ENVIRONMENTAL BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL:
Acting Chair Barbara Bor called the Lino Lakes Environmental Board meeting to order at
6:33 p.m. on January 29, 2014.
2. APPROVAL OF MINUTES:
December 18, 2013
Mr. Heiskary made a motion to approve the December 18, 2013 Meeting Minutes.
Motion was seconded by Ms. Klebba. Motion carried 5-0.
3. APROVAL OF AGENDA
Added Item E Wollan’s Park
Ms. Klebba made a motion to approve the Agenda with the changes. Motion was
seconded by Ms. Andrzejewski. Motioned carried 5-0.
4. OPEN MIKE
There was no one present for Open Mike closed at 6:35pm.

5. ACTION ITEMS
A. NorthPointe Landscaping Plan
The Northpointe Development proposal was reviewed and commented on at the
December 18, 2013 Environmental Board Meeting. At that time the Landscape Plan was
incomplete. The purpose of this item is to review the NorthPointe Landscape Plan
The board discussed the landscape plan. Board members comments included:
- Downward focus lighting so that the development lighting will not interfere with the
freeway or homes on 20th Ave
- No importing soil without staff approval
- Show access areas to the storm ponds
- Planting of trees 30ft from overhead wires
The Recommendations are as follows:
1. Developer escrow money to cover boulevard tree plantings
2. In any case where plant materials are proposed to be planted in utility easements,
permission should be obtained from utility companies.
3. Eliminate Freeman Maples from any proposed trees on public easement or outlot/open
space areas. Substitute Red Maples for the Freeman Maples.
4. Eliminate Poplar species from planting areas in pond and wetland areas. Substitute
Oaks for these areas.
5. No plantings should occur in access areas to ponds and wetland areas.
6. Eliminate Scotch and Austrian Pines from the Planting Plan. Substitute Red or White
Pines for these areas.
7. Eliminate Catalpa from the Planting Plan and Substitute another species such as
Kentucky Coffee tree or Ginkgo.
8. Verification of street lighting should be low intensity, downward focused, flush
mounted fixture type.
9. No soils should be imported to the site without approval from City Staff

Ms. Andrzejewski motioned to approve the NorthPointe Landscaping plan with
recommendations. Motion was seconded by Ms. Morin. Motioned carried 5-0 in favor.
B. Talan Ridge
The site is located at 260 Linda Avenue. The owner wants to create two additional
residential lots by subdividing the property. The total site acreage is 1.52. The area of
disturbed soil is less than 1 acre.
The Recommendations are as follows:
1. Soils should not be imported to the site if they would change the nature of existing
pervious soils.
2. Delineate Wetlands on the site before Final Plat
3. Show the location of tree preservation fences.
4. Soil erosion perimeter control must be shown on the map for parcels and existing
wetlands on the site.
5. Infiltration should be provided for the 100 year flood with some pretreatment of
stormwater before flowing into wetlands.
6. Stormwater should not travel to adjacent properties.
7. Well point existing on the site must be mapped.
Ms. Andrzejewski motioned to approve the Talan Ridge plan. Motion was seconded by
Ms. Klebba. Motioned carried 5-0 in favor.
6. DISCUSSION ITEMS
A. Environmental Regulation Update/Mike Grochala
The Environmental Board has asked for an update on environmental regulation that
effects project review. Mike Grochala will give that update when we have our annual
NPDES review in the next few months. Last year we had this in May.
The board would like an email sent out with links to documents
B. Power Point Slides and Pictures/Environmental Board Focus Areas
There was discussion on the power point information that is being collected for the
Environmental Board information presentation. There is a lot of pictures and information
to go through.

Board members comments are as follows:
- Should it be just a power point presentation
- Are there going to be hand outs
- Could have a collage of pictures on a easel
- Poster at Wargo for Earth Day
- Could have a three ring binder of each topic with laminated sheets
- Could have a three ring binder with drop in sheets
- Have QR Codes on our displays
- Have some tangible items
- Have a quiz “Did you know?” as a fun hand out
There will be more discussion at next month’s meeting.
C. 2014 Meeting Dates
Mr. Heiskary would like to change the April 30 date to April 23. All were in favor.
D. 2014 Goals
Add the date to Annual Recycle Day and to Earth Day and then the 2014 Goals are ready
to be presented to City Council.
E. Wollan’s Park
Mr. Asleson stated that it has been approved by BWSR so work is going forward with
this park.
7. ADJOURNMENT
Mr. Asleson commented that at the next monthly meeting there will be swearing in of
new member, election of chair and co-chair, and discussion of the May Recycling day.
Mr. Heiskary made a motion to adjourn the meeting at 7:55 p.m. Motion was seconded
by Ms. Klebba. Motion carried 5-0.
