HomeMy WebLinkAbout12/07/2017 EDAC Minutes 1 CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: December 7, 2017 MEMBERS PRESENT: Jim Schueller, Nathan Vojtech, Chad Wagner, Don Johnson, Lou Masonick, Michael Ruhland, Patrick Kohler MEMBERS ABSENT: Julie Schwartz, Thomas Colgan OTHERS PRESENT: Michael Grochala, Kirsten Barsness, Mara Strand APPROVAL OF MINUTES It was moved by Mr. Vojtech to approve the minutes from November 2, 2017. The motion was seconded by Mr. Masonick and passed unanimously. DISCUSSION ITEMS A. Lino Lakes Tax Increment and Abatement Financial Incentives Policy (Cont.) i. Kirsten Barsness presented the red lined document and went through changes that were made ii. Mr. Wagner mentioned SPA loans and people are in need of more financial assistance iii. Mr. Ruhland asked how the City is determining market value iv. Mr. Vojitech asked about the wording of “construction of public improvements that benefit the City of Lino Lakes, it’s residents and businesses” v. Board unanimously approved the changes and updates made in the red lined document B. Comprehensive Plan Update i. Mr. Grochala stated the Planning and Zoning Board will receive combined chapters of the Comprehensive Plan after the new year ii. January EDAC meeting will be cancelled, the next meeting will be in February iii. Transportation  Changes to come due to HOV lines – 35E MNPass and 35W (2019 start)  Mr. Grochala stated that the Birch Street corridor study finished in 2010 and an origin destination study was completed  Removing access onto S-curve  Fox Road to connect Saddle Club 3rd Addition and Saddle Club 4th Addition  2019 planning to reconstruct Ware Road to West Shadow Lake Drive  Reserved right away on Cedar Street for an overpass 2  Biggest change in the Comprehensive Plan is a new business park on the east side  49/J went to Council Monday night and Council was interested - utilities will be a hold up  Watermark (Lennar) changing some of their products – Monday’s work session discussion brought concern on product type C. Project Update i. Mr. Ruhland asked about Rapp Farms  Challenge on the south is sanitary sewer and White Bear Township water, City of Lino Lakes has 1 well in 5 mile radius ii. Mr. Masonick asked about a new house on the west side of Centerville Road ADJOURNMENT The meeting was adjourned at 8:51 AM.
