Re: Birch Street (CSAH 34) proposed improvements
Background
Anoka County is continuing to work through the preliminary design to reconstruct Birch
Street (County State Aid Highway 34), from Hokah Drive easterly to the s-curve at Old
Birch Street. The improvement s are proposed to be completed in the 2021 and 2022
construction seasons.
At the December 2, 2019 work session the County discussed the possibility of adding a
3rd round about to address access issues raised by residents east of West Shadow Lake
Drive. The City Council expressed some concern over the additional roundabout, noting
uncertainty with the function of the two already planned . Anoka County proposed to
hold a 2nd Open House to gather additional public input.
The 2 nd Open House was held on January 28, 2020. Nearly a hundred residents were in
attendance. The County provided a number of different information pieces including
traffic simulations, road layouts , roundabout education pieces and right-of-way impact
mapping. All of this information is now available on the project website at:

In response to prior comments the County did prepare a revised layout that terminates the
project east of West Shadow. This would allow for future consideration of a 3rd
roundabout or alternative design at a later date.
Generally, a lot of positive feedback was received at the open house. While there are still
residents with some hesitation regarding roundabouts the information provided helped
address many questions.
Overall the project design appears to address the majority of resident concerns to improve
safety, slow speeds, minimize right-of-way impacts, while still accommodating traffic
flow through the corridor.
Project Management Team representatives from Anoka County Highway Department and
WSB will be present to provide the council with a review of the information provided at
the open house and a recap of the public comment received.
The County would like to get the council’s feedback and receptiveness to the design. In
order to stay on target for construction in 2021 a decision on the design will need to be
made in the next 30 to 60 days.
Requested Council Direction
Staff is requesting feedback on the design considerations and what if any additional
information the City Council would like provided to reach consensus on the design.

Re: Water System Manganese Update
Background
At the January 6, 2020 City Council work session staff presented the city’s public water system
manganese test results and background information on Minnesota Department of Health (MDH)
guidance values for safe drinking water. Subsequent to that meeting the City sent out advisory
letters to property owners and residents which included notice of a public informational meeting.
The public informational meeting was held on January 22, 2020 where the City and MDH
representatives presented information on the manganese levels and recommended actions. The
meeting was well attended by approximately 50 people.
The city presented short-, mid-, and long-term solutions to address the levels of manganese in the
city’s municipal water supply. The long term solution is to consider a Water Treatment Plant. It
is recommend that the city complete a Water Supply and Treatment Feasibility Study. City is
staff is working with WSB and Associates to establish a project scope for the study. It is
anticipated that a proposal will be presented for City Council consideration in March.

Re: West Shadow Lake Drive Project Change Order No. 2
Background
On October 8, 2018, the City Council awarded the bid for the West Shadow Lake Area
Improvement Project to Geislinger and Sons, Inc. in the amount of $4,940,636.57. Construction
has been ongoing since October of 2018. On March 11, 2019 the City Council approved Change
Order No. 1 in the amount of $41,849.00 for the extension of concrete curbing.
The 2019 construction season set a record for the number of rainfall events, a total of 39 days.
This led to difficult and delayed construction season for the West Shadow Lake Area
Improvement Project which required additional maintenance of erosion control measures,
pumping of standing water, maintaining the roadway, providing temporary and passable access
to residents, and time needed to dry out the site. The contractor met substantial completion 2.5
months late but did not meet the final completion date of November 1, 2019.
Construction of the project is almost complete with the final lift of bituminous and boulevard
restoration remaining. Due to the inclement weather and additional time spent to maintain the
site, the contractor has requested a final completion date extension to June 26, 2020. Changing
the final completion date would be approved by Council through Change Order No. 2.
During the initial construction of the roadbed, and with further exploratory excavations, the
project engineers noted that the soils in the north portion of the project met the road subgrade
requirements and the typical section was modified from 24 inches of sand to 18 inches. In
addition, there was less common excavation required to construct the boulevards. This resulted
in the ability to reduce excavation and sand quantities. This reduction has been included in the
enclosed Change Order No. 2.
The West Shadow Lake Area Improvement Project contract with Geislinger and Sons, Inc. and
Change Order No. 2 would reduce the contract amount by $139,983.00.

Revised Contract $ 4,842,502.57
As part of the project completion date extension, the construction services will be subsequently
extended. WSB and Associates has provided a not to exceed fee of $65,700, which includes the
time the contractor exceeded the substantial and final completion dates in 2019, and the time to
complete the project by June 26, 2020.
The overall project costs including these changes is projected to be $6,332,000.00 which is
approximately $525,000 under budget.
Requested Council Direction
Staff is requesting Council direction to include Change Order No. 2 and to approve the extension
of construction services contract with WSB and Associates at the February 10, 2020 Council
agenda.

Re: Well House No. 7 Update
Background
WSB and Associates and Jeff Oertel of Oertel Architects presented the Well No. 7 feasibility
study to the City Council at the December 2, 2019 work session. Following discussion staff
proposed to have some additional structural review completed prior to any additional
consideration. Additionally, Oertel Architects investigated moving costs further and adjusted
the costs by approximately $40,000. This puts the “premium” on the restoration at
approximately $150,000 to $200,000 or approximately 15 to 20 %.
Staff will provide an update on the structure engineering at the meeting if available. Based on the
information received to-date, staff is not recommending to proceed with the house
relocation/conversion.
Requested Council Direction
Staff is requesting direction regarding use of the 509 Birch Street house.

Re: Woods Edge / Civic Complex Monument Sign Concepts
Background
The YMCA previously approached the City regarding the opportunity to construct
additional signage along Lake Drive. The Woods Edge development master plan
provided for the placement of entrance signs at Town Center Parkway and by the freeway
ramps. Staff has prepared some concepts for consideration by the Council. The
proposed sign would allow for both development identification and individual business
signage. We are estimating a construction cost of approximately $50,000 to $60,000.
If there is interest with a particular concept, with or without modifications, staff can seek
out a more definitive design and cost estimate from a sign company. We would also
propose to seek a partnership with the YMCA on sign costs.

None required. Staff is seeking input on potential sign design.
