Mr. Sullivan called the Lino Lakes Environmental Board meeting to order at 6:34 p.m. on
August 25, 2021.

VI. DISCUSSION ITEMS
A. Lake Amelia Woods
Mr. Nelson presented the staff report to the Environmental Board. The applicant,
Thomas Budzynski,proposes to subdivide the existing property east of Amelia Lake at
6149 201h Avenue. The site is two parcels, and zoned RX (rural executive). The staff

report included a detailed description of the site's characteristics, including soils,
significant resources, stormwater management and drinking water protection, wetlands,
and a tree preservation plan among others.
Staff recommended approval of the request with the following recommendations:
1. A survery for rare,unique, and significant resources should be performed. This
survey should include a data request to the MN DNR for Natural Heritage
Information System data for this site. The survey should also include information on
presence and/or extent of any MN DNR listed threatened, endangered, or special
concern species. If any of the aforementioned species are identified on the site, their
locations should be mapped as this may impact future work on the lots (lake access
locations, for example).
2. Buffers for wetlands and shore of Amelia Lake should be established in accordance
with Vadnais Lake Area Watershed Management Organization(VLAWMO)
recommendations. This may impact the placement of the house on lot 2. The
driveway placement on lot 2 may require a variance to be obtained from the Planning
and Zoning Board.
3. Tree protection fence appears to encroach on protected root zone areas on trees on all
four lots. Trees that have more than 30 percent of their root zones impacted shall be
counted as removed and must be mitigated for at applicable rates unless they are in
basic use areas.
4. Green ash (Fraxinus pennsylvanica) and Siberian elm(Ulmus pumila) appear on the
list of trees intended to be saved. These trees should be removed if they are in the
vicinity of other planned removals. Mitigation trees for removals of these species
will not be required.
5. Red maple and sugar maple be removed from the suggested trees to replant with list
on the Tree Mitigation Plan.
6. Stormwater basins are not part of the Basic Use Areas. Trees that are planned to be
removed in these areas must be mitigated for at applicable rates.
Mr. Schwartz inquired if this site was part the greenway system of Lino Lakes, and what
would happen after a survey of rare and unique species was conducted. Mr. Nelson
confirmed that the portions of the east shore of Lake Amelia is located within the
greenway system. Mr. Nelson also noted that if endangered and/or threatened species
were identified, it may impact how work is performed on the site. If special concern
species were found, that should be communicated to homeowners as it may impact where
they should establish lake accesses.
Mrs. Holmes wanted to note that the tree removal is an area of concern. Having a large
number of trees with only I I being designated to be mitigated for is alarming.
Mr. Nelson noted that there may be more mitigation trees required for removals planned
in the area of the stormwater basins as they are not considered part of the Basic Use
Areas.

Mrs. Holmes noted that the Environmental Board does not hear what happens with the
projects after they proceed to the next steps and that she would like to be provided with
an update.
Mr. Nelson responded that an update will be provided to the Board.
Mr. Sullivan asked for clarification on the process, whether the project would come back
to the Environmental Board, and if the Board was making a motion on the project.
Mr. Nelson responded that the recommendations of the Environmental Board are
forwarded to the Planning and Zoning Board and ultimately to the City Council, who will
make a decision on the project.
Mr. Sullivan noted that usually the Board has a vote, but that it did not seem to be the
case on this project.
Mr. Nelson noted that the Board would not be voting to approve or deny the project, but
would be making recommendations that are passed on to the Planning and Zoning Board,
who also make recommendations which are passed on to the City Council.
Mr. Sullivan recounted the history of the property near Lake Amelia and proposed uses
for the lake property. He mentioned it is a DNR environmental lake, meaning that
residents are not allowed to use the lake for recreational and boating purposes. Art
Hawkins, who was a true environmental friend to Lino Lakes, worked with the DNR to
restore the lake to its current condition. Protecting the lake as much as possible is very
important.
Mrs. Holmes noted there is one property that has access to the west side of the lake and
uses it.
Mr. Sullivan noted that having water showing up in the soil borings sounded like a
problem. He also noted the importance of the buffers and minimizing use of chemicals in
backyards.
Mr. Sullivan also noted that he would like to the see the Stormwater Management Plan so
he can make a recommendation on movement of water on the site and how it is being
treated. He also noted it seemed unlikely that the Board would ever see a stormwater
plan. He would also like to see VLAWMO reports and permits from BWSR,but noted
the Board would have to believe these organizations are looking at the project and the
project would not go forward without their approval.
Mr. Sullivan mentioned the loss of trees, the potential need for a sound barrier, and that
he would have liked to see the wetland report on wetland D.
Mr. Schwartz stated he believes this project is particularly important, due to its inclusion
in the greenway system, proximity to Lake Amelia, and Art Hawkin's efforts to restore

the lake. Recommendations should be made that preserve this area as much as possible,
with special attention paid to wetland areas and areas that have species of special
significance along the lake. He also noted that seeing the project only once with many of
the reports not included or pending review by other agencies makes it difficult to make
recommendations. Mr. Schwartz also noted having executive-style homes close to the
interstate noise would make for difficult sales.
Mr. Schwartz mentioned the rare,unique, and significance species survey would be the
most important consideration.
Mr. Nelson responded the DNR would be the authority involved if such species were
found or impacted on site.
Mr. Nelson responded to these concerns with a history of the previous plans for the Lake
Amelia property. The property was going to be used for a large apartment building and
senior center. The current project will have less impact than the ones that did not go
forward, and many of the protections can be accomplished with a combination of wetland
buffers and setbacks.
Mr. Sullivan asked what future property owners would be doing with the lake access.
Mr. Sullivan asked if the public had any comments they would like to make.
The developer, Tom Budzynski, recounted some of the history of the site and the
potential for about 300 units. He noted four houses on forty acres leaves the site wild and
you would have to go up north to find lots with similar character. He also commented
use of the lake would be low intensity, such as fishing and canoeing. The lake is shallow
enough that putting in larger motorized boats would probably not be feasible.
Mr. Schwartz asked if the trees as seen from the road would be impacted.
Mr. Budzynski mentioned they want to preserve as many trees as possible.
The engineer, Kent Brander, mentioned the stormwater treatment on the site, including
the basins, is high level treatment and better than you would typically see on similar sites.
Members of the Environmental Board discussed adding two additional recommendations:
7. Motorized boats should not be allowed on Lake Amelia.
8. The Environmental Board makes all recommendations assuming that all
studies conducted by government agencies come back with positive results.
Mrs. Holmes MOTIONED to approve the staff recommendations and additional
Environmental Board recommendations. Mr. Schwartz seconded the motion. Motion
passed 3-0.

VII. UPDATES
A. General Updates
Mr. Davis provided an update on Anoka County's Solid Waste Abatement Advisory
Team meeting on August 25, 2021. The next meeting will be held on October 27,
2021.
He discussed the Recycling Ambassador program conducted by Anoka County and
provided the Environmental Board with information on how the program works and
how to sign up.
Mr. Davis and Mr. Nelson have completed The Select Committee on Recycling and
the Environment(SCORE) Report for the months of January to June 2021 and will be
hearing back from the County some time during or after October 2021. Mr. Sullivan
inquired about the City's progress on the County's recycling goals. The City was at
roughly 86% of the I"half of 2021 tonnage goal, but staff expects these numbers to
increase with addition of organics bins and weekly parks recycling pick up.
Mr. Sullivan inquired about the City's efforts to improve business recycling outreach.
Mr. Davis responded that he sent the County a list of all businesses within the Lino
Lakes, and the County will be sending outreach postcards to all addresses on the list.
Mr. Nelson stated this is the extent of the work staff can do towards business
recycling, as the SCORE reimbursement funds are to be used for residential recycling
programs and the city would not be compensated for efforts on business recycling.
VIII. ADJOURNMENT
Mr. Schwartz made a MOTION to adjourn the meeting at 7:40 p.m. Motion was
supported by Mrs. Holmes. Motion carried 3-0.

BACKGROUND
The applicant is requesting approval for a Preliminary Plat and Site Plan Review. The
preliminary plat will involve subdivision of the approximately 18 acre parcel into two
platted lots, two outlots, a stormwater pond, and one new road.
The site plan review is for a proposed medical office building offering eye care services.
Per the applicant's narrative, the 12,230 square foot building will be placed on a 1.72 acre
lot.
This staff report is based on review of the following submittals:

ANALYSIS
General Site Characteristics
Rehbein Properties owns the 17.69 acre site, which is predominantly agricultural fields
and five wetland areas that are 3.9 acres in total.
The proposed plan involves subdivision of the property into two lots: a medical office
building that would be constructed first, and a daycare building to be constructed at a
later date on the second lot. These sites would be served by a new road that would
connect to other properties west. A stormwater basin would manage additional runoff
due to the created impervious surface. A larger outlot (B) would be reserved for future
development.
Land Cover
Pre-settlement land cover (Marschner) was Big Woods, which included oaks, maples,
basswood, and hickory.
Current land cover (Minnesota Land Cover Classification System) on the site includes
cropland with upland soils over most the majority of the site; mixed emergent marsh,
cattail marsh, and seasonally flooded altered/non-native dominated emergent vegetation
in the northwest; seasonally flooded emergent vegetation in the southwest; and 26-50%
impervious cover with deciduous trees in the south-central portion of the site.
Rare,Unique, or Significant Resources
Kjolhaug Environmental Services did submit a Natural Heritage Information System
request to the MN DNR. This review identified Blanding's turtle (Emydoidea blandingii)
within a one-mile radius of the site. The DNR pamphlet on this turtle must be provided
to all contractors working on the site.
Soils
The site is relatively flat with elevations ranging from 915 to 921 ft.
Per the Geotechnical Evaluation Report, eight soil borings were performed, ranging in
depth from 15 to 20 feet below grade. Borings encountered topsoil from 0.5 to 1.5 feet.

These borings are used to determine excavation depths for the portions of the site that
will have buildings, pavement, or utilities added. The excavations remove vegetation,
topsoil, organic soils, soft clays and other unsuitable soils to prepare for soil corrections
that will be suitable for construction.
All borings encountered primarily clayey sand and sandy lean clay.
Groundwater was encountered in three soil borings at depths of 4-7 feet.
The soil types on site include:
Cathro muck(A/D) in the northwest, which is hydric, and very poorly drained.
Hayden fine sandy loam (B) in the north central, non-hydric, and well drained.
Webster loam and Dundas loam in the south, hydric, and poorly drained.
Stormwater Management
A stormwater management plan has been submitted and will receive a full review by the
Engineering Department. The following summary review is based upon the same
stormwater management plan.
Existing Conditions
All stormwater on the site drains to a culvert located in the southeast corner of the site or
to a wetland in the northwest corner of the site. The wetland in the southwest overflows
to the culvert located in the southeast corner. Ultimately, all runoff from the site enters
Clearwater Creek, which is an impaired water.
Proposed Conditions
Lot 1 Total Area: 76,808 sq. ft.
Impervious surface area: 45,556 sq. ft. (59%)
Lot 2 Total Area: 86,899 sq. ft.
Impervious surface area: 44,825 sq. ft. (52%)
Outlot A Total Area: 20,223 sq. ft.
Outlot B Total Area: 558,948 sq. ft.
The plan includes one wet sedimentation basin that will manage the additional
stormwater created by the increased impervious surface. This will be a sedimentation
pond, as stormwater infiltration was not deemed feasible for this site due to the
prevalence of clay soils throughout the site.

Stormwater that doesn't flow to the basin will flow to the culvert at the southeast corner
of the site, as will overflow from the basin itself. Groundwater was not detected in the
boring that occurred in the vicinity of the proposed stormwater pond.
Stormwater runoff for the proposed site conditions will match or will decrease from the
existing conditions on the site for the 2-, 10-, and 100- year storm events. Also, the pond
has been designed to provide a volume equal to 2.5 inches of runoff from the drainage
area of the pond,per Rice Creek Watershed District rules.
Stormwater Pollution Prevention
The Stormwater Pollution Prevention Plan (SWPPP) notes the locations of several Best
Management Practices (BMPs) that will be installed on the site to minimize erosion and
sediment leaving the site.
These BMPs include a rock construction entrance, silt fence (including redundant silt
fence in the proximity of the wetland to the west), inlet protections, concrete washout
area, and riprap for energy dissipation at pipe outfalls. There should be additional inlet
protections noted in the SWPPP for any catch basins or inlets where 24th Avenue and
Main Street border the property.
Being that this site will drain to impaired waters, Clearwater Creek and Peltier Lake,
stabilization of exposed soil areas must occur within 7 days after the construction activity
in that area permanently ceases. This is already noted in the applicant's SWPPP.
Flood Plain
Site does not fall within the flood management zone.
Shoreland District
Site does not fall within Shoreland District.
Wetlands
Per the Wetland Permit Application, there were five wetlands that are approximately 3.9
acres combined delineated on the site.
The proposed project involves impact to wetland 3 (0.7381 acre), which will be filled.
The wetland is annually farmed, severely degraded, and has low vegetative diversity.
This fill will be mitigated through the purchase of wetland credits at a 1:1 ratio, per
RCWD rules. Credits will be purchased from the City of Blaine Wetland Bank#1664.
The other wetlands are not within the RCWD wetland management corridor, so WMC
buffers will not be required. A 10-foot buffer will be required to meet city standards.

Alternative Urban Areawide Review (AUAR) Considerations
The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The
AUAR was updated in May 2020. The AUAR identified this site as commercial in all 3
land use scenarios. No further environmental assessment is required.
Drinking Water Protection
The site is within the Drinking Water Supply Management Area (DWSMA) and is
moderately vulnerable. The site will be connected to City water and sewer.
LANDSCAPE PLAN
Tree Preservation and Mitigation Standards
The purpose of these standards is to protect valuable trees and stands of vegetation while
not interfering with landowners' reasonable use and development of property. The goal
is to minimize unnecessary loss of habitat,biodiversity, and forest resources and to
replace removed trees in areas where tree cover is most critical.

The plan calls for removal of 46 trees, most of which are in the southern portion of lot 2.
26 removals are in Basic Use Areas, in non-Environmentally Sensitive Areas. These will
not require mitigation.
There are 20 trees not located in Basic Use Areas, and not in Environmentally Sensitive
Areas. These trees will require mitigation at a 1:1 ratio for removals of trees 6-12"
Diameter at Breast Height(DBH), or 2:1 ratio for trees greater than 12"DBH.
Undesirable species do not have to be mitigated for. Removals of a 22" and 8" ash will
not require mitigation trees to be planted. The total number of replacement trees required
is 24.
Open Areas Landscape Standards
The purpose of these standards is to provide general site beautification and high aesthetic
quality with a mix of plant materials in open areas. Open area landscape standards call
for 1 large tree and 3 large shrubs per 2000 sq. ft.

The following substitutions are allowable:
1 large tree= 1.5 medium or 2 small trees
1 large shrub = 1.5 medium or 3 small shrubs
31,252 sq. ft. of open space calls for 16 large trees and 47 large shrubs.
The plan has 22 large tree or large tree equivalents near open space that would meet open
space standards. The shrubs on site are associated with foundation and buffer and screen
standards. The 13 large shrubs associated with the accent for the entrance sign should
count towards open space standards. There will be 34 more shrubs required that should
be planted in open space. Specifically, these shrubs should be placed around the
stormwater basin, along the turf area on the building's east perimeter, or the stormwater
runoff area in the south of the building.
Buffer and Screen Standards
The purpose of this requirement is to separate and buffer different land use types, screen
roads and parking, and screen utility and loading areas. Continuous, year-round planting
screens require, at the minimum, a double row of plants with triangulated spacing.
Buffers and screens as planned meet the requirements.
Canopy Cover
The purpose of this requirement is to mitigate the effects of vehicular hardscape by
establishing tree canopy cover to intercept rainfall,protect pavement from sun
deterioration, reduce the heat island effect, and improve aesthetics. Canopy cover
standards call for a minimum of 40% canopy coverage.
Vehicular hardscape planned: 27,227 sq. ft.
Canopy cover requirement: 10,891 sq. ft.
Canopy cover provided: 9,350 sq. ft.
Canopy cover requirements have not been met. The 3 large trees near the future parking
lot just west of the stormwater basin would add 1,800 sq. ft. of canopy cover if they were
moved closer to the parking lot access road. Alternatively, if the future parking lot stalls
were added, the vehicular hardscape and canopy cover totals must be recalculated.
Foundation Landscaping
The purpose of these standards is to soften and enhance building architecture, define
access points, add color and seasonal interest, and to blend buildings in with the natural
environment. These standards apply to building fronts and sides facing public or private
streets.

2 large trees and 6 large shrubs are required per 100 linear feet of building. These plants
should be within 30 feet of the building.
The following substitutions are allowable:
1 large tree= 1.5 medium or 2 small trees
1 large shrub = 1.5 medium or 3 small shrubs
For 480 linear feet of applicable foundation, 10 large trees and 29 large shrubs (or
acceptable substitutes) are required for the north, east, and south building faces.
The plans indicate: 4 large trees
11 medium trees
8 large shrubs
116 medium shrubs
These substitutions are equivalent to: 11 large trees
85 large shrubs
The foundation landscape requirements have been met.
Sod and Ground Cover Standards
All areas not otherwise improved in accordance with the approved site plans shall have a
minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed
may be provided in lieu of sod in certain cases, including when the area is adjacent to
natural areas or wetlands.
The area around the stormwater basin will be seeded with MN DOT 34-271 wet meadow
seed mix, with 35-241 mesic prairie seed mix at higher elevations extending south along
the eastern perimeter. Sod is proposed for the rest of the site.
A native seed mix should be used for the low runoff area in the southeast corner of the
site in lieu of sod.
RECOMMENDATIONS
Staff recommends the Belland Farms Preliminary Plat and Associated Eye Care Partners
Site Plan Review be forwarded to the Planning and Zoning Board and City Council with
the following comments and any additional comments from the Environmental Board:
1. Additional (5) inlet protections must be added on Main Street along the southern
border of the property to catch tracked sediment.

2. Undesirable tree species do not have to be mitigated for. Removals of a 22" and
8" ash will not require mitigation trees to be planted. The total number of
replacement trees required is 24. This should be updated on the Tree Preservation
Plan.
3. Canopy cover standards have not been met. The three trees on the western edge
of the stormwater basin can be moved closer to the hardscape, or the parking
stalls can be added, which would require recalculation of the hardscape and
canopy cover totals.
4. 34 more shrubs will be required to meet open space standards.
5. White pine (Pinus strobus) should be switched for a species with better pollution
tolerance.
6. Native seed mix should be used for the southeast corner of the site in the low
runoff area connecting to the culvert.
