MINUTES
I. CALL TO ORDER
Chair Schueller called the Economic Development Advisory Committee meeting to order
at 8:01 A.M. on April 7, 2022.
II. APPROVAL OF MINUTES
Mr. Cravero made a MOTION to approve the March 3, 2022 meeting minutes. Motion
was supported by Mr. LaCroix, passing unanimously.
III. DISCUSSION ITEMS
A. City Property
Mr. Grochala, Community Development Director, presented the staff report. He
informed the committee there are nine city owned parcels available for purchase. The
committee discussed the plan for the Woods Edge property near City Hall. Mr.
Grochala noted there is a buyer who is interested in purchasing 6.23 acres of the
available 9.5 acres and the City anticipates a purchase agreement will be received
within a few weeks. Regarding redevelopment in the City, Mr. Grochala told the
committee Anderson Companies is still considering redeveloping the property on the
corner of Lake Drive and Main Street.
B. Project Updates
Mr. Grochala updated the Board on current City projects.

TOPIC: Clearwater Creek Business Park – Rehbein Properties
Comp Plan Amendment and Interim Land Use
BACKGROUND
In October of 2021, the EDAC discussed the possible relocation of the Rehbein Properties black
dirt pile to a location on the east side of 21st along with the a possible land use change from
commercial to industrial. The EDAC was supporting of this request and Rehbein Properties is
actively working on the proposal. The relocation of the stock pile was approved in March of
2022. Staff is currently working with the property owner and two developers on an industrial
project that would build out the entire land area between Northern Lights Blvd and Cedar Street.
Ryan Companies, a Minneapolis based real estate developer, is working on a plan to develop the
35 acres north of Clearwater Creek. They are also coordinating plans for development of the 10
acres south of Distribution Alternatives by MSP Commercial. Development of both parcels may
result in 4 buildings with approximately 560,000 square feet of manufacturing, office and
warehouse space. The estimated market value would likely exceed $35 million.
There are a number of issues that will need to be addressed to facilitate the development and
staff working through those with the development groups. We are expecting a request for tax
increment financing assistance to help address extraordinary development costs associated with
the project.
Land Use Change
The land north of Clearwater Creek is currently guided for commercial use and zoned GB,
General Business. Staff is anticipating a Comprehensive Plan amendment to guide this land as
Business Campus, and rezoning to an appropriate industrial district. Approximately four acres,
north of Northern Lights Blvd, will remain commercial.
Utility Relocation
To maximize development of the southern 10 acres, the existing Xcel Energy transmission line
will need to be relocated. This would allow for a 120,000 to 140,000 SF building on the site.
The northern property was originally envisioned for smaller retail pads with municipal sanitary
sewer and water bisecting the site. To facilitate the proposed development, the north/south run
will need to be relocated westerly from its current location.

Soil Corrections and Floodplain Mitigation
A large portion of the northern 30 acres requires significant soil correction in addition to fill
material to support the proposed buildings. The existing flood plain and wetlands on the site will
need to be reconfigured and mitigated for to facilitate development.
Street Improvements
21st Avenue currently provides service to the southern 10 acres, however, the road is planned to
be extended to connect with Cedar Street. 21st Avenue is considered a minor collector in the
City’s Transportation Plan.
No formal request has been submitted regarding these items. Staff is providing this information
to the EDAC for initial comments. Should an application be submitted, a more formal review
would be completed and a financial evaluation completed by the City’s financial consultant.
The EDAC should consider pros and cons to the concepts and identify potential items or
concerns that should be addressed with any submittal.

TOPIC: Purchase Offer – Lot’s 1-3 and Outlots B & C, The Village
No. 4 – Silvercreek Equities
BACKGROUND
Staff has been working with Silvercreek Equity regarding the acquisition and development of
6.27 acres of Economic Development Authority (EDA) owned property in the Woods Edge
development. Silvercreek is proposing to construct a 132 unit market rate age restricted 55+
apartment building, a 10,000 SF multi-tenant building and two restaurants. The EDA will be
discussing development at a closed meeting to discuss the offer on May 2, 2022.
The proposed uses are generally consistent with the overall site master plan. Multi-family
residential is allowed on the site proposed, but not on the ground floor. This would require an
amendment to the Planned Unit Development district. Residential density is consistent with the
overall development plan and what was originally planned for the site. The remaining retail and
restaurant uses are permitted within the district.
Staff will provide an update of the EDA’s consideration at the meeting.
