CALL TO ORDER AND ROLL CALL: Mr. Sullivan called the Lino Lakes Environmental Board meeting to order at 6:30 p.m. on February 23, 2022. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF AGENDA Mr. Sullivan approved the agenda as presented. IV. APPROVAL OF MINUTES: Mr. Sullivan asked for approval of the January 26, 2022 minutes. Mr. Parsons made a MOTION to approve the minutes. Ms. Cavegn seconded the motion. Motion passed 4-0. V. OPEN MIKE Mr. Sullivan declared Open Mike at 6:32 p.m. There was no one present for Open Mike. Open Mike was closed at 6:32 p.m. VI. ACTION ITEMS A. Amelia Lake Subwatershed Management Plan/Feasibility Study Mr. Nelson presented information on Amelia Lake, which is a natural environment lake in the southeast portion of Lino Lakes. MEMBERS PRESENT: John Sullivan, Lindsay Buchmeier, Cassie Cavegn, Jonathan Parsons MEMBERS ABSENT: Shawn Holmes, Ella McNulty, Alex Schwartz STAFF PRESENT: Andy Nelson Environmental Board February 23, 2022 Page 2 DRAFT MINUTES biological significance by the DNR due to a high quality colonial waterbird nesting area. A private ditch on properties lying north of Amelia Lake provides drainage for approximately 340 acres to Amelia Lake. The ditch corridor and adjacent wetlands are proposed components of the City’s parks, greenways, and trail system in the 2040 Comprenhsive Plan. Recently, there has been flooding in the ditch corridor due to limited maintenance and failure of private culverts. In an effort to evaluate long-term stormwater management options for this subwatershed area, staff is proposing to develop an Amelia Lake Subwatershed Management Plan/Feasibility Study in partnership with the Vadnais Lake Area Water Management Organization (VLAWMO). The study will develop alternative concepts aimed at enhancing water quality, preserving flood storage, and providing for potential recreational and wildlife corridor features. The partnership with VLAWMO will include a cost match for professional services required to complete the feasibility study, with the City and VLAWMO each contributing 50% of the cost, with the total cost not to exceed $30,000. City staff will also be managing the consultant developing the study. A Request for Services was sent to four qualified engineering firms. City and VLAWMO staff reviewed the four responses and reached consensus that WSB and Associates is the recommended firm for development of the study, based on their experience with City drainage in the area and the overall strength of their proposal. Highlights from the Scope of Work for this study include: 1. Four meetings and one site visit 2. Existing conditions review and summary 3. Survey of topography of the ditch, slopes, erosion, stormwater structures, and grades 4. Monitoring pollutant data for the lake 5. Water quality and drainage modeling 6. Surface water improvement options based on different ownership scenarios 7. Permitting requirements and funding options 8. Final Report Mr. Parsons asked about the history of conservation work on the lake and if Art Hawkins’ work had influenced or impacted the current project. Mr. Sullivan mentioned the results of the work may be accounted for in the 2040 Comprehensive Plan. Environmental Board February 23, 2022 Page 3 DRAFT MINUTES Mr. Nelson added the lake is classified as a lake of biological significance with the MN DNR and speculated the historical conservation work contributed to this listing. Mr. Parsons asked if there was a water quality standard or goal that any projects that result from this study would be trying to achieve. Mr. Nelson responded impaired lakes do have goals for pollutant load reduction. Because Amelia Lake is not currently impaired, the goals of this study are mainly information gathering to get some plans in place ahead of development to minimize pollutant loading in the future. Mr. Sullivan asked for clarification on current ownership of the properties that the ditch runs through and on the extent of the drainage area contributing to Amelia Lake. Mr. Nelson provided clarification on these topics. Mrs. Buchmeier asked if the main purpose of the study was to prepare information and options ahead of future development. Mr. Nelson responded preparing for future development was a goal, as well as looking for solutions to current maintenance issues. Mrs. Buchmeier asked if we would have to get permission from property owners to access their properties to conduct the survey work. She also asked what the long term maintenance options might look like under different ownership options. Mr. Nelson responded we would have to obtain permission to access properties. Mr. Sullivan commented the study seems like a positive, particularly noting the value of the monitoring and survey work. Mr. Parsons asked if the ditch is the primary drainage source to Amelia Lake. Mr. Nelson said it is. He commented by controlling the surface water, the City will be able to mitigate the impacts to Amelia Lake. Mr. Sullivan made a MOTION to recommend the City Council proceed with the Amelia Lake feasibility study. Ms. Cavegn seconded the motion. Motion passed 4-0. VII. DISCUSSION ITEMS A. Earth Day Event at Wargo The Earth Day Event at Wargo Nature Center was discussed. The Environmental Board decided to get a booth for the event which will be held on Saturday, April 23, 2022. Tree City and Growth Award for 2021 The City of Lino Lakes received Tree City USA recognition for 2021, marking the City’s 31st year of recognition in the program. The City was also awarded the Tree City USA Growth Award for the third time. B. Recycling Update There were 97 participants in the Recycling Saturday event held on February 19th. Of the 97 participants, 60 contributed to paper shredding. Event participation was low due in part to the cold weather. VIII. ADJOURNMENT Ms. Cavegn made a MOTION to adjourn the meeting at 7:27p.m. Motion was seconded by Mr. Parsons. Motion carried 4-0. 1 ENVIRONMENTAL BOARD AGENDA ITEM 6A STAFF ORIGINATOR: Andy Nelson, Environmental Coordinator MEETING DATE: May 4th, 2022 REQUEST: Conditional Use Permit Amendment & Site Plan Review for Otter Lake Animal Care Center (6848 Otter Lake Road) APPLICANT: Dr. Wayne Scanlan P.O. Box 516 Hugo, MN 55038 OWNER: Same BACKGROUND The applicant, Dr. Wayne Scanlan, has submitted a land use application for a conditional use permit amendment for the Otter Lake Animal Care Center. The proposed project will add a 2,850 square foot building addition to the existing facility for exam rooms, a treatment area, and a surgery bay with supporting spaces. The addition will be two stories and slab on grade. The existing building will receive some new finish work and a new coat of paint. A parking access road and new parking lot with 22 parking spaces will also be added. In September 2019, Council approved this amendment to the conditional use permit for the proposed building and parking lot expansion. Construction did not begin within one (1) year after the date of approval and the amended conditional use permit was void. The applicant has resubmitted the conditional use permit application for review. Overall, the proposed 2022 project is the same as the approved 2019 project. This staff report is based on review of the following submittals: • Site Plan, prepared by Scott Build, dated 4/11/22 • Grading and Drainage Plan, prepared by Scott Build, dated 4/11/22 • Landscape and Tree Preservation Plan, prepared by Planforce, dated 4/11/22 • Photometric Plan, prepared by Granite Ledge Electrical Contractors, Inc., dated 4/11/22 2 • Comprehensive Stormwater Management Plan, prepared by Loucks, dated 2/21/22 • Geotechnical Evaluation Report, prepared by Braun Intertec, Inc., dated 1/11/19 • Operations and Maintenance Plan, prepared by Loucks, dated 4/11/22 ANALYSIS General Site Characteristics Otter Lake Animal Care Center is located at 6848 Otter Lake Road. The proposed project will involve a 2,850 square foot addition to the existing 4,000 square foot building and expansion of the existing parking lot. These additions will require 0.8 acres of disturbance to the 1.51 acre site. The impervious surface will increase from 0.304 acres to 0.614 acres due to the building addition and expanded parking lot. New utilities and landscaping will also be added. An existing stormwater pond on the north perimeter of the site will be deepened and regraded as part of this project. Land Cover Pre-settlement land cover (Marschner) was Aspen-Oak Land, with small groves of trees mixed with prairie. Historically fire frequency determined the abundance and distribution of species. Minnesota Land Cover Classification System (MLCCS) data indicates the following land cover types: Buildings and pavement with 76-90% impervious cover, medium-tall grass altered/non-native dominated grassland, and short grasses on upland soils. Most of the trees on the parcel are cottonwood, willow, cedar, and boxelder. A row of spruce trees on the property to the south provides screening between the properties. Rare, Unique, or Significant Resources While Blanding’s turtles (Emydoidea blandingii) have been documented within a one- mile radius of the proposed project site, it seems quite unlikely that they will be present on the site itself due to the prevalence of barriers that surround the property (Otter Lake Road, agricultural land, wetlands isolated from larger wetland complexes, etc.). The site plan does include surmountable curb, which would benefit wildlife that may be using the area around the stormwater pond. Ensuring that the erosion blanked used is natural netting will provide additional wildlife protection. No additional measures for rare, unique, or significant resources should be required. Soils Soil types according to the Natural Resources Conservation Service Soil Survey Geographic Database include: 3 Webster Loam (approximately 90%), which is poorly drained, moderately permeable, and in hydrologic group B/D. A saturated zone occurs at depths of 0 to 20 cm during the wettest part of normal years. Nessel fine sandy loam (approximately 10%), which is moderately well drained, is moderately permeable, and in hydrologic group C. Runoff is low, with water at 2-3.5 feet during the wettest part of most years. Ten soil borings were performed on the site and did not detect groundwater. Stormwater Management A stormwater management plan has been submitted and will receive a full review by the Engineering Department. The following summary review is based upon the same stormwater management plan and drainage calculations. The stormwater for both the existing and proposed conditions primarily flows to an existing pond at the north perimeter of the site. Stormwater captured from the property to the south, and a small amount from the project site, drains to the wetland on the south perimeter and then north to the stormwater pond. The pond will be excavated and modified as part of the project. Ultimately, the water heads to Peltier Lake. The site additions will bring the total impervious surface to 0.614 acre, which is approximately 41% of the total property area, which is well under the 75% impervious surface allowed in the Light Industrial zoning district. Existing Conditions 0.812 acre of the site drains to an existing stormwater pond. 0.043 acre drains to Otter Lake Road. 0.207 acre drains to an existing wetland on the south perimeter and is then piped to the existing pond. 0.467 acres drains to the east, then piped to the existing pond. Stormwater from the development south of the project site drains to the wetland on the south perimeter then is piped to the existing pond. Proposed Conditions Stormwater management under the proposed conditions closely resembles existing conditions. The increases in stormwater due to the increased impervious surface area will also be directed to the existing pond, as the pond was originally designed to accept more stormwater than it receives under current conditions. The drainage area to the pond will increase from 0.812 acre to 0.996 acre. 4 No impacts are proposed to the wetland in the south. Stormwater Pollution Prevention The disturbed area of the site is less than one acre, so an NPDES permit will not be required. The grading and drainage plan shows the locations of several Best Management Practices (BMPs) that will be installed to minimize erosion and sediment leaving the site. These BMPs include a rock construction entrance, silt fence, inlet protections, riprap for energy dissipation at pipe outfalls, and Rain Guardian turrets for pretreatment. It appears that the southeast portion of the existing pavement and curb are scheduled for removal. If this will result in exposed soil, redundant perimeter controls will be needed between the parking lot and the wetland on the south of the parcel. Flood Plain Site does not fall within the flood management zone. Shoreland District Site does not fall within Shoreland District. Greenway System Site does not fall within the Greenway System. Wetlands There are two wetlands on the site. The stormwater pond is an incidental wetland and will be excavated and reworked as part of the project. No impacts are proposed to the south wetland. Alternative Urban Areawide Review (AUAR) Considerations The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR was updated in April 2020. The AUAR identified this site as industrial in all 3 land use scenarios. The proposed addition to Otter Lake Animal Care Center is consistent with industrial development. No further environmental assessment is required. Drinking Water Protection The site is in the Drinking Water Supply Management Area (DWSMA) and is moderately vulnerable. The plan includes connection to City water and sewer. Infiltration is not proposed. 5 LANDSCAPE PLAN Tree Preservation and Mitigation Standards The purpose of these standards is to protect valuable trees and stands of vegetation while not interfering with landowners’ reasonable use and development of property. The goal is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed trees in areas where tree cover is most critical. The 11 trees planned for removal are in non-environmentally sensitive portions of the basic use area and will not require mitigation trees to be planted. Existing trees to remain must be protected in accordance with the City Tree Protection Fence detail. The ash tree located southwest of the accessible parking spaces should be added to the removal list. With the addition of the tree protection fence detail, the preservation and mitigation standards will be met. Open Areas Landscape Standards The purpose of these standards is to provide general site beautification and high aesthetic quality with a mix of plant materials in open areas. Open area landscape standards call for 1 large tree and 3 large shrubs per 2000 sq. ft. The following substitutions are allowable: 1 large tree = 1.5 medium or 2 small trees 1 large shrub = 1.5 medium or 3 small shrubs 7,894 sq. ft. of open space calls for: 4 large trees 12 large shrubs Provided: 8 large trees 12 medium shrubs (equivalent to 8 large shrubs) 4 large shrubs will be required to meet open space requirements. Alternatively, the dogwoods could be swapped to a species of large shrub (mature height over 6 ft.) Buffer and Screen Standards The purpose of this requirement is to separate and buffer different land use types, screen roads and parking, and screen utility and loading areas. Continuous, year-round planting screens require, at the minimum, a double row of plants with triangulated spacing. 6 A buffer and/or screen would have been required if the portion of the parking lot west of the building were part of the new construction. As the parking lot is pre-existing, a buffer and screen will not be required. Buffers and screens requirements have been met. Canopy Cover The purpose of this requirement is to mitigate the effects of vehicular hardscape by establishing tree canopy cover to intercept rainfall, protect pavement from sun deterioration, reduce the heat island effect, and improve aesthetics. Canopy cover standards call for a minimum of 40% canopy coverage. Vehicular hardscape planned: 9,147 sq. ft. Canopy cover requirement: 3,659 sq. ft. Canopy cover provided: 6,325 sq. ft. 3 medium trees 7-12’ from hardscape on building’s west face @ 125 sq. ft. each = 375 sq. ft. 2 medium trees within 7’ on building’s north face@ 250 sq. ft. each = 500 sq. ft. 1 large tree 7-12’ on access road @ 300 sq. ft. = 300 sq. ft. 7 large trees within 7’ along road and parking lot @ 600 sq. ft. each = 4,200 sq. ft. 1 large tree surrounded on three sides @ 950 sq. ft. = 950 sq. ft. Canopy cover requirements have been met. Foundation Landscaping The purpose of these standards is to soften and enhance building architecture, define access points, add color and seasonal interest, and to blend buildings in with the natural environment. These standards apply to building fronts and sides facing public or private streets. 2 large trees and 6 large shrubs are required per 100 linear feet of building. These plants should be within 30 feet of the building. The following substitutions are allowable: 1 large tree = 1.5 medium or 2 small trees 1 large shrub = 1.5 medium or 3 small shrubs The applicable building face is the west face, which is approximately 40 ft. Required: 1 large tree 3 large shrubs 7 Provided: 2 medium trees (equivalent to 1 large tree) 12 medium shrubs (equivalent to 9 large shrubs) Foundation landscaping requirements have been met. Sod and Ground Cover Standards All areas not otherwise improved in accordance with the approved site plans shall have a minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or wetlands. The plan indicates 8 inches of topsoil for all unpaved disturbed areas. Sod will be installed around the parking lot, north of the parking access road, and in the disturbed area east of the building addition. The landscape contractor will be providing an irrigation plan to the applicant that provides for proper irrigation of all planted trees, shrubs, and sod. Sod and ground cover standards are met. Outdoor Lighting Lighting receives a full review from the City Planner. Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of way or 0.4 foot candle onto adjacent property. The project meets this requirement. The luminaire shall contain a cutoff which directs and cuts off the light at an angle of ninety (90) degrees or less. The lights proposed to be mounted on the building do not seem to meet this requirement. RECOMMENDATIONS Staff recommends the Otter Lake Animal Care Center Conditional Use Permit Amendment be forwarded to the Planning and Zoning Board and City Council with the following comments: 1. Plants requiring full sun should not be planted beneath tree canopy. All shrubs should be moved to locations not beneath tree canopy. This pertains to shrubs near the west building face and shrubs just southeast of the stormwater pond. 8 2. 4 large shrubs will be required to meet open space requirements. Alternatively, the dogwoods could be swapped to a species of large shrub (mature height over 6 ft.) 3.Trees to be preserved must have tree protection fence installed as described in the City Tree Protection Fence Detail. Replace the tree protection detail currently on sheet C8.2 with City detail. 4. Remove 6” ash 25 feet southwest of the southernmost accessible parking stall. Removal of this tree will not require a mitigation tree to be planted. 5.It appears that the south east portion of the existing pavement and curb are scheduled for removal. If this will result in exposed soil, redundant perimeter controls will be needed between the parking lot and the wetland on the south of the parcel. 5.MnDOT type 3N or 4N bio-netting or natural netting erosion control blanketshould be used where blanket is necessary for stabilization to minimize wildlifeimpacts. The first applicant, Tyme Properties, LLC, submitted Otter Crossing 2nd Addition preliminary plat to create two (2) commercial lots. The second applicant, Bowman, submitted a conditional use permit and site plan review for Tidal Wave Auto Spa, a commercial car wash, to be located on Lot 1 of the preliminary plat. Currently, the site is used for agriculture. The proposed project includes a carwash housed in a 3,500 square foot building. There will be 28 stalls with free vacuums for customers. As described in the project narrative, the carwash will recapture and recycle water to minimize water consumption. Soils The Natural Resource Conservation Service Web Soil Survey notes the following soil types on the project site: Webster loam, which is poorly drained, hydric, and in hydrologic group B/D. Group B is has moderately low runoff potential when thoroughly wet. Group D has high runoff potential when thoroughly wet. Hayden fine sandy loam, which is well drained, hydric, and in hydrologic group B. Stormwater infiltration is not feasible for this site due to the high clay content of the soil. Stormwater Management, Erosion, and Sediment Control Stormwater management plan has been submitted and is being reviewed by the City Engineer. Per the Storm Water Management Report prepared by Bowman, runoff will be collected via sheet-flow and via curbs and gutters to catch basins at low points in the pavement, which will then be conveyed via storm sewer to the stormwater basin and wetland located west of the site. Ultimately, the site drains to Clearwater Creek and Peltier Lake, both of which are impaired waters. The allowed impervious surface coverage in the GB, General Business District is 75%. The proposed impervious surface coverage of Lot 1 is 72%. The proposed post- development impervious surface coverage is compliant. 3 Stormwater Pollution Prevention The Erosion Control Plan calls for inlet protections, a rock construction exit, concrete washout area, and silt fence for perimeter control. Being that this site will drain to impaired waters, Clearwater Creek and Peltier Lake, stabilization of exposed soil areas must occur within 7 days after the construction activity in that area permanently ceases. This is noted in the erosion control plan. Flood Plain Site does not fall within the flood management zone. Wetlands No wetland impacts are proposed with development of Otter Crossing 2nd Addition. Alternative Urban Areawide Review (AUAR) Considerations The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR was updated in May 2020. The AUAR identified this site as commercial in the land use scenarios. No further environmental assessment is required. Drinking Water Protection The site is within the Drinking Water Supply Management Area (DWSMA) and is moderately vulnerable. The site will be connected to City water and sewer. Also, storm water will not be infiltrating prior to treatment in the stormwater basin. LANDSCAPE PLAN Tree Preservation and Mitigation Standards The purpose of these standards is to protect valuable trees and stands of vegetation while not interfering with landowners’ reasonable use and development of property. The goal is to minimize unnecessary loss of habitat, biodiversity, and forest resources and to replace removed trees in areas where tree cover is most critical. A tree survey will not be required for this site, because there are no trees over 6 inch DBH to survey. Preservation and mitigation standards are met. Open Areas Landscape Standards The purpose of these standards is to provide general site beautification and high aesthetic quality with a mix of plant materials in open areas. Open area landscape standards call for 1 large tree and 3 large shrubs per 2000 sq. ft. 4 Required for 6,082 square feet of open space: 3 large trees 9 large shrubs Provided: 7 large trees, counting the 7 honey locusts on the east perimeter. 6 large shrubs, counting the Autumn Jazz viburnums on the east perimeter. 3 additional large shrubs will be required in order to meet open space requirements. Buffer and Screen Standards The purpose of this requirement is to separate and buffer different land use types, screen roads and parking, and screen utility and loading areas. Continuous, year-round planting screens require, at the minimum, a double row of plants with triangulated spacing. This project calls for a 30 inch high planting screen on the north and south perimeters. Buffer and screen standards have been met. Canopy Cover Canopy cover standards call for a minimum of 40% canopy coverage. Canopy coverage values are calculated per tree based on the anticipated size 15 years after planting, and the distance to hardscape edge from the planting location. Vehicular hardscape planned: 33,316 sq. ft. Canopy cover requirement: 13,326 sq. ft. Canopy cover provided: 16,200 sq. ft. Canopy cover requirements have been met. Foundation Landscaping The purpose of these standards is to soften and enhance building architecture, define access points, add color and seasonal interest, and to blend buildings in with the natural environment. These standards apply to building fronts and sides facing public or private streets. 2 large trees and 6 large shrubs are required per 100 linear feet of building. These plants should be within 30 feet of the building. Alternatively, existing shrubs could be swapped to a larger species (with a mature height of at least 6 ft.). Sod and Ground Cover Standards All areas not otherwise improved in accordance with the approved site plans shall have a minimum depth of 4 inches of topsoil and be sodded including boulevard areas. Seed may be provided in lieu of sod in certain cases, including when the area is adjacent to natural areas or wetlands. Disturbed areas of the site not improved with landscaping will be sodded. Lighting The purpose of the lighting requirements in the Zoning Code is to reduce light pollution, promote energy conservation, and increase night time safety, utility, security, and productivity. Lighting is reviewed by the City Planner. Per Section 1007.043(6)(d), no light source shall exceed 1.0 foot candle onto right of way or 0.4 foot candle onto adjacent property. The Photometric Plan shall be revised to clearly show the lot lines and compliance with the ordinance. Light fixtures on the both the building and 17’6” high light poles are down lit and cutoff as required by city code. 6 Recycling Applicant is planning to construct an enclosure for trash and recycling. RECOMMENDATIONS Staff recommends that the preliminary plat for Otter Crossing 2nd and site plan review for Tidal Wave Auto Spa be forwarded to the Planning and Zoning Board and City Council with the following comments: 1. Remove all shrubs from beneath tree canopy symbols on the north and south perimeters to prevent competition with new trees and avoid poor performance/mortality of species requiring full sun. These shrubs will not have to be replaced elsewhere. 2. Open space standards have not been met. Recommend adding three large shrubs to the west perimeter to accent the west building face. 3. The foundation landscape requirements have not been met. To meet requirements, switch the Ivory silk Japanese tree lilac to a larger species (large trees have a mature height of at least 40 ft). Alternatively, another medium tree could be added close to the tree lilac near the north building face. Add 2 large shrubs within 30 feet of the east building face. The parcel currently consists of a vacant undeveloped land consisting of mostly flat agricultural land. The applicant is proposing to redevelop parcel into a drive-thru car wash facility along with associated parking lot, drive-thru lanes, and self-service vacuum stalls. The project is located within the jurisdiction of City of Lino Lakes. The parcel is currently zoned for GB, General Business, in which the use for a car wash is allowed through a conditional use approval. Tidal Wave is buying this section of the land from BLino LLC. In turn, BLINO LLC is processing the master plat with the overall lot subdivisions, including the Tidal Wave parcel. Bowman is acting as agent for Tidal Wave for the site plan and conditional use application process and designing the construction drawings for the carwash. The carwash consists of a single lane tunnel within a 3,500 SF building. Tidal Wave will provide entry through the northeast corner of the site, and customers are then able to take advantage of the free car vacuuming services available onsite through the 28 vacuum spaces. The design allows for at least 12 cars of car stacking for vehicles waiting to enter the tunnel. Payment is processed through a pay station along the northern drive aisle, but the site will also have 2-3 employees assisting with operations on site. Tidal Wave Auto Spa has changed the business of automated carwashes with their ceramic sea gloss treatment, which adds a coating protectant to leave vehicles with longer shines than the average carwash program. Also - washing the average car at home uses approximately 93 gallons of water. Home carwashes often send all the dirty water, untreated, into the municipal sewer or stormwater systems where it can impact local waterways such as creeks, rivers, or coastal areas. The proposed carwash project at Lino Lakes will have built-in technology to recapture water and recycle it to minimize waste. The Tidal Wave model uses high pressure washes use to reduce the amount of water used per car. Tidal Wave anticipates having an average of 12,500 cars per month going through the tunnel. The rest of the water used will be reclaimed water from the system designed for the tunnel. Tidal Wave’s reclaim system works as follows: Water in the trench drains through a 6” line in the Main Wash Sump (there is also a second 6” line from the Main Wash Sump to provide redundancy). Both 6” lines run underground into the flammable waste interceptor in the Equipment Room. Impurities are filtered out, and from there the water cycles into Tidal Wave’s standard reclaim tanks. The water filters through tanks #1, #2, and #3, each filtering out additional impurities. Tank #1 is for Underflow and Primary Settlement; Tank #2 is a secondary settlement tank with a baffle; Tank #3 is the Process Tank; The water exits tank #3 through a series of pipes. Water which cannot be reused is discharged to the sanitary sewer. Water which can be reused is piped back to the Reclaim Pump Station in the Equipment Room. The Reclaim Pump Station pumps the water back into the head end of the trench through reclaim line #9. Each Tidal Wave property routinely empties the collected impurities from the tanks as part of their regular maintenance program.
