1. Call to Order
The meeting was ualled to order at 7:15prn by Run Solfest, Chair
Boll Call - The following members were present:
Maria Bergson, William Bohjanen, William Houle, Paul Montain, Joyce Scharpen,
Bart 13ehbeln, Ronald Solfest, Diana Turner, Robert Williams
2. Minutes of October 13, 1994 & February 9, 1995 wereaaprQved as presented.
3. EDAAS Report - Brian Wessel
Are Update on the land exchange with Anoka County was given. The Met Council
has denitwd the proposal since it would convert public land to private use. Brian
will be going back to Met Council with a revised proposal that maintains public
ownership of the County land to be acquired by the City. In addition, Brian
reviewed the status of development in Apollo Suslness Park.
4. Presentation on street improvements -Tom DeWolfe and Acting City Engineer
John and Torn gave an overview of the maintenance status of the existing City
Streets that are deteriorating and discussed the problems the City is facing to
make the: major investment improvements that are needed. In general, the
problem is that the Charter does not arrow general funds to be used In
reconstruction projects and the Charter does not allow assessing for improvements
If a majority of property owners do not approve the proposed improvement.
After mu,h discussion of this issue among the Commission members It was
decided that a letter would be written to the City Council from the Commission
requesting that they direct the City Engineer to provide a more detailed
report/pres$ntation on the status of the Lino Lakes streets and cost estimates for
Improvements. The letter will request that this Information be presented to the
Commission at our next meeting scheduled for May 4, 1995.

Tentative meeting dates were scheduled for the next 3 meetings
May 4 - .tune t - July 13
Attendance has been a problem, the February 9th meeting was adjourned due to
a lack of a quorum. The commission members decided that at the May 41h
meeting a review of attendance will be performed in accordance with the Bylaws.
According to Article 3. Section 7 - two consecutive unexcused absences will
result In the discharge of the member. Please call Ron Solfest or another
committee member If you are unable to attend a Charter Commission Meeting.
6. Discussion of mechanics of reviewing LINO CHARTER
The Commission decided to table this item while we gather information regarding
Agenda Itern # 4.
Ron Solfest did review with the Commission some of his findings when he
reviewed the Minnesota Statutes regarding "Charter Cities". in addition, he
reviewed the status of activities In the City that he was aware of.
7. New Business
The Commission had a discussion regarding the 20120 Vision Project.
No other new business was presented.

Subject: Road Maintenance and Reconstruction
Lino Lakes Mayor, Council Members;
John Powell and Tom DeWoife presented some information on city road
maintenance at the last Charter Commission meeting held Thursday, March
30. We wish to look further into this matter. Therefore we are requesting
the City Council to direct staff to prepare a full report on the issue for our
next Charter Commission meeting to be held Thursday, May 4.
Specific information we are looking for includes:
History of maintenance and Improvement costs on Lino Lakes roads
• Current inventory and status of roads
Projection of maintenance and improvement costs (next few years)
To help understand the scope of this issue, this information needs to
summarize miles of street in need of repair and/or reconstruction against
total miles of city streets.
