PARK BOARD MINUTES (VIRTUAL MEETING)
1. CALL TO ORDER AND ROLL CALL:
Park Board Chair Pat Huelman called the Lino Lakes Park Board meeting to order at 6:30
p.m. on June 2, 2021.

4. APPROVAL OF MINUTES
Clark Gooder made a MOTION to approve the April 7, 2021 meeting minutes. Motion
was supported by William Kusterman. Motion carried 6 - 0.
5. OPEN MIKE
There was no one present for Open Mike.
6. PARK UPDATES
A. LINO PARK RENOVATIONS
Rick DeGardner, Public Services Director, updated the Park Board on the Lino Park
renovations. He detailed that Park Department Staff had removed the equipment and
prepared the site for installation sidewalk, playground, and bike rack pad. He stated
that significant production delays have resulted in the playground installation being
pushed back to late-June. This was due to the production facility having a major
equipment failure. He informed the Park Board that still to come, Century Fence will

be installing 118 lf of 4’ high ornamental fencing between the playground area and
parking lot and a bottle filling station with bubbler will be mounted on the irrigation
shed north of playground area. He then specified that once the items listed have been
completed there will be discussion of potential open-air park shelter, park signage,
and landscaping options.
DeGardner mentioned that during the removal of the old park equipment the City was
able to salvage the tire swing and swing set. These items will be sold by the City.
William Kusterman had asked if we thought someone would buy the tire swing and
swing and know that the items were for sale on our City’s website. DeGardner stated
that the plan is to post it on the City’s website, Facebook Market place, Craigslist,
Ebay, etc. as necessary. He went on to state that there are already a few people
already interested it. Prices were based on what the Certified Playground Installer
recommended and we are able to sell it without any liability issues.
Huelman asked if DeGardner had looked into finding a civic group or Boy Scout
troop of some sort that might be willing to help with some of the installation.
DeGardner stated that in the past they have worked with volunteers and organizations
to install playground equipment but the last couple times have proven to be difficult.
Park maintenance staff recommended just doing it themselves as they have done the
work before and were confident they could do it.
Kusterman asked if the water station will be visible from the street. DeGardner stated
it would visible from the parking lot but it would actually face the playground.
Kusterman indicated he was concerned about vandalism. DeGardner stated it is the
first time the City is doing this (putting in water station) and there is potential for
vandalism. He detailed that the City had weighed whether to do an in ground system
or a mounted system and the cost difference is what made the biggest factor in the
decision they made. He stated that they will monitor it and re-evaluate if it becomes a
problem.
B. CLEARWATER CREEK PLAYGROUND REPLACEMENT
Rick DeGardner, Public Services Director, informed the Park Board that the City is in
the process of soliciting bids for the demolition/removals of the playground
equipment at Clearwater Creek Park. He stated that it is expected that the City will
receive dollars, plus save a significant amount of staff time and disposal costs. He
mentioned that Park Department staff will install the new equipment with certified
playground installer this Fall.
8. New Business
A. Determine process to name new park at Centerville Road and Birch Street
Rick DeGardner, Public Services Director, informed the Park Board that the City Council
awarded the construction contract for the development of four pickleball courts, two
tennis courts, and parking area to be located at Centerville Road and Birch Street. He
continued that staff has attended pre-construction meetings in preparation of construction
commencing later this month. He stated that with the development of this park imminent,
staff is recommending the Park Board develop a process to officially name this park. The
final recommendation would then be forwarded to the City Council for consideration.
Clark Gooder said he would like residents involved in naming the park and that we could
post something on the City website where they could submit names and the Park Board
could review them. He stated maybe even put something in the Quad City Press.
William Kusterman asked if there would be an opportunity to sell the naming rights.
DeGardner stated that yes it could be possible, however usually that route was more for
an athletic facility or something where there is a lot of traffic coming in and marketing
opportunities for a company. He stated that a neighborhood park wouldn’t be that
attractive.
Patrick Huelman commented that this park is different because normally the parks are
name after a development that they are going into or serve. This park may be named
based on its natural surrounding area. He stated that naming it after a person may be
controversial and possibly risky, but if he was thinking of a name he would throughout
there it would be George Lindy. Huelman stated that Lindy was part of the park board for
30-40 years and was instrumental when working with City staff identifying and
evaluating properties within Lino Lakes for future parks. Kusterman said he thought it
was a great suggestion to name the park after Lindy, however much of the community
does not know who Lindy is and what he has done for the city. Kusterman stated he also
liked the idea of letting the community weigh-in on the naming process.
Abby Haworth suggested that we collect a few names for the park and then place a poll
on Facebook where the community could click and cast their vote for the name they like.
Gooder reiterated that he liked the idea of getting the community involved with name
suggestions. He mentioned that naming it after a specific person could prove difficult for
future naming of parks and balls fields and having to decide why one person is more
worthy than another to have something named after them.
DeGardner stated that he agreed that community involvement would be good. The
information could be put on the City website and then pushed on social media. Residents
could submit their name suggestions and then there could be a vote on the names. The
Park Board could then look at the feedback and make their recommendation for the name
based on community feedback.
B. Consider renaming City Hall Park, 1189 Main Street
Rick DeGardner, Public Services Director, stated that with a process in place for naming
the park at Centerville Road and Birch the Park Board may want to consider renaming
City Hall Park. City Hall operations were relocated to its current location at Town Center
Parkway in 1999. Any recommendations for the name would be forwarded to City
Council for consideration.
Patrick Huelman stated that if we had adopted a process for renaming the park that we
should go that route for renaming City Hall Park as well. Clark Gooder agreed and would
like to see the creativity and ideas of the residents.
Gooder made a motion to obtain community feedback for names and then the Park Board
would base their recommendation on the feedback they received and give it to City
Council. William Kusterman seconded the motion. Motion carried 6-0.
C. 2022 Budget Process
Rick DeGardner, Public Services Director, informed the Park Board that City Staff is
currently preparing the 2022 draft budget for the City Council. He asked the Park Board
to notify him if they have any parks or trails projects that they feel should be considered
for funding in 2022.

The next step in this process is for the Park Board to create a list of finalists for residents to vote
on. Beginning August 9, Lino Lakes residents will be able to cast their votes for their top name
choice for each park. The link will be available on the city website (www.linolakes.us) under the
News and Announcements tab. Residents will have until Thursday, August 26 to vote.
The Park Board will review the results at their September 1 meeting, and prepare a
recommendation for City Council consideration that will be placed on the September 13 City
Council meeting agenda.

The Park Board is accepting name nominations for two parks!
1. Southeast Quadrant of Centerville Road and Birch Street (Adjacent to Fire Station #2 and
Water Tower) – This new park area will consist of four pickleball courts, two tennis courts.
And 14 parking stalls. Potential future additions include a full-size basketball court, open-
air shelter, and playground equipment. Construction is scheduled to commence late June
and be completed by late September.
2. City Hall Park (1189 Main Street) – This park consists of two softball fields, playground
equipment, warming house, and hockey rink. With City Hall operations relocating to Town
Center Parkway in 1999, it has been suggested to rename this park since it is no longer in
close proximity to City Hall.
Here is the process:
A. Residents are encouraged to submit nominations of names for the parks by clicking on
https://www.surveymonkey.com/r/L3J7DKC . We will periodically update the list of
suggestions. Please do not submit names already listed. Suggestions will be accepted until
Friday, July 23.
B. The Park Board will review all submittals at their August 4 meeting, and create a list of
finalists for residents to vote on.
C. Beginning August 9, Lino Lakes residents will be able to cast their votes for their top name
choice for each park. The link will be available on the city website (www.linolakes.us) under

A. Tennis and Pickleball Courts Update - Erosion control measures are in place and general
earthwork and stormwater ponds development have started. The aggregate sub-base of the
courts has been placed with sampling/testing being conducted.
Sub-cutting of the parking and trail areas, along with storm sewer installation are scheduled for
the next week. Upper Midwest Athletic will begin pouring footings and installing the court
perimeter fence posts mid-August. Once the footings are complete, the concrete maintenance
strip and court bituminous will be installed.
Most significant delay revolves around the fence fabric. Aluminum coated steel that was specified
required approximately 12 weeks lead time. This puts delivery for early September. The contractor
suggested a substitution of zinc coated galvanized for the fencing, which is more readily available.
Long term we feel that the aluminized is a better product that will hold up better and last longer.
It is also smoother to the touch, as galvanized can have some sharp edges when the dipping takes
place. We chose to stay with the aluminum coated steel as specified.
The revised substantial completion date is September 30, 2021.
B. Lino Park - The large playground structure, swings, independent play events, concrete edging,
bike rack pad, and engineered wood fiber have been installed. We are still waiting on delivery of
the 2-5 age play structure. Public Services Department staff installed a wall mounted bottle filling
station on the irrigation shed.
The ornamental fencing material has been ordered with an expected delivery of mid-August.
Additional concrete work is scheduled the week of September 1. Benches and tables have been
ordered and are expected to be delivered mid-October.
C. Clearwater Creek Park Playground Replacement - Still plan on removing and replacing the
playground equipment at Clearwater Creek Park this Fall.
