoning Board reviewed the Development on June 10, 2020,
July 15, 2020 and August 12, 2020 and recommended approval; and
WHEREAS,the proposed Development is not considered premature and meets the
performance standards of the subdivision and zoning ordinance; and
NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino
Lakes hereby makes the following:

FINDINGS OF FACT
1. The final plat substantially conforms to the approved preliminary plat subject to the
conditions listed below.
2. The City Attorney has reviewed the status of title/property ownership related to the
final plat prior to release of mylars.
3. A Development Agreement has been drafted and shall be executed.
4. Conditions attached to approval of the preliminary plat have been fulfilled or
secured by the Development Agreement.
5. All fees, charges and escrow related to the preliminary or final plat have been paid
in full.
BE IT FURTHER RESOLVED by the City Council of the City of Lino Lakes hereby
approves Lyngblomsten at Lino Lakes Addition PUD Final Plan/Final Plat subject to the
following conditions:
1. The developer shall maintain a 25 ft wetland buffer and signage as depicted on
Sheet C0.00, Wetland Buffer Map.
a. The wetland buffer and upland habitat will consist of vegetated land,
consisting primarily of plant species native to this region, that is not
cultivated, cropped,pastured, mowed, fertilized, used as a site for
depositing snow removed from roads, driveways or parking lots, subject to
the placement of mulch or yard waste, or otherwise disturbed, except for
periodic cutting or burning that promotes the health of the wetland buffer
or upland habitat, actions to address disease or invasive species, or other
actions to maintain or improve wetland buffer or upland habitat quality,
each as approved in writing by City staff.
b. The wetland buffer shall be maintained in accordance with standard
vegetation management practices.
2. The developer is responsible for the installation, establishment and future
maintenance of all landscaping, vegetation, fences and signage consistent with the
approved PUD Final Plan.
3. Future development of Lot 2, Block 2 and Outlot C, Lyngblomsten at Lino Lakes
Addition shall be reviewed by the Planning & Zoning Board for recommendation
to the Council.
4. Future development of Outlot C, Lyngblomsten at Lino Lakes Addition shall
require final plat and full site plan review.
5. Future development of Lot 2, Block 2, Lot 3, Block 2 and Outlot C,
Lyngblomsten at Lino Lakes Addition shall be consistent with the PUD Final
Plan, 49/J Master Plan, Lyngblomsten Design Standards and City Ordinances.
6. After site grading and street construction, City staff, developer and the property
owners of 251 Woodridge Lane and 253 Woodridge Lane shall work together to
determine the best location for a screening fence between their property and the
public road.
7. The following easements detail the scope, construction, and maintenance
responsibilities for the private roads and public trails:
a. Permanent Right of Way Easement

i. Hammerly Court, Dennis Lane and associated sidewalks
b. Permanent Trail Easement
i. Public trail over Lot 21, Block 1, Lyngblomsten at Lino Lakes
Addition
c. Declaration of Cross Easements
i. Lyngblomsten Drive and future commercial development
8. The following documents shall be executed, recorded with Anoka County and
electronic recorded copies provided to the City:
a. Quit Claim Deed-Lyngblomsten Senior Housing, Inc. to Lyngblomsten at
Lino Lakes, LLC
b. Final plat
c. Development Agreement
d. Permanent Right of Way Easement
e. Permanent Trail Easement
f. Declaration of Cross Easements
g. Declaration for Maintenance of Stormwater Facilities
h. Stormwater Re-Use Agreement
BE IT FURTHER RESOLVED by the City Council of the City of Lino Lakes hereby
approves the Development subject to the following items being addressed prior to release
of final plat mylars:
1. All comments from Anoka County Surveyors office shall be addressed.
BE IT FURTHER RESOLVED by the City Council of the City of Lino Lakes hereby
approves the Development subject to the following items being addressed prior to release
of grading permit:
1. All comments from WSB City Engineer memo dated July 20, 2021 shall be
addressed.
Adopted by the Council of the City of Lino Lakes this 26th day of July, 2021.
The motion for the adoption of the foregoing resolution was introduced by Councilmember
Lyden and was duly seconded by Councilmember Ruhland and upon vote being taken
thereon,the following voted in favor thereof: Lyden, Ruhland, Stoesz, Cavegn, Rafferty
