16 Item 6A, 426 Pine Street- City Planner Larsen explained the two resolutions presented
17 to the council and provided a quick history. A CUP was previously issued with a limit of
18 horses allowed and the option of increasing the number of horses with a manure
19 management plan. The applicant has an acceptable manure management plan and can
20 have 25 horses. The current request is to amend the previous CUP and to obtain a
21 variance for more horses. Staff is presenting a resolution that would allow the 12.5
22 horses increased to 25 horses with an approved manure management plan. That
23 resolution was approved by the Planning and Zoning Board; the resolution requesting a
24 variance to allow additional horses was not approved. Ms. Larsen noted that the
25 applicant has requested a postponement to allow for all councilmembers to visit the
26 property.

28 Mayor Rafferty remarked that he thinks it's a fair request to ask for decision makers to
29 visit the property.

31 Councilmember Stoesz noted that Lino Lakes is unique and this is one of the unique
32 properties. It deserves to be reviewed.

34 Councilmember Ruhland said he'd like the opportunity to visit the property.

36 Mayor Rafferty asked if the attorney/applicant would like to offer comments. Attorney
37 remarked that this involves a really unique property and it deserves a review. It's been a
38 part of the community for fifty plus years.

40 Applicant Christopher Stowe explained his experience. He believes he was housing
41 horses at the property prior to the City's change in regulations. The property is unique.
42 He explained the arena on the property and its large size. He's been told that his
43 buildings are non-compliant and also that the property zoning is different than when he
44 purchased it. He has historical minutes that indicate the zoning/conditional use on the

45 property. It seems like he is facing an onerous situation.

47 Mayor Rafferty asked the council to take the opportunity to visit the property in the next
48 two or three weeks. The matter is will be delayed in the meantime.

50 Item 6B, Glamos Wire,Inc.2300 Main Street—City Planner Larsen briefly reviewed
51 the staff report and recommendations. Specifics will be reviewed at the council meeting.
52 Screening and security are being addressed with a fence proposal.
