ENVIRONMENTAL BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL:
Acting Chair Mr. Heiskary called the Lino Lakes Environmental Board meeting to order
at 6:38 p.m. on May 28, 2014.
2. APPROVAL OF MINUTES:
March 26 and April 23, 2014
Ms. Andrzejewski made a MOTION to approve the March 26, 2014 and April 23, 2014
Meeting Minutes. Motion was seconded by Ms. McDonnell. Motion carried.
3. APROVAL OF AGENDA
The Agenda was approved with the following changes:
Remove – 6A – Review of Environmental Regulatory Laws
4. ACTION ITEMS
A. Public Hearing for Stormwater Pollution Prevention Plan for the City of Lino Lakes
and the Minnesota Correctional Facility in Lino Lakes
In compliance with the provisions of the Clean Water Act, as amended and Minnesota
Statutes Chapters 115 and 116, as amended, and Minnesota Rules Chapter 7001, the City
of Lino Lakes has adopted a Storm Water Pollution Prevention Plan (SWPPP) and

authorized its submittal to the Minnesota Pollution Control Agency as part of the City’s
application for enrollment in the State of Minnesota’s General National Pollution
Discharge Elimination System Phase II Permit program. The permit authorizes the City
of Lino Lakes and the Correctional Facility to discharge storm water.
As part of the SWPPP, the City and Correctional Facility must solicit public input at an
annual meeting required under the Public Education and Outreach Plan including:
• A presentation about implementation of the City’s Surface Water Pollution
Prevention Program in 2013
• Affording interested persons an opportunity to make oral statements concerning
the Storm Water Pollution Prevention Program.
• Consideration of relevant written materials that interested persons submit
concerning the Storm Water Pollution Prevention Program.
• Consideration of public input in making adjustments to the 2013 implementation
plan for the Storm Water Pollution Prevention Program.
ANALYSIS:
According to the 1996 National Water Quality Inventory, stormwater runoff is a leading
source of water pollution. Stormwater runoff can harm surface waters such as rivers,
lakes, and streams which in turn cause or contribute to water quality standards being
exceeded.
Stormwater runoff can change natural hydrologic patterns, accelerate stream flows,
destroy aquatic habitats, and elevate pollutant concentrations and loadings. Development
substantially increases impervious surfaces thereby increasing runoff from city streets,
driveways, parking lots, and sidewalks, on which pollutants from human activities settle.
Common pollutants in runoff include pesticides, fertilizers, oils, metals, pathogens, salt,
sediment, litter and other debris are transported via stormwater and discharged –
untreated – to water resources through storm sewer systems.
The Stormwater Program for Municipal Separate Storm Sewer Systems (MS4’s) is
designed to reduce the amount of sediment and pollution that enters surface and ground
water from storm sewer systems to the maximum extent practicable. Stormwater
discharges associated with MS4’s are regulated through the use of National Pollutant
Discharge Elimination System (NPDES) permits. NPDES permits are legal documents.
Through this permit, the City and Correctional Facility are required to develop a
Stormwater Pollution Prevention Program (SWPPP) that incorporates Best Management
Practices (BMP’s) applicable to their MS4.
Mr. David Rydeen and Mr. Bob Soule from the Lino Lakes Correctional Facility
presented their Stormwater Pollution Prevention Program.

The correctional facility has a MS4 permit. The focus is on maintenance activities, lawn
and grounds care, chemical storage, and spill prevention.
Some of the 2013 SWPPP highlights were that the staff attended winter and turf grass
workshops and completed voluntary certification. Also partnered with the City of Lino
Lakes on use of salt brine to pretreat their parking lots and walkways.
Minnesota Correctional Facility of Lino Lakes is preventing stormwater pollution by:
• Keeping parking and storage areas clean
• Maintaining BMPs for lawn and grounds care and snow removal
• Inspecting /cleaning storm drain inlets
• Performing pond/ditch maintenance as needed
• Providing employee and offender training on stormwater management
including spill prevention
The Lino Lakes Correctional Facility goals for 2014 SWPPP are the following:
• Conduct on-going training sessions on pollution prevention
• Distribute educational materials to staff, offenders and visitors about
facility SWPPP
• Post additional signage prohibiting dumping on grounds or into storm
drains
• Inform outside contractors of facility IDDE program requirements
• Add rain barrels to reduce lawn and flower garden watering
• Reduce herbicide application by having offenders manually remove weeds
in non-secured areas
• Evaluate the effectiveness of sand/salt reduction efforts using brine
solution. Compare sand/salt use from year 1 and 2
Ms. Morin inquired about what is done with the food waste and was informed that the
food waste is picked up by a pig farmer.
Mr. Greg Beckius from WSB & Associates presented the City of Lino Lakes portion of
the Stormwater Pollution Prevention Plan.
In 2013 the City of Lino Lakes has done the following for the SWPP program:
• Public education and outreach with the city’s website, newsletter articles
and Earth Day activities
• GIS mapping updates
• The city continues to educate violators of illicit discharge ordinance
• Inspect construction sites for the implementation of erosion and sediment
control practices and monitor post construction

• Reduction of pollutants from municipal operations
• Prioritize system maintenance
The City of Lino Lakes goals for the 2014 SWPP plan are the following:
• Stormwater plan summary and revisions to existing Stormwater Pollution
Prevention Plan to be in compliance
• Ordinance review and update with newly issued MPCA MS4 permit
• Identify partnerships–written agreements with other regulated MS4s
• Standard operating procedures
• Refine enforcement response procedures which includes construction
erosion and sediment control, and post-construction stormwater
management (draft completed)
• Develop written procedures and go over training with staff
• Educational program-handouts, flyers, surveys, etc.
• Update the stormwater system map to include all pipes greater than 12in.
in diameter, outfalls, structural stormwater BMPs, receiving waters, and
ponds
• Develop a mechanism to track activities being completed by Lino Lakes
(educational activities, complaints, plan reviews, inspections, etc.)
Mr. Asleson mentioned that by Lino Lakes Public Works building there is a new salt shed
that is shared with Anoka County.
Mr. Payne stated that this is an improvement because when salt is stored outside, sand
has to be mixed in with the sand. So now that the salt is stored indoors there is no sand in
the salt when applied to the roads which is better for the environment.
Mr. Heiskary asked for the status of the budget and projects. Mr. Payne answered that
they have been making progress.
Mr. Asleson stated there were three complaints. One was commercial-needed perimeter
control, one residential and needed perimeter control one was the signal project on Ware
Road that had exposed soils and all three have been resolved.
Acting Chair Mr. Heiskary closed public hearing at 7:10 pm
B. Isabelle Estates, Rezoning, Preliminary Plat and Variance Request
The applicant is requesting preliminary plat review, rezoning to R-1(Single Family)
and a variance request for lot size, side yard setback and lot depth for a proposed
residential development contain 3 new residential building pads. The proposed
development contains 1.11 gross acres. The proposed total disturbed area is less than
1 acre.

The following recommendations were made by the Environmental Board concerning
Isabelle Estates
1. Any imported soils must be approved by the City
2. A concrete washout area must be indicated on the Sediment and Erosion
Control Plan
3. The Tree Preservation Plan and Landscape Plan shall be resubmitted in
compliance with the ordinance
4. The developer will provided 1 boulevard tree per lot frontage for each house.
Tree species must be the same species as those existing on the street. Arlo
Lane would be Thornless Honeylocust, and Lois Lane would be Freeman
Maple ‘Celzam’ if available
5. A sediment and erosion control plan must be submitted and acceptable to the
City
6. DISCUSSION ITEMS
A. Earth Day
Mr. Alseson asked the Enivormental Board how did the public react with the new
activites and updated posters for Earth Day
Ms. Morin stated that the activies went well but would like to see more people attend
and also more volunteers. Ms. Morin would like to see more advertizing about the
event.
The seed ball and Origami bird projects were well received and the children enjoyed
partipating in creating their own projects to take home.
Ms. Morin would like to see about doing a video of the right and wrong way of what
not to put in the storm water system. Ms. Morin will contact the cable TV and will
try to set up a meeting with them.
Mr. Asleson stated that the free mattress disposal coupons were received well by the
public. On the Annual Recycling Day there were 23 mattress coupons collected
Mr. Asleson will put Earth Day prep work on February 2015 agenda.
B. Annual Recycling Day Update
Mr. Asleson stated that he didn’t have all the totals yet but the only number he knew
for sure was that there was 20 tons of steel.

Mr. Asleson is interested in getting Mr. Husveth to fly a drone in a couple of weeks to
check out the heron activity.
D. Community Gardens
Ms. Morin suggested that a Facebook site could be started so that the gardeners can
share ideas.
Ms. DeHaven is helping construct a sign for the Community Gardens.
7. ADJOURNMENT
Ms. Morin made a MOTION to adjourn the meeting at 7:35 p.m. Motion was supported
by Ms. DeHaven. Motion carried.
Next Environmental Board meeting is Wednesday, June 25, 2014 at 6:30pm.
