18 Councilmember Lyden remarked that energy costs are expected to be very high and he
19 suggests the City cut back on use in any way possible. The council and staff concurred
20 and will work toward that goal.

22 Item 5A, Water Tower#2 Reconditioning Project—Justin Williams was not present
23 but is expected to be at the council meeting to present the request.

25 Councilmember Lyden remarked that he'd like to see the planning cost reduced; any
26 money saved could be used for other worthy projects. Mayor Rafferty remarked that he
27 believes the cost is appropriate and the work it represents important. Councilmember
28 Cavegn wondered if there isn't information (specifications) available from the recent
29 work done on Water Tower#1. Councilmember Stoesz asked about impact to cellular
30 services and Community Development Director Grochala said that will be part of the
31 project plans.

33 Administrator Cotton added that capital project was included in the rate study so it is an
34 anticipated expense.

36 Item 6A,Agreement for Residential Recycling Funding (Anoka County)—
37 Environmental Coordinator Nelson noted that each year the City receives money from the
38 County to pay for recycling efforts. He noted the amount offered for this year and how
39 the funds are utilized. Mayor Rafferty asked if the grant amount is similar to previous
40 years; Mr.Nelson noted how the funds were utilized last year(there was a downtick
41 because there was no recycling day). Councilmember Ruhland asked if these grant funds
42 could be used to reduce the cost residents pay for recycling day drop off, Mr.Nelson said
43 that doesn't appear to be a workable situation for the City(based on experience of other
44 cities). Councilmember Stoesz suggested making some recycling events free; Director

45 Grochala explained that the City has the cost of getting rid of items and while grant funds
46 can be utilized they can be limited. Mayor Rafferty suggested that staff look into some
47 way to provide a discount for some element of the recycle day.

49 Item 6B—through Item 6H—Adopting Assessments—City Engineer Hankee reviewed
50 Items 6A and 6B. The Watermark assessment was partially paid and the remainder is
51 being assessed. The individual assessments are being amended to add one property just
52 received.

54 Assistant City Engineer Gelhar reviewed the remainder of the assessment requests.
