ADJOURN DRAFT MINUTES CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES I. CALL TO ORDER Chair Schueller called the Economic Development Advisory Committee meeting to order at 8:00 A.M. on February 3, 2022. II. APPROVAL OF MINUTES Mr. Kohler made a MOTION to approve the January 6, 2022 Meeting Minutes. Motion was supported by Mr. Vojtech, passing unanimously. III. DISCUSSION ITEMS A. Strategic Plan Implementation – Redevelopment & Land Acquisition Mr. Grochala, Community Development Director, presented the staff report. He requested feedback from the committee regarding the City’s funding sources for redevelopment and strategic acquisitions. Mr. Wagner recommended the City utilize the Anoka County HRA and Lino Lakes Economic Development Authority (EDA) levy to establish a fund for redevelopment and strategic acquisitions. The committee discussed how to best present a levy to the public. Mr. Hembre asked how much capital the City needs for redevelopment and land acquisition. MEMBERS PRESENT: Jim Schueller, Nathan Vojtech, Patrick Kohler, Chad Wagner, Don Johnson, Keith Hembre, Steve Marchek MEMBERS ABSENT: Andrew Cravero, Julie Jeffrey-Schwartz STAFF PRESENT: Michael Grochala, Janele Waterman Economic Development Advisory Committee February 3, 2022 Page 2 DRAFT MINUTES Mr. Grochala stated the City is trying to establish and maintain a fund of approximately $500,000. The committee discussed land acquisition strategies. Mr. Hembre asked if it would be viable for the City to acquire a $500,000 bond for redevelopment purposes. Mr. Grochala explained the state dictates which authorities the City can work with for bonding services. He was unsure if that would be a viable choice, but he told the committee he would explore the option. Mr. Hembre inquired if a City owned parcel is sold, could a portion of those funds be reserved for the redevelopment and strategic acquisitions fund. Mr. Grochala stated if there are proceeds after the land is sold, the City can designate the profits. He recommended the City pursue the EDA levy as the main funding source and include interfund loans as a secondary source. He noted he would talk to the Finance Director to see if there are any other feasible options. Mr. Kohler said he would like to see a list of all City owned properties. Mr. Grochala commented the City owns many parcels, but not all of them are for sale. He said he would assemble a list of for sale parcels and provide it to the committee at one of the following meetings. B. Strategic Plan Implementation – Marketing Mr. Grochala, Community Development Director, presented the staff report. He informed the committee City staff will be updating the community profile handout and drafting the 2021 EDA Report. C. Project Updates Mr. Grochala provided verbal updates to the Board on current City projects. IV. ADJOURNMENT Mr. Vojtech made a MOTION to adjourn the meeting at 9:11 A.M. Motion was supported by Mr. Wagner, passing unanimously. Respectfully submitted, Janele Waterman, Community Development Administrative Assistant 1 ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala, Community Development Director EDAC MEETING DATE: March 3, 2022 TOPIC: Anoka County Job Training Center/CareerForce Presentation BACKGROUND The City’s Economic Development plan highlighted the preparation of a Workforce Development plan as a priority. Learning about programs and services provided by the Anoka County Job Training Center/CareerForce was identified as one of the initial action steps. Maria Lourey-Bowen is the Workforce Development Specialist with Anoka County. She is responsible for coordinating partnerships with employers, local chambers, colleges, schools, job seekers and job training center staff. Maria will be providing an overview of the services currently provided by Anoka County. Board members will have an opportunity to discuss different aspects of the programs and what supportive role the City could play in assisting our local businesses. EDAC CONSIDERATION Discuss only.
