APPROVAL OF MINUTES September 29, 2021 Mrs. Holmes made a MOTION to approve the September 29, 2021 Meeting Minutes. Ms. Cavegn seconded the motion. Motion carried 7 - 0. VI. Review of Annual Work Plan and Ongoing Tasks List DRAFT MINUTES Environmental Board October 27, 2021 Page 2 Mr. Nelson presented the approved annual work plan to the Environmental Board. The annual work plan includes initiatives concerning current environmental issues in the major areas of focus of the Environmental Board, including environmental stewardship, forestry, natural resources, water, and solid waste management. Mr. Nelson provided an update that residents were using the Rainbow EAB treatment discount and the city hired Rainbow to treat 100 city -managed ash trees this year. Mr. Sullivan wanted to confirm Rainbow Tree Care company is offering discounts on injections, but not tree removals for residents. Mr. Nelson confirmed, while the company does provide tree removal services, Rainbow Tree Care is only providing discounts on the emerald ash borer injection treatment. Mr. Parsons inquired about the City's annual tree sale and wanted to know what species of trees would be included and if the goal was to not have all one species in an area. Mr. Nelson responded the City is trying to increase the diversity of the local forest canopy and we select species for boulevards to that end, but we do not put limitations on which trees residents can purchase from the tree sale for planting on private property. The city sells roughly 100 trees per year in the tree sale. Mr. Sullivan asked when the City's Winter 2021 newsletter would be sent out. Mr. Nelson responded the newsletter was being printed and should be sent out within the next two weeks in early November. Mr. Schwartz inquired about the dates for the tree sale. Mr. Nelson responded the cut off date for sales is usually in February. Residents will pick their trees up at Public Works. Mr. Nelson provied a brief background on wetland banks and used Wollan Park wetland bank as an example. A property under consideration as a potential wetland bank is the Winters property, which is close to an area that has a lot of development going on in the east part of the city. This potential bank is currently in the draft prospectus phase, which is a preliminary review of the site. A more in-depth study would be conducted if the intial evaluations return with positive results. This property would be an opportunity for the City to obtain more wetland credits. Mr. Sullivan mentioned the City also has a wetland bank near Otter Lake and Main Street, which should be inspected in the spring for potential maintenance needs such as burning or thatch removal. Mr. Nelson mentioned an update to MLCCS data would be evaluated in the future with the DNR. DRAFT MINUTES Environmental Board October 27, 2021 Page 3 Mr. Sullivan asked for clarification and recommended staff work on this update and periodically update the Board on its progress. Mr. Nelson confirmed, noting he could call attention to updates when we have development reviews in these areas. Mr. Sullivan shared his experience working with the Adopt -a -Drain program and the importance of cleaning up the storm drains before winter. Mr. Nelson noted the next newsletter has an article about the Lawns to Legumes program, which has good information and links related to rain gardens and native plants in general. Mr. Sullivan mentioned importance of long-term maintenance of raingardens. Mr. Nelson responded long term maintenance requirements are written into installation agreements and there are grants available for installation and maintenance of raingardens. Mr. Sullivan requested the Board get a chance to look at a maintenance agreement in the future. Mr. Sullivan inquired about whether or not the City has residents who have ponds in their yards that are connected to the City stormwater system. Mr. Nelson said yes and working on this project would require ordinance updates to allow residents to install their own stormwater pond aerators. Mr. Sullivan asked for a map of some ponds in this category be presented to the Board in the future. Mrs. Holmes asked if the situation of increased manganese in the City's water supply could be included in the educational outreach efforts on water conservation. She also asked about the possibility of including wildlife impacts in development reviews and the Natural Resources section of the work plan. Mr. Schwartz seconded the idea of including wildlife impacts as well as impacts to the greenway system and adding both to the annual work plan. Mr. Nelson responded these ideas can be added into consideration for future developments. This work plan was already approved by City Council, but these items can be incorporated into future development reviews. The manganese water issue has been largely dealt with by Public Works, Engineering, and Utilities staff, and the City has recently increased their enforcement of watering restrictions. The education focuses on trying to limit water use during heavy irrigation periods. A feasability study was conducted on implementing a new water treatment plant for the City. Mrs. Holmes requested future outreach include a clearer connection between water quality, water conservation, and the current situation with manganese content. DRAFT MINUTES Environmental Board October 27, 2021 Page 4 Mr. Schwartz added education on this connection between wells, water conservation, and water quality would encourage residents' efforts to conserve water. Mr. Sullivan agreed wildlife impacts should be kept in mind both for endangered and threatened species and more common native species. Mr. Sullivan asked for updates on local businesses taking part in recycling related grant programs. Mr. Nelson noted roughly one business per year took part in this program and staff can update the Board with new businesses using the program. Mr. Nelson provided an update on evaluating the feasability of biodegradable pet waste bags for use in public trails and parks noting that, due to cost, containment of the excess nutrients, and health risks to workers, it does not seem feasible to switch from the typical plastic pet waste bags. Mr. Sullivan asked why do we not want the pet waste to break down with the bag it is in. Mr. Nelson responded breakdown outside of landfills has the potential to impact groundwater and the workers and keeping the waste contained seems to be the most important. Mr. Sullivan noted when the Board discussed this issue before the importance of picking up waste and adding stations was connected to groundwater quality. Mr. Nelson then presented the Annual Tasks List. Mr. Nelson noted 47 oak wilt trees were marked this year. Mr. Schwartz wanted to know where oak wilt was most prominent. Mr. Nelson responded areas around Lois Lane, Rohavic Lane, and Linda Lane were three hotspots with heavy oak density that are experiencing oak wilt. The City has been working with homeowners to coordinate root trenching services. Mr. Nelson provided an update on the current status of the heron rookery on Lake Peltier Island. The island's ash tree population is dying as a result of the emerald ash borer. A tree planting sponsored by the Rotary club added 8 trees to the island in October. Mrs. Holmes asked about the nesting habits of the blue herons on the island and how the loss of trees will impact their re -nesting habits. Mr. Nelson said he is not sure if they reuse nests, but assumed they did due to the nests all being concentrated in one part of the island. The herons use other tree species on the island for nesting. Mr. Sullivan shared a brief overview of how recycling tonnage is collected and how the SCORE grants work in conjunction with Anoka County. DRAFT MINUTES Environmental Board October 27, 2021 Page 5 Mrs. Holmes inquired about whether there has been outreach to other waste haulers in town to see if they would offer curbside organics recycling similar to what Walter's offers. Mr. Nelson responded haulers are required to accept specific materials per city ordinance, but one of the issues pertaining to organics is that there are only two locations within the Twin Cities metro area where the materials can be taken to. He provided a brief update on the Rice Creek compost site expansion project, but noted the locations of the compost sites are a barrier to entry for curbisde organics recycling. The City has about 400 households signed up to use the program compared to 35-40 for Walter's curbside service. The convenience of the City's program being offered for free likely brings in more residents. He added staff could look into curbside organics program availability with the other haulers. Mr. Sullivan asked Mr. Nelson to confirm the City does not receive tonnage credit when residents bring materials to the Rice Creek Compost Site. Mr. Nelson confirmed. B. Organics Program Overview Mr. Davis presented an overview presentation of the City organics recycling drop-off program. The overview covered the specifics of site locations, resident participation, tonnage and materials collected, signage and contamination, and prospects for future program growth. Ms. Cavegn and Mrs. Holmes commended Mr. Davis on the presentation and the work he has done on the organics drop-off program. Mr. Sullivan recounted the history of the organics drop-off program, including having volunteers monitor sites and the use of locks to limit contamination. He proposed the Environmental Board take a trip to the sites in spring and educate residents on organics and composting. Mr. Parsons asked how considerations are made for contamination in larger scale operations. Mr. Nelson provided an explanation of how certain materials have different levels of acceptable contamination. Glass is an example of a material that would lead an entire load to being deemed garbage, whereas few numbers of plastic bags would not be enough to trash a load. Compost sites like the Rice Creek site also have staff available at all times of operation, meaning contamination rates are very low due to the nature of having supervision at all times. Building enclosures also act as a measure to keep contamination down. Mr. Sullivan mentioned he is interested in having the Environmental Board take a trip to the new Rice Creek Compost Site once the expansion has been completed. DRAFT MINUTES ENVIRONMENTAL BOARD AGENDA ITEM 6A STAFF ORIGINATOR: Andy Nelson, Environmental Coordinator MEETING DATE: November 30th, 2021 REQUEST: Final Plat for MTO Properties Addition and Site Plan Review for Thrivent Financial Building APPLICANT: MTO Properties Attn: Ben 011ila 3747 White Bear Avenue North White Bear Lake, MN 55110 OWNER: BACKGROUND Ben 011ila and Mike Trudeau 4486 1191h Circle NE Blaine, MN 55449 The applicant is requesting approval of a Final Plat for MTO Properties Addition and Site Plan for a Thrivent Financial office building located at the northwest corner of the intersection of Hodgson Road (County Road 49) and Blue Heron Drive. The parcel is in the Neighborhood Business zoning district. This staff report is based on review of the following submittals: oo Thrivent MTO Properties Site Plan prepared by Progressive Architecture, dated 11-11-21 oo Certificate of Survey with Inventory Resource Map prepared by E.G. Rud and Sons, Inc., dated I I-11-21 oo Tree Inventory and Removals prepared by E.G.Rud and Sons Inc., dated 11-11-21 oo Civil Plan Set prepared by Plowe Engineering, dated 11-11-21 oo Wetland Delineation Report prepared by Jacobson Environmental, PLLC, dated 6-26-19 oo Soil Boring Report prepared by Haugo Geotechnical Services, dated 10-29-21 oo Site Drainage Narrative and Calculations prepared by Plowe Engineering, dated 11-05-21 oo Landscape Plan prepared by Calyx Design Group, dated I I-10-21 ANALYSIS General Site Characteristics Per the applicant's narrative, the proposed plan involves development of the 1.02 acre parcel, zoned NB -Neighborhood Business, to house a Thrivent Financial office building. The development will include a building with a 2,873 sq. ft. footprint, a 20-stall parking lot, sidewalk, patio, and trash enclosure. Stormwater will be treated with a pond on the north side of the building. Land CnvPr Pre -settlement land cover (Marschner) was wet prairie. Wet prairie is typically dominated by grasses, with some sedges present and less forbs than in mesic prairie. In the absence of fire, wet prairie will have higher concentrations of trees and shrubs. Minnesota Land Cover Classification System (MLCCS) data indicates mostly short grasses and mixed trees with 51-75% impervious cover and deciduous shrubland. Trees on the parcel are mostly cottonwoods, but there are also Siberian elms, a couple of oaks, aspen, and a row of staghorn sumac along Hodgson Road. Rare, Unique, or Significant Resources A Natural Heritage Information System request should be submitted to the MN DNR to identify any rare, threatened, endangered, or special concern species that have been documented within one mile of this site. Any species identified as a result of this information request may indicate additional steps required, such as distributing a fact sheet on Blanding's turtle to contractors. A Blanding's turtle (Emydoidea blandingii) nesting site may be on the parcel just north of this proposed project, so there is potential for this species to be present within a one -mile radius of the site. Rice Lake is a significant resource. This 560-acre shallow lake has a maximum depth of 4.75 feet. It was listed as an impaired water in 2010 for nutrients and eutrophication biological indicators, which will impact the stormwater pollution prevention plan as noted below. Soils Soil types according to the Natural Resources Conservation Service Soil Survey Geographic Database include: Zimmerman fine sand in the southeast portion of the parcel, Lake beaches and Rifle mucky peat in the northwest portion. 2 Five soil borings were performed. All borings detected primarily poorly graded, fine grained sand. Ground water was detected at 10-12 feet in the 3 boring in area of the proposed building pad, and at 7 feet in one of the borings associated with the infiltration basin. Stormwater Management A stormwater management plan has been submitted and will receive a full review by the Engineering Department. The following summary review is based upon the same stormwater management plan and drainage calculations. Development of the site includes 10,873 sq. ft. (24.6%) of the total 44,258 sq. ft. area of the site becoming impervious surface. While zoning requirements allow for up to 65% impervious surface, the fact that the parcel is in the Shoreland Overlay brings the allowable impervious surface down to 60%. The site as proposed is in compliance with this requirement. Existing Conditions Per the Drainage Calculations Report, most stormwater (approximately 0.81 acres) currently drains to the wetland in the northwest. The rest (approximately 0.21 acres) drains southeast to Blue Heron Drive where the water enters the stormwater system through an inlet and heads to wetland and ultimately to Rice Lake. Proposed Conditions No impacts are proposed to the wetland in the northwest. An infiltration basin, along with a rain guardian and forebay for pretreatment, will ensure that the proposed impervious surface addition will not increase rate or volume of stormwater runoff for the 2-, 10-, or 100-year storm events. 2-YEAR 10-YEAR 100-YEAR EXISTING (CFS) (CFS) JCFS) WETLAND (111) 0.14 0.57 2.05 BLUE HERON DRIVE (1121 0.06 0.28 0.99 2-YEAR 10-YEAR 100-YEAR PROPOSED (CFSI (CFS) (CF5) WETLAND (111) 0.05 0.40 1.89 BLUE HERON DRIVE (RI) 0.06 0.17 0.47 Stormwater Pollution Prevention The Stormwater Pollution Prevention Plan (SWPPP) notes the locations of several Best Management Practices (BMPs) that will be installed to minimize erosion and sediment leaving the site. 3 These BMPs include a rock construction entrance, silt fence (including redundant silt fence in the proximity of the wetland to the northwest), inlet protections, and riprap for energy dissipation at pipe outfalls. The infiltration basin, rain guardian, and forebay will provide pre-treatment of stormwater. Being that this site will drain to an impaired water, Rice Lake, stabilization of exposed soil areas must occur within 7 days after the construction activity in that area permanently ceases. Flood Plain Site does not fall within the flood management zone. Shoreland District Site falls within Shoreland District. This will impact setbacks, lot widths, design criteria for structures, and other factors that will be reviewed by Planning, Engineering, and Building staff. There are limitations on vegetation alteration in the Shoreland District, but the alterations in this case are related to construction and uses permitted in the zoning district, which are exempt from these limitations. Impervious surface must not exceed 60%. This proposed project includes approximately 25% impervious surface. Greenway System The wetland on the site is noted in the Greenway System, due to inclusion in the Wetland Management Corridor, which classifies it as Natural Resource Conservation Area. Being that there are no impacts proposed to this wetland and that a future proposed trail would be in the County right-of-way on Hodgson Road, there are no additional Greenway System related concerns for this site. Wetlands Per the Wetland Delination Report, a 0.015 acre wetland area was delineated within the project area. This wetland meadow/shrub swamp was dominated by reed canary grass (Phalaris arundinacea) and tussock sedge (Carex stricta). No impacts to this wetland are proposed. This wetland is part of the Wetland Management Corridor, so a vegetated buffer with an average of 50 ft. and a minimum width of 25 ft. will be required per Rice Creek Watershed District rules. M Alternative Urban Areawide Review (AUAR) Considerations The site is not within the AUAR environmental review boundary. Drinking Water Protection The site is in the Drinking Water Supply Management Area (DWSMA) and is moderately vulnerable. Aquifer vulnerability assessments determine which potential contaminant sources must be managed in DWSMAs. In moderately vulnerable areas, wells and tanks must be managed. This site will be connected to City water and sewer. LANDSCAPE PLAN Tree Preservation and Mitigation Standards The purpose of these standards is to protect valuable trees and stands of vegetation while not interfering with landowners' reasonable use and development of property. The goal is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed trees in areas where tree cover is most critical. The plan calls for removals of 59 trees, 58 of which will not require mitigation because they are in the Basic Use Area and not in an Environmentally Sensitive Area. One tree is in a Natural Resource Conservation Area and will require 2 mitigation trees to be planted. Preservation and mitigation standards have not been met. Open Areas Landscape Standards The purpose of these standards is to provide general site beautification and high aesthetic quality with a mix of plant materials in open areas. Open area landscape standards call for 1 large tree and 3 large shrubs per 2000 sq. ft. The following substitutions are allowable: 1 large tree = 1.5 medium or 2 small trees 1 large shrub = 1.5 medium or 3 small shrubs 27,250 sq.ft. of open space calls for: 14 large trees and 42 large shrubs Provided: 14 large tree equivalents and 0 large shrubs There are 5 existing trees (cottonwoods) that will be credited as 11 large trees. Existing trees are credited at the following rates: 5 Existing Tree Value deciduous deciduous trees trees under trees between over over 12" DBH {�" DBH or 6"-12" DBH Tree Size or evergreen evergreen or evergreen trees over 20' trees under trees between tall. 12' tall 12'-20' tal Tree I large tree ? large trees lame trees Value 3 large tree equivalents are included in open space landscaping. Siberian elms and trees that were not identified to species will not receive existing tree credit. Open areas landscape standards have not been met. Buffer and Screen Standards The purpose of this requirement is to separate and buffer different land use types, screen roads and parking, and screen utility and loading areas. Continuous, year-round planting screens require, at the minimum, a double row of plants with triangulated spacing. Buffer and/or screen will be required between the parking lot and right-of-way along Hodgson Road and between 6681 Blue Heron Drive and the project site. Also, the buffering shrubs cannot be planted under tree canopy as shown in the landscape plan. The row of plants between the parking lot and right-of-way needs to be a double row of triangulated plants. The row of Techny arborvitae between 6681 Blue Heron Drive and the project site would meet requirements, but they cannot be planted under tree canopy. Buffers and screens as planned do not meet the requirements. Canopy Cover The purpose of this requirement is to mitigate the effects of vehicular hardscape by establishing tree canopy cover to intercept rainfall, protect pavement from sun deterioration, reduce the heat island effect, and improve aesthetics. Canopy cover standards call for a minimum of 40% canopy coverage. Vehicular hardscape planned: 5,800 sq. ft. Canopy cover requirement: 2,320 sq. ft. Canopy cover provided: 1,925 sq. ft. The 3 large trees near the future parking lot add 1,800 sq. ft. of canopy cover. The crabapple near the accessible parking space is worth 125 sq. ft. 2 Canopy cover requirements have not been met. Foundation Landscaping The purpose of these standards is to soften and enhance building architecture, define access points, add color and seasonal interest, and to blend buildings in with the natural environment. These standards apply to building fronts and sides facing public or private streets. 2 large trees and 6 large shrubs are required per 100 linear feet of building. These plants should be within 30 feet of the building. The following substitutions are allowable: 1 large tree = 1.5 medium or 2 small trees 1 large shrub = 1.5 medium or 3 small shrubs The applicable building faces are the northeast and southeast sides, which are approximately 90 ft. and 40 ft. respectively. The foundation plantings required: Northeast side: 2 large trees and 6 large shrubs Southeast side: 1 large tree and 3 large shrubs The plans indicate: Northeast side: 0 large trees and 3 large shrub equivalents Southeast side: 1 large tree equivalent and 6 large shrubs equivalents The foundation landscape requirements have not been met for the northeast building face. Sod and Ground Cover Standards All areas not otherwise improved in accordance with the approved site plans shall have a minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or wetlands. The area at the base of the infiltration basin will be seeded with MN DOT 33-261 stormwater mix. The rest of the site will be turf sod, aside from an area northwest of the infiltration basin that is scheduled for native seeding, though the mix is not specified. RECOMMENDATIONS Staff recommends the MTO Properties Addition Final Plat and Thrivent Financial Site Plan Review be forwarded to the Planning and Zoning Board and City Council with the following comments: 7 1. A Natural Heritage Information System request must be submitted to the DNR to identify any rare, threatened, or endangered species that have been documented within one mile of the site. 2. Exposed soils must be stabilized within 7 days due to proximity to an impaired water (Rice Lake). This must be noted in the plans. 3. Preservation and Mitigation standards require 2 additional trees to the planted. Consider oaks in the turf area between the building and Hodgson Road. 4. Open area landscape standards require an additional 42 large shrubs to be planted in open areas. 5. Buffer and screen requirements have not been met. A double row of triangulated plants is needed for the area between the parking lot and right-of-way on Hodgson Road. Also, plants should not be planted under future tree canopy. A fence might be a better option to screen the project site from 6681 Blue Heron Drive. 6. Canopy cover requirements have not been met. An additional 395 sq. ft. of canopy coverage is required. 7. Foundation landscape standards have not been met. An additional 2 large trees and 3 large shrubs will be required for the northeast building face. 8. A seed mix must be specified for the area scheduled for native seed northwest of the infiltration pond. 9. Mulch should be type 3, with MCIA tags provided to the city at time of install. 10. ANALYSIS General Site Characteristics Paul Selbitschka owns the 0.7 acre site. Per the applicant's narrative, the proposed plan involves construction of a one-story, 4,125 square foot building that will replace the existing automotive care facility at 550 Lilac Street. The building will include 6 auto service bays, reception area, waiting area, employee break room, office, and restrooms. The site will also have a parking lot with 25 stalls and one accessible stall. Stormwater management will be accomplished with drainage ditches and infiltration ponds around the perimeter. The applicant is hoping to begin construction in the spring of 2022 and complete construction in the summer of 2022. Land Cover Pre -settlement land cover (Marschner) was oak openings and barrens, an interface area between prairie and woodland with scattered oaks, prairie species, and woodland understory species. Current land cover (Minnesota Land Cover Classification System) on the site includes buildings and pavement with 76-90% impervious cover, and oak forest or woodland with 11-25% impervious cover. Species present on the site today include Siberian elms, quaking aspen, cottonwood, green ash, and spotted knapweed. Rare, Unique, or Significant Resources There are no rare, unique, or significant resources indicated on site. Soils The site is relatively flat with elevations ranging from 813.5 to 816.5 ft. The soil is Soderville fine sand, hydrologic group A. This soil is moderately well drained, has negligible runoff, and is strongly acidic. Group A soils have a high infiltration rate. Two soil borings were performed. These borings are used to determine excavation depths for the portions of the site that will have buildings, pavement, or utilities added. The excavations remove vegetation, topsoil, organic soils, soft clays and other unsuitable soils to prepare for soil corrections that will be suitable for construction. 2 There was no bedrock encountered to depths tested. Groundwater was detected at roughly 12.5 feet in both soil borings. Fill material was found above sand, potentially due to the location of the house that was previously located on the parcel. Stormwater Management The stormwater management plan has been submitted as drainage calculations and stormwater features indicated on the civil plans and the erosion control plan provided. Stormwater management will receive a full review by the Engineering Department. The following summary review is based upon the same stormwater management plan. Currently, the site is nearly all pervious surface, with stormwater infiltrating into the sandy soil. The proposed conditions include 19,615 sq. ft. (64%) of the 30,480 sq. ft. becoming impervious. General Business District zoning allows for 75% impervious surface. Stormwater will be managed by infiltration into drainage and infiltration ponds that encircle the entire site. Overflow will enter the city stormwater system and ultimately head to stormwater ponds in the southeast corner of Lino Park. Final stabilization is set to commence within 48 hours after final grade is established. 3 The Erosion Control Plan also notes that concrete mixing and washout basins will be taken offsite. Drinking Water Protection The site is not in the Drinking Water Supply Management Area (DWSMA). The site will be connected to City water and sewer. LANDSCAPE PLAN Tree Preservation and Mitigation Standards The purpose of these standards is to protect valuable trees and stands of vegetation while not interfering with landowners' reasonable use and development of property. The goal is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed trees in areas where tree cover is most critical. The grading and erosion control notes mention protecting trees to the dripline. Any trees to be preserved must be protected in accordance with the city tree protection fence details. Tree inventory and tree preservation and mitigation plan must be provided. Open Areas Landscape Standards The purpose of these standards is to provide general site beautification and high aesthetic quality with a mix of plant materials in open areas. Open area landscape standards call for 1 large tree and 3 large shrubs per 2000 sq. ft. of open area. Buffers will be required for the southeast corner of the parcel to screen the residential use, and the west perimeter to screen the parking lot from the right of way and Lake Drive. Existing trees in the easement will provide a buffer for the southeast corner. A 30-inch buffer and/or screen is required to screen the parking lot from the right of way. A continuous 4-5' screen has been provided, but it is not a triangulated, double row. Buffers and screen standards have not been met. Canopy Cover The purpose of this requirement is to mitigate the effects of vehicular hardscape by establishing tree canopy cover to intercept rainfall, protect pavement from sun deterioration, reduce the heat island effect, and improve aesthetics. Canopy cover standards call for a minimum of 40% canopy coverage. Vehicular hardscape planned: 13,350 sq. ft. Canopy cover requirement: 5,340 sq. ft. Canopy cover provided: 3,750 sq. ft. Seed may be provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or wetlands. The Landscape Plan indicates an approximately 3-foot strip of sod around the entire parking lot and right-of-way area abutting Lake Drive. The C7 details page indicates MnDOT 25-131 will be used. All plant material shall comply with the latest edition of the American Standard for Nursery Stock, American Association of Nurserymen. Unless noted otherwise, deciduous shrubs shall have at least 5 canes at the specified shrub height. Plant material shall be delivered as specified. All deciduous trees are measured at 48" from finished grade to determine tree diameter (DBH). All coniferous trees are measured from finished grade to the top of the central leader. If no central leader is present on coniferous trees, that plant is rejected and must be replaced immediately. 4. Plan takes precedence over plant schedule if discrepancies in quantities exist. 5. All proposed plants shall be located and staked as shown. 6. Adjustment in location of proposed plant material may be needed in field. Should an adjustment be required, the client will provide field approval. Significant changes may require city review and approval. 7. The project landscape contractor shall be held responsible for watering and properly handling all plant materials brought on the site both before and after installation. Schedule plant deliveries to coincide with expected installation time within 36 hours. 8. All plant materials shall be fertilized upon installation as specified. 9. The landscape contractor shall provide the owner with a watering schedule appropriate to the project site conditions and to plant material growth requirements. 10. If the landscape contractor is concerned or perceives any deficiencies in the plant selections, soil conditions, drainage or any other site condition that might negatively affect plant establishment, survival or guarantee, they must bring these deficiencies to the attention of the landscape architect & client prior to bid submission. 11. Contractor shall establish to his/ her satisfaction that soil and compaction conditions are adequate to allow for proper drainage at and around the building site. 12. Contractor is responsible for ongoing maintenance of all newly installed material for the duration of the plant warranty, with the exception of turf sod, which shall be maintained for 30 days after installation or until the first mowing, whichever comes first. Contractor must bag clippings from initial mowing and remove from the job site. Any acts of vandalism or damage which may occur prior to warranty start shall be the responsibility of the contractor. Contractor shall provide the owner with O&M information, including (but not limited to), written instructions on proper lawn mowing height, yearly lawn maintenance recommendations, proper plant pruning information, plant & lawn fertilization schedule, and disease/pest control. 13. The contractor shall guarantee newly planted material (turf and plants) for one calendar year from the date of written owner acceptance. Plants that exhibit more than 25% die -back damage during the warranty period shall be replaced at no additional cost to the owner, with a one-time replacement limit. The contractor shall also provide adequate tree wrap and deer/rodent protection measures for the plantings during the warranty period. Prune dead & broken branches at end of warranty period. 14. This layout plan constitutes our understanding of the landscape requirements listed in the ordinance. Changes and modifications may be requested by the city based on applicant information, public input, council decisions, etc. 15. The landscape contractor shall be responsible for obtaining any permits and coordinating inspections as required throughout the work process. 16. Plant size & species substitutions must be approved in writing prior to acceptance in the field. 17. Replacement and repairs requested by the Owner during the warranty period must be made within 14 business days of the request. 18. Landscape Contractor is responsible for coordination with the General Contractor, to protect the new improvements on and off -site during landscape work activities. Report any damage to the General Contractor immediately. 19. Irrigation: The landscape contractor shall furnish an Irrigation Layout Plan for head -to -head coverage of all tree, turf and shrub planting areas. Use commercial -grade Hunter irrigation equipment and provide product cut -sheets and (4) copies of the proposed layout plan to the landscape architect for review and approval prior to installation. Coordinate irrigation connection point, controller, back -flow and valving locations with the mechanical engineer, architect, & general contractor. Include 1 fall shut -down and spring start-up in irrigation bid. PVC sleeves are required to be placed under paved areas. This effort is to be coordinated between the landscape contractor, irrigation contractor, excavator, paving contractor, and General Contractor. If a working irrigation system exists on the property, tie the new system into the existing. 20. Turf Sod activity shall conform to all rules and regulations as established in the MnDOT Seeding Manual, 2014 edition, for turf bed preparation, installation, maintenance, acceptability, and warranty. Sod installer is to place (2) metal sod staples per roll of sod regardless of slope. On slopes 6:1 or greater, install (4) metal sod staples per roll of sod. 21. The Landscape Contractor shall furnish samples of all landscape materials for approval prior to installation. 22. The Landscape Contractor shall clear and grub underbrush from within the work limits to remove dead branches, leaves, trash, weeds and foreign materials.
