Adjourn CITY OF LINO LAKES PARK BOARD MINUTES 1. CALL TO ORDER AND ROLL CALL: Park Board Chair Pat Huelman called the Lino Lakes Park Board meeting to order at 6:30 pm. on August 4, 2021. 2. PLEDGE OF ALLEGIANCE 3. SETTING OF AGENDA Agenda was approved as is. 4. APPROVAL OF MINUTES Richard Jensen made a MOTION to approve the August 2, 2021 meeting minutes. Motion was supported by John Nordlund. Motion carried 6 - 0. 5. OPEN MIKE There was no one present for Open Mike. 6. PARK NAMING PROCESS Rick DeGardner, Director of Public Services, reminded the Park Board of the naming process. He stated that name suggestions were submitted online by the public. The next step is for the Park Board to review the names, pick a couple that they believe would make decent park names, and put them back on a survey for a final vote from the public (Public will be able to vote on the names until August 26). The survey data will then be presented at the September 1 Park Board meeting where the Park Board will decide their recommendation for each park name to be presented at the September 13 City Council meeting. MEMBERS PRESENT: Patrick Huelman (Chair), Abby Haworth, William Kusterman, John Nordland, and James Zilka MEMBERS ABSENT: Clark Gooder STAFF PRESENT: Rick DeGardner (Director of Public Services) The Park Board discussed the 19 different name suggestions that were submitted for Centerville/Birch Park and the 8 different name suggestions for City Hall park. They had shown some interest in park names such as “Firefighters Memorial Park”, “Hero Park”, ‘First Responder Park” however it was mentioned that naming the park with a name like those may imply or push for a memorial statue in the park area which there are currently no plans for. The area will just have the hard surface courts as of right now and will most likely just continue to be a park in the future. After lengthy discussion the Park Board decided to move forward with the following names for the survey: Centerville Road & Birch Street Park (1750 Birch Street) • Tower Park • Blue Heron Park • Water Tower Park City Hall Park (1189 Main Street) • Old City Hall Park • Main Street Park 7. PARKS UPDATES A. Tennis & Pickle Ball Courts Update Rick DeGardner, Director of Public Services, informed the Park Board that erosion control measures are in place and general earthwork and storm water ponds development have started at the Birch/Centerville tennis and pickle ball courts location. He stated that the aggregate sub-base of the courts has been placed with sampling/testing being conducted with sub-cutting of the parking and trail areas and storm sewer installation scheduled for next week. He detailed that the project had encountered some significant delays to manufacture lead times involving the fence fabric. The revised completion date for the project is September 30, 2021. B. Lino Park Renovations Rick DeGardner, Director of Public Services, informed the Park Board that the large playground structure, swings, independent play events, concrete edging, bike rack pad, and engineered wood fiber and bottle filling station have all been installed at Lino Park. He identified that the Parks Department is still waiting on delivery of the 2-5 play structure and that the ornamental fencing material is projected to arrive mid- August. He detailed that additional concrete work is scheduled for the week of September 1st with benches and tables expected to be delivered mid-October. C. Clearwater Creek Playground Replacement Rick DeGardner, Director of Public Services informed the Park Board that the plan is still to remove and replace the Clearwater Creek playground area this Fall. DeGardner added that the City had made arrangements with a local contractor to remove and salvage the existing park equipment, stating the business will pay the City $500 for the removal. 8. NEW BUSINESS Pat Huelmann, Park Board Chair, asked Rick DeGardner, Director of Public Services, if the Park Board should start discussing “park priorities”. DeGardner stated that the City Council and City Staff are currently in budget discussions. He continued that he would have more information to relay to the Park Board at the September meeting regarding funds available and at that time the “park priorities” discussion should start. Richard Jensen, Park Board Member, asked for an update on Woods Edge Park. DeGardner stated that it is open to the public, as it has been, but are waiting for a sign (supply chain issues). DeGardner mentioned that it would be time for the Park Board to start consider a more consistent looking sign structure throughout the park system. The Park Board asked DeGardner if they will be doing any onsite visits this fall (in the past the Park Board has always done a site tour in the past during the fall). After a brief discussion the Park Board had decided to wait until October to do any site tours. 9. OLD BUSINESS There was no old business. 10. NEXT SCHEDULED PARK BOARD MEETING Wednesday, September 1, 2021 11. ADJOURNMENT William Kusterman made a MOTION to adjourn to adjourn the meeting at 7:19 p.m. Motion was supported by Richard Jensen. Respectfully submitted, Kellie Schmidt, Lino Lakes Administrative Assistant DATE: September 1, 2021 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: Determine Park Naming Recommendations The Park Board created a process for naming the new park at Centerville Road and Birch Street as well as considering the renaming of City Hall Park during the June, 2021 Park Board meeting. The first survey produced 19 different name suggestions for Centerville Road/Birch Street Park and eight different name suggestions for City Hall Park. During the August 4, 2021 meeting, the Park Board decided to move forward with the following names for the final feedback survey: Centerville Road & Birch Street Park (1750 Birch Street) • Tower Park • Blue Heron Park • Water Tower Park City Hall Park (1189 Main Street) • Old City Hall Park • Main Street Park There were 76 respondents. Approximately 50% voted for Tower Park, with Blue Heron Park and Water Tower Park each around 25%. An overwhelming majority (approximately 75%) voted for Main Street Park, over Old City Hall Park. The next step in the process is for the Park Board to prepare a recommendation for City Council consideration that will be placed on the September 13 City Council meeting agenda. DATE: September 1, 2021 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: Discuss 2022 Park Board Goals Each year the Park Board typically recommends parks and trails projects to the City Council for consideration. Funding is usually provided through the Dedicated Parks Fund, Park and Trail Improvement Fund, and General Fund. At this point there doesn’t appear to be much undesignated funds in the Dedicated Parks Fund and Parks and Trails Fund. This may change after the Lino Park and Tower Park projects are completed in 2022. The City Council is currently in the process of establishing the 2022 General Fund Budget. At this time, there is $90,000 allocated for the Parks and Trails Fund. The following is a list of potential projects that the Park Board has previously discussed: • Birchwood Acres Park - New playground and expansion • Development of Country Lakes Park • Brandywood Park - Replace playground equipment • Additional hard surface courts throughout parks system • City Hall Park - New playground equipment and pave parking lot • Marshan Park - New playground equipment and add park shelter • Woods of Baldwin Lake Park - New playground equipment and park upgrade • Sunset Oaks - New playground equipment • Trails - Century Farm North • Lois Lane Trail • Tower Park - Installing the basketball court and/or open-air shelter, as well as the creation of a dog park. I have also included the Existing Playground Equipment Inventory. Pat Huelman has developed some great information regarding parks and trails project summaries. Perhaps Pat will be willing to share his wisdom and insights on our parks and trails system needs! Park Signage – We have been discussing the need to upgrade our park identification signage for several years. Many parks do not have any signage, and those that do have routed, wood type signs. Attached are some concept plans for establishing a consistent park identification sign. I would be interested in hearing feedback regarding background color, font type and color, inclusion of the logo and addresses. etc. I’m considering ordering new park signs for Sunrise Park, Lino Park, Birch Park, and Tower Park yet this Fall. B. Schedule Park Board Tour – The Park Board expressed interest in scheduling a Park Board tour as part of the October Park Board meeting.
