17 PUBLIC COMMENT •
18 Dorothy Rademacher, 6635 184th St, representing the Chain of Lakes Rotary, Quad Chamber of
19 Commerce and American Legion upcoming special events. She requested that the council
20 authorize funding(funds budgeted for Blue Heron Days and from the area tourism association were
21 mentioned). She noted the work of the organizing group to pull the events together. She thanked
22 staff for their work and patience in bringing the permit requests forward.

26 Councilmember Ruhland moved to approve the Consent Agenda, Items lA through 1H as
27 presented. Councilmember Lyden seconded the motion. Motion carried on a voice vote.

54 6A) 426 Pine Street: i. Consider Resolution No. 21-67, Approving a Conditional Use Permit for
55 Commercial Stables; ii. Consider Resolution No. 21-68, Denying a Variance to Increase the Number
56 of Animal Units—City Planner Larsen noted that the applicant has requested a continuation to allow
57 for councilmembers to visit the property. The council concurred with the request.
58 Councilmember Stoesz moved to postpone consideration of Resolution No. 21-67 and Resolution No.
59 21-68 to the August 9, 2021 council meeting. Councilmember Ruhland seconded the motion. Motion
60 carried on a voice vote.
61 6B) Glamos Wire, Inc. (2300 Main Street): i. Consider Resolution No. 21-69 Approving
62 Conditional Use Permit for Open and Outdoor Storage; ii. Consider Resolution No. 21-70 Approving
63 Site Improvement Performance Agreement—City Planner Larsen reviewed a PowerPoint presentation
64 that included information on:
65 - Request for conditional use to allow for open and outdoor storage;
66 - Background;
67 - Zoning;
68 - Site Plan;
69 - Fencing plan;
70 - Outdoor Storage Requirements;
71 - Alternative screen request of applicant(not recommended by staff and Planning and Zoning
72 Board);
73 - Findings of Fact(consistency, etc);
74 - Planning and Zoning Board recommended approval with waiver of shrub requirement.

75 Councilmember Cavegn asked if the shrub waiver would be all sides and Ms. Larsen said yes. That is
76 based on the existance of vegation already.

78 Councilmember Ruhland asked if you can see through the fence and staff said no. It's a backyard type
79 privacy fence.
80 Councilmember Stoesz noted the 35% security requirement and asked who would receive the deposit?
81 Ms. Larsen said the City will receive and hold that standard deposit; it's normally done within a year.
82 Mayor Rafferty noted that he visited the property and saw the operation. It's a good commercial
83 operation that is utilizing an existing building in the City.
84 Councilmember Stoesz moved to approve Resolution No. 21-69 and Resolution No. 21-70 as
85 presented. Councilmember Lyden seconded the motion. Motion carried on a voice vote.

103 The Council received an update from Councilmember Stoesz on Blue Heron Days planning
104 activities. There were several permit requests approved on the Consent Agenda today. City
105 Administrator Cotton added that the event permit for the parade itself will be presented at the next
106 council meeting; applications are still being received.

110 There being no further business, Councilmember Cavegn moved to adjourn at 6:50 p.m.
