RESOLUTION NO.21-83
APPROVING APPLICATION FOR A SPECIAL EVENT FOR THE
BLUE HERON PARADE,AUGUST 21,2021
WHEREAS,the City has received a parade permit application for a proposed parade along
Lake Drive on August 21, 2021; and
WHEREAS,the permit application was reviewed for compliance with the City of Lino Lakes
code of ordinances; and
WHEREAS,the applicant must provide traffic control agents or Public Safety personnel at all
intersections requiring traffic control; and
WHEREAS,the applicant will provide volunteers to monitor the barricades at all intersections
not requiring traffic control personnel; and
WHEREAS,the applicant will provide, install and remove barricades, signs and delineation
equipment as directed by either Public Works or the Public Safety Department; and
WHEREAS,the permit application has been reviewed by the Public Safety Department and
Public Works Department; and
WHEREAS,the Blue Heron Parade coordinator is required to have proper approvals in place
from Kohl's and Target for use of their property; and
WHEREAS,the Blue Heron Parade coordinator has proper approvals in place from the Anoka
County Highway Department; and
WHEREAS,the Blue Heron Parade coordinator is required to have telephone service in place
sufficient to connect to emergency services; and
WHEREAS,proof of general liability insurance will be in place to cover the event; and
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Lino Lakes:
That the Parade Permit application for the Blue Heron Parade on August 21, 2021 is hereby
approved with the above contingencies.
BE IT FURTHER RESOLVED that the following budget is approved for the Blue Heron
Parade and joint marketing efforts for the Community Festival:
1. $3,500 from the Blue Heron Days Fund and$3,500 of grant funds from the Twin Cities
Gateway for the purpose of joint marketing efforts for the Blue Heron Parade and
Community Festival occurring in Lino Lakes August 19 -22, 2021.
Adopted by the City Council of the City of Lino Lakes this 26th day of July, 2021.
The motion for the adoption of the foregoing resolution was introduced by Councilmember
Stoesz and was duly seconded by Councilmember Ruhlandand upon vote being taken
thereon,the following voted in favor thereof: Stoesz, Ruhland, Cavegn, Lyden, Rafferty

TOPIC: Consider Resolution No. 21-83, Application of a Permit for the
Proposed Blue Heron Parade
VOTE REQUIRED: 3/5
BACKGROUND
The City has received an application for a permit to conduct a parade on Saturday, August 21
from approximately 11:00 a.m. to 12:30 p.m.
The applicant and the event coordinator, Dale Stoesz, has been working with city staff on the
event details and has provided the following information. He anticipates approximately 60-80
units in the parade; the proposed route for the parade would be Lake Drive from Marketplace
Drive to James Street, with a staging area in the Kohl's and Super Target parking lots.
As of Friday, July 23 there have been 15 applications received.
The Public Works Department and the Police Department have reviewed the permit
application. The applicant must continue to follow instructions on safety and signage measures
up to and through the time of the parade.
Anoka County has authorized the road closure for this event.
The event is contingent upon receiving approvals from Kohl's and Target for use of their
property for the parade staging area.
The Event Coordinator, Dale Stoesz will be presenting a budget for council consideration.
The City received a $3,500 Member City Grant from Twin Cities Gateway in 2021 to assist
with advertising, marketing, and promotional efforts for events/activities occurring in the City.
In addition, there is approximately $13,000 remaining in the BHD Fund, which is carryover
from prior year city sponsored events.
